2010年上半年船員培訓(xùn)辦班計(jì)劃

2010年上年船員培訓(xùn)計(jì)劃現(xiàn)確定,為方便各航運(yùn)單位選送船員培訓(xùn),現(xiàn)將擬開辦的船員培訓(xùn)班計(jì)劃通知如下:

一、培訓(xùn)班類：計(jì)劃招生人數(shù)

1、船長考證培訓(xùn)班100人上

2、大副考證培訓(xùn)班100人

3、三副考證培訓(xùn)班50人

4、輪機(jī)長考證培訓(xùn)班100人

5、大管輪考證培訓(xùn)班100人

7、GMDSS 通用操作員培訓(xùn)班80人

四、大副考證培訓(xùn)班（職務(wù)晉升，船長、大副航區(qū)擴(kuò)大、噸位提高）

注：根據(jù)海事局考證要求，參加GMDSS通用操作員考證的船員，必須年滿20周歲，持有相應(yīng)專業(yè)中專以上畢業(yè)證書或已有適任證書、基本安全、精通艇筏及精通急救的證書。各航運(yùn)公司在考慮船員培訓(xùn)人員時，注意這方面的要求。

九、值班水手考證培訓(xùn)

十、值班機(jī)工考證培訓(xùn)

理論：（1）機(jī)工業(yè)務(wù)（輔機(jī)、柴油機(jī)、管理、電站、輪機(jī)基礎(chǔ)）（2）機(jī)工英語 評估：（1）金工工藝（2）機(jī)工值班

注：根據(jù)海事局考證要求，參加值班機(jī)工考證的船員，必須年滿18周歲，持有基本安全、精通艇筏的證書。各航運(yùn)公司在考慮船員培訓(xùn)人員時，注意這方面的要求。

十一、船舶和公司保安員考證培訓(xùn)

第一期：2010年3月8日～3月12日（以后各期時間待定）

注：

1、根據(jù)海事局考證要求，參加保安員考證的船員，必須持有船員服務(wù)薄。

2、參加獲取船員保安員證書的需帶好專業(yè)證書復(fù)印件；獲取公司保安員證書的需帶好二寸二張彩照。

3、根據(jù)各航運(yùn)公司的需要可適當(dāng)調(diào)整時間及增加辦班期數(shù)。

十二、船上醫(yī)護(hù)培訓(xùn)（大副）

第一期：2010年3月15日～3月24日

根據(jù)實(shí)際情況再增加辦班期數(shù)。

十三、二小證培訓(xùn)（駕駛員、船長）

1、開設(shè)課程：

（1）雷達(dá)、標(biāo)繪及雷達(dá)模擬器（2）自動雷達(dá)標(biāo)繪儀

2、時間安排：

根據(jù)各航運(yùn)公司的需要設(shè)定開班時間。

十四、大型船舶操縱（250m船長或8萬噸以上船長、大副）

根據(jù)各航運(yùn)公司的需要設(shè)定開班時間。

十五、駕駛臺資源管理

根據(jù)各航運(yùn)公司的需要設(shè)定開班時間。

十六、“電子海圖”、“船舶自動識別系統(tǒng)”、“GMDSS崗前培訓(xùn)班”等培訓(xùn)班，請各公司留意

開班通知。

十七、有關(guān)注意事項(xiàng)：

1、參加GMDSS培訓(xùn)的學(xué)員報(bào)到時須將報(bào)考材料一起交上海船員培訓(xùn)中心。報(bào)考教材包括基本安全、精通艇筏、精通急救、服務(wù)簿復(fù)印件、船員適任證書復(fù)印件、適任證書申請表及需報(bào)單位主管簽名、蓋章，體檢表；個體船員還需勞動手冊及合同書。

2、各航運(yùn)公司請?jiān)?010年1月22日前將反饋表填妥后報(bào)上海船員培訓(xùn)中心，便于我們安排，確保順利開班。務(wù)請各公司將反饋表中需參加這類培訓(xùn)的人數(shù)和類別詳細(xì)填寫。

3、學(xué)員可憑各航運(yùn)公司開具的介紹信報(bào)到，報(bào)到時須交培訓(xùn)費(fèi)用及報(bào)名照（白底二寸彩照）2張，并帶好身份證、專業(yè)合格證書編號，專業(yè)合格證書不是上海海事局簽發(fā)的需帶好復(fù)印件。

4、為保證船員申報(bào)各類適任證書考試順利，基本安全等專業(yè)證書培訓(xùn)班基本上按上述時間開班，望各航運(yùn)公司能提前或按規(guī)定時間反饋給我培訓(xùn)中心，謝謝長期支持和配合。

5、上海船員培訓(xùn)中心對培訓(xùn)的學(xué)員不再提供住宿，改由上海海事大學(xué)后勤服務(wù)中心提供。住宿費(fèi)用約為25~45元/天（4人房-3人房）

第三篇：2016年船員培訓(xùn)中心工作總結(jié)

船員培訓(xùn)中心

一、全年工作小結(jié)

1、培訓(xùn)基本數(shù)據(jù)：

完成基本安全培訓(xùn)957人； 完成客船培訓(xùn)77人； 完成滾裝培訓(xùn)78人； 完成包危培訓(xùn)164人； 完成適任培訓(xùn)508人； 完成延線培訓(xùn)39人； 以上培訓(xùn)共計(jì)1823人。

2、完成“雙萬工程”655名船員培訓(xùn)的補(bǔ)助申請工作。其中，432名就業(yè)技能培訓(xùn)，223名崗位技能提升培訓(xùn)。

3、學(xué)歷制學(xué)生考取職業(yè)相關(guān)證書情況：

2015級學(xué)歷制學(xué)生共72人。考取船員服務(wù)簿58人，內(nèi)河載運(yùn)包裝危險貨物船船員特殊培訓(xùn)證書44人，內(nèi)河滾裝船船員特殊培訓(xùn)證書12人，內(nèi)河客船船員特殊培訓(xùn)證書12人。

4、日常船員培訓(xùn)報(bào)名工作順利進(jìn)行。

二、來年工作打算 1、2017年全年船員培訓(xùn)計(jì)劃已敲定，全年計(jì)劃完成基本安全培訓(xùn)12期，適任培訓(xùn)4期，特殊培訓(xùn)共9期（包含：包危、客船、滾裝各3期）。

2、2016年12月26日、27日將舉行適任理論考試，2017年春節(jié)前，將完成2016年所有船員培訓(xùn)檔案歸檔工作。

3、完成2016年“雙萬工程”培訓(xùn)補(bǔ)助放款工作。

4、推進(jìn)質(zhì)量管理體系內(nèi)審、外審工作。

5、進(jìn)一步加強(qiáng)船員報(bào)名大廳業(yè)務(wù)流程各環(huán)節(jié)的管理工作，確保報(bào)名、受理、報(bào)送資料、開班、培訓(xùn)、考勤、考務(wù)、制證、發(fā)證等流程順利進(jìn)行；進(jìn)一步加強(qiáng)師資隊(duì)伍、班主任隊(duì)伍的管理工作，增強(qiáng)自身素養(yǎng)，提高業(yè)務(wù)能力；組織船員培訓(xùn)中心工作人員學(xué)習(xí)質(zhì)量管理體系文件，做好質(zhì)量記錄。

三、存在的困難

1、《15考規(guī)》新增多條船員報(bào)名資質(zhì)審核條件，造成適任培訓(xùn)報(bào)名數(shù)量大幅度縮減；

2、新考試大綱與培訓(xùn)教材相差較大，及格率有所下降，現(xiàn)已計(jì)劃購買新教材，明年將提高教學(xué)質(zhì)量提升考試合格率。

培訓(xùn)中心的機(jī)構(gòu)設(shè)置和工作職責(zé)

××培訓(xùn)中心（下稱培訓(xùn)中心）是經(jīng)市教育局批準(zhǔn)，市民政局注冊的民辦非企業(yè)單位，具有獨(dú)立法人資格，于2011年正式設(shè)立。培訓(xùn)中心的機(jī)構(gòu)性質(zhì)和管理體制具有以下特點(diǎn)：

1、培訓(xùn)中心由校企雙方自愿舉辦、依法設(shè)立，主要利用高校優(yōu)質(zhì)教育資源和辦學(xué)條件，以及國營企業(yè)的非財(cái)政撥款的資金投入和行業(yè)優(yōu)勢，從事非營利性各類船員培訓(xùn)。

2、培訓(xùn)中心為非財(cái)政撥款培訓(xùn)機(jī)構(gòu)，但其資金來源仍屬國有性質(zhì)，在財(cái)務(wù)管理上實(shí)行獨(dú)立核算，按章納稅，嚴(yán)格執(zhí)行國有企業(yè)財(cái)務(wù)規(guī)章制度；

3、培訓(xùn)中心將按照國家的法律法規(guī)和有關(guān)部門的規(guī)定設(shè)立和運(yùn)作，接受有關(guān)部門的監(jiān)督和檢查。

4、培訓(xùn)中心在董事會的領(lǐng)導(dǎo)下開展工作，向董事會以及本中心舉辦者負(fù)責(zé)。培訓(xùn)中心的日常工作實(shí)行主任負(fù)責(zé)制，由主任、副主任和各部門負(fù)責(zé)人組成培訓(xùn)中心領(lǐng)導(dǎo)集體。對重大事項(xiàng)實(shí)行集體研究制度。

創(chuàng)辦初期，培訓(xùn)中心下設(shè)辦公室、財(cái)務(wù)部、培訓(xùn)部、資產(chǎn)管理部，質(zhì)量體系管理部等五個工作部門。今后可根據(jù)工作和業(yè)務(wù)需要再設(shè)置其他部門。各部的基本職能如下：

辦公室的工作職責(zé)為：

1、負(fù)責(zé)人事招聘，人事考評，人事檔案；

2、制定工資管理，福利待遇，社保醫(yī)保等制度；

3、負(fù)責(zé)文秘工作，檔案管理，計(jì)劃總結(jié)，4、負(fù)責(zé)對外聯(lián)絡(luò)工作，5、負(fù)責(zé)接待工作，用車管理，辦公物品的采購與管理；

財(cái)務(wù)部的工作職責(zé)為：1、2、3、4、5、負(fù)責(zé)培訓(xùn)中心資金資產(chǎn)的管理，保證資金的安全和正常運(yùn)作； 嚴(yán)格執(zhí)行各項(xiàng)財(cái)務(wù)管理規(guī)章制度，把好財(cái)務(wù)的監(jiān)督和控制關(guān)； 做好財(cái)務(wù)的預(yù)算決算；財(cái)務(wù)報(bào)表，會計(jì)憑證等；提出合理化建議，參與培訓(xùn)設(shè)備的采購，負(fù)責(zé)財(cái)務(wù)的跟蹤和管理，建立健全本中心財(cái)務(wù)和資產(chǎn)管理制度； 負(fù)責(zé)報(bào)稅，繳納社保醫(yī)保，財(cái)務(wù)部暫設(shè)財(cái)務(wù)經(jīng)理兼會計(jì)一人，出納一人（可兼任）培訓(xùn)部的工作職責(zé)為：
