一、船員組織結構

船員組織結構的形式隨船舶科技進步而演化。

目前，一艘有甲板部、輪機部和事務部，客船還有客運部等。一般貨船船員組織結構如圖所示，隨著船舶自動化程度的迅速提高，無人值班機艙和一人駕駛臺的快速發展，STCW公約提出功能發證，船員可跨部門從事其適任證書許可的職能。表現為一職能多人和-人多職能，可根據情況需要靈活地組織值班。基于職能配員的船員的組織結構，打破了部門的界限，共享人力資源，能隨時調集足夠的技術力量解決某職能的問題，職能配員使船員總人數得到較大幅度的減少

二、各級船員的主要職責

(1)、船長

船長是船舶領導人，船長對船東(船公司)負責，是船舶安全生產、航行指揮、行政管理、技術業務和涉外工作的負責人。船長應嚴格遵守有關國家法規和規章，國際公約和條例，以及地區性規定，尤其是國際海上防污染公約及各國有關防污染的規定，嚴格貫徹執行船東(船公司)對船員的各項行政管理制度，領導船員嚴格履行崗位職責．保持船舶適航、適貨和設備的良好技術狀態，確保船舶的安全生產。

船長負責審批大副編制的貨物配載計劃，嚴格執行乘員定額和載重線規定，不得超載。在裝卸危險品、重大件或貴重物品時，船長應親自監督；負責審批各部門負責人制定的運輸生產和維修保養方面的航次工作計劃；負責組織全體船員制定和落實防火、防爆、防海盜、防偷渡、防走私等各項防范措施；負責審核并簽署應變部署表，定期主持救生、消防等各種演習；負責審閱并簽署航海日志．監督航海日志、輪機日志和電臺日志的正確記載負責保管船舶公章、重要文件、船舶證書、船員證書等．證書到期前應及時申請檢驗或更換。

開航前，船長應通知各部門負責人做好開航前的準備工作。督促二副備齊并改妥所需海圖和其他航海圖書資料，審定安全經濟的計劃航線；制定并落實航次計劃，備足航次所需的燃料、備件、物料、淡水、伙食等；檢查備齊各種船舶證書、船員證件、運輸單證以及港口文件．辦妥離港手續。

航行中．船長應督促各部門負責人認真落實航行計劃及相關措施，及早布置和落實防暴風、防臺風、防凍、防碰撞以及霧航等安全生產措施。在船舶進出港口、靠離、移泊、通過狹水道或船舶密集海域、航近冰區、礁區以及遇惡劣天氣、能見度不良或遇到法定的其他情況時，船長應上駕駛臺親自指揮或指導。即使有引航員引領時，船長仍負有安全責任。夜間航行時，應將有關航行指示和安全注意事項明確記入“船長夜航命令簿”。

在停泊期間，船長應布置值班注意事項，并督促檢查值班情況。

在船舶發生海損事故時，應按規定發出扼要的海事聲明或海事報告，連同航海日志摘要在船舶抵達第一港口時送交有關部門簽證，并按需要申請檢驗。

船舶發生危及在船人員和財產安全的事故時，船長應及時組織船員和其他在船人員盡力施救。在船舶沉沒不可避免的情況下，船長可以做出棄船決定，但應盡可能報經船舶所有人同意。在棄船時，船長應當最后離船，并盡可能攜帶國旗、航海日志和其它重要文件。

在緊急情況下．船長為保障水上人命與財產的安全和保護水域環境，可獨立作出判斷和決策。船長在不嚴重危及本船和船上人員安全的情況下，應當盡力救助水上人命。

船舶發生水上交通事故或水域污染事故，船長應采取一切措施盡力防止損失擴大，并撰寫水上交通事故報告書或水域污染事故報告書。

在修船時，船長應認真審批各部門修理計劃，檢查進廠前的準備工作，做好防火、防爆、防工傷等工作。修理過程中．經常檢查工程的質量和進度，嚴格監修和驗收，保質保量地按期完成修船任務。

(2)、政委

政委是船舶領導人之一．受上級黨委和行政雙重領導，負責船員的思想政治工作和精神文明建設，并兼管部分行政管理工作；作為船舶黨支部書記還負責船舶的黨務工作。

(3)、大副

大副是船長的主要助手，是甲板部的負責人。在船長、政委的領導下，主持甲板部的日常工作。除航行值班外，主管貨物的配載、裝卸、交接和運輸管理以及甲板部的維修保養工作。

大副負責編制甲板部的維修保養計劃，組織甲板部人員做好維修保養工作；負責督促做好甲板部的備件、物料、工具和勞保用品的請領、驗收、保管、使用等工作；負責每日檢查淡水艙、壓載水艙和污水溝(阱)的測量記錄并記入航海日志；負責安排淡水艙、壓載水艙的注入、排出或移注工作．以及管理淡水的補充；負責按規定審閱和簽署航海日志，負責保管航海日志和有關圖紙、技術資料和業務文件；負責督促三副和水手長做好救生、消防、堵漏設備和各種應變器材的養護工作。

大副全面負責貨物裝卸。在保證貨物和船舶安全的前提下，充分利用船舶的裝載能力，合理配載，不得超載；計算并保持良好的穩性和適宜的吃水差，布置有關人員監督裝卸，防止發生貨損貨差；在裝卸危險品、重大件或貴重物品時，應指定水手長檢查裝卸設備和綁扎、加固等情況，并親臨現場監裝監卸。

開航前，大副負責檢查各種貨物單證是否齊全、甲板部船員是否到船，以及淡水儲備量、封艙、活動物件綁扎固定等情況，并會同輪機長、電機員試舵，確認良好并記入航海日志。

大風浪侵襲前．大副應督促水手長和木匠檢查船上易移動物件并予以綁固，并親自檢查艙口的水密性和牢固情況，督促有關人員關閉貨艙通風口和外側水密門窗以及疏通甲板排水孔道。

進出港口、靠離移泊和拋起錨時，大副在船首負責了望，并按船長要求指揮船員進行纜繩、錨等作業的安全操作。

修船時，大副負責匯總和編制甲板部的修船計劃，制定并落實各項安全措施，組織好監修、驗收和自修工作，掌握修理進度和質量，保質保量按期完成該部門的修船任務。

航行值班時間：04：00-08：00；16：00-20：00。

(4)、二副

二副在船長、大副的領導下履行航行和停泊所規定的值班職責，并主管駕駛臺設備，包括各種無線電航海儀器、氣象儀器、操舵儀、天文鐘和船鐘、羅經、國旗、號旗、號燈、號型、海圖及其他航海圖書資料。

航前，二副應按船長指示備妥所需旗號、海圖及有關航海資料并改正到使用之日，設計并畫好好計劃航線，報船長審批。

航行中，每天填寫正午報告；每個航次結束后及時填報航次報告。

進出港口、靠離移泊時，二副在船尾按船長的指示指揮船員進行纜繩等作業的安全操作。

航行值班時間：00：00-04：00；12：00-16：00。

(5)、三副

三副在船長、大副的領導下履行航行和停泊所規定的值班職責，并主管救生、消防設備。

開航前，三副應編妥船舶應變部署表和船員應變卡，并經大副審核，船長和政委批準后公布執行。

進出港口、靠離移泊和拋起錨時，三副在駕駛臺協助了望，傳達和執行船長命令，并操縱車鐘．記錄車鐘和船舶的主要動態和情況。

航行值班時間：08：00-12：00；20：00-24：00。

(6)、無線電電子員或操作員

在船長、政委的領導下，按時值班，正確使用各種無線電通信設備．做好維修保養工作，認真完成船長和政委下達的各項通信任務，并做好記錄。

(7)、水手長

水手長在大副領導下．組織領導木匠和水手開展工作。

負責編制水手航行、停泊及了望輪值表；

按大副指示安排水手進行船體和甲板部設備的維修保養、起落吊桿、開關艙、綁扎貨物、清艙洗艙以及裝卸和靠離泊的準備工作等；

管理甲板部物料、屬具、綁扎器材和勞保用品，做好請領、驗收和發放等工作。

(8)、木匠

木匠在大副和水手長領導下，負責木工及有關工作。負責請領、保管木工工具和物料；負責定期檢查舷窗、水密門、導纜孔滾筒和救生艇吊柱等設備，并適時加油活絡；負責每天至少兩次測量談水艙、壓載水艙、污水溝(井)并作好記錄；負責按大副或值班駕駛員指示聯系機艙灌注、移注、排出壓載水或排出貨艙污水；負責操縱起錨機及其外部的清潔保養。(９)、一級水手

一級水手在值班駕駛員和水手長領導下，履行值班職責或參加維修保養工作。

值班時，一級水手應切實執行值班制度的各項規定。開航前做好檢查航行燈、備罷所需旗號等準備工作，航行中按要求正確操舵，協助駕駛員了望，并負責駕駛臺的清潔及有關設備的養護工作。

不參加輪值時，在水手長的安排下，履行二級水手的職責。(10)、二級水手

二級水手在水手長的領導下，參加系泊帶纜．收放舷梯、安全網和引航員梯、清潔和維修保養，起落吊桿和開關艙，清艙洗艙，看艙理貨，綁扎貸物，拆裝檢查裝卸屬具，插編繩結、收放救生艇(筏)，消防、救生、堵漏、了頭，以及大副、水手長安排的其他工作。(11)、輪機長

輪機長在船長、政委的領導下，是全船機械、動力、電氣(無線電通信和甲板部使用的無線電儀器除外)設備的技術總負責人。負責制定并落實各種機電設備的操作規程、保養檢修計劃和值班制度；負責組織制定輪機部修船計劃、編制修理單和預防檢修計劃，組織領導修船并驗收；負責各種油料、物料、備件的申請、造冊保管和合理使用；負責保管機艙設備的證書、圖紙資料和技術文件；負責審問和簽署輪機日志。在發生緊急事故時，輪機長負責指揮機艙人員進行搶修和搶救工作。(12)、大管輪

大管輪是輪機長的主要助手，在輪機長的領導下負責領導輪機部人員進行機電設備管理、操作和檢修工作，教育所屬船員嚴格遵守工作制度、操作規章和勞動紀律，保證輪機部各項規章制度的正確執行。

大管輪負責管理主機、軸系及為主機直接服務的輔機，并負責管理舵機、冷藏機，以及輪機部有關安全的設備(如應急艙底閥、燃油應急開關等)；負責輪機部通用物料及本人主管機械設備的備件、潤滑油的申領、驗收和使用；負責機、爐、泵艙的清潔工作。在開航前試車時，大管輪必須在場。

航行值班時間與大副相同。(13)、二管輪

二管輪在輪機長和大管輪的領導下，負責管理發電原動機及為它服務的機械設備、機艙內部分輔機和輪機長指定的其他設備；負責加裝燃油(駁油)，并進行燃油的測量、統計和記錄工作。

航行值班時間與二副相同。(14)、三管輪

三管輪在輪機長和大管輪的領導下，負責管理甲板機械、泵間、救生艇、應急救火泵、空調機、副鍋爐及其附屬設備和機艙內部分輔機等，以及輪機長指定的其他輔機和設備。對于不設電機員的船舶，三管輪負責管理全船電氣設備。

航行值班時間與三副相同。(15)、機工長

機工長應具有管理、操作和檢修能力。在大管輪的領導下，機工長負責組織、安排機工值班以及機、爐、泵艙等處的清潔和日常維修保養工作。(16)、機工

機工在輪機長、大管輪的領導下，在機工長的直接領導和安排下，協助輪機員或獨立進行機、電、鍋爐設備、管系、閥門等的檢修、保養和清潔工作，并按規定時間值班。（17）、管事

管事是事務部的負責人，是船長和政委對外聯系的助手。在船長、政委的領導下，負責組織領導事務部人員工作；負責船員、旅客的生活服務；負責辦理聯檢、現金出納和船員工資等工作。(18)、大廚

廚在管事的領導下，領導和分配廚房工作人員的工作，并協助管事采購、儲備和保管糧食、副食品和餐膳用料，保證廚房及食品的清潔衛生。(19)、廚工

廚工是大廚的助手。在大廚的領導下，負責爐灶、倉庫和膳食等工作。(20)、船醫

船醫在船長、政委的領導下。負責全船的醫療工作，并協同大副監督船舶的清潔衛生工作，保證全體船員、旅客的身體健康。沒有配備船醫時，船醫的工作由大副(外籍船有的由二副)兼任。(21)、服務員

服務員在管事的領導下，負責船員、旅客的服務工作。

一、在上船之前

上船之前，（我把那些騙子公司、皮包公司、信用不好的公司、黑心公司統稱為蒼蠅）蒼蠅會到處搜集高級海員的信息，搜到你的信息以后會很熱情的和你聯系，這時你不要暈，警惕性要提高。

行騙方法一：先穩住再說。

這種方法是先跟你說，我們公司現在急需您這樣的人材。要派你上什么樣的船，船況很好！薪水很高！航線很好！！船上的生活條件好的不得了！！您趕快過來吧。你真的去了以后，到了他們中介公司，他們根本沒有船；他們會說，那個船已經有人了，要不我再給你安排別的船吧。一般人都會因為大老遠的跑了一趟，又沒有人給報銷路費而不甘心。只好聽從他們蒼蠅的安排，在他們公司附近找個旅館住下，等他們再給你聯系別的船。最后的結果肯定會是沒有令你滿意的船。上海隆卿公司就是這么個例子！

行騙方法二：胡說八道。

蒼蠅從各種途徑上聯系一些高級海員都不愿意上的破船很容易，而要找船況、航線、船東管理水平、船東信用、工資水平都好船不容易，因為好船不需要委托中介公司幫忙招高級海員。這樣的好船，高級海員們服務過一次之后，肯定還會想方設法的再回去，或者給自己的朋友介紹。蒼蠅聯系到了破船之后，就要去聯系高級海員了，如果蒼蠅實話跟你說船舶狀況，就會把高級海員給嚇跑，船齡快到了35年的祖宗船，大連威蘭德、上海申滿這樣的臭名昭著的公司，中東、南非這樣的嚇死人的航線。。誰聽了都要打寒顫。這樣條件的破船經過蒼蠅播音員的嘴說出來的會把79給說成97，船東是臺灣、香港...，航線東南亞。多么誘人的條件，這種行騙方法結合行騙方法一，剛作自由高級海員的高級海員兄弟一般都會上當。行騙方法三：掛羊頭，賣狗肉！

比如大連威蘭德、上海申滿這樣的公司臭名昭著、如雷貫耳！如果他們打著自己的旗幟招高級海員，他們當然只能喝西北風了。他們就掛靠一個比較有名氣的公司，狐假虎威的蒙人！大連威蘭德掛靠的是大連中海；上海申滿掛靠的是上海華洋。不過允許這樣的蒼蠅公司掛靠的公司也不是什么好鳥。

二、上船以后

上船以后，船況航線等都包不住以后，蒼蠅會想盡一切辦法把你給留住，這時不要心疼一點路費損失，也不要輕易把證書交給蒼蠅，更不要聽信蒼蠅說的給你補償、加薪等鬼話。要果斷行事！此時最忌諱優柔寡斷！

行騙方法一：攜證要挾。

當你到了接船港口以后，蒼蠅會以辦出境證明、辦理健康證、辦理巴牌等為借口要你的證書。上了船，當你知道上當以后，你要求回家，蒼蠅不會那么痛快的把證書還給你的。這時只要你稍微有點口軟，蒼蠅就會死叮不放，直到你同意給他們服務一個航次，一個月。。如果就是不松口，堅決要回家，這時可能會招來一頓毒打！（當然不會在船上打給其它高級海員看，所以你離開船之后要馬上打的逃離。）

行騙方法二：假加薪。

當你口氣軟了以后，蒼蠅看到有轉機，他們會以加薪來誘惑你。一般這只會是口頭上的，將來你作完合同了他們又不會承認他們的口頭承諾。

行騙方法三：幫你換證。

我們自由高級海員的證書都要我們自己去更換升級。升級需要資歷。我們高級海員很少有門路去搞假資歷，更少有門路認識海事局的人。所以我們一般只有實實在在的去熬資歷。如果蒼蠅承諾給你做假資歷，給你提前六個月換出證書。誰的頭腦不會發熱？上海申滿最會使用

這一招。這些都是陷阱。千萬不要相信。如果資歷差一兩個月海事局有時也會睜一只眼，閉一只眼。放行！不過資歷差六個多月，神仙也幫不了你。

行騙方法四：高額保證金、高額家匯。

以前保證金和家匯一般公司都會有，不過每月100美元就夠了。現在已經沒有保證金和家匯這種做法，除非你自己提出要求家匯。如果蒼蠅要求好幾百美元保證金，和不小數目的家匯時一定不可以答應，尤其是中東、非洲這樣的幾個月才可以回國一次的航次。他們這是在為以后黑你作鋪墊。

三、下船

下船時一定要把應該領走的薪水、勞務費...都領走。不要聽信蒼蠅說的“我們公司是很正規的公司，我們公司每個月的某某日子財務結算。你先回家，回家以后把你的路費單子給我們公司寄過來。我們將來把你未結清的工資、勞務費和路費一次性打到你的帳號里。”****!千萬不要相信！看我慢慢給你分解！

行騙方法一：調虎離山。

快要下船了，到港后，第一件事是趕快查查家匯部分有沒有到帳。你休假時蒼蠅想盡一切辦法把你哄離船。當然是太公釣魚。這時如果你相信他們的鬼話，什么錢都不要就離船那你就真的成了那條蠢魚了。正規公司都是在你下船時把你所有的收入都給你結算的清清楚楚。不會有拖延的。不要相信他們的理由和承諾！到手的錢才叫錢！

行騙方法二：肉包子打狗。

下船之后，他們還要求你把路費單據寄給他們。這些都只是泡影。他們向船東報銷路費了，可是錢進入了他們自己的腰包。這些錢和保證金、家匯都成為了千年不賴，萬年不還的死帳。行騙方法三：牽著鼻子走。

你回家以后，時間到了蒼蠅承諾把剩余的沒有結清的錢打到你帳戶里的時候了。你去銀行查，咦？沒有到？打個電話問問！理由一！OK，再等等！再查，還沒有到？打個電話再問問！理由二！OK!我相信你，再等等，再查還是沒有到？......我來說句話吧！兄弟你不要再白忙活了。錢!他們不可能給你了。再找個信用好的，船況好的，航線好的船出海吧!

四、翻臉

當你徹底看清蒼蠅的嘴臉以后你和他翻臉了，打官司，你有時間嗎？你要到蒼蠅所在的城市對嗎？你去了不怕他揍你嗎？路費、住宿費誰給你報銷？你有充足的證據嗎？勞動官司有效期是三個月，過了嗎？你有很多的閑錢向衙門里扔嗎？沒有轍吧？干生氣，不行！我要罵罵他，解解氣！他們是什么人哪？他們的臉皮可以給航天飛機當防護層。又被他們氣回來了。“罵我的人不只你一個人，小子！要搞我的人多著了，多大的JJ我沒有見過？我怕你一個小毛孩？”——武漢興盛洋吳女士名言！我吐！我吐哇、吐哇！吐習慣了就好了。

我再談談我求職找好船的一些經驗！

好的船也很多，象有的公司自己有高級海員，正好趕上某段時間自己公司的高級海員都去考證；或者小公司發展壯大，以前都是小船，現在開始買大船，一時沒有帶甲類證書的高級海員；再還有公司沒有對公司的發展計劃好，以前只有幾個船，現在又開始買船，以前沒有作好高級海員儲備；再還有一些國有大公司，自己公司的高級海員已經剩余，領導把高級海員需求名額交給中介公司，然后收取中介公司的回扣....這些情況都給我們自由高級海員提供了很好的機會。

找船有以下幾點經驗：

一、就近原則

最好是接船港或者是公司所在地離你家不遠。如果是接船港離家近，上船前不要簽合同，等上了船以后看一下船況，看一下生活水平、待遇，和高級海員們聊聊，如果不滿意馬上回家。因為離家近，路費寥寥無幾，不會心疼。更近一點，還在自己的勢力范圍之內。如果蒼蠅敢先無賴，馬上找人揍他。如果是公司離家近，下船后，公司一般不會賴你的錢，一方面是我們高級海員可以經常去要錢，二方面他們也會擔心你在地方有勢力，會找他們的麻煩。

二、多聽多看

無論在網絡上看到有人罵某公司，或者是口頭上聽到高級海員們議論什么公司不好。我們都要整理記錄下來。別人在這些公司吃過虧，我們就沒有必要再冒險。對待高級海員們的牢騷、發泄，我們要采取寧可信其有的態度。有句話叫無風不起浪！更何況據我的經驗這些被罵的公司100%不是什么好鳥！我曾經在網絡上看到過罵上海申滿的貼子，有一次上船，叫我上船的是上海華洋，我去了上海以后我才知道上海華洋把高級海員業務交給了上海申滿，上海申滿成了上海華洋名下的一個子公司。我當時很矛盾。一方面我看到過罵申滿的貼子，一方面上海華洋是個很有名氣的大公司，這么大的公司應該很正規，不會坑害我們高級海員。可是在我上船時就發現上當，沒有辦法，證書落到他們手里了，要不回來了，給他們服務了四個月后，才得以下船回家。在這四個月里，他們的丑惡嘴臉我看的清清楚楚。上海申滿是個最垃圾的公司。真后悔當時沒有對罵上海申滿的貼子采取寧可信其有的態度。

另外在網絡上我們看到的貼子，有很多的網民回貼是站在蒼蠅的立場上說話。對這些貼你不必要理會。因為我們高級海員上網的時間很少。說句話不容易，而且多數的網站都是以贏利為目的，只要蒼蠅給錢了，網站就把對蒼蠅不利的貼子給刪除了。而他們這些蒼蠅天天泡在網上，他們有很多的時間、精力去注冊很多的身份，編很多的故事來蒙蔽我們。所以蒼蠅比我們高級海員更有“輿論”優勢。越是說某個公司好的貼子越有假。因為如果有這樣的好公司，高級海員們肯定會回頭去干，生怕別人搶了飯碗。怎么會把“肥水”告訴別人呢？

三、多觀察

上船看看船上的生活水平怎么樣？如果連生活設施都很簡陋，床上的臥具都很破爛。這樣的船一定不要上，改善一下生活設施花不了多少錢。如果老板連這么點都不舍得花。他還怎么談人性化管理？這個公司肯定是唯利是圖的。貪心大了就肯定會黑我們高級海員。

四、多試探

上船前到了集合地時馬上要求報銷路費。如果他就是不給報，或者搪塞，那么不要上，這說明他們心虛，怕路費報銷了，你上了船后不滿意，要離開，他們白白的給你了路費。

五、保持主動權

除非時間緊，不要在上船之前把證書給他們，（辦理健康證、出境證明、外藉證書等等復印件足夠了），最好是在辦理出境前能上船看看，這其實不難！上船之前不要簽合同。如果他們催促你在上船之前簽合同、辦出境手續、交出證書那么這個船一般不是什么好船。

六、要果斷

上了船以后，發現船況、生活環境、口碑....等有任何一樣不滿意，馬上提包走人。不要和蒼蠅談判，尤其是談加薪最蠢。現在新船很多，只要上網登記個信息，再等半個月的時間，總是能找到自己滿意的船的。

我希望高級海員兄弟們，尤其是職務高級海員，一定要硬起來。對信用不好的公司要封殺，對破船、舊船、危船、沙灘船要拒絕。使我們航運業的環境干凈起來。把破船、舊船、危船、沙灘船擠出航運市場。其實這并不難，我們高級海員晚一天不上船，只不過是少賺一天的錢，而船舶一天找不到高級海員，就一天開不了航，哪怕是少一張三副證書或者是少一張四軌證書。一天的損失是成千上萬，甚至是十幾萬。更多防騙技巧可以去中國船員聯盟的企業點評版塊去看一下,地址是http:///forum.php?mod=forumdisplay&fid=43&filter=typeid&typeid=9。
