每位辯手發言時間均為5分鐘，辯手提出質詢的時間應在發言人講話的第2到第4分鐘之間，被提問的辯手可以接受或回絕質詢，如果接受質詢，被提問辯手有10秒時間提出異議或提出問題，質詢和回答的時間記在被提問辯手發言時間中

發言計時以辯手開始說話為始，所有發言內容，包括致謝和開場白等，都在計時范圍內，計時人員將在以下時間點向選手示意：

第一分鐘末 舉牌一次 允許開始提出質詢 第四分鐘末 舉牌一次 提出質詢的時間結束 第五分鐘末 舉牌 發言時間結束，如果此時選手仍未停止演講，且不聽從主持人的引導，則要扣除相應分數并視為犯規

“外研社杯”英語辯論賽·

西安交通大學校園選拔賽策劃書

“外研社杯”全國英語辯論賽是由外語教學與研究出版社（FLTRP）和劍橋大學出版社（CUP）聯合主辦，中國英語教學研究會（CELEA）、英語口語聯盟（ESU）、《英語學習》雜志、國際教育辯論協會（IDEA）協辦的國內水平最高、影響最大的全國性英語辯論比賽。該項賽事自1997年以來每年舉辦一屆，第十一屆“外研社杯”全國英語辯論賽受到卡西歐（上海）貿易有限公司的大力支持，定于2007年5月9日至5月16日在北京外研社國際會議中心舉行。

應主辦方要求，西安交通大學將舉行校園選拔賽。希望通過本次活動, 可以促進和提高我校學生對英語辯論的興趣以及語言應用水平。

一、參賽資格：辯手必須是在中國大專院校全日制就讀的中國

籍在校本科學生（曾獲得往屆“CCTV杯”全國英語演講比

賽和“外研社杯”全國英語辯論賽出國獎項的選手不可參

賽）

二、報名時間：2007年即日起到4月9日

三、報名方式：網上報名（后附報名表，以２人一組報名）報

四、比賽時間: 2007年4月14日－15日

五、比賽地點：教一北二樓語言實驗室

Debating Competition is sponsored by the “Foreign Language Teaching

and Research Press”.By now, It has been successfully held for 16 years.It is aimed to encourage the development of college students' critical

thinking and language skills.Since 2010, It has employed the British

parliamentary debating style.And now, please let my paterner

ZhangHui introduce the rules of the competition.張惠：好的，下面就有我來向大家簡單介紹一下本次辯論賽的相關規則。本

次大賽采用的是英國議會制辯論形式。每位辯手的發言的時間均為7

分鐘。辯手提出“質詢”的時間應在第2到第6分鐘之間。“質詢”是指在對方發言時，針對發言者正在申述的論點提出的本方觀點，發言計時從辯手開始說話為始。所有必要內容（包括說明、介紹等）都在計時范圍內。計時人員將在以下時間點向選手示意： 時間標示：

第一分鐘末 響鈴一次（允許開始提出“質詢”）

第六分鐘末 響鈴一次（提出“質詢”的時間結束）

發言的辯手將被裁判團扣分。
