每位辯手發言時間均為5分鐘，辯手提出質詢的時間應在發言人講話的第2到第4分鐘之間，被提問的辯手可以接受或回絕質詢，如果接受質詢，被提問辯手有10秒時間提出異議或提出問題，質詢和回答的時間記在被提問辯手發言時間中

發言計時以辯手開始說話為始，所有發言內容，包括致謝和開場白等，都在計時范圍內，計時人員將在以下時間點向選手示意：
