On behalf of the State Council, I now present to you my report on the work of the government for your deliberation and approval.I also solicit comments and suggestions on the report from the members of the National Committee of the Chinese People's Political Consultative Conference(CPPCC).一、2008年工作回顧
I.Review of the Work in 2008
2008年是極不平凡的一年。我國經濟社會發展經受住了歷史罕見的重大挑戰和考驗。在中國共產黨領導下,全國各族人民迎難而上,奮力拼搏,戰勝各種艱難險阻,改革開放和社會主義現代化建設取得新的重大成就。
The year 2008 was truly eventful.Our country's economic and social development withstood severe challenges and tests that were rarely seen before.Under the leadership of the Communist Party of China(CPC), the people of all our ethnic groups faced difficulties squarely, worked with courage and determination, surmounted all difficulties and obstacles, and made new achievements in reform, opening up and socialist modernization.——國民經濟繼續保持平穩較快增長。國內生產總值超過30萬億元,比上年增長9%;物價總水平漲幅得到控制;財政收入6.13萬億元,增長19.5%;糧食連續五年增產,總產量10570億斤,創歷史最高水平。-The national economy continued to maintain steady and rapid growth.GDP topped 30 trillion yuan, an increase of 9% over the previous year.Overall price rises were held in check.Government revenue was 6.13 trillion yuan, an increase of 19.5%.Grain output rose for the fifth consecutive year and totaled 528.5 million tons, a record high.——改革開放深入推進。財稅、金融、價格、行政管理等重點領域和關鍵環節的改革取得新突破。進出口貿易總額2.56萬億美元,增長17.8%。實際利用外商直接投資924億美元。
-Reform and opening up were further deepened.New breakthroughs were made in reforms in key areas and crucial links, such as the fiscal, taxation, financial and pricing systems and administration.Imports and exports totaled US$ 2.56 trillion, an increase of 17.8%.Paid-in foreign direct investment reached $92.4billion.北京環球時代

——社會事業加快發展,人民生活進一步改善。城鎮新增就業1113萬人;城鎮居民人均可支配收入15781元,農村居民人均純收入4761元,實際增長8.4%和8%。

-Great victories were won in the fight against massive natural disasters.The Beijing Olympics and Paralympics were held successfully, and the Shenzhou VII manned space mission was a complete success.這些成就,標志著我們在中國特色社會主義道路上,邁出新的堅實步伐,極大地增強了全國各族人民戰勝困難的勇氣和力量,必將激勵我們在新的歷史征程上繼續奮勇前進。一年來,我們做了以下主要工作: These achievements signify that we have taken new and solid steps along the path of socialism with Chinese characteristics.They have greatly fortified the courage and strength of the people of all our ethnic groups to surmount difficulties and will definitely encourage us to bravely forge ahead on the new historical course.Last year, we accomplished the following important work:
(一)及時果斷調整宏觀經濟政策,全力保持經濟平穩較快發展
1.Making timely and resolute adjustments to macroeconomic policies and doing everything possible to maintain steady and rapid economic development 我們正確把握宏觀調控的方向、重點、力度和節奏,采取一系列促進經濟平穩較快發展的政策措施,在復雜多變的形勢下,積極應對國際金融危機的嚴重沖 擊,努力增強調控的預見性、針對性和有效性。年中,在國際能源和糧食價格處于高位、世界經濟增長放緩的情況下,針對沿海地區出現出口和經濟增速下滑苗頭,及時把宏觀調控的首要任務調整為“保持經濟平穩較快發展,控制物價過快上漲”,并采取了一些有針對性的財稅金融措施。
9月份后,國際經濟形勢急轉直下,對我國的不利影響明顯加重,我們又果斷地把宏觀調控的著力點轉到防止經濟增速過快下滑上來,實施積極的財政政策和 適度寬松的貨幣政策。三次提高出口退稅率,五次下調金融機構存貸款基準利率,四次下調存款準備金率,暫免儲蓄存款利息個人所得稅,下調證券交易印花稅,降 低住房交易稅費,加大對中小企業信貸支持。按照出手要快、出拳要重、措施要準、工作要實的要求,迅速推出進一步擴大內需、促進經濟增長的十項措施,爭分奪 秒地加以落實;接連出臺金融支持經濟發展、促進輕紡工業健康發展、促進房地產市場健康發展、搞活流通擴大消費和保持對外貿易穩定增長、穩定就業等政策措 施,加快制定重點產業調整振興規劃。
這些措施對緩解經濟運行中的突出矛盾、增強信心、穩定預期、保持經濟平穩較快發展,發揮了至關重要的作用。
We maintained the right direction, focus, intensity and pace of macro control, and adopted a series of policies and measures to promote steady and rapid economic development.In a complex and volatile situation, we actively responded to the severe impact of the global financial crisis and worked hard to make our macro control more proactive, targeted and effective.In the middle of the year, when energy and grain prices on the international market were high, world economic growth slowed, and exports from and economic growth in China's coastal regions began to decline, we promptly shifted the priority of macro control to maintaining steady and rapid economic development and controlling price hikes, and adopted relevant fiscal, taxation and financial 北京環球時代

measures.In September, the international economic situation started to deteriorate sharply and its negative impact became increasingly felt in China.We again resolutely shifted the focus of macro control to preventing economic growth from slowing down too quickly.We implemented a proactive fiscal policy and a moderately easy monetary policy.We raised export rebate rates three times, lowered the benchmark interest rates on savings and loans for financial institutions on five occasions, reduced required reserve ratios four times, suspended the individual income tax on interest earnings from savings, reduced securities transaction stamp tax rates, cut taxes and fees on housing transactions, and increased credit support to small and medium-sized enterprises.In accordance with the requirement that we act fast, be forceful, take targeted measures and stress implementation, we promptly introduced ten measures to further boost domestic demand and promote economic growth, and implemented them without delay.We adopted a succession of policies and measures to encourage financial institutions to support economic development, promote sound development of the textile and other light industries and the real estate market, expand consumption by improving distribution, maintain steady growth in foreign trade, and keep the employment situation stable.At the same time, we stepped up efforts to formulate plans for restructuring and revitalizing key industries.Together, these measures have played a crucial role in alleviating serious problems affecting economic performance, enhancing confidence, stabilizing expectations and maintaining steady and rapid economic development.毫不放松地加強“三農”工作。全年中央財政用于“三農”的投入5955億元,比上年增加1637億元,增長37.9%,其中糧食直補、農資綜合補 貼、良種補貼、農機具購置補貼資金達1030億元,比上年增長一倍。三次較大幅度提高糧食最低收購價,提價幅度超過20%。實施主要農產品臨時收儲政策。加強耕地保護和農田水利建設,提高農業綜合生產能力。扶持生豬、油料、奶業發展。這些政策措施在保護和調動農民積極性、保障重要農產品供給、增加農民收入 方面發揮了重要作用,為穩定經濟社會發展全局提供了有力支撐。We continued to strengthen our work related to agriculture, rural areas and farmers without any letup.Central government budgetary spending on agriculture, rural areas and farmers was 595.5 billion yuan for the whole year, a year-on-year increase of 163.7 billion yuan or 37.9%.This included 103 billion yuan, twice the figure for the previous year, in direct subsidies to grain producers, general subsidies for agricultural production supplies, and subsidies for superior crop varieties and the purchase of agricultural machinery and tools.We significantly raised minimum grain purchase prices three times, with the total increase exceeding 20%.We implemented a temporary policy for purchasing and stockpiling major agricultural products.We intensified the protection of arable land and the construction of agricultural water conservancy projects, and increased overall agricultural production capacity.We supported the production of hogs, oilseeds and dairy products.These policies and measures played an important role in maintaining and stimulating the enthusiasm of farmers, ensuring the supply of major farm products and increasing rural incomes, and provided strong support for maintaining overall stability in economic and social development.堅定不移地推進自主創新和經濟結構調整。實施16個國家重大科技專項。在信息、生物、環保等領域新建一批國家工程中心、重點實驗室和企業技術中心。成功研發支線飛機、新能源汽車、高速鐵路等一批關鍵技術和重大裝備。中央財政科技投入1163億元,增長16.4%。電信、航空等行業重組邁出重要步伐。繼續淘汰落后產能,全年關停小火電1669萬千瓦,關閉小煤礦1054處。加大基礎設施和基礎產業投資力度,在能源、交通、水利等方面建成和開工一批重大項目。扎實推進區域發展總體戰略,區域經濟發展協調性增強。
We unswervingly promoted independent innovation and economic restructuring.We launched 16 major national science and technology projects, and established a number of new national engineering centers, key laboratories and enterprise technology centers in such fields as information technology, biotechnology and 北京環球時代

environmental protection.We successfully developed a number of key technologies and major equipment in the areas of regional aircraft, automobiles powered by new energy sources and high-speed railways.The central government invested 116.3 billion yuan in science and technology, an increase of 16.4%.Significant steps were taken in reorganization of the telecommunications and civil aviation industries.We continued to eliminate backward production facilities.Last year, we shut down small thermal power plants with a total capacity of 16.69 million kilowatts and closed 1,054 small coalmines.Investment in infrastructure and basic industries was increased, and a number of major projects in energy, transportation and water conservancy were completed or launched.Steady progress was made in implementing the master strategy for regional development, and economic development in different regions became better coordinated.堅持不懈地推動節能減排和生態環境保護。中央財政安排423億元資金,支持十大重點節能工程和環保設施等項目建設。全國新增城市污水日處理能力 1149萬噸,新增燃煤脫硫機組容量9712萬千瓦。單位國內生產總值能耗比上年下降4.59%,化學需氧量、二氧化硫排放量分別減少4.42%和 5.95%。
近三年累計,單位國內生產總值能耗下降10.08%,化學需氧量、二氧化硫排放量分別減少6.61%和8.95%。鞏固退耕還林還草成果,推進天然林、青海三江源等生態保護和建設工程。實施重點流域、區域水污染防治規劃。發布了《中國應對氣候變化的政策與行動》白皮書。
We steadfastly promoted energy conservation, emissions reduction and ecological and environmental protection.The central government allocated 42.3 billion yuan to support development of ten key energy conservation projects and environmental protection facilities.The daily sewage treatment capacity rose by an additional 11.49 million tons in urban areas, and desulfurization equipment was installed in coal-fired power plants with a total capacity of 97.12 million kilowatts.Energy consumption per unit of GDP fell by 4.59% from the previous year;chemical oxygen demand fell by 4.42%;and sulfur dioxide emissions fell by 5.95%.For the past three years combined, total energy consumption per unit of GDP dropped by 10.08%;chemical oxygen demand dropped by 6.61%;and sulfur dioxide emissions dropped by 8.95%.We built on the achievements in returning farmland to forests and restoring livestock pastures to grasslands, and carried out ecological conservation projects such as protecting virgin forests and developing the Sanjiangyuan Nature Reserve in Qinghai Province.We implemented the plan to prevent and control water pollution in major river valleys and regions and issued the white paper China's Policies and Actions for Addressing Climate Change.(二)統籌經濟社會發展,全面加強以改善民生為重點的社會建設
2.Balancing economic and social development and strengthening all aspects of social development with the focus on improving people's lives 就業和社會保障工作進一步加強。完善促進就業、以創業帶動就業的政策,落實最低工資制度。各項社會保險覆蓋面繼續擴大,城鎮職工基本養老保險、基本醫療保險參保人數分別增加1753萬和2028萬,失業、工傷、生育保險參保人數繼續增 加。企業退休人員養老金人均每月新增110元。啟動事業單位基本養老保險制度改革試點。積極探索建立新型農村社會養老保險制度,農民工、被征地農民社會保 障工作穩步推進。全面加強城鄉居民最低生活保障制度建設,救助人數達到6619萬人。
及時增加對低收入群體和大學生的生活補貼。大幅度提高重點優撫對象的撫恤優待標準。加大保障性住房建設和棚戶區改造力度,低收入群眾住房困難問題得到一定程度緩解。解決4800多萬農村人口的飲水安全問題。
Efforts were intensified to increase employment and improve the social safety net.We improved our policy to stimulate and expand employment by encouraging business startups, and enforced the minimum wage system.北京環球時代

The coverage of all social security schemes continued to expand, with 17.53 million more urban workers subscribing to basic old-age insurance, 20.28 million more subscribing to basic medical insurance, and the unemployment, workers' compensation and maternity insurance steadily expanding to cover more workers.Pensions of enterprise retirees rose by 110 yuan per month per person.We launched trials to reform the basic old-age insurance system for employees of government-affiliated institutions.We actively explored ways to establish a new system of old-age insurance for rural residents and made steady progress in making social security available to rural migrant workers in urban areas and farmers whose land has been expropriated.We comprehensively improved the system of cost of living allowances for both urban and rural residents, and provided allowances to 66.19 million residents.We raised living allowances for low-income groups and university students in a timely fashion.Preferential treatment enjoyed by key entitled groups was increased substantially.We intensified efforts to develop low-income housing and renovate shantytowns, thus alleviating some of the housing difficulties of the low-income population.An additional of more than 48 million rural people gained access to safe drinking water.促進教育公平取得新進展。全面實行城鄉免費義務教育,對所有農村義務教育階段學生免費提供教科書。提高中西部地區校舍維修標準,國家財政安排 32.5億元幫助解決北方農村中小學取暖問題。職業教育加快發展。國家助學制度進一步完善,中央財政投入223億元,地方財政也加大投入,資助學生超過 2000萬人;向中等職業學校中來自城市經濟困難家庭和農村的學生提供助學金,每人每年1500元,惠及90%的在校生。
Further progress was made in promoting fair education for all.Free compulsory education became available to all students, urban or rural, throughout the country, and all rural students receiving compulsory education obtained free textbooks.The standards for repairing and renovating school buildings in the central and western regions were raised, and the government allocated 3.25 billion yuan to provide heating to rural primary and secondary schools in the north.Development of vocational education was accelerated.The national financial aid system for students was further improved.The central government spent 22.3 billion yuan and local governments increased funding as well to assist more than 20 million students.Grants of 1,500 yuan per student per annum were given to secondary vocational school students from rural areas or needy urban families, benefiting 90% of the current student population in these vocational schools.醫藥衛生改革發展穩步推進。參加新型農村合作醫療的人口8.14億,參合率91.5%。城鎮居民基本醫療保險試點城市由上年的88個增加到317 個,參保人數增加7359萬,總計達到1.17億。城市社區衛生服務體系建設取得重大進展。農村計劃生育家庭獎勵扶助制度和少生快富工程實施范圍繼續擴 大。
Steady progress was made in reform and development of the pharmaceutical and health care system.A total of 814 million people, accounting for 91.5% of the rural population, now benefit from the new type of rural cooperative medical care system.The number of selected cities participating in trials of the basic medical insurance system for urban residents increased from 88 to 317, and the number of participating individuals increased by 73.59 million to 117 million.Significant progress was made in developing a system of community-based health services in urban areas.We continued to expand the coverage of the reward and assistance system for rural families complying with family planning regulations, and implemented the “lower birthrate equals faster prosperity” program in more places in the countryside.文化體育事業加快發展。公共文化基礎設施建設得到加強,文化產業快速發展,文化體制改革不斷深化。全力舉辦了有特色、高水平的北京奧運會、殘奧會,實現了中華民族的百年夢想;中國運動員頑強拼搏,取得優異成績,這極大地激發了全國人民的愛國熱情,增強了民族凝聚力。

the cultural industries developed rapidly, and reform of the cultural management system was constantly deepened.We mobilized all resources and hosted a distinctive and high-level Beijing Olympicsand Paralympics, thus fulfilling the century-old dream of the Chinese nation, and Chinese athletes competed hard and brave and scored excellent achievements in the Games.This greatly aroused the patriotism of all our people and strengthened the cohesiveness of our nation.民主法制建設繼續加強。基層民主制度進一步健全。依法行政深入推進。國務院提請全國人大常委會審議了社會保險法、防震減災法等8件法律議案,制定或 修訂了30件行政法規。全面實施政府信息公開條例。加強社會治安防控體系建設,開展反分裂、反恐怖斗爭,維護了國家安全和社會穩定。民族、宗教、僑務工作 進一步加強。
We continued to strengthen democracy and the legal system.The system of local-level democracy was further improved.Significant progress was made in enhancing law-based government.Last year, the State Council submitted eight bills, including a draft of the Social Insurance Law and draft amendments to the Law on Protecting Against and Mitigating Earthquake Disasters, to the Standing Committee of the National People's Congress for deliberation.It also formulated or revised 30 administrative laws and regulations.The Regulations on Making Government Information Public was fully implemented.The public security system for crime prevention and control was strengthened.We battled against secessionist and terrorist activities, protected China's national security and maintained social stability.Our work related to ethnic minority, religious and overseas Chinese affairs further improved.(三)積極推進改革開放,為經濟社會發展注入新的活力和動力
3.Vigorously advancing reform and opening up and injecting fresh vitality and impetus into economic and social development 國務院機構改革基本完成,地方機構改革穩步推進。農村綜合改革繼續深化,集體林權制度改革全面推開。國有企業改革不斷深化。中國農業銀行和國家開發 銀行股份制改革順利進行。實施新的企業所得稅法,統一內外資企業和個人房地產稅收制度。醞釀多年的成品油價格和稅費改革順利推出。制定醫藥衛生體制改革方 案并公開征求意見。體制機制創新為長遠發展奠定了堅實基礎。
Institutional restructuring of the State Council was basically completed and that of local governments is progressing steadily.Comprehensive rural reforms continued to deepen, and reform of collective forest rights was instituted throughout the country.SOE reform was deepened.The transformation of the Agricultural Bank of China and China Development Bank into joint stock companies proceeded smoothly.The new Law on Corporate Income Tax went into effect, and real estate taxes were unified for domestic and overseas-funded enterprises and Chinese and foreign individuals.After years of deliberation, reform in pricing, taxes and fees for refined petroleum products was smoothly introduced.Aplan for reform of the pharmaceutical and health care system was devised and referred to the general public for comments.These innovations in systems and mechanisms have laid a solid foundation for our long-term development.對外開放水平繼續提高。大力實施以質取勝和出口市場多元化戰略。加強科技興貿創新基地和服務外包基地建設,支持自主品牌和自主知識產權產品出口。完 善加工貿易政策體系。穩步擴大服務業對外開放,加強對外商投資方向的引導。整合建立新的對外經濟技術合作專項資金,發布對外承包工程管理條例,理順對外勞 務合作管理體制。積極推進境外能源資源合作,企業“走出去”步伐加快,對外援助進一步擴大。自由貿易區建設、與主要經貿伙伴的經濟對話、同發展中國家的互 利合作取得新進展。

through science and technology and bases for providing services outsourced from other countries.We supported the export of products with Chinese trademarks and intellectual property rights.We improved the policy system for the processing trade.We steadily opened service industries wider to the outside world and provided more guidance to orient foreign investment in China.We integrated existing funds and set up new ones designed to promote external economic and technological cooperation.We promulgated regulations on managing overseas contracted projects and rectified the system of administration of cooperative overseas labor services.We actively promoted energy and resources cooperation overseas, further expanded our assistances to other countries, and the pace of enterprises going global was accelerated.Further progress was made in the development of free trade zones, and in our economic dialogues with major trading partners and mutually beneficial cooperation with other developing countries.各位代表!Fellow Deputies, 去年5月12日,我國發生震驚世界的汶川特大地震。在黨中央、國務院堅強領導下,全國各族人民特別是災區人民萬眾一心、眾志成城,人民子弟兵舍生忘死、沖鋒在前,展開了我國歷史上救援速度最快、動員范圍最廣、投入力量最大的抗震救災斗爭。
我們堅持把搶救人的生命放在第一位,從廢墟中搶救生還者8.4萬人。迅速搶修基礎設施,果斷處置唐家山堰塞湖,避免嚴重次生災害發生;全力開展防疫 工作,實現了大災之后無大疫。中央財政安排384億元救災款和740億元恢復重建資金,迅速出臺一系列支援災區的政策措施。積極開展對口支援。社會各界踴 躍捐助款物,廣大香港同胞、澳門同胞、臺灣同胞以及海外華僑華人奉獻愛心,國際社會伸出援手,匯成了齊心協力抗擊災害的磅礴力量。這場艱苦卓絕的抗震救災 斗爭,涌現出無數感天動地、可歌可泣的英雄事跡,充分展現了中國人民不屈不撓、自強不息的偉大民族精神,譜寫了氣壯山河的壯麗篇章。
A massive earthquake that shocked the world struck Wenchuan on May 12.Under the firm leadership of the CPC Central Committee and the State Council, people of all ethnic groups in China, especially in the quake zone, worked as one and fought in unison against the earthquake disaster.The people's army rushed to the frontlines without thinking of their own safety.We launched an earthquake rescue and relief operation that accomplished its work faster, mobilized more personnel and committed more resources than ever before in China's history.We steadfastly gave top priority to saving people's lives.We pulled 84,000 survivors out of the rubble.We promptly repaired damaged infrastructure, and resolutely unblocked the Mount Tangjia quake lake to avert potential secondary disasters.We did our utmost to prevent an epidemic from occurring and ensured that there was no major outbreak of diseases after the deadly earthquake.The central government allocated 38.4 billion yuan for quake relief and 74 billion yuan for post-earthquake recovery and reconstruction.We promptly introduced a host of policies and measures to support the quake zone.We energetically organized one-to-one assistance to designated areas affected by the earthquake.People from all sectors of society in China made generous donations, both in cash and in kind;our compatriots in Hong Kong, Macao and Taiwan as well as overseas Chinese contributed generously to the disaster relief campaign;and the international community provided us with earthquake rescue and relief assistance.All this combined to forma boundless source of strength for the Chinese people to overcome the disaster.This hard struggle against the earthquake produced uncountable touching and brave exploits and fully demonstrated the great indomitable and unyielding spirit of the Chinese people, thus writing a heroic chapter in the history of the nation.北京環球時代

None of the achievements we made last year came easily.They were the result of overall planning and correct leadership of the Party Central Committee with Comrade Hu Jintao as General Secretary, as well as the concerted and strenuous efforts of the whole Party, the entire army and the people of all our ethnic groups.On behalf of the State Council, I hereby express our sincere gratitude to the people of all our ethnic groups and to the democratic parties, mass organizations and people from all sectors of society.I also express our sincere thanks to compatriots in the Hong Kong and Macao Special Administrative Regions and Taiwan and to overseas Chinese, as well as to foreign governments, international organizations and friends in other countries that take an interest in and support China's modernization drive.在肯定成績的同時,也要清醒地看到,我們正面臨前所未有的困難和挑戰。

現在,我代表鎮第八屆人民政府向大會作政府工作報告,請予審議,并請列席會議的同志提出意見和建議。一、五年來工作回顧
第七屆鎮人民代表大會第一次會議以來的五年,是我鎮完善“十一五”期間規劃目標、鞏固成績穩步發展的重要五年,也是我鎮經濟社會發展取得階段性成果的關鍵五年。在這五年中,我們在市委、市政府和鎮黨委的正確領導下,在鎮人大的監督和支持下,鎮政府始終堅持以鄧小平理論和“三個代表”重要思想為指導,全面貫徹黨的十六、十七大會議精神,立足鹽池鎮情,緊扣發展第一要務,負重自強,埋頭苦干,頑強拼搏,基本實現持續、快速、健康發展的五年工作目標,社會經濟發展步入又好又快的良性發展軌道,綜合實力不斷攀升。農村經濟穩步發展,農民人均純收入得到較大幅度增長,群眾生活水平和生活質量顯著提高,水、電、路、信息比較暢通,主導產業、優勢產品得到進一步拓展,國家各項惠民政策深入實施,基本上實現了鎮七屆一次人代會提出的各項目標任務。五年來,我鎮先后被十堰市委、市政府授予“信用鄉鎮 ”、“ 衛生鄉鎮 ”、“ 無邪教創建活動示范單位 ”,被丹江口市委、市政府授予“人口和計劃生育工作先進單位”、“民兵預備役工作先進單位”、“ 社會治安綜合治理優勝責任區”、“服務移民外遷工作先進單位”等榮譽稱號。同志被十堰市委授予“ 村干部”,被丹江口市委授予“ ”,等十幾名同志被省、十堰市、丹江口市委、市政府授予“先進工作者”等榮譽稱號。
(一)發展為先,總體指標完成良好
通過上屆政府五年扎實工作,固定資產投資和農民收入大幅增長,各項綜合經濟指標得以圓滿完成。
一是財政工作健康有序。五年來,加強財政專項資金管理形成立項、使用、監督全程公示,600萬元以工代賑資金、400萬元扶貧資金、500萬元老區建設資金全部做到專款專用。五年來,全鎮共向農民發放各類涉農補貼3600萬元,全部采用“一折通”發放,共向消費者兌付補貼110萬元。強化了農村“三資”管理及事業單位的“零戶統管”工作,群眾滿意度很高。
二是固定資產投資逐步加大。五年以來,爭取省市各類建設資金多萬元,2010年完成固定資產投資余萬元,年均增長率達18%,極大地改善農村基礎設施及投資環境,有力拉動了經濟建設和社會事業建設步伐的加快。
三是農民收入大幅提高。通過五年的扎實工作,農村產業結構得到逐步調整,農村基礎設施建設不斷完善,農村經濟發展后勁明顯增強,農村剩余勞動力外出務工收入增幅明顯,到去年底,全鎮農民人均純收入達3374元,年均增長11.3%。
(二)項目為重,重點工程深入推進
根據鎮情實際,鎮人民政府換屆以來,著力招商引資、農業產業化、新農村建設、通村公路等重點項目建設,取得了顯著成效,夯實了經濟社會全面發展的物質基礎。
一是深入推進開放型經濟發展。全鎮五年共造林1.5萬畝,苗木成活率較高。通過與市武當長青中藥材種植有限公司簽訂訂單合同,突出發展中藥材生產,全鎮中藥材面積已達1.2萬畝,其中以木瓜為主面積1.05萬畝,草本以夏枯球、決明子為主,面積0.15萬畝,百里藥材長廊建設初見規模。在林業政策不利于耳菇發展的情況下,木耳推廣噴灌高產技術,香菇推廣袋料生產技術,提高了耳菇單產量和質量,依托裕康公司成立慶林菌特產業專業合作社,發展袋料香菇60萬袋,高產木耳10000余架,五年來全鎮黑木耳總產量近19萬公斤,香菇總產量達到50萬公斤。利用區位優勢,大力發展娃娃魚養殖,目前,全鎮有3個大鯢養殖場,與當地農戶進行合作化養殖經營,規模化養殖初步啟動。
二是強力推進農業產業化。按照農業增效、農民增收和農村穩定的基本思路,在這五年工作實踐之中,我鎮大力加強農業服務配套體系建設,引導和幫助農民群眾搞好產業結構調整,種子、肥料、農藥、農膜等生產資料市場得到有效監管,農村實用種養技術進一步推廣,在三岔河、水竹園,大嶺坡村集中力量發展了烤煙產業,從2010年的200畝到2011年的1000余畝,創稅收60余萬元。抓好了兩個“小農水”工程建設,完成了農田渠系配套建設。
三是狠抓基礎設施建設。新農村建設穩步推進。快速推進了等村新農村建設工作,突出了拆遷量大、籌資力度大和建設體量大的特色,尤其是,有效改變了農村面貌,建設成效顯著,2009、2010連續兩年獲全市鄉鎮新農村建設工作考評三等獎。村村通公路建設成績顯著。五年來,修通村組公路158公里,硬化100余公里,修通并維護鹽房、鹽官公路,其中鹽官公路硬化5公里,實現了所有行政村通水泥公路,并完成改板河等3個村的候車亭建設,投資250余萬元新建鋼筋砼平板橋兩座(莊子口大橋、柳林坪橋),建漫水橋20座。集鎮建設步伐加快。根據規劃需要,實施1300多萬元的集鎮河堤治理工程4.3公里,投資11萬元硬化商業街道路,投資40余萬元進行新修復興街下水道400米和道路300米,集鎮整體面貌得到極大改觀,同時,鎮黨委、政府根據實際情況,借小流域治理之機,在河堤主要路段上建設長2000米集防洪、景觀于一體的防護欄,鹽池大橋欄桿改裝正在施工中。農田水利基礎設施建設取得新進展,投入60萬元完成大嶺坡、莊子、長灘河等村600畝土地治理項目,投入400

現在,我代表市人民政府,向大會作政府工作報告,請予審議,并請市政協委員和其他列席同志提出意見。
一、2007年工作回顧
過去的一年,是全面實施“十一五”規劃、推進科學和諧發展的重要一年。在省委、省政府和市委的正確領導下,市人民政府堅持以鄧小平理論和“三個代表”重要思想為指導,深入貫徹落實科學發展觀,團結全市各族人民,努力克服各種困難,扎實推進各項工作,較好完成了市二屆人大二次會議確定的目標任務,邁出了全面建設小康社會的新步伐。
全年地方生產總值突破220億元,達到225.34億元,增長11.2%,其中第一、二、三產業分別增長4.5%、14.6%和11.5%;單位生產總值能耗下降3.5%;地方財政一般預算收入12.89億元,增長25.1%;固定資產投資155.21億元,增長25.7%;社會消費品零售總額59.23億元,增長16.7%;城鎮居民人均可支配收入9090元,農民人均純收入1704元,分別增長11.9%和17%;城鎮登記失業率4.8%;人口自然增長率下降到8.9‰。全市經濟社會繼續保持平穩、較快、協調發展的良好勢頭,呈
-1-現出經濟結構逐步優化、速度效益同步提升、社會建設繼續加強、民生問題不斷改善的可喜局面。
(一)農業農村經濟發展加快,農民收入較快增長。實現農業總產值80.9億元,增長5.5%。糧食產量創歷史新高,達140.6萬噸,增長4.3%。完成烤煙收購95.5萬擔,每公斤均價提高1.94元。畜牧業健康發展,產值增幅為6%。新增農業產業化省級龍頭企業4戶、市級龍頭企業16戶,新建農村專業合作組織123個。馬鈴薯、蘋果、魔芋、蠶桑、核桃、竹子等優勢農產業建設取得新進展。完成冬季農業開發71.7萬畝。新農村建設扎實推進,新啟動建設各類示范點716個。扶貧開發成效明顯,5.15萬絕對貧困人口解決溫飽,8.27萬低收入人口穩定脫貧。“百萬勞務輸出工程”目標如期實現,累計轉移農村勞動力101.38萬人,全市農民人均務工純收入630元。“數字鄉村”工程基本建成。第二次農業普查工作結束。農業產業化進程加快,一系列惠農政策深入落實,農村發展活力持續增強,農民人均純收入連續3年保持兩位數增長。
(二)重點骨干產業培育加快,工業經濟速效雙增。煙草產業穩步發展,卷煙工業現價產值和銷售收入分別增長11.3%和12.5%,單箱利稅增加306元。能源產業建設邁出新步伐,金沙江水電開發有序推進,鎮威煤電項目籌建工作加快,洪石巖、撒漁沱、悅樂等中小水電站運行發電,全市新增電力裝機13萬千瓦,發電量和原煤產量分別增長39.5%和16.5%。重化工產業發展態勢良好,水泥、電石產量分別增長39.1%和14.3%,-2-魯甸昊龍年產60萬噸水泥項目、水富水東炸藥廠和巧家松梁、魯甸樂紅、永善金沙3個鉛鋅選廠等相繼投產,一批在建和籌建工業項目進展順利。生物資源開發創新產業取得積極進展,農產品加工規模逐步擴大。水富、昭陽兩個省級工業園區建設加快,彝良洛澤河礦冶加工基地礦權整頓整合工作完成,其他3個市級工業園區建設啟動,一批企業陸續入園發展。全市工業總產值達153.46億元、增加值75.31億元,分別增長21.1%和16.3%,其中規模以上工業利稅41.2億元,增長20.9%。工業在國民經濟中的比重達到33.4%,比上年提高2.1個百分點。
(三)基礎設施建設進度加快,發展條件持續改善。溪洛渡電站實現大江截流,向家壩電站建設順利進行,共完成境內投資33.83億元。昭待公路建成通車,水麻公路建設接近尾聲。鎮雄縣城至畢節、巧家縣城至蒙姑、彝良縣城至龍安等公路完工,威信縣城至柏香、鎮雄鳳翥至威信大塘、昭陽城區至大山包等公路開工,完成通達工程1538公里,水富港擴建及農村客運站點建設進度加快。爐房水庫灌區掃尾工程基本完工,大水溝水庫渠系配套掃尾工程加緊建設,銅鑼壩、翠屏水庫動工,漁洞水庫灌區一期單位工程和段家石橋、蒿枝壩水庫除險加固通過驗收,永豐、跳墩河水庫除險加固竣工,長海水庫除險加固抓緊進行。完成小型水源工程168件、農村飲水安全工程3541件、煙水配套工程1.13萬件,新增有效灌溉面積5萬畝。縣城電網改造全面完成,一批輸變電工程完工,5.6萬無電人口用電問題得到解決。城鄉規劃步伐加快,昭陽中心城市新區開發全
-3-面啟動、舊城改造穩步推進,縣城和集鎮建設繼續加強。旅游基礎設施建設投入加大,豆沙古鎮重建任務完成,西部大峽谷新景區投入營業,昆水公路沿線景區景點和威信紅色旅游規劃建設同步展開,旅游開發推進有力。社會事業項目建設得到強化,投資效益不斷提高。
(四)改革開放步伐繼續加快,縣域經濟活力增強。集體林權制度改革試點圓滿結束,完成林地確權196.8萬畝。企業改革深入推進,改制企業競爭活力逐步顯現。投融資體制改革繼續深化,企業投資主體地位較好落實,融資渠道日趨多元。金融改革取得新進展,昭陽農村合作銀行成立。農村綜合改革持續推進,鄉財縣管鄉用改革全面啟動,部門預算、國庫管理、政府采購、非稅收入管理等改革得到加強。機關事業單位收入分配和事業單位人事制度改革穩步進行。行政審批、鄉鎮機構、文化體制、教育管理、糧食流通、水管理體制等改革不斷完善。住房公積金覆蓋面擴大。對外經濟合作與交流取得新成績,簽訂國內引資項目31個,實際到位資金33.66億元,超目標8.66億元。以非公有制經濟為重點的縣域經濟發展勢頭良好,綜合考核評價體系進一步健全,縣區財政一般預算收入8.91億元,增長33.5%,占全市地方財政一般預算收入的比重提高到69.2%。
(五)社會事業發展全面加快,改善民生成效明顯。“兩基”攻堅縱深推進,城鄉辦學條件不斷改善,職業教育得到加強,高考上線率再創新高。“兩免一補”政策深入落實,免補資金達-4-2.14億元。師專“專升本”申報工作有序推進。先進實用技術覆蓋面擴大,現代農業科技示范園核心區基本建成,昭通天麻證明商標正式批準。文物和非物質文化遺產保護加強,龍氏家祠修繕進展順利,“昭通作家群”創作成果豐碩。381萬人參加新型農村合作醫療,減免費用1.51億元。城鄉疾病防控和醫療水平逐步提高,食品藥品監管進一步強化。人口控制成效明顯,農村獨生子女辦證、計劃外多孩控制、結扎手術數均超目標30%以上。“七彩云南·昭通保護行動”全面啟動,節能減排、生態建設、環境保護和土地、礦產等重要資源管理力度加大。開發就業崗位2.3萬個,城鎮新增就業2.23萬人。社會保險參保人數增長7.3%。7.95萬城鎮低收入人口和36.5萬農村貧困群眾納入城鄉低保,55.4萬受災群眾得到及時救助。204戶城鎮住房困難戶入住廉租新居,1.6萬戶農村民居抗震保安工程完工。溪洛渡電站435米圍堰淹沒區移民搬遷按期完成,向家壩電站施工區移民安臵房竣工23萬平方米,大中型水庫移民后期扶持政策得到落實。新聞出版、郵政通信、知識產權、志書編纂、防震減災、氣象水文、應急管理、外事僑務、信息產業、廣電、防空、統計、檔案、老齡、助殘等事業都取得了新的成績。
(六)民主法制建設進程加快,社會管理不斷加強。堅持定期向市人大報告工作、向市政協通報情況,自覺接受各方監督,市人大代表建議和市政協委員提案辦理質量逐步提高。堅持重大問題廣泛征求意見,科學民主決策能力進一步增強。村委會換屆圓滿完成,社區建設積極推進。公務員管理日漸規范,-5-各類考試錄用機制更趨完善。法制和糾風工作不斷加強。平安創建繼續深化,突出治安問題整治和矛盾糾紛排查調處力度加大,違法犯罪行為得到有效打擊,三年禁毒人民戰爭和防艾工作取得實效。對重大安全隱患實行掛牌督辦,安全生產4項控制指標全面下降。“基層信訪年”活動深入開展,領導包案制度落實力度加大,集體上訪明顯減少。民族地區發展加快,民族團結和睦關系更加鞏固。宗教事務管理進一步規范。國防教育和民兵預備役建設不斷加強,“雙擁”共建取得新進展。
各位代表!我市經濟社會發展取得的成績來之不易,這是省委、省政府和市委正確領導的結果,是全市各族人民心齊氣順、奮力拼搏的結果。在此,我代表市人民政府,向全市廣大干部群眾,向駐昭解放軍、武警官兵和政法干警,向各位人大代表、政協委員和所有關心支持昭通發展的社會各界人士,表示衷心的感謝并致以崇高的敬意!
在充分肯定成績的同時,我們也清醒地認識到,當前經濟社會發展中還存在不少困難和問題,主要是:一些長期性、結構性的矛盾仍未根本解決,政策性不可控因素逐步增多,把握經濟運行的難度增大;自然災害較為頻繁,農村扶貧攻堅任務艱巨,城鄉發展不平衡、不協調的矛盾突出;煤電油運瓶頸制約依然存在,節能降耗、污染治理任務繁重;地方投資項目較少,固定資產投資增長后勁不足;物價持續高位運行,給人民群眾的生產生活形成新的壓力;社會事業發展相對滯后,影響平安和諧的因素仍然較多;政府職能轉變不夠到位,服務意識、-6-工作方式與新形勢、新任務的要求不相適應,少數地方和部門仍然存在作風不實、辦事不公、落實不力、效率較低的情況,事關人民群眾切身利益的一些問題還沒有完全解決好。這些困難和問題,我們一定要高度重視、認真對待,集中各方智慧和力量,在推進發展的過程中切實加以解決。
二、2008年主要目標和任務
各位代表!2008年,是全面貫徹落實黨的十七大精神的第一年,也是實施“十一五”規劃的關鍵之年。綜合分析內外發展形勢,我們仍處于機遇與挑戰并存、機遇大于挑戰的環境之中。隨著科學發展觀的深入貫徹,國家和省對欠發達地區的扶持力度持續加大,昭通加快發展的外部環境將進一步趨好;國際國內市場對能源和原材料的需求旺盛,將有力地促進我市優勢資源開發和能源、重化工等骨干產業發展壯大;在中央和省統籌城鄉、改善民生等一系列惠民政策帶動下,有利于我們借政策之勢、聚各方之力,不斷夯實科學發展、和諧發展的社會基礎;尤為重要的是,經過多年的探索和實踐,全市各級發展思路更加清晰,發展基礎更加堅實,發展勢頭更加強勁,發展愿望更加強烈。只要我們發揮優勢、開拓創新、扎實工作,就一定能夠抓住機遇、克服困難,推動全市經濟社會又好又快發展。
根據省委、省政府的決策部署和市委二屆六次全體(擴大)會議精神,今年政府工作的總體要求是:高舉中國特色社會主義偉大旗臶,以鄧小平理論和“三個代表”重要思想為指導,全面貫徹落實科學發展觀,按照中央經濟工作會議的要求,圍繞
-7-加強基礎設施建設、培育支柱產業、解決人口問題三大戰略重點,突出抓好以統籌城鄉發展、增加農民收入為重點的新農村建設,以加快工業園區建設、培育大型企業為重點的新型工業化推進,以文化旅游、現代物流為重點的第三產業發展,以昭陽中心城市、縣城為重點的城鎮建設,以改善民生、促進和諧為重點的社會建設,以節能減排、改善生態為重點的可持續發展,著力轉變發展方式、優化經濟結構,促進平安建設,加快昭通全面建設小康社會進程。
按照積極進取、留有余地的原則,綜合考慮各方面因素,2008年全市經濟社會發展的主要預期目標建議為:全市生產總值增長11%,其中第一、二、三產業分別增長2.5%、17.3%和8.7%;固定資產投資增長15%以上;地方財政一般預算收入增長12.5%以上;社會消費品零售總額增長12%;城鎮居民人均可支配收入增長8%以上,農民人均純收入增長10%以上;單位生產總值能耗降低3.9%;居民消費價格總水平漲幅控制在4.7%以內;城鎮登記失業率控制在4.6%以內;人口自然增長率控制在8.8‰以內。
實現上述發展目標,需要全市上下付出艱苦努力和辛勤勞動。必須深入學習貫徹黨的十七大精神,嚴格按照中央關于防止經濟增長由偏快轉為過熱、防止價格由結構性上漲演變為明顯通貨膨脹的部署,認真落實“控總量、穩物價、調結構、促平衡”的要求,結合昭通實際,堅持解放思想、改革創新,堅持科學發展、和諧進步,堅持好中求快、能快則快,堅持以人為本、-8-統籌兼顧,堅持節約資源、保護環境,進一步保護好、引導好、發揮好各方面的積極性和創造性,始終不渝遵循發展規律,千方百計破解發展難題,凝心聚力加快發展速度,全面協調提高發展水平,力求速度、質量、效益相統一,經濟、社會、民生相協調,城市、農村、區域相促進,人口、資源、環境相統籌,確保經濟社會沿著又好又快發展軌道向前推進。
(一)著力推進農業增效和農民增收
堅持強化農業基礎地位,以新農村建設、優勢農產業培育和扶貧開發為抓手,統籌推進“三農”工作,確保農業結構逐步改善,農村經濟持續發展,農民收入較快增長。
扎實推進社會主義新農村建設。繼續加大力度,抓好“沿昆水線新農村示范長廊”建設,培育更多不同層次、各具特色的示范點,推動新農村建設全面開展。始終把產業培育、農民增收作為首要任務,立足實際、因地制宜,突出一村一品、一鄉一業,為新農村建設提供產業支撐。注重發揮農民的主體作用,加強農村基礎設施建設,開展“清潔家園行動”,加快社會事業發展,提高農民綜合素質。深入開展“百企幫百村、共建新農村”活動,完善政府加大投入、農民籌資投勞、社會廣泛參與的多元化投入機制。進一步落實領導聯系、部門掛鉤、企業幫建、駐點指導、整合項目等有效措施,力爭新農村建設取得更大進展。
推動農業產業化邁出新步伐。按照建設現代農業的要求,圍繞八大優勢農產業,進一步完善扶持措施,培育壯大涉農龍
-9-頭企業,發展農產品精深加工和專業農產品市場,推進基地規模化、生產標準化、產品品牌化建設,提高農業產業化程度。著力建設35萬畝竹子基地、32萬畝核桃基地、18萬畝高產高淀粉加工型馬鈴薯基地、15萬畝無公害蔬菜基地、6萬畝優質魔芋基地、4萬畝優質蠶桑基地,改造4萬畝低產蘋果園。強化農田水利設施建設,爭取新增有效灌溉面積超過5萬畝。落實增產增效措施,穩定發展糧食生產。加強煙葉基礎設施和現代煙草示范村建設,確保完成98萬擔烤煙生產收購任務。進一步加大對生豬、奶業生產的扶持力度,突出抓好重大動物疫病防控和畜禽品種改良,確保畜牧業現價產值增幅達17%。繼續抓好“數字鄉村”工程的完善和應用,加快農村信息化進程。扶持發展農村合作經濟組織,積極壯大農村集體經濟。
全力提高扶貧開發工作水平。繼續抓好整村推進、易地開發、小額信貸等扶貧項目的實施,不斷改善貧困地區生產生活條件。加大產業扶貧力度,培育壯大優勢產業龍頭企業。積極爭取上級支持,力爭3年左右消除破爛茅草房。以實施“百千萬幫扶工程”為重要推動手段,引導各方力量投入扶貧攻堅第一線,力求在幫助貧困戶加強基礎建設、實現穩定增收上有明顯突破。積極開展革命老區開發建設。堅持解決溫飽、鞏固溫飽和增強貧困群眾自我發展能力相結合,確保5萬絕對貧困人口解決溫飽,8萬低收入人口穩定脫貧。
提升農村人力資源開發質量。繼續大力轉移農村富余勞動力,促進農村觀念轉變,做大做強勞務經濟,帶動農民增收。-10-整合各類職業教育資源,利用農村中小學開辦務工夜校等形式,培訓農村勞動力10萬人以上。加強勞務信息建設,增設市外勞務聯絡點,做好市場開發、跟蹤管理、維權救助等服務工作。采取有效措施,切實解決農村“留守群體”的實際困難,鼓勵外出務工能人回鄉創業。通過努力,確保轉移農村勞動力總數達110萬人,務工凈收入40億元以上,逐步實現勞務輸出由數量型向質量型、勞務型向技能型、無序型向有序型轉變。
認真落實各項支農惠農政策。加大農村基礎設施和公用事業投入力度,確保財政支農資金投入的增量、政府固定資產投資用于農村的增量、政府土地出讓收入用于農村建設的增量明顯高于上年。落實好糧食直補、良種補貼、農機購臵補貼和綜合補貼等政策,穩定農資價格,促進農民減負增收。做好農村綜合改革試點工作,加快鄉鎮機構、農村義務教育、縣鄉財政管理改革。深化財稅體制改革,促進市縣財力與事權更加匹配。推進農村公路養護和小型水利產權制度改革。實行一元制戶籍管理制度。防止鄉村產生新債,努力化解舊債。
(二)切實加快新型工業化進程
堅定不移地走工業強市之路,狠抓優勢資源開發和重點產業培育,著力緩解工業發展的瓶頸制約,增強工業經濟運行的穩定性和協調性,力爭工業增加值增長18%以上。
加快工業園區建設步伐。強化園區管理機構的職能作用,盡快健全運行機制,加強園區融資工作和道路、水電、通信等設施建設,建立基礎資料庫和信息平臺,優化園區環境,增強
-11-園區吸引力,促進工業園區化、園區產業化、產業規模化。落實責任,跟蹤問效,扎實做好入園企業的協調服務工作。進一步完善和落實相關措施,加大宣傳推介力度,引導骨干企業、重大項目特別是有較強實力的戰略伙伴落戶園區。制定優惠政策,采取有力措施,積極吸引全國500強企業進入昭通,鼓勵和扶持更多企業改制上市。
抓緊重點工業項目建設。完善協調服務和督促檢查機制,及時解決重點工業項目審批和建設中存在的主要困難和關鍵問題,督促具備開工條件的項目及早動工,在建項目盡快竣工見效,形成新的工業增量。加快云天化水富煤化工、彝良“煤電化一體化”、昭通新型煤化工試驗等骨干項目建設步伐,力促鎮雄、威信煤電聯營項目通過國家核準,積極支持云冶集團日處理2000噸鉛鋅選廠、鎮雄三合水泥廠等項目早日投產。引導各方資金投入工業發展,加快24個續建項目和27個新開工項目建設進度,力爭工業投資超過19億元。
加強工業發展協調服務。圍繞重點行業和骨干企業,進一步健全工業經濟運行監測體系,重點關注國家政策調整和市場環境變化,跟蹤分析卷煙、化工、水電、煤炭、礦冶等領域的運行走勢,及時研究解決電力、資金、運輸等生產要素的供需矛盾,確保工業經濟快速增長。重視中小企業發展,在創業培訓、融資擔保、技術創新等方面提高服務水平。堅持開發與保護并舉,綜合利用資源,積極發展循環經濟,推動工業經濟提質增效。深化國有企業改革,完成昭交集團等企業改制工作,-12-加強對改制企業的指導和服務,妥善處臵遺留問題。
不斷發展壯大非公有制經濟。狠抓政策落實,優化發展環境,扶持具備條件的非公有制企業做大做強。按照“非禁即入”原則,通過轉讓產權、股權和資產重組等方式,鼓勵非公有制企業參與國有集體企業改革,進入公用事業、基礎設施等領域。堅持“走出去”與“請進來”相結合,通過優惠政策、優質服務、優良環境,吸引市外資金、人才、技術等生產力要素聚集昭通,促進非公有制經濟加快發展。完善招商引資機制,充分發揮工商聯、商會的積極作用,加強市縣投資服務中心建設,堅持全程代理服務,創造親商、和商、安商、扶商的良好環境,力爭到位市外資金35億元以上。
(三)加大基礎設施建設力度
全力支援重點工程建設。按照溪洛渡水電站加快建設、向家壩水電站大江截流和白鶴灘水電站積極籌建的要求,認真貫徹落實省政府綏江現場辦公會議精神,進一步加強與三峽總公司、設計單位和施工企業的溝通協調,千方百計按計劃推進移民搬遷安臵工作,加快遷復建工程和搬遷城鎮基礎設施建設,確保金沙江水電開發順利進行。配合完成水麻公路建設掃尾。切實做好重大招商項目跟蹤推進工作,保證施工進度。
狠抓地方基礎設施建設。完成水富港擴建、2400公里通村公路改造和10個汽車站點建設,抓好昭陽至彝良、鎮雄鳳翥至威信大塘、巧家雙河至老店、威信縣城至柏香、彝良縣城至毛坪等公路建設,基本完成630公里通鄉油路,做好綏水公路援
-13-建相關工作,貫通沿江公路。爭取開工羅漢坪、仙馬、水子沖、關村水庫,抓緊啟動羅漢壩、騾馬河、硯池山、文筆山等病險水庫除險加固工程,加快銅鑼壩、翠屏水庫施工進度,強化漁洞水庫保護和灌區建設管理,抓好35萬人的飲水安全工程。加快“三江四河”中小水電開發,加緊黃角樹、天花板、陡灘口等電站施工,力促萬年橋、燕子坡、大魚孔、云貴橋等電站動工,爭取楊柳灘、沙沙坡、白水江梯級等電站投產發電,新增電力裝機24萬千瓦以上。抓緊7個110千伏輸變電工程施工,啟動永豐500千伏變電站等輸變電項目建設,進一步完善城鄉電網。加強城鎮、旅游和社會事業等方面的基礎設施建設。
扎實做好項目前期工作。認真研究、準確把握國家宏觀調控政策,創新項目前期工作機制,推行“部門貸款、政府貼息”的方式,加大前期投入力度,強化項目篩選、評估和論證,積極完善土地征用、環境評價等相關手續,提高項目儲備質量。力爭完成20個左右以柿子至鳳翥二級公路、小海子中型水庫、昭通新型煤化工試驗基地為重點的重大項目前期工作,做到竣工一批、在建一批、開工一批、報建一批、儲備一批,爭取國家和省給予更多支持。努力拓寬融資渠道,充分發揮財政資金“四兩撥千斤”的引導作用,爭取更多信貸投入,鼓勵和吸引企業資金、民間資本參與建設。進一步強化工程質量監管,防止投資低效運行和浪費。
(四)努力加快城鎮化發展步伐
加速昭陽中心城市建設。圍繞建設園林城市,做好山水、-14-文化、建筑特色三篇文章,逐步把昭陽中心城市建成重慶、成都的避暑勝地和昆明的后花園的目標,進一步調整完善城市總規和詳規。抓緊北部新區骨干路網建設,完工朱提大道擴建及燈光綠化工程,確保邦漢路、登云路竣工,完成太平一縱、箐門四縱、昭通大道箐門段的路基建設,啟動其他骨架路網建設。完成電力、華園等小區開發,開工建設省耕塘水體森林公園,啟動市級行政辦公區規劃建設和新區居民安臵小區建設。合理布局教育、衛生、市場等公共設施,逐步完善城市功能。理順關系、整合力量,抓好城區管道燃氣工程和河道治理,整治“八大秩序”,提高城市的管理水平和文明程度,樹立中心城市的良好形象。
提高縣城建設管理水平。堅持規劃一張圖、建設一盤棋、審批一支筆、管理一條龍,以人為本、量力而行,加大建設管理力度,逐步把縣城規模做大、功能做強、環境做優。立足多元化籌資,積極實施一批條件成熟的市政項目,抓好綠化、美化、亮化、凈化工程,重點解決違章建筑、占道經營、車輛停放、衛生死角等問題,完善城鎮功能,創造宜居環境。抓緊做好綏江縣城遷建的各項工作。以縣城為依托,發揮優勢,發展城鎮特色經濟,增強產業支撐能力,不斷壯大縣域經濟實力。
積極建設農村集鎮網絡。抓緊完善鄉村集鎮規劃,力爭2年內全部完成。加強重點集鎮的道路、市場、供電、供水等基礎設施建設,強化日常管理,改善集鎮環境,增強輻射帶動能力。結合移民安臵和文化旅游產業發展,著力打造規模適中、-15-優勢明顯、環境優美的特色小集鎮。依托新農村建設、扶貧開發和其他重點項目,加強較大村寨基礎建設,發展一批村級集鎮。逐步形成以重點集鎮為龍頭、特色小集鎮為支撐、村級集鎮為基礎的農村集鎮網絡,促進城鄉二元結構不斷改善。
(五)大力促進第三產業發展
推進文化旅游產業發展。堅持把文化旅游產業作為新的經濟增長點,采取有力措施,著力完善規劃、打牢基礎、突破重點、整體推進,力爭在一個較高的起點上謀劃發展。全面加快豆沙古鎮旅游開發步伐,抓好龍氏家祠、大山包、黃連河、西部大峽谷及威信紅色旅游等景區景點建設,加快銅鑼壩、小草壩森林景區開發進程,開展大烏蒙山保護區和三大電站庫區文化旅游發展規劃,進一步改善旅游接待設施,努力建設特色鮮明、富有吸引力的新興旅游區和精品旅游線。充分發揮區位優越、歷史悠久、文化燦爛、風光獨特的優勢,借助新聞媒體宣傳、旅行社團推介、專家名流造勢等力量,大力開展旅游宣傳促銷活動,提升旅游知名度,打造昭通旅游品牌,促進旅游資源向旅游經濟轉化。加強旅游合作圈建設,拓展旅游合作領域,提高文化旅游產業外向度。通過努力,全年接待游客和旅游綜合收入分別達420萬人次和13億元。
注重發展現代服務業。積極扶持物流企業發展,推動專業物流中心建設,努力建成一批特色商業區和縣城商業街,不斷壯大物流產業。加強政策引導和分類管理,提升住宿、餐飲、娛樂等傳統服務業,發展咨詢、證券、保險、網絡信息、創意-16-設計等新興服務業,培育會計、評估、法律等中介服務業,壯大物業管理、家政服務等社區服務業。加強金融誠信環境建設,進一步推進銀政、銀企合作,逐步優化信貸結構。
努力提高城鄉消費水平。調整國民收入分配格局,提高城鄉居民尤其是農民的收入水平和消費能力。落實積極的消費政策,完成市級商業網點規劃,培育和拓展商品房、文化、教育、旅游、健身等消費熱點,促進消費增長與升級。大力實施“萬村千鄉市場工程”,發展農村商業連鎖經營、農資物流配送和專業批發市場,鼓勵農用機械、村民住房、家用電器等大宗消費,進一步繁榮農村消費市場。加強價格監測預警和監督檢查,深化市場秩序整頓,創造良好的消費環境。
(六)全面發展各項社會事業
加快科教事業發展步伐。完成昭通市現代農業科技示范園建設任務,充分發揮園區的示范帶動效應。啟動農村科技網絡建設,努力解決群眾學科技難的問題。認真落實科技項目,積極開展科研合作,加強知識產權保護,大力推廣實用科技,逐步提高科技對經濟增長的貢獻率。重視引進和培養各類人才,建設創新型人才隊伍。繼續抓好中小學各項校舍工程建設,進一步改善辦學條件,全面落實“兩免一補”政策,加大“兩基”攻堅力度,確保鎮雄、永善、彝良按期實現“普九”目標。加快教育綜合改革步伐,增強教育發展活力。加強市實驗中學等一批高級完中建設,擴大高中階段辦學規模。抓緊師專新校區建設,做好“專升本”申報工作。啟動市職教中心籌建和市衛校、市第
-17-一人民醫院整合“升專”工作,強化縣區職教中心建設,促進中等職業教育發展。鼓勵發展民辦教育。進一步加強中小學德育工作,努力為未成年人健康成長創造良好環境。
抓好文體衛生建設。加強公共文化服務體系和基層文化陣地建設,搞好文化信息資源共享、群眾性文藝演出、農家書屋等文化工程。重視民間文化遺產和文物保護,抓好盧氏家祠修繕,做好市博物館和檔案館建設的前期工作。大力繁榮文藝創作,努力推出一批優秀作品。加強社會公德、職業道德、家庭美德、個人品德建設,深入開展群眾性精神文明創建活動,大力倡導社會文明風尚。深入開展全民健身活動,加強競技體育訓練,做好省第14屆運動會申辦工作。加快市廣電中心建設,推進有線電視數字化整體轉換和農村無線數字電視建設,努力提高廣播電視覆蓋率。扎實推進公共衛生、農村衛生和社區衛生基礎設施建設,增強傳染病防控和突發公共衛生事件處臵能力。抓好新型農村合作醫療,努力提高參合率和籌資水平,強化資金和藥品采購配送管理,減輕群眾就醫負擔。實施萬名醫師支援農村衛生工程,逐步解決農村醫療人才緊缺的問題。深入落實艾滋病防治綜合措施和“四免一關懷”政策。強化婦幼保健工作,扎實開展“醫院管理年”活動。繼續推進中醫藥工作。加強食品藥品監管,切實保障群眾飲食用藥安全。
統籌發展其他社會事業。積極發展老齡和殘疾人事業,做好檔案管理、地震監測、氣象服務、方志編纂、人民防空、外事僑務、婦女兒童、社會科學等工作。
(七)高度重視解決民生問題
千方百計擴大就業。深入落實促進就業和再就業的各項政策措施,堅持以創業帶動就業,以發展推動就業,鼓勵和支持彈性就業、自主創業、自謀職業,促進就業渠道多元化。抓好復員退伍軍人安臵改革,積極開發就業崗位,重點解決下崗失業人員、大中專畢業生、城鎮新成長勞動力等群體的就業問題。加快建立規范的人力資源市場,完善面向困難群眾的就業援助機制,切實幫助“零就業”家庭解決就業問題。爭取開發就業崗位2.2萬個,新增城鎮就業2萬人。
加強社會保障建設。積極完善覆蓋城鄉的社會保障體系,擴大養老、醫療、失業、工傷、生育保險覆蓋面,抓好農村養老保險試點。關懷和幫助弱勢群體,完善城鄉最低生活保障制度,逐步提高保障補助標準。繼續實施城鄉醫療救助,做好啟動城鎮居民基本醫療保險的準備工作,為2009年全面開展試點奠定基礎。發展社會福利事業,推進城鄉敬老院等福利設施建設。加快廉租住房和經濟適用房建設,幫助城鎮低收入家庭逐步解決住房困難。繼續清理拖欠農民工工資問題,促進農民工工資按時足額兌現。高度重視解決失地農民的生存與發展問題。
保障移民合法權益。堅持依法移民、和諧移民,切實幫助特困移民解決實際困難。完善移民工作機制,拓寬移民安臵渠道,高效推進移民搬遷安臵。加快溪洛渡電站庫區435米水位線移民安臵點建設,完成圍堰土地測繪和實物補償兌現,妥善解決施工區移民“返遷”問題。做好向家壩電站庫區移民實物指
-19-標復核調查工作,盡快完成庫區移民安臵規劃,抓好二期圍堰移民搬遷安臵。嚴格執行移民后期扶持政策,減少移民的后顧之憂。
扎實抓好防災救災。進一步加強災害監測預警,完善應急救援預案,提高自然災害應對處臵能力。著力抓好防汛、防雹、抗旱和滑坡、泥石流、地震等災害的防治工作。規范自然災害核災報災制度,加強救災物資儲備和調運管理,妥善安排受災群眾生產生活。調動社會各方力量參與,引導受災群眾自力更生,形成救災工作合力。科學制定規劃方案,多方爭取和籌措資金,以民房、電網、交通、供水、農業生產為重點,扎實做好冰凌災害災后恢復重建工作。強化技術指導和質量管理,實施好新一輪農村民居抗震保安工程。
(八)大力推進可持續發展
抓好人口與計劃生育。繼續強力推進人口與計劃生育工作,嚴格執行“黃牌警告”和“一票否決”制度,狠抓一放二扎、醫學監護等措施的落實,有效遏制違法生育,努力提高計劃生育率,堅決防止出現工作停滯或反彈現象。認真落實農業人口獨生子女家庭獎勵政策,深入開展基本無多孩縣區、鄉鎮、村組創建活動,不斷鞏固和擴大創建成果。積極探索新機制、采取新措施,進一步加強流動人口計劃生育管理。嚴格考核制度,加強動態管理和監督檢查,全面提高基層基礎工作水平。大力開展“關愛女孩”行動,嚴厲打擊非法鑒定胎兒性別和假手術、假證明等制假行為。引導群眾轉變生育觀念,搞好計劃生育技術服-20-務,強化出生缺陷預防,提高出生人口素質。
進一步強化節能減排。圍繞生態文明建設,堅持把節能減排目標完成情況作為檢驗經濟發展成效的重要標準,建立健全常規監測和考核評價體系,嚴把重點領域、重點行業、重點部位的節能減排關。逐步淘汰落后的生產工藝,堅決關閉浪費資源、污染環境、破壞生態的企業,控制高耗能、高污染行業發展,突出抓好化工、煤炭、電力、建材等行業的節能降耗。深入開展全民節能行動,不斷增強全社會節能意識。積極開發和推廣節約能源、替代能源、循環利用的先進技術,大力發展清潔生產和環保產業。認真搞好污染源普查工作。
加強資源保護與合理利用。認真執行和逐步完善土地利用總體規劃,根據經濟社會發展和土地管理的要求,增加總量,盤活存量,提高土地利用率和集約化程度,著力保障建設發展的用地需求。落實耕地保護責任制,抓好土地開發整理,確保耕地占補平衡。繼續整頓和規范礦產資源開發秩序,加快建立礦政管理新機制,強化礦產資源儲量評審核實,完善有償使用制度。結合實際科學設臵礦權,推進重點礦區和重要礦種資源整合,提高礦產資源綜合利用率。
強化生態建設和環境保護。抓好天然林保護、退耕還林、農村替代能源建設、野生動植物保護和自然保護區建設,加強水土流失治理,促進生態修復。著力推進集體林權制度改革,確保主體改革任務基本完成。完善林業發展扶持政策,形成林業發展與生態建設相互促進機制。深入實施“七彩云南·昭通保
-21-護行動”,加大環保執法力度,嚴格落實飲用水源地保護措施,加強水體、大氣、土壤等方面的污染防治,改善城鄉人居環境。推進城市環境綜合整治,全面提高“城考”工作水平。
(九)積極推進民主法制建設
加強社會主義民主。依法接受市人大的法律監督和工作監督,自覺接受市政協和社會各界的民主監督,堅持重大決策、重大問題、重大事項向人大報告、與政協協商、向社會各界廣泛征求意見。深入搞好政務、村務公開工作,促進行政管理與群眾自治有效銜接和良性互動。積極支持工會、共青團、婦聯等人民團體履行職能,發揮好橋梁和紐帶作用。牢牢把握各民族共同團結進步、共同繁榮發展的主題,加快民族地區經濟社會發展,鞏固和發展社會主義新型民族關系。依法管理宗教事務,團結宗教界人士和信教群眾愛國愛教、促進發展、共建和諧。加強國防教育和后備力量建設,增強駐昭部隊執行多樣化任務的能力。深入開展“雙擁”共建活動,促進軍政軍民團結。
深入創建平安昭通。認真實施“五五”普法和“三五”依法治市規劃,推進依法治理進程。立足制度建設和創新,探索和完善符合昭通實際的平安創建長效機制。健全社會治安防控體系,加強流動人口管理和農村社區警務戰略建設,大力整治突出治安問題和治安混亂地區,深入開展偵破命案、掃黑除惡等專項整治行動,打好新一輪禁毒人民戰爭。深入開展鄉鎮、村組、校園、單位等平安創建活動,夯實維護穩定的基層基礎。大力排查調處矛盾糾紛,妥善處臵群體性事件,多做理順情緒、化-22-解矛盾的工作,最大限度增加和諧因素、減少不和諧因素。完善信訪工作責任制,積極推行網上信訪和領導下訪,著力解決纏訪、鬧訪和越級上訪等問題。
全力抓好安全生產。強化安全生產監督管理,嚴格“一崗雙責”和“一票否決”制度,落實職能部門的監管責任和企業的主體責任,確保安全生產措施落到實處。依法督促業主加大投入,努力改善安全生產條件。加大安全執法力度,深化交通、煤礦、消防、非煤礦山等重點領域的專項整治,做好重大危險源監控和事故隱患治理工作,堅決遏制重特大事故發生,盡最大努力減少一般事故,促進安全生產形勢進一步好轉。力爭通過三年努力,全市煤礦安全生產主要指標基本達到全國平均水平。
三、切實加強政府自身建設
面對新形勢、新任務,政府必須以嚴格依法行政為原則,以轉變職能為核心,以提高行政效能為重點,以建設服務型政府為目標,加大管理創新力度,增強公信力和執行力,切實擔負起推進科學發展、構建和諧社會的重任,為人民群眾營造良好的安居樂業環境,為市場主體營造良好的投資創業環境.
推進管理創新,進一步轉變政府職能。堅持把工作重點轉移到規劃指導、政策引導、協調服務和創造良好發展環境上來,更加注重運用經濟和法律手段調節經濟活動,加強社會管理和市場監管。推進政資、政企、政事、政社分離,減少對微觀經濟運行的行政干預。切實履行公共服務職能,優化公共資源配臵,逐步推進公共服務均衡化。規范政府部門職能職責,防止
-23-管理交叉、工作真空和推諉扯皮。加大行政審批改革力度,逐步完善審批監督和責任追究制度,精減審批事項和環節,杜絕各種變相審批行為。大力推行“今日昭通效率”,能立即審批的決不延時辦理,縮短行政審批周期,提高行政服務質量。清理行政事業性收費,減少由群眾和企業承擔的各類收費。實行重大項目和重點企業領導干部掛鉤聯系制度,選擇30個重大項目和30戶重點企業,由領導干部掛鉤聯系,定職責、定目標、定任務、定人員、定獎懲,加大重大項目推進和重點企業支持力度。對市直部門向上爭取資金進行考核,確保向上爭取量比上年有所增長。
強化行政責任,進一步提高行政效能。完善重大決策的協商和協調機制,技術性重大決策實行專家論證、專業咨詢和決策評估制度,事關群眾切身利益的重大決策實行公示、聽證制度,規范行政決策程序。加強行政效能建設,積極探索和建立一套貫徹落實科學發展觀、促進又好又快發展的量化考核辦法,健全政府績效評價體系,形成良好的獎懲激勵機制。加強政務服務,完善“一個窗口對外、一條龍服務”的便民機制,提高行政管理和服務水平。加快電子政務建設,做好政府信息公開相關工作,保障群眾的參與權、知情權和監督權。強化公務員管理,規范公務員津補貼發放。推行行政負責人問責制和首問負責制、限時辦結制、服務承諾制,防止行政不作為或不到位。抓好應急管理建設,迅速有效地處臵各類突發公共事件。加強全社會誠信建設。
-24-嚴格依法行政,進一步規范行政行為。完善政府工作機制,嚴格按法定權限和程序行使權力、履行職責、接受監督,切實把經濟社會管理納入依法運行軌道。探索建立集中行政處罰權制度,依法規范行政行為。全面推行行政執法責任制,建立健全行政執法公開、行政執法舉報受理、行政過錯責任追究、行政執法評議考核等制度,及時糾正不當行政行為,嚴厲查處違法行政行為,確保有權必有責、用權受監督、侵權須賠償、違法嚴追究。做好規范性文件登記、備案和審查工作。加強行政執法人員職業道德教育和業務培訓,提高依法行政能力,做到嚴格執法、文明執法、公正執法。強化政府系統內部監督,支持監察、審計等部門依法獨立履行監督職責。
加強政風建設,進一步推進工作落實。大力弘揚“八個方面良好風氣”,做到為民、務實、清廉,始終保持同人民群眾的密切聯系。強化政府機關學習制度建設,建立公務員特別是領導干部的學習提高機制,增強科學判斷形勢、應對復雜局面、駕馭市場經濟、推進管理創新、解決實際問題的能力。繼續加強機關作風建設,堅持求真務實、真抓實干,做到意見在一線聽取、調研在一線展開、問題在一線發現、困難在一線解決、成效在一線體現,用抓發展、辦實事、保穩定、促和諧的實際行動取信于民。著力精減會議和文件,提倡開短會、講短話、發短文,把主要精力集中在抓落實上。高度重視督查督辦工作,進一步加強跟蹤問效,確保各項措施落到實處。完善制約機制,重點防止在行政審批、政府采購、執法監督等方面搞權錢交易,-25-嚴厲打擊工程建設、土地出讓、產權交易、資源開發、醫藥購銷等領域的商業賄賂行為,推動廉政建設深入開展。
辦好10件實事,進一步實施民心工程。堅持以人為本,切實解決人民群眾最關心、最直接、最現實的利益問題。在全面完成各項工作的基礎上,今年著力辦好10件實事:一是建立健全廉租住房制度,新建廉租住房8萬平方米。二是籌集1.2億元資金,改造3萬戶破爛茅草房。三是為1.5萬名高危行業農民工辦理工傷保險。四是建立國有改制企業退休和內退職工基本醫療保險制度。五是舉辦農民務工技能夜校培訓班試點。選擇3個鄉鎮舉辦農民務工技能夜校培訓班試點,培訓2萬人(次)。六是出臺市級機關事業單位住房貨幣化補貼方案,先兌現離休干部住房補貼。七是建設724個村級衛生室。市縣配套部分資金,全面完成724個村級衛生室建設。八是實施白內障復明手術2500例,為殘疾人安裝假肢100例。九是打通金沙江沿江公路。新建85公里,改造61公里,建中橋1座,確保全線貫通。十是提高昭通電臺、電視臺覆蓋率。采取措施,使昭通電臺覆蓋率提高10個百分點,達到57%;昭通電視臺覆蓋率提高6個百分點,達到51%。

——2009年 3月 11日在廣州市黃埔區第八屆人民代表大會第四次會議上

各位代表:
我代表黃埔區人民政府,向大會作工作報告,請予審議,并請政協委員和其他列席人員提出意見。
一、2008年工作回顧
過去的一年,在市委、市政府和區委的正確領導下,在區人大及其常委會和區政協的監督、支持下,全區上下以鄧小平理論、“三個代表”重要思想和十七大、十七屆三中全會精神為指導,深入學習實踐科學發展觀,緊緊圍繞區委八屆五次、六次全會提出的目標,堅持以解放思想為先導、以改革創新為動力,搶抓機遇,真抓實干,克服困難,經濟社會保持良好發展態勢,人民生活持續改善,較好地完成了區八屆人大三次會議確定的目標任務。
(一)在應對宏觀經濟波動考驗中,經濟平穩較快增長。2008年,我們認真實施“二三并舉、三產優先”戰略,積極應對能源價格大幅度波動對財政運行的影響和世界金融危機的沖擊,切實加快產業結構調整步伐,經濟保持平穩較 1
快增長,完成生產總值503億元,同比增長10.1%,人均生產總值16.7萬元,增長7.2%,三次產業結構比例為0.28:67.13:32.59。人民生活水平穩步提高,職工年平均工資45364元,增長10.9%;城鎮居民年人均可支配收入24106元,增長10.6%。
發展思路不斷完善。認真總結改革開放三十年經驗,結合學習實踐科學發展觀和解放思想學習討論活動,積極破解經濟社會發展難題,區委、區政府制定了《關于繼續解放思想,推動科學發展的決定》,提出了“二三并舉、三產優先”的產業發展戰略,確立了打造廣州(黃埔)臨港商務區的新目標,《黃埔臨港CBD專題調研報告》獲全市解放思想優秀調研成果評比一等獎,廣州(黃埔)臨港商務區被列入廣州市建設“首善之區”重點工程及建設現代產業體系重點工程項目。制定實施《黃埔區關于加快總部經濟發展的若干意見(試行)》及其實施辦法,因地制宜地加快發展總部經濟,促進產業優化升級。及時開展經濟形勢分析專題調研活動,積極應對世界金融危機對實體經濟的影響,制定《黃埔區關于扶持企業加快發展若干意見》,加大了對中小企業的扶持力度。發揮區中小企業融資擔保專項資金的杠桿作用,幫助3家中小企業申請融資1920萬元。
服務業發展提速。第三產業增加值164億元,增長12.5%,近年來增速首次超過第二產業。社會消費品零售總額67億元,2
增長14.4%;商品銷售總額385億元,增長0.9%。品牌項目帶動商貿業發展,大沙地中心商圈在建及籌建的大型商業網點建筑面積近6萬平方米,摩登百貨正式營業。商務載體建設加快,怡港大廈等一批新寫字樓宇投入使用。交通運輸暢旺,貨運周轉量50.2億噸公里,增長61.6%。長洲旅游配套設施進一步完善,積極爭取駐島部隊支持,黃埔軍校周邊環境綜合整飾工程已經動工;配合開通“百里珠江〃水上畫廊”廣州風情游線路,成功舉辦首屆廣州黃埔長洲楊桃歡樂節,“農家樂”項目開發工作取得初步成效。旅游總接待人數205萬人次,同比增長34.8%。
制造業增勢平穩。完成規模以上工業總產值1428億元,同比增長11%。高新技術產品產值619億元,占全區規模以上工業總產值的43.3%。民營科技企業加快發展,納稅總額增長30.2%。認真落實省市推進產業和勞動力“雙轉移”的相關要求,平穩轉移制鞋、印染等規模以上勞動密集型企業10家,妥善安置和轉移勞動力2800多人。
新興產業加快發展。電子商務高起點發展,成功申報市“移動電子商務試點示范區”,亞馬遜卓越網營業額同比增長3倍,達到2.24億元,成為我國網上購物B2C模式中的佼佼者。培育發展總部經濟,新引進總部型企業項目5個。制定實施《關于進一步促進我區網游動漫產業發展的意見》,累計投入1300萬元建設“網游動漫產業發展基地公共技術服務平3
臺”,新引進了紅線條科技等5家動漫企業。
社區經濟有效升級。大力實施產業置換,新置換項目4個,成功置換項目累計達20個,置換后項目平均投資密度達313.14美元/㎡,增長了245%;月平均租金13.25元/㎡,增長了104%,為社區集體經濟帶來新的增長點。領好廣場等多個商業網點相繼開業,進一步滿足了人民群眾的需求,商業氛圍更趨濃厚。認真解決征地歷史遺留問題,落實集體經濟發展留用地718畝,為社區經濟發展提供了后續保障。出臺了《黃埔區生態農用地補償暫行辦法(試行)》,每年安排350萬元支持有關社區,鼓勵加強生態保護和發展都市農業,全年實現農業總產值2.1億元。
招商引資有新進展。共引進國內外投資項目129個,合同利用區外資金12450萬美元;實際利用外資5303萬美元,增長17%。聯合市有關部門舉辦了“提升臨港服務業水平,打造黃埔國際物流園區”研討會,積極推介并加大力度發展臨港現代服務業。廣石化重整裝置等一批增資項目順利推進。全年外貿出口總額8.4億美元,下降5.9%,經濟外向度為33.6%,出口依存度12.9%,以內銷為主的產業結構,在一定程度上緩沖了金融危機的影響。
財政收入平穩增長。一般預算收入完成9.64億元,增長11.5%;可支配財力13億元,增長8.1%。制定實施《關于加快建設黃埔區協稅護稅網絡的工作意見》。加大促產培財力 4
度,區屬板塊企業留區稅收增長22.7%,第三產業稅收增長54.1%。積極盤活閑置資源,切實推進國資重點項目建設,規范了國有資產管理。
(二)在創建文明城市活動中,城市建設管理有新成效。城市規劃進一步完善。開展了新一輪城市總體規劃和土地利用總體規劃編制工作。加快推進廣州(黃埔)臨港商務區規劃,與高校建立了規劃研究戰略性合作關系,開展了臨港CBD核心區護林路以北地塊規劃調整工作。《文沖石化路以西“城中村”改造方案》已通過專家評審會評審,編制完善了《橫沙“城中村”改造方案》。開展了黃埔大道支線、蟹山西路、石化路、黃埔東路雙沙段等路段的環境整治規劃編制工作。
城市建設進一步加快。在市的大力支持下,進一步加大了基礎設施建設力度。珠江黃埔大橋、護林路二期黃埔段和豐樂北延長線建成通車;豐樂南路、石化南路改造完成;黃埔大道支線主干道部分基本建成;護林路三期、大沙東路三期、廟頭涌、金紫涌、長洲灣水系復通等重點市政建設工程正式動工;烏涌綜合整治主體工程基本完成;文沖涌綜合整治工程前期工作順利推進;截污主體管網基本建成。積極調整優化公交線路,新開通2條公共中巴線路;玩具城公交總站建成投入使用。新建67個標準化公交候車站亭和候船亭,新增3088個主次干道和社區停車泊位。新建成秦嶺公園和長 5
洲新擔涌體育公園,全區新增綠化面積7.17公頃,綠化覆蓋率達36.4%,人均公共綠地面積17.18㎡。圍繞迎亞運工作,切實加大社區市政綠化建設、城市森林建設和環境改造力度,完成了大飛崗公園一期工程、航專舊城小區改造和長庚路、廠南路等5條社區道路改造;新安裝路燈1500多盞;綜合整治池塘5個;基本完成沙步社區一期改水工程。
城市管理進一步加強。認真開展創建全國文明城市工作,提高了城市管理水平和區域文明程度。組織實施環衛體制改革,市政道路和公廁實行了社會化保潔。開展規范轉制社區宅基地房建設管理和內街小巷“六亂”整治專項活動,清拆“兩違”15.7萬㎡,整治“六亂”7.7萬宗。有效整治違法違規用地行為,是全市第八次衛片執法檢查中唯一立案率、查處率、結案率均達到100%的單位。開展黃埔東路沿線關鍵節點和城區生態環境整治工作,有效改善人居環境。開展第一次全國污染源普查工作,加強重點污染企業環保掛牌督辦;瑞明電力投資1800萬元建成全國同行業第一套脫硝裝置,脫硝率達到50%;投資3800萬元的廣石化脫硫項目基本建成,每年減排二氧化硫1200噸,環境質量進一步改善。
(三)在建設和諧黃埔實踐中,社會各項事業有新發展。科技教育事業取得新成就。科技成果不斷涌現,獲國家專利優秀獎1項,省科學技術一等獎2項、專利金獎1項,市科學技術獎3項,專利申請量145件,授權量73件,新組建1 6
家市級企業工程技術研發中心,1家企業被認定為首批國家和廣東省創新型企業,我區被評為廣東省科技進步先進城區。切實加強科普工作,魚珠街、穗東街被評為市第二批科普進社區示范街道。深化教育體制改革,擴大校長年薪制試點范圍,提高教師福利待遇;推進教育資源優化整合,完成了文船中小學、黃船中小學、火電學校的移交工作;中考、高考取得歷史性突破,中考成績在全市排名上升三位,高考本科上線率首次取得全市第三。制定實施《關于進一步加強和改進中小學德育工作的意見》,德育工作得到加強;切實規范辦學,全區義務教育學校80%基本達到規范化標準,市86中榮獲“廣東省國家級示范性普通高中”稱號,職校通過省級重點職中復評;獲批“廣東省英特爾未來教育項目推廣示范區”,通過省教育強區督導復評。
文化體育事業取得新進步。保護開發文化資源,橫沙書香街被列入國家歷史文化名城保護范圍,完成深井凌氏宗祠等3處文物的保護修繕工作,開展第三次全國文物普查。推進文化體育設施建設,區體育中心體育館動工興建。舉辦第四屆廣州民俗文化節暨“波羅誕”千年廟會、第六屆黃埔地區運動會等一系列大型文體活動,“波羅誕”獲“改革開放30年〃中國節慶杰出典范獎”等3項國家大獎。開展全民健身活動,穗東街創建全國體育先進街道通過省初評,14個社 7
區創建省城市體育先進社區工作通過驗收。兩名運動員參加第二十九屆奧運會并取得前八名的好成績。
社會保障事業實現新突破。出臺了《黃埔區低保“邊緣群體”幫扶救助實施方案》,在全市率先將“邊緣群體”納入幫扶救助范圍,首批174人獲得救助,做法得到市的肯定和推廣。推進居民醫保、農轉居養老保險工作,提前超額完成居民醫保參保任務,“農轉居”人員第一、二批參保率分別達到100%和77.89%。認真落實《勞動合同法》,7家企業被評為2007“廣州市勞動關系和諧企業”;制定實施《關于處理當前長洲有關民生問題的工作方案》,解決了200多名原長洲鎮屬企業員工的社保問題。加大促進就業力度,“零就業家庭”就業率100%,70%的困難群體實現就業;新創10個“充分就業社區”,全區55%以上社區成為充分就業社區。
衛生計生事業取得新成績。健全社區衛生服務體系,獲“全國中醫藥特色社區衛生服務示范區”稱號,在全市率先建成社區衛生服務機構門診信息系統。加強疾病預防控制,全年未發生重大傳染病疫情。提高食品、公共場所衛生的監督管理水平,全力保障食品安全,圓滿完成了對供奧食品的生產監管和安全保障任務以及問題奶粉事件的處置工作。全面完成市下達的人口計劃指標,連續三年被省政府授予人口與計劃生育工作先進單位稱號;開展國家重大出生缺陷和遺 8
傳病干預試點,出生缺陷發生率下降了1.85‰,被國家人口計生委確定為國家孕前優生健康檢查試點單位。
其他各項社會事業進一步發展。加強應急機制建設,強化應急培訓、演練和突發事件風險隱患日常監管,應急意識明顯增強。健全災害應急救助網絡,及時應對了雪災、臺風等自然災害。完成春運期間疏運旅客相關任務;支持災區開展抗震救災和災后重建,全區各界共捐款1570萬元,主動接收和救治災區傷員,在汶川映秀災區建成1.9萬平方米的板房,得到了中央、省、市領導的肯定。順利完成社區居委會和轉制社區集體經濟組織董事會換屆選舉,11個社區完成“六好”平安和諧社區創建工作。完成了672間危房的維修改造,解決了527戶低收入家庭的住房困難。認真組織開展全國第二次經濟普查。再次榮獲“廣東省雙擁模范區”稱號。武裝、人防、婦女兒童、統計、物價、糧食、外事、僑務、對臺、民族、宗教、打假、打私、愛衛、修志、檔案、供銷社、工商聯、貿促會、殘疾人等各項工作均穩步開展。
(四)在學習實踐科學發展觀活動中,政府管理服務水平進一步提高。
政府決策更加科學民主。堅持向人大報告工作,認真執行人大及其常委會決議,主動向政協、各民主黨派及社會各界通報政府工作情況。積極配合人大代表和政協委員開展專項檢查,及時研究辦理人大代表和政協委員提出的建議、意見,對 9
關注民生的議案、提案進行重點督辦,提高了辦理成效。構建政府信息公開平臺,編制政府信息公開指南與目錄,不斷拓寬政務公開渠道,提高政務信息公開電子化管理水平。健全了重大決策論證制度,廣泛聽取群眾意見和挖掘干部智慧,集思廣益,提高了科學決策水平。
社會管理更加和諧有序。高度重視信訪維穩工作,制定實施《黃埔區開展“公開大接訪”活動工作方案》,在全市率先開展區黨政領導干部公眾接訪日活動,共接訪群眾972批、1856人次;實行黨政領導一級包案和部門(街道)領導二級包案制度,有關問題得到解決或基本解決,群眾滿意率達95%,2008年“兩會”和北京奧運會期間進京上訪數為零,受到省、市表揚。抓好矛盾糾紛的事前調處化解工作,共排查調解各類糾紛695宗,成功調處692宗,成功率99.6%。加強勞資監控,共受理勞動爭議案件590宗,為8793名勞動者追回欠薪915萬元。繼續強化社會治安綜合治理,全年刑事案件立案2505宗,同比下降17.8%,其中“雙搶”發案率下降34.7%,盜竊發案率下降17.9%,人民群眾安全感和治安滿意度進一步提升。全力以赴推進公安機關“三基”工程建設,扎實推進基層治安聯防力量整合,加快構建全方位、多層次的基層治安防控體系,加強信息化建設,超額完成視頻監控建設任務,建成11181個視頻監控點。切實加強交通防火和安全生產監管,制定《黃埔區安全生產和消防安全責任追究暫行規定》等一系列相關規章 10
制度,完善了安全生產和消防安全工作機制。整合安監、勞監等基層管理隊伍,實行區域聯防、監控管理。
政風建設更加扎實有效。以開展深入學習實踐科學發展觀活動和解放思想學習討論活動為契機,虛心聽取干部群眾意見、建議,切實加強了領導班子和機關作風建設,提高了機關效能和服務民生的能力。繼續加大反腐敗工作力度,嚴肅查處了“紅山閣”房地產糾紛中的腐敗案和個別轉制社區干部違紀違法案,結合案例開展反腐倡廉宣傳教育,提高干部廉潔從政意識。落實醫療機構藥品競價陽光采購工作,集中招標采購藥品占用藥總金額的95%以上。推行公務卡結算改革,提高公務支出透明度。實行“遠程報賬”試點改革,提高國庫集中支付效率。加強公務員隊伍建設,推進機構內部管理和公務員崗位績效考評。加強電子政務建設,不斷完善行政告知系統,優化工作流程,提高行政效率。
各位代表,過去的一年我區各項工作取得的成績是全區人民團結一致、奮力拼搏的結果,也是區內企事業單位和駐區部隊,港澳臺同胞、海外僑胞和社會各界大力支持、幫助的結果。在此,我代表黃埔區人民政府致以崇高的敬意和衷心的感謝!
在總結成績的同時,必須清醒地看到,我區經濟社會發展還存在不少困難和問題:一是區域經濟社會發展的目標定位需更加深化明晰,促進科學發展的體制機制需進一步完善。11
二是保持經濟平穩較快發展的形勢嚴峻,財政收支壓力進一步加大,應對世界金融危機的措施需進一步加強。三是現代服務業發展空間不足,產業結構調整的力度需進一步加大。四是城區環境改善尚不能滿足廣大人民群眾的要求,宜居環境建設和轉制社區城市化進程需進一步加快。五是以改善民生為重點的社會建設面臨新課題,機關作風建設和公共管理服務水平需進一步提高。針對上述問題,我們將采取有力措施,切實加以解決。
二、2009年工作任務
2009年是新中國成立60周年,是我區推動經濟社會全面轉入科學發展軌道、實現“十一五”規劃目標的關鍵一年,做好今年的工作具有重大的意義。綜觀國際國內形勢,今年我區經濟社會發展將面臨諸多困難和挑戰,世界金融危機的影響還在不斷地蔓延,全球經濟邁入衰退,經濟下行壓力很大。但同時也蘊含更大希望和機遇,我區經濟發展的基本面和長期向好的趨勢并沒有根本改變,《珠江三角洲地區改革發展規劃綱要》的制定實施,廣州市“國家中心城市”地位的確定和籌辦亞運會的投資拉動,為我區克服困難創造了良好條件;三十年改革開放積累的豐富經驗和雄厚的物質技術基礎,學習實踐科學發展觀活動形成的強大思想動力,增強了我們戰勝困難的信心。因此,我們既要充分認識到當前面臨的復雜形勢,做好應對更大困難的思想準備,又要充分認識 12
各種挑戰中所蘊含的巨大機遇,抓住有利時機扎扎實實辦好自己的事情。
今年政府工作的總體要求是:以鄧小平理論和“三個代表”重要思想為指導,深入學習實踐科學發展觀,認真貫徹落實區委八屆七次全會精神,按照“三促進一保持”的要求,以產業結構調整為主線,以打造臨港商務區為切入點,不斷提升區域經濟競爭能力,不斷提升城市空間承載能力,不斷提升公共服務和社會管理能力,不斷提升廉潔從政和依法行政能力,全力推動經濟社會轉入科學發展軌道,切實改善民生,建設和諧黃埔,加快構建廣州東部新城區。
今年我區經濟社會發展主要預期目標為:地區生產總值增長8%;人均生產總值增長7.5%;萬元生產總值綜合能耗降低5%;化學需氧量減排12噸,二氧化硫減排38噸;一般預算收入增長8%;城市居民人均可支配收入增長8%;城鎮居民登記失業率控制在3.5%以內;戶籍人口自然增長率控制在9.9‰以內;增加就業崗位7500個,城鎮登記失業人員就業率在70%以上。為實現以上目標,重點抓好以下六個方面工作:
(一)沉著應對金融危機,促進經濟平穩較快增長。保增長是今年的首要任務。當前,世界金融危機對實體經濟的影響正在深化,要冷靜觀察,沉著應對,化“危”為“機”,抓緊落實上級各項部署,力促經濟平穩較快增長。
落實扶持發展政策。加快落實和細化中央、省、市關于 13
促進經濟增長、扶持企業發展的優惠政策和措施,建立“直通車”服務機制,主動為企業提供優質服務,協調解決生產經營和重大項目建設中存在的突出問題,尤其要發揮融資擔保機制的作用,有效緩解中小企業融資難的問題,與企業共渡難關。密切關注世界金融危機影響的新變化,及時采取應對措施。利用廣州舉辦亞運會的契機,加快公共項目建設,拉動固定資產投資有效增長。
承接高端產業轉移。拓寬招商引資視野,增強工作的敏銳性,善于在危機中捕捉商機。認真研究發達國家地區為應對金融危機適當收縮戰線,向外轉移高端產業和產業中高端環節的新動向,把握時機,主動承接,大力引進有利于延長產業集群鏈條、有利于提高自主創新能力、有利于培育總部經濟、有利于克服三產“短板”的項目。高起點規劃和開發產業基地,以開發建設工貿園區的新定位,探索建立二三產業融合的新模式,力求將軍山、狀元山、廣冶工業園等產業基地和產業置換項目招商取得突破。
優化稅源財源結構。堅持以產業結構調整為主線,通過加大協稅護稅力度,優化促產培財措施,轉變經濟增長方式,因勢利導,揚長避短,有效推動經濟結構和財源結構的“三個轉變”:提高區科技經費支持企業技術創新的比例,提升區域自主創新能力,加快由依賴資源能源向依靠科技進步和人才要素轉變;努力延長產業集群產業鏈條,積極培育壯大優 14
勢產業,推動民營科技企業高起點、跨越式發展,不斷提升區屬經濟板塊的財稅貢獻率,加速由依賴市特定企業向依靠多個經濟板塊、多種經濟成分共同發展轉變;大力培育新興產業,打造東部現代服務中心,構建臨港商務區,加快由依賴工業發展向“二三并舉,三產優先”轉變。
(二)繼續堅持三產優先,力促服務業發展提速。進一步明晰黃埔地區的科學發展定位,爭取上級支持,通過拓寬發展現代服務業的接納和承載空間,為第三產業優先發展創造條件。
拓展臨港服務功能。從戰略高度積極爭取將廣州(黃埔)臨港商務區納入全市商務功能區總體布局,盡快啟動魚木地塊開發,發揮示范效應。以增強臨港商務服務功能為著力點,以現代物流業為基礎,以電子商務和網上專業市場建設為新亮點,積極打造臨港現代服務體系。以信息化改造傳統倉碼企業,推動其與金融、商貿聯手,拓展倉單質押、物流配送、大宗批發等衍生業務。加快工程機械專業市場建設,打造中山大道黃埔東路重型工程機械的營銷保障服務走廊。以進口酒類保稅倉和新型冷鏈項目建設為基礎,探索培育酒類、食品專業市場。以地鐵5號線開通為契機,加快地鐵上蓋商業網點建設、招商,精心打造大沙地“回”型商圈。推進大沙購物城改造等重點國資項目建設,提高國有資產盈利能力。落實國家擴大內需政策,營造良好市場氛圍,刺激居民消費。
增強新興產業活力。協助木材電子交易平臺、化工電子交易平臺等新型交易平臺的搭建和培育,打造現代物流公共信息平臺,推動電子商務跨越式發展。完成網游動漫園區公共技術服務平臺建設,引進和培育領軍項目,促進網游動漫園區逐步擴容;全面落實區培育總部經濟的各項措施,支持廣州港集團原址等一批總部項目載體的改造建設,大力引進現代物流、船務貨代、商貿批發等有臨港特色和臨港優勢的區域總部。
繁榮文化旅游市場。堅持基礎設施先行,實施大項目帶動戰略,以黃埔軍校舊址移交我區管理為契機,豐富歷史文化游,做大軍事軍訓游,拓展農家休閑游,加快推進長洲灣水系復通和長洲觀音山森林公園等市政、綠化工程建設,完成黃埔軍校周邊環境整飾工程。建成南海神廟游客接待中心,完成南海神廟創建國家4A級旅游區工作。結合橫沙“城中村”改造,做好橫沙文化旅游特色街規劃建設的前期工作。
(三)大力推動內涵發展,提升制造業發展層次。從構建現代產業體系,轉變經濟增長方式的戰略高度,以提升工業綜合效益為目標,以提高核心競爭力為方向,力促先進制造業又好又快發展。
龍頭帶動,做強做大優勢產業。充分考慮區域環境和資源承載能力,立足現有產業基礎,科學把握發展趨勢,打造先進制造業產業體系。支持龍頭企業實施裝置重整、產品換 16
代、內涵發展,鞏固和壯大汽車及零部件和石油化工兩大產業集群;積極延伸產業鏈條,重點加快培育汽車零部件、環保新材料、清潔新能源、食品添加劑等四個配套產業;推動喜力啤酒、王老吉等項目建設,做強做大食品酒類、機械裝備、電子信息三大優勢產業,切實增強產業互補性。加速傳統產業優化升級,支持黃埔發電廠實施整體改造。鼓勵引導更多有自有品牌和自主研發能力的企業采取外設加工基地、發外加工等形式,將初加工環節外移,將精加工、總裝環節和銷售總部留在本區,探索“零”用地增長模式,走出一條先進制造業總部發展的新路徑。
扶持民企,扎實推進自主創新。堅持扶優扶強原則,大力配合市實施自主創新“一區一項目”行動計劃;在產業引導、項目安排、資金融通、人才引進等方面予以重點扶持,發展一批競爭力強、擁有自主知識產權和著名商標的龍頭骨干民營企業。加大對企業技術創新支持力度,引導支持科技型中小企業建設企業工程技術研發中心,形成建立一個研發平臺、成長一批科技人才、催生一批科技成果轉化項目的良好局面。加強對企業上市輔導,支持骨干民營企業開展資本運營。推進創建國家知識產權示范城市工作,鼓勵企業自創品牌,依靠科技進步和自主創新提升核心競爭力和抗風險能力。
輻射社區,加速產業置換步伐。建立落后產能退出機制,17
積極穩妥實施“雙轉移”,鼓勵清潔生產和節約生產。探索園區式整體置換模式,引導利用長洲水泥廠置換建設創意產業園。落實產業置換立面改造扶持措施,鼓勵轉制社區及其集體經濟組織對商業中心、地鐵站口、主干道一線物業、廠房進行外立面改造,提升社區資源利用水平。發揮生態補償機制的作用,扶持引導發展都市農業和生態休閑農業。
(四)強化城市建設管理,加速一體化進程。以迎亞運為契機,繼續推動創建全國文明城市工作,著力推進重點工程建設,加強生態和環境保護,完善城市功能,優化空間環境。
加強規劃引導作用。利用市進行新一輪城市總體規劃和土地利用總體規劃編制的機會,組織開展我區城市宏觀戰略規劃研究,進一步明確黃埔發展定位,科學調整用地功能,為新一輪發展爭取更大的空間。細化深化廣州(黃埔)臨港商務區規劃研究,優化臨港商務區輻射帶動區的空間布局。緊密圍繞迎亞運工作,組織開展亞運比賽場館周邊和豐樂北路、護林路三期、珠江北路等重點路段的環境整治規劃編制工作。
加快基礎設施建設步伐。把握機遇,落實責任,加大力度,掀起市政基礎設施建設高潮。完成烏涌綜合整治工程,加快推進文沖涌、廟頭涌、金紫涌、南灣涌等河涌綜合整治,確保完成截污工程建設階段性任務。加快護林路三期、大沙 18
東路三期、珠江北路等重點市政道路建設和黃埔東路改造;配合市開通地鐵五號線,實現黃埔交通由平面向立體的飛躍;積極支持廣深沿江高速及穗莞深城軌建設;完成黃埔大道支線建設和港前路、廣江路改造,進一步完善公交站場和配套設施,如期建設黃埔體育中心公交樞紐站場,提早制訂區域公交網絡與地鐵各站口的銜接方案,方便群眾出行。實施黃埔東路關鍵節點綜合整治,大力開展“青山綠地”二期工程建設。
完善城市長效管理。緊緊圍繞迎亞運和“2010年一大變”工作,開展常態化、網絡化、精細化管理,大力整治“六亂”,查處“兩違”,全面鞏固“三創”工作成果。完成環衛體制改革,提高環衛保潔水平。開展城市環境改造工作,加快舊城小區改造步伐。加大環境監察和執法力度,全面完成主要污染物總量控制和總量減排任務。開展全區第二次土地調查工作,繼續加大衛片執法檢查力度,強化國土資源管理。
加速轉制社區城市化。認真落實十七屆三中全會精神,積極探索集體土地流轉辦法,提升土地開發利用效益。加強對轉制社區的指導、管理和服務。全力推進文沖、橫沙“城中村”改造,探索其他轉制社區環境綜合整治改造模式,改善人居環境。繼續實施社區市政綠化和環境改造,開展雙沙、深井等7個社區改水工程,推進南灣大道、西成北路、上堂中心路等社區道路建設,完成茅崗倉下、南灣沙頭環等池塘 19
整治,加快電臺山公園等綠化景點、公園建設,加速轉制社區和城市社區一體化進程。
(五)著力解決民生問題,推動社會和諧發展。經濟發展越困難,越是要高度關注民生,紓解民困。今年要嚴格控制黨政機關一般性行政經費支出,公務購車和用車經費、會議經費、公務接待費用、黨政機關出國(境)費用以及辦公經費預算實行“五個零增長”,拿出更多資金增加改善民生投入,讓廣大群眾共享改革發展成果,不斷提高百姓幸福指數。
堅持科教并舉戰略,強民生之基。加快產學研結合技術創新體系和科技中介服務體系的建設,做好知識產權保護工作。大力開展科普教育,繼續推進科普進社區示范街創建工作。堅持教育適度優先發展,加快教育均衡發展步伐。優化師資隊伍,深化分配制度改革,探索建立校長職級制和教師流動機制;全面完成廠校接收工作,加大對東部、南部地區教育的扶持,推進教育資源整合;繼續開展義務教育規范化學校建設,加強民辦學校管理,縮小校際差距;狠抓教學質量,提高初中教育水平,做好職校創建國家重點職中工作;加強德育骨干隊伍建設,注重法律、家庭和心理健康教育。
提高醫療衛生水平,解民生之需。加強社區衛生服務建設,積極穩步推進社區衛生服務中心標準化改造,進一步完善社區衛生服務運行機制。推進區內公共衛生資源整合,抓 20
好區公共衛生基地建設前期工作,加快社區衛生信息化建設步伐。積極探索促進區屬醫院科學發展的管理機制。拓展中醫藥服務內涵,建設市中醫名院,發揮和強化“全國中醫藥特色社區衛生服務示范區”的效應。抓好國家孕前優生健康檢查試點工作,提升國家計劃生育優質服務先進單位軟實力,進一步穩定低生育水平。
推動文體事業進步,提民生質量。加快推進重點文化體育設施建設,基本完成區體育中心體育館主體工程,配合推進中國辛亥革命紀念館建設,爭取啟動廣州海事博物館建設,做好區文化中心建設等前期工作。健全基層文體設施,做好南崗、文沖、穗東等街道文化站創建省一級以上文化站工作,逐步實現社區文化室全覆蓋,基本完成社區書屋建設任務,繼續提供“三免費”等優質公共文化服務,開展創建體育先進街道(社區)工作。
增強扶貧濟困能力,使民生有依。加大困難群體救助力度,根據經濟社會發展狀況和物價水平逐步擴展邊緣群體救助范圍,切實保障困難群眾的基本生活需要。繼續完善社會保障體系,落實醫保新政策實施前的各項準備工作,妥善解決“外嫁女”等特殊群體參保問題。改進社區居家養老服務方式,爭創退管服務省級示范點。規范捐贈活動,鼓勵民辦社會福利機構,推動慈善事業健康發展。
加大勞動就業扶持,夯民生之本。建立健全政策扶持、21
創業服務、創業培訓三位一體的工作機制,落實就業工作目標責任制,完善支持自主創業、自謀職業政策體系,加大就業幫扶力度,繼續開展充分就業社區創建工作,擴大農民工援助范圍,確保完成市下達的各項就業工作任務。完善勞動工資監控,探索建立企業工資支付保障金制度,加強勞資糾紛預警排查和勞動爭議調處,切實維護勞動者權益,促進勞動關系和諧。提高退休職工社會化管理水平,落實精細化服務的各種措施。
保障社會安全穩定,建民生和諧。繼續深入開展“六好”平安和諧社區創建活動,改進出租屋和流動人員的服務管理,做好刑釋解教人員和社區矯正對象的幫扶。建立健全社會治安管理長效機制,依法嚴厲打擊各類刑事犯罪。重視群眾來信來訪,拓寬社情民意表達渠道。促進人民調解、行政調解、司法調解相互銜接、相互補充,綜合運用多種方式把矛盾化解在基層,解決在萌芽狀態。健全完善應急管理體制,加快推進人防指揮所建設,提高危機管理能力。加強交通防火和安全生產基礎建設,遏制重特大安全事故發生。規范市場秩序,切實加強產品質量和食品藥品安全監管,保障人民群眾健康安全。
推進其他社會事業發展,促民生改善。繼續搞好人武和雙擁工作,發展婦女兒童事業,扎實做好統計、物價、糧食、外事、僑務、對臺、民族、宗教、打私、打假、愛衛、檔案、22
保密、編志、工會、供銷社、工商聯、殘疾人等工作。
(六)加強民主法制和作風建設,提高政府管理服務水平。
面對新的形勢和任務,我們必須加強自身建設,努力提高貫徹落實科學發展觀的能力,為全面完成各項工作任務提供堅強有力的保障。
加強民主法制建設。進一步健全制度,完善機制,為人大代表行使監督權和政協委員參政議政提供全方位服務。堅持問計于民、問需于民、問政于民,政府重大決策廣泛征詢社情民意,重視各民主黨派和無黨派人士的意見,發揮人民團體的作用,使人民群眾理解、支持政府工作。研究制定加強轉制社區財務管理的指導意見,健全集體經濟組織財務管理制度,擴大基層民主。加強民主法制學習,扎實推進政務公開和法制政府建設,進一步增強機關干部和社會民眾法制意識,推進依法治區。
加強機關作風建設。進一步深入學習實踐科學發展觀,積極開展機關服務年活動,研究制定加強機關作風建設工作意見,全面落實各項整改措施,切實加強政府自身建設。完善領導干部聯系和服務群眾的工作機制,精簡會議和文件。建立狠抓落實的工作機制,樹立狠抓落實的工作作風,實施狠抓落實的有效監督,形成求真務實、真抓實干的良好氛圍,努力把推動科學發展的舉措變成有利于經濟社會發展的現 23

加強勤政廉政建設。認真開展勤政廉政教育,積極構建黃埔特色懲防體系。繼續深化財政管理制度和干部人事制度改革,加強對重大建設工程和政府采購行為的監管。繼續抓好土地執法、政府采購、重大工程建設等專項效能監察工作。強化審計監督,堅持用制度管人管錢,從源頭治理和防范腐敗,創新政府服務方式和提高政府執行力,切實提高公共服務水平。完善監督考核機制,落實領導責任追究制。推進激勵機制建設,加強績效考核,提高行政效率。

各位代表:
現在,我代表涂茨鎮人民政府向大會作工作報告,請予審議,并請列席會議的同志提出意見。
2013年工作回顧
2013年,我們在縣委、縣政府和鎮黨委的正確領導下,在鎮人大的監督支持下,緊緊依靠和帶領全鎮人民,以科學發展觀為指導,凝心聚力、開拓創新,積極應對宏觀形勢變化和諸多困難挑戰,堅持不懈穩增長、調結構、抓創新,持之以恒重統籌、惠民生、促和諧,較好地完成了鎮十七屆人大二次會議確定的各項目標任務。全鎮實現社會總產值20.94億元,同比增長10.59%;預計實現稅收4500萬元,同比增長9.75%;農(漁)民人均純收入13370元。
一、以大平臺、大項目建設為支撐,現代產業體系初步構建 借力大企業增強工業經濟發展活力。加大產業投入,狠抓項目引進,中廣核風力發電項目完成投資7億元,一期實現發電量5700萬度,年產值3500萬元,二期完成山林征、租用550畝、上山道路建設24公里、風機安裝22臺。發揮臨港企業龍頭效應,新樂造船新增訂單總量突破20億元,二期鋼結構廠房完成建設,開造3萬方雙燃料機液化天然氣船。拓展產業發展平臺,緊抓臨港裝備工業園建設契機,配合完成大中莊、大港口圍涂工程工作前期。做大經濟總量,全鎮完成工業總產值15.12億元,規模以上工業產值8.2億元,分別增長11.77%和21.5%。推進新項目建設,龍鑫食品等項目建成投產,寧波海桐家紡、誠慧電器等項目落戶動建。深化企業培育工程,新增森駿服飾等規模以上企業2家,新辦企業9家,美亞混凝土實現產值上億元。突破招商引資瓶頸,全面完成外資招商任務,實現合同外資750萬美元,實到外資350萬美元,實到內資3億元,新增注冊資金1.04億元;實現自營進出口額2017萬美元。加大科技創新投入,實施技改項目4個,實現技改投入4億元。
借力大項目擴大農業經濟發展優勢。強化農業基礎支撐,寧波市水產種業園區1300余畝土地征用政策處理如期完成,園區建設有序推進。加強土地后備保障,道人山圍墾大壩堵口成功合攏,區內非法養殖整治和132艘漁船遷移全面完成,后沙塘征用基本結束,工程施工進展順利。調整壯大農業產業,實現農業總產值2.59億元,同比增長4.27%。特色觀光農業穩步推進,以黃沙獼猴桃、中堡花木為示范,種植小水果400余畝、精品造型花木20余畝,實現產值3000萬元。糧食生產常抓不懈,推廣河道淤泥還田、千畝綠肥示范方等項目,完成糧食功能區標準化提升3700畝,實現糧食單季平均畝產730公斤,全縣備春耕現場會在涂茨順利召開。農業產業化程度不斷提高,新增專業合作社8家,家庭農場14個,創建市級精品園1處,完成農產品商標注冊1個。科技興農力度持續加大,完成“水稻+泥鰍”立體式混養100畝,編制黃沙村科技農業產業園項目計劃。土地集約利用率切實提高,完成長沙等村土地開發300畝,宅基地整理50畝,新增土地流轉505畝。
借力大平臺彰顯濱海旅游發展特色。優化旅游發展環境,加快構建綜合交通網絡,完成前山姚、嶼岙拆遷戶遷建,有效保障環港公路項目順利施工。依托象山港大橋集聚效應和環港公路建設前期效應,整合全鎮旅游資源,精心謀劃旅游發展規劃,實現鄉村旅游新突破。結合中廣核風力發電項目,完成鎮登山步道設計。串聯沿海原生態沙灘、漁文化等旅游景點,以吃漁家飯、住漁家屋、干漁家活的休閑游為特色,大力發展登山、自助燒烤、休閑垂釣等鄉村游,大嶺后農家客棧“漁家燈火”正式營業,組織開展“登休閑步道、賞千礁百媚”登山攝影等活動,實現涂茨濱海旅游新起步。
二、以“美麗涂茨”建設為抓手,新農村建設成效日益顯現 鎮村環境有效優化。持續推進“兩城”創建,強化政策支持,開展黨員群眾義務清掃、志愿者隊伍現場指導等活動,深入推進“美麗庭院”創建,村莊建設品質逐步提升。開展鎮區主干道靚麗工程,拆除湯魯線兩側、重要街區等違章廣告120余處,沿線公路環境大為改觀。深化“四邊三化”工作,新增道路綠化4500米、村莊綠化5300平方米、改造低效林380畝,鎮域綠化覆蓋率不斷提高。推進“雙清”行動,完成鎮、村級河道溪坑治理22條,水質明顯改善。
基礎設施逐步完善。依托“四村一線”創建平臺,順利通過玉泉市級全面小康村驗收,有序推進錢倉中心村、大嶺后市級全面小康村培育。加強村莊內部規劃,完成下盆岙等梳理式改造8個村,盤活建設存量用地54.06畝。加大公共設施建設力度,建成農村聯網公路2條,完成碼頭、文化活動中心等一事一議項目4個。重視農村水利工程建設,動建白鷺山水庫,完成山塘水庫整治23座,新建滴水灌溉項目2處,新建、維修閘門9座。
生態建設取得實效。重視生態文明建設,持續推進國家級生態鎮創建,成功創建東港等市級生態村3個。推進農業面源污染治理,完成泊戈洋規模養殖畜牧小區建設,關停畜牧場3家,新增生活污水分散式處理村2個,太陽能垃圾處理站有效運行。強化企業清潔生產,加大對重點行業、重點領域、重點企業的節能改造,新樂造船獲評省級綠色環保企業。落實節能減排目標責任制,萬元生產總值綜合能耗下降30%。加快淘汰落后產能,全面完成15臺S7系列變壓器更換任務。
三、以濱海城鎮形象塑造為重點,城鎮化發展進程不斷加快 以打造鎮南新區為契機,全力推進城鎮建設。堅持統籌兼顧,優化鎮區發展規劃,《2013土地利用總體規劃》局部調整順利獲批,鎮南片區配電網專項規劃和方案設計編制完成,新區一期土地政策處理持續推進,二期規劃完成局部調整。推進住房保障工程,完成農房“兩改”項目主體建設,動建配套設施,啟動房屋分配工作。強化鎮區功能性項目建設,鎮中心幼兒園遷建工程主體結頂,珠海路涂茨延伸段建成通車,環象山港公路輔道、規劃十二號和十三號等3條市政道路工程完成設計。
以優化城鎮環境為抓手,全力提升城鎮管理水平。創新城鎮管理模式,加大城鎮管理資金投入,規范城建規劃、土地、環衛等城市管理工作,積極開展錢倉菜場周邊環境整治、湯魯線交通安全整治等專項行動,營造良好生活環境。大力推進“三改一拆”行動,嚴厲查處違法用地、違法建設行為,全鎮累計拆違5萬余平方米,形成控違拆違濃厚氛圍。重視拆后土地規劃、利用,著重安排農村居家養老服務中心、停車場、道路綠化等公益項目,有效規范小城鎮建設。
以完善服務功能為目標,全力增強城鎮發展軟實力。注重制度、人才、居民生活水平提升等城鎮軟實力建設,建立健全人才保障服務體系,在高新技術管理人才子女就學、家屬就業等方面加大關懷力度,成功簽約26名專業人才。不斷加大農民轉崗培訓力度,全年組織培訓352人次,實現再就業213人,轉崗就業106人。發展來料加工業,成功牽線義烏、東陽等縣外來料加工業務,建立湯岙等來料加工服務點4個。繼續打造“勤女人”家政品牌,家政從業人員達300余名,年收入400余萬元。
四、以保障和改善民生為落腳點,社會各項事業協調發展 精神文化生活更加豐富。廣泛開展公民思想道德宣傳教育、十八大精神專題學習和群眾性精神文明創建活動,群眾道德素質和鄉風文明程度進一步提高。深入推進社會誠信、家庭誠信建設,評選市、縣級文明誠信家庭30戶,誠實守信社會氛圍更加濃厚。積極實施人文素質提升行動,新增人文素質基地1個,基層群眾精神需求不斷滿足。擴大“春泥計劃”實施村范圍,建成東港等“春泥計劃”市、縣級實施示范村4個,關愛青少年健康成長。推進農村文化陣地建設,建成鎮圖書館、珠山村文化禮堂,新增永聯等市、縣級村落文化宮4個,文化軟實力持續增強。
社會公共服務更加優質。加大教育基礎設施投入,新建培智學校教學樓1200平方米,完成鎮中心小學擴建項目政策處理。高度重視校園安全,全鎮24個校車固定停放點標識完成安裝。公共衛生體系進一步健全,市衛生應急示范鄉鎮和旭拱岙等2個村級公共衛生一體化建設通過驗收,新塘等4個省、市級衛生村(單位)成功創建。食品藥品安全綜合監管有效強化,成功創建市級藥品安全鄉鎮,群眾飲食、用藥安全得到較好保障。計劃生育工作成效明顯,人口自然增長率控制在4‰內,建成生育文化園1處。社會公共服務功能不斷完善,21個村有線電視數字化轉換全面完成,19個村郵站、17個農村金融服務點規范運作。
社會保障體系更加健全。重視就業創業工作,加大自主創業資金幫扶力度,持續鞏固充分就業鎮創建成果。完善社會保險制度,新增城鄉養老保險543人次,五大基本保險2305人次,失土保險230人次,農村新型合作醫療保險15441 人。構建多層次養老服務體系,建成涂茨等3個農村集中式居家養老中心,規范發展村養老機構。加強住房保障,完成危舊房改造16 戶,實現政策性住房保險參保率100%。深化救濟渠道,共募集慈善資金34萬元,發放助災、助困各類補助19.6萬元,惠及332人次。
平安綜治基礎更加夯實。加強社會管理創新,全面推廣“網格化管理、組團式服務”,規范運行鎮、村社會服務管理中心。深化基層系列平安創建,全面推行“民事村辦”、“村務會商”制度,推廣村級工程意外保險制度,穩妥處置企業欠薪,切實維護社會穩定。平穩完成村級組織換屆選舉,村級自治和服務功能進一步增強。建立健全維穩聯席周例會、月匯報、季研判等制度,排查各類矛盾糾紛76起,成功化解73起,辦結率達96%。加快推進農村社會治安視頻監控系統建設,完成49處監控安裝,治安防控體系不斷完善。嚴格落實安全生產責任制,開展安全生產大排查大整治行動,安全生產形勢保持平穩。加強鎮應急指揮建設,有效應對高溫干旱和臺風洪澇災害。
五、以法治務實型政府建設為目標,行政履職能力有效提升 堅持執政為民,加強政府自身建設,塑造勤政廉政新形象。認真執行重大事項向人大報告制度,自覺接受人大監督,辦結建議16件。嚴格依法行政,健全政府決策機制和重大事項決策聽證制度,充分聽取社會各界意見。深入開展“三思三創”主題教育實踐活動,建立健全機關干部績效考評等長效機制,機關干部夜辦公、夜學習、聯村干部周二下村等制度有效落實。重視鄉鎮干部隊伍建設,推行“串百家門、知百家情、辦百家事、暖百家心”的“四百”行動和師徒結對幫帶培養機制,深入基層,走訪一線,干部基層工作能力不斷提高。全面落實黨風廉政建設責任制,強化農村“三資”管理,推進“雙達標、雙示范”活動,實現涂茨等示范村7個,大坦等達標村12個。嚴格實行中央“八項規定”和省、市委“六個嚴禁”有關規定,精簡公務支出,規范公務接待。切實加強農村基層民主建設,開展“三務”電視公開,完成村級財務審計7個。重視國防建設,圓滿完成秋季征兵任務。繼續加大對工會、共青團、婦聯、商會、民兵、老齡、殯葬工作的支持力度,切實做好統計、檔案、宗教等各項工作。
各位代表!過去的一年,我們在應對挑戰中大膽探索,在負重破難中砥礪前行,取得的成績來之不易。這是鎮黨委正確領導的結果,是各位人大代表監督支持的結果,是各級各部門關心重視的結果,更是全鎮上下同心協力、奮力拼搏的結果。在此,我謹代表鎮人民政府向所有關心、支持涂茨經濟發展和社會進步的各級領導、社會各界朋友,表示衷心的感謝和崇高的敬意!
成績令人欣慰,困難依然嚴峻。審視當前工作,我們也清醒地看到,前進的道路上還有不少困難與問題:經濟總量依然偏小,產業轉型升級壓力較大;農業產業化發展水平不高,村級集體經濟仍較薄弱;社會事業發展、城鄉環境建設等與群眾期望還有差距,維護社會穩定任務較重;政府服務效率、機關作風建設仍需加強,少數干部的“四風”問題依然存在。對于這些問題,我們將深入研究,采取更加有力的措施,努力把各項工作做得更好。
2014年政府工作安排
各位代表,2014年是“十二五”規劃深入推進之年,是十八屆三中全會精神貫徹落實之年,也是我鎮經濟社會轉型提升攻堅之年,做好今年工作意義重大。綜觀發展形勢,我們既面臨著經濟結構矛盾、要素制約和區域競爭等困難和挑戰,又迎來大橋效應加快釋放、臨港裝備工業園建設加緊推進、環象山港公路年底建成通車等諸多機遇。前景召喚著我們,使命激勵著我們。經過多年積累,我鎮發展后勁明顯增強,發展基礎更加穩固,發展意識愈發濃厚,只要我們堅定信心、團結拼搏、扎實苦干,就一定能夠推動經濟社會發展再上新臺階,邁出建設美好新涂茨的堅實步伐!
今年政府工作的指導思想是:堅持以科學發展觀為指導,全面貫徹落實黨的十八屆三中全會精神,深入實施“工業強鎮、海洋富鎮、新區興鎮”發展戰略,按照“中心集聚、兩翼助推、一帶優化”總體框架,加快推動新型工業化、新型城鎮化、農業現代化,增強政府公共服務能力,促進社會和諧穩定,加快建設現代化濱海宜居城鎮。主要預期目標是:實現社會總產值22.72億元,增長8.5%;稅收4860萬元,增長8%;農(漁)民人均純收入14400元。
圍繞上述總體要求和預期目標,今年我們要著重做好以下五方面工作:
一、著力發展臨港產業,以更大決心推動鎮域經濟趕超跨越 繼續營造合力興工氛圍,有效發揮區位優勢,不斷優化經濟發展環境,實現工業總產值17億元。
壯大臨港工業。發揮干門深水港、聯圍塘、躍進塘、黃沙塘等良好資源優勢,對接臨港裝備工業園發展,積極引進投資額大、效益好、輻射帶動強的臨港產業項目。提升船舶制造業發展水平,鼓勵新樂造船等企業繼續拓展高端精品船舶市場,延伸船舶行業產業鏈。支持風電產業發展,實現中廣核風力發電二期全線投產,保障項目正常運行。加快意向項目落戶、落戶項目建設,抓緊推進新樂二期、龍華液壓等重點項目建設。
挖掘濱海旅游業。依托岸線長、島礁多、灘涂廣等生態資源,打造涂茨黃金海岸旅游帶。穩步開發戶外旅游項目,完善登山步道、觀景平臺建設,積極推介特色水果采摘、露營、山地自行車運動等旅游精品項目,構建戶外體驗旅游目的地。加快發展休閑農家樂,發揮“以點帶面”示范作用,不斷擴大農家客棧規模,增強旅游接待能力。全面加強旅游項目招商,有序推進旅游項目梯次開發,培育涂茨經濟新增長點。
優化發展環境。深化民情大走訪活動,健全黨政班子聯企制度,完善涉企服務平臺,落實幫扶措施,破解企業發展難題。加大對中小微企業扶持,發揮商會作用,推進政銀企合作,拓展企業融資渠道。倡導低碳清潔生產模式,鼓勵企業開發和引進節能降耗新工藝、新技術、新設施,實現節能減排目標。加快經濟發展平臺建設,推進重大項目政策處理,確保道人山圍墾、環港公路建設、寧波水產種業園區等工程順利推進。
二、著力強化“三農”發展基礎,以更實舉措實現富民強村目標
推進傳統農業向觀光休閑精品農業轉型升級,加快現代化農業發展,實現農業總產值2.8億元。
做強特色產業,實現現代農業再突破。加強農業精品線建設,逐步擴大小水果種植基地影響力,完成珠山市級精品園項目建設,提高涂茨果品知名度。做強做優糧食產業,進一步擴大超級稻推廣面積,提高糧食產量。提升傳統產業,鼓勵、支持海水養殖、花木等產業發展新技術、引進新品種,實現產業優化升級。重視科技農業發展,推進黃沙村科技農業產業園建設,探索建立蔬果科研實驗種植園、農產品研發中心。
推動要素集聚,打造農民增收新引擎。探索村、企、合作社聯建模式,引導各村以土地、資金、勞動力入股,實現村級集體經濟和農漁民收入“雙增”目標。創新農業經營體制,鼓勵農民專業合作社擴大種植、養殖規模,加快先進技術投入,進一步打響泊戈洋柑橘等農業品牌。扶持家政、農家客棧等服務行業發展,鼓勵低收入婦女從事來料加工,爭取新增來料加工點2個。推進農民素質提升工程,繼續加強農業科技推廣、農民轉崗技能培訓,促進農民創業致富。
重視設施建設,促進生產條件大改善。穩步推進農村水利建設,建成白鷺山水庫、毛灣海塘,完成山塘水庫維修整治,力爭肖家水庫項目立項,新建滴水灌溉項目2處。繼續實施地力提升工程,完成涂茨西片高標準農田建設860畝。開展農村土地綜合整治,完成復墾任務75畝以上。加快土地開發,力爭開發面積150畝以上。加強農業招商引資,完成土地流轉300畝。
三、著力堅持城鄉統籌,以更高標準打造現代化濱海宜居城鎮
堅持“新區興鎮”發展戰略,突出宜居宜業主題,完善城鎮功能,優化人居環境,打造濱海特色新城鎮。
努力建設更高品質的新型城鎮。按照“人口集聚、功能齊全、商貿繁榮”的要求,以鎮南新區建設為平臺,加快新區商貿配套產業發展,爭取動建商業街、功能用房等設施,增強鎮區承載力、輻射力和帶動力。加快實施農房“兩改”,完成農民集中居住區多層住宅申購分配工作,建成一期聯排住宅和錢倉中心村集中居住區,促進人口有效集聚。全面開展農村“一戶多宅”清理,實現梳理式村莊改造率100%,拓展城鎮發展空間。
努力推進更具科學的鎮村建設。圍繞“四村一線”建設,不斷提升村莊建設品質,完成錢倉中心村和大嶺后、旭拱岙市級全面小康村創建培育。強力推進“三改一拆”,開展鎮區、中心村、主干道拆違“清爽”整治行動,加大廟宇、街面、廣告等違建專項整治力度。建立健全違建長效監管機制,啟動無違建鄉鎮創建,實現無違建村創建率30%以上。優化鎮村路網,建成農村聯網公路4條4.9公里,動建環港公路與湯魯線連接線。努力實施飲用水提升工程,改造自來水管網和里庵等2個水廠,完成飲用水庫清淤6000方。努力營造更加優美的人居環境。深化“兩城創建”,繼續開展“四邊三化”、“雙清”專項行動,推進路邊、河邊、山邊整治工程,全方位打造美麗涂茨。推廣“美麗庭院”創建,開展入戶指導、庭院評比等活動,進一步提升庭院綠化檔次,實現村莊靚麗成片目標。推動“森林涂茨”建設,增加公共綠化面積,提高森林覆蓋率。推進水環境治理,完成鎮中心河道整治政策處理、立項設計,實現大嶺后等村生活污水分散式處理,動建庵后等4個村生活污水納管工程。
四、著力優化民生服務,以更強力度提升群眾幸福指數 深入實施和諧惠民工程,解決好群眾最關心最直接最現實的利益問題,更好地滿足群眾需求,更好地實現發展成果公平惠及。
全面推動精神文明創建。深化社會主義核心價值體系建設,加強公民素質教育,倡導形成良好社會道德風尚。健全“兩城”創建長效機制,擴大文明村、文化禮堂示范村、示范村落文化宮創建范圍,切實提高文明程度。強化基層文化建設,充分發揮鎮、村文體活動中心作用,豐富群眾業余文化生活。加強志愿者隊伍建設,整合大風車青年志愿隊、網格化互助團隊等義務團隊力量,推動“六五”普法和科學知識宣傳常態化。重視關心下一代工作,依托“春泥計劃”平臺,營造未成年人健康成長良好環境。依法加強民族宗教事務管理,支持工會、共青團、婦聯等開展工作。
全面提高民生保障水平。加快教育現代化建設,搬遷鎮中心幼兒園,擴建鎮中心小學運動場及附屬教學樓。提高公共衛生服務能力,優化村級衛生人才隊伍,推進新農合村級定點醫療機構試點工作。加大食品、藥品監管力度,鞏固市級食品、藥品安全鄉鎮創建成果。夯實人口計生管理基層基礎,努力提高出生人口素質。健全社會保障體系,落實低保戶、被征地農民政策性保障,努力擴大城鄉養老保險等社會保障覆蓋面。關愛弱勢群體,繼續做好困難戶危舊房改造和農村居家養老中心建設,解決低收入戶住房難問題。完善就業服務平臺建設,落實更加積極的就業政策,引導農村勞動力有序轉移。加強殯葬管理,嚴厲查處墓葬違規行為,實現文明殯葬。
全面維護社會穩定和諧。加大綜治維穩獎懲力度,健全維穩聯席周例會和矛盾糾紛排查調處機制,積極打造“縣綜治先進鎮”。強化社會治安立體防控體系建設,建立健全鎮、村、企三級信息網絡,有效落實對外來人員、歸正人員、邪教骨干等重點對象教育管理,依法打擊各類違法犯罪活動。加強基層治安監控能力,規范村級治安巡邏隊伍,加快農村視頻監控系統建設,實現視頻監控全覆蓋。推進安全生產誠信體系建設,開展企業、校園等重點行業領域專項整治,堅決遏制重特大安全事故發生。重視漁業生產服務,規范管理123艘“三無”漁船,確保漁業安全生產。
五、著力轉變行政職能,以更嚴要求建設人民滿意政府 橋海時代已經全面開啟,政府工作更加任重道遠,我們要認真貫徹落實黨的十八屆三中全會精神,堅持以人為本、執政為民,推動政府服務朝著更加規范有序、高效便民、公開透明的方向發展,努力建設人民滿意政府。
轉變作風,勤政務實。嚴格執行中央“八項規定”,健全學習、考勤、聯村聯企等制度,切實轉變干部作風。加快培育創新驅動發展的理念,推動鎮、村干部善于運用新理念、新載體、新措施,破解發展難題。牢固樹立群眾觀點,深入開展以為民務實清廉為主要內容的群眾路線教育實踐活動。密切聯系群眾,努力形成決策讓群眾參與、工作讓群眾監督、成效讓群眾評議機制。
提高效能,竭誠服務。深化“四百”行動,自覺踐行“一線工作法”,形成狠抓落實、高效干事之風。嚴格執行首問負責、限時辦結等制度,著力增強政府號召力和執行力。完善行政服務網絡體系,加強鎮社會服務管理中心建設,鼓勵服務內容向村級便民服務中心延伸。強化機關執行力建設,圍繞重點工程立功競賽等活動,擴大師徒結對幫帶活動范圍,進一步健全督查和考核獎懲等制度。
規范權力,依法行政。堅持用法治精神引領社會和諧,用法治力量保障社會和諧,用法律執行維護公平正義。自覺接受人大監督,認真辦理人大議案、建議,健全政情通報機制。堅持科學決策、民主決策、依法決策,健全決策機制和程序,建立決策問責和糾錯制度。深化政務公開和政府信息公開,及時回應公眾關切,確保權力在陽光下運行。推進依法行政,做到嚴格規范、公正文明執法。
勤儉節約,清正廉潔。強化廉政責任體系,做到干部清正、政府清廉、政治清明。加大宣傳力度,開展警示教育,推進廉政文化“六進”活動。大力推行“陽光政務”,加強對工程建設、土地出讓、資金管理和中小型工程項目招投標等重點領域、重要環節的監管,認真治理各類違法違紀行為。進一步落實省、市委“六個嚴禁”,樹立政府機關良好形象。規范公務支出,強化財政監督,倡導勤儉節約之風。深化“雙達標、雙示范”活動,規范“三務”公開機制,推動基層權力公開透明運行。
各位代表,悠悠萬事,民生為大。2014年,我們將在新的起點上,全力辦好八方面民生實事:
1、完成鎮中心幼兒園搬遷;
2、創建中心村、培育全面小康村各1個;
3、建成農村道路10條6900米;
4、新建農村集中式居家養老服務中心2個;
5、完成山塘整治8座,溪坑整治1500米,河道保潔10公里;
6、動建生活污水集中式處理工程,完成農村自來水管網改造600戶;
7、新增文化禮堂3家;
8、完成農排線改造3條;
