關注民生福祉盡職幫村工作 推動富強村新農村建設工作的全面發展

各位領導、同志們:

按照區委組織部的安排,我于2006年6月1日至南廣鎮富強村擔任支部副書記,作為幫村干部協助富強村兩委的新農村建設工作,在這一年的時間里,我按照新農村建設的“生活寬裕、生產發展、鄉風文明、村容整潔、管理民主”的指導方針,在南廣黨委政府的支持下,和村兩委干部密切配合,積極推進富強村的發展建設,取得一定的成績,并在遭遇幾十年罕見的干旱缺水、旅發大會的召開、新農合工作的開展等重大事件中鍛煉了應變和組織能力,使自己對農村復雜多變的民情掌握有了很大的提高,現將一些主要的工作情況向各位領導和同志匯報如下:

一.廣泛摸底調查,理清發展思路,為進一步的工作開展夯實基礎

(一)按照組織上要求,吃住在農戶家中,并借此機會和村委干部、農戶進行了深入的接觸,多次到農戶家中訪談,傾聽他們的想法和建議,了解群眾的思想狀態和生活、生產情況,掌握老百姓最關心的熱點、難點問題,關注一些影響安定團結和工作開展的重要人際關系。逐漸對富強村的現階段的發展情況、存在障礙、優點劣勢、熱點難點問題有了一個比較全面的認識。

(二)對全村的地理地貌、自然環境、交通狀況、基礎設施、主要的種植業、養殖業以及人口數量、分布情況、主要收入來源都做到心中有數,根據本村的特點作到因地制宜、揚長避短,充分發揮本村的優勢,理清發展方向,并積極和書記、村長及其他村委干部交換意見,大膽闡述自己的想法和意見,得到村兩委干部的支持,達成了共識,形成了初步的發展思路。

二.抓好基層黨建工作,不斷凝聚發展精神動力,為新農村建設提供可靠的保障。

(一)加強支部建設、推進基層民主政治建設。在支委成員的支持下,堅持和完善了支部黨員民主生活會,加強支部的凝聚力。同時,在黨員學習內容上采取靈活多變的方式,由單純的政治思想學習轉變為理論學習與專業培訓相結合,加強對黨員的思想素質和文化素質的教育,通過積極爭取,由區衛生局向富強村捐贈一臺電腦和打印機,使村黨員干部能夠掌握先進的科學技術和工作方式,形成新觀念、新技術的學習氛圍。鼓勵黨員帶頭致富,公開村兩委的一些發展思路,通過全體黨員的集體討論,確立一些切實可行的方案,積極推行黨務、村務、社務公開,涉及到重大決策,要以2/3的群眾簽字同意。

(二)起好示范作用、增強支部的影響力和號召力。樹立“一名黨員一面旗幟”的思想,加強黨員干部的帶頭示范作用。富強村四社由于宜長路建設和農網改造的歷史遺留問題較多,部分群眾之間發生嚴重的分歧,矛盾不斷激化,群眾情緒波動很大,矛盾的癥結在于四社的強勞力不足,改造的地點偏僻難行,導致農網改造的電桿不能及時到位,加之在宜長路建設時由于土地的劃分的遺留問題,從而引發了一系列糾紛,為了妥善的解決遺留問題,保證農網改造的順利按時完成,我和村支部書記帶頭為群眾抬電桿,在此過程中許多黨員同志也紛紛不計報酬的自覺參與進來,使農網改造工作按時完成,此一舉動在整個富強村產生很大的反響,村支部在群眾中樹立起了比較高的威望,四社的諸多矛盾也迎刃而解。外出打工的許多村民在得知這一情況后也紛紛打電話對支部的這一舉動表示贊賞。不僅如此,在富強

村的許多工作中,黨員干部越來越多的發揮著先鋒模范作用,在衛生村建設、新型農村合作醫療工作的開展、幫助群眾脫貧致富的工作中,村支部確確實實起到了堅強的核心作用,群眾的擁護和支持又反過來促進了黨員干部的工作熱情,使村支部在群眾中的號召力和影響力不斷提高。

三.務實苦干深謀發展,多方爭取積極引進,穩步推進富強村各項工作

(一)實干打基礎、扎實做好富強村常規工作

1.落實全村的沼氣池建設。主動上門向群眾宣傳沼氣池的好處,樹立沼氣使用戶典型,積極向農牧局反映,及時組織對農戶沼氣池的驗收,并按相關政策給予補助,以提高農戶建設沼氣池的積極性。2006年共完成沼氣建設21口。

2.關注留守兒童。開展未成年人思想道德教育工作,在鎮先教辦的安排下,針對我村因父母外出務工致留守兒童較多的情況、積極開展未成年人的思想道德教育工作,成立未成年人思想道德領導小組,確立村委的留守兒童幫扶對象,并和富強小學相互配合,共同開展未成年人的思想道德教育工作。

3.保證紅層打井工作的順利實施。在鎮政府的統一安排下,安排各社作好本社農戶紅層打井的申請、協議書的填寫,要求各社隊長對本社的農戶一定要作到挨家挨戶征求意見,不能發生遺漏,保障了全村300余口機井打井工作的順利完成。

4.關心群眾疾苦。針對農村的實際情況,著力解決“看病難、看病貴”的問題,八社的余小龍,當兵退伍后患有嚴重的癲癇病,三年來一直發病不斷,喪失了勞動力,并導致家庭不和。經與區人民醫院銜接,由區人民醫院副院長(神經內科專家)陳蓓親自為余小龍制定治療方案,并鼓勵余小龍樹立戰勝疾病的信心,同時和書記利用晚上時間到余小龍家中召集其家庭成員作思想工作,為余小龍治病創造良好的生活和勞動環境,減輕他的思想壓力。二社的五保戶丁正才,患雙側疝氣,因無錢看病,導致病情日益嚴重,影響到生活,將其安排到技術力量比較好的李莊鎮衛生院順利的開展了手術治療,并為其減免了大半費用,安排專人護理,解除了老人的后顧之憂。七社特困戶于庭兵,患有嚴重的心肺疾病,雙下肢水腫,無錢醫治,經與民政局和南廣鎮衛生院銜接,由南廣鎮衛生院先予于庭兵治療,再由民政局落實醫療救助,目前于庭兵病情已得到控制。

5.開展思想工作,協調群眾矛盾。由于農村工作的特殊性,在平時的思想工作中既注意到方式方法,同時也考慮到農民群眾的感受,兼顧各方的利益。二社20余戶農戶因宜長路建設時的水井征用補論文聯盟www.tmdps.cn整理償費發生糾紛,經和書記商量,召集這20余戶農戶開會集體作思想工作,最終達成全體農戶都比較滿意的協議,化解了糾紛。一社兩家農戶因土地發生矛盾,其中一戶農戶向另一戶農戶田中傾倒碎玻璃,造成了惡劣的影響。和書記一起對兩戶農戶的過激行為提出了嚴肅的批評,帶頭到田中清除碎玻璃,并按照公正的原則為兩家農戶劃定地界,取得兩家比較滿意的結果。

6解決農民困難、保持和諧穩定。2006年7-10月,由于遭遇了幾十年來罕見的持續干旱,我村五、六、七社出現了嚴重缺水現象,人畜飲水困難,發生了農戶阻礙紅層找水打井隊正常施工的行為,為了了解農戶的實際困難,我頂著炎炎烈日逐個跑遍了五、六、七社所有缺

水的農戶,在掌握了全面情況后,一方面針對不同的情況分別作群眾的思想工作,保持他們的情緒穩定,消除對村兩委干部的誤解,同時在書記、村長的安排下,及時組織打井施工隊和村民的協調會,加強溝通。另一方面積極向鎮、區國土局呼吁,在鎮黨委、政府領導和鎮駐村領導的協調和幫助下,為缺水的農戶多爭取了80余口機井的指標,及時妥善解決了大部分群眾的飲水問題,保障了打井隊的施工順利進行,帶頭鬧事的村民也主動歸還了打井部件,維護了社會安定。

(二)以經濟發展為核心、實現共同富裕的目標

針對富強村的地理、資源、人口分布的特點,提出一社一品的發展思路,根據全村九個社的特點,分別實行不同的發展目標,統合全社資源,在群眾自愿的基礎上把各自為政,小規模的種植業、養殖業整合成規模性的產業,形成本地區內的產業優勢,同時兼顧發展村級企業。

1.積極引進外資,促進產業結構調整。(1)在鎮黨委政府、區國土部門的支持下,指導我村一社利用本社的石料資源,積極引進投資商改建了一條約3公里的村級公路進行石料的開發加工,制定了合理的分配方案,此舉不僅在政府、村社未投入一分錢的情況的實現了基礎設施建設,全社社員的收入也將得到大幅提高,同時也安排了全村部分富余的勞動力,達到一舉三得的效果。(2)扶持村里有特色的種種植、養殖經濟,使之形成規模化、產業化。四社的村民丁剛在蘑菇種植上有較高的技術,其種植的蘑菇在市場上供不應求,但由于受場地和資金所限,規模一直難以擴大,目前已聯系到投資商愿意投入資金和丁剛合作開展蘑菇種植。

2.多方爭取支持,為群眾謀實利。通過向區林業局積極銜接,由區林業局無償為我村提供的約一萬株優質木材柜桉樹苗也即將落戶到富強村,由于柜桉木材具有較高的經濟價值,能達到造林致富的目的。

(三)大力改善村容村貌、打造優良的生活、生產環境

為了使村容村貌更上一個新臺階,村兩委經多次討論決定在2005年獲得區級衛生村的基礎上,2006年爭取實現創建市級衛生村的目標,從2006年8月開始,由鎮黨委、政府支持投入資金,全村開始進行大規模的改廁、改圈、改水、硬化道路、除滅四害,指導規范衛生制度、檢查方案,積極開展全村衛生戶檢查評比工作,挨家挨戶上門推廣沼氣池的應用,多次組織全村性的衛生整治活動,不僅使全村的村容村貌得到進一步改善,也同時向村民宣傳了良好的衛生知識,改變了村民的衛生習慣,在2006年11月22順利通過市愛衛辦的檢查驗收,得到市愛衛辦領導的高度評價,被評為市級衛生村。

(四)精心組織、廣泛動員、保障新農合工作順利實施

2007年1月我區新型農村合作醫療工作正式啟動,按照鎮黨委、政府的安排部署,從1月16日召開新型農村合作醫療啟動動員大會,到2月20日上報我村實際參合人數,要在一個月時間內完成全村550戶、2200多農民的宣傳動員、參合收費工作,時間緊、任務重。由于大部分農民群眾由于不了解黨中央國務院制定的這項解決農民看病難、看病貴的政策,參合熱情不高,為了保證絕大多數村民能夠了解這項政策,享受國家給予的農民的優惠,我和村兩委干部充分認清形勢,迎難而上,及時召開村兩委黨員干部、各社社長、村民代表動員會,精心組織工作方案,分成三個小組分片對全村9個社的農戶挨家挨戶上門宣傳、動員,對部分不理解新農合政策的農戶集中力量反復上門宣傳新農合工作的目的、意義及給農民群眾帶來的實惠,經過村兩委黨員干部不懈的努力,到新農合參合工作結束時,全村參合率達到90%,圓滿超額完成鎮政府下達的85%參合率指標。

四.工作中存在的不足和欠缺

(一)對群眾疾苦的關心力度不夠。尤其對特困戶、五保戶的實際困難沒能作到徹底的解決。雖然客觀上受到政策、實際情況的限制,但在主觀上未能充分發揮自己的積極性。

(二)在農村中的工作方式尚未完善、有所欠缺。在工作中,還沒完全掌握與群眾的溝通技巧,在協調和以農民群眾樂于接受的工作方式上尚欠火侯。對農村工作中的一些實際情況沒有完全了解,作到心中有數。

(三)部分制定的工作計劃沒有落實。在和村兩委干部制定的發展計劃中,有部分項目未能得到落實,一方面有資金、技術及農民群眾不接受的困難,另一方面更主要的原因在于實地調研、考察論證上不夠充分,暴露出我在由于農村工作經驗上的不足而導致考慮方案上的不成熟。

一年來的幫村工作,不僅使我各方面的能力有了長足的進步,富強村的新農村建設工作也漸入佳境,在我和村兩委干部的共同努力下,在鎮黨委政府的扶持下,富強村在支部建設、民主建設、經濟發展、村容村貌、鄉風文明等方面都有了進一步的發展,富強村的各項工作都取得了優異的成績,在2006年年終目標考評中,富強村兩項目標考核全部獲得一等獎,有兩名村干部榮獲個人先進,同時,通過一年來的共同學習、工作經歷,我和富強村的干部建立了深厚的感情,真正切身感受了農村的真實面貌、農民群眾樸素的愿望和亟待發展的迫切要求,這段難忘的經歷必將對我將來的思想、工作產生深遠的影響。
