根據(jù)《建筑法》、《建設(shè)工程質(zhì)量管理?xiàng)l例》等相關(guān)法律、法規(guī)，依法對(duì)本轄區(qū)內(nèi)從事新建、擴(kuò)建、改建等建設(shè)工程的責(zé)任主體履行質(zhì)量責(zé)任的行為進(jìn)行監(jiān)督檢查；對(duì)工程實(shí)體質(zhì)量的監(jiān)督檢查；對(duì)施工技術(shù)資料、監(jiān)理資料以及檢測(cè)報(bào)告等有關(guān)工程質(zhì)量的文件和資料的監(jiān)督檢查；對(duì)工程竣工驗(yàn)收的監(jiān)督檢查，并出具質(zhì)量監(jiān)督報(bào)告；對(duì)混凝土預(yù)制構(gòu)件及預(yù)拌混凝土質(zhì)量的監(jiān)督檢查；負(fù)責(zé)做好與工程質(zhì)量有關(guān)的法律、法規(guī)及強(qiáng)制性標(biāo)準(zhǔn)的培訓(xùn)、普及工作；主持或參與發(fā)生在本地區(qū)的重大質(zhì)量事故的調(diào)查處理工作；隨時(shí)了解和掌握本地區(qū)工程質(zhì)量狀況，定期向主管部門報(bào)告；落實(shí)上級(jí)主管部門交辦的職責(zé)范圍內(nèi)的工作任務(wù)。

5、全面準(zhǔn)確掌握本區(qū)域工程質(zhì)量動(dòng)態(tài)的詳細(xì)內(nèi)容和過程，及時(shí)向站長(zhǎng)匯報(bào)，并組織領(lǐng)導(dǎo)質(zhì)量監(jiān)督員做好各項(xiàng)現(xiàn)場(chǎng)監(jiān)督工作和各方質(zhì)量行為的監(jiān)督工作。

2、審核受監(jiān)建筑工程參與各方主體的資質(zhì)及質(zhì)量保證體系，編制工程質(zhì)量監(jiān)督計(jì)劃，并按規(guī)定進(jìn)行質(zhì)量監(jiān)督。

3、審查被檢查單位提供的有關(guān)工程質(zhì)量的文件和資料。

4、對(duì)受監(jiān)建筑工程的質(zhì)量監(jiān)督及抽查工作，重點(diǎn)監(jiān)督參與各方主體質(zhì)量行為及實(shí)體質(zhì)量。

5、負(fù)責(zé)對(duì)建設(shè)單位竣工驗(yàn)收的程序、資料、實(shí)體質(zhì)量實(shí)施監(jiān)督。

6、編制建設(shè)工程質(zhì)量監(jiān)督報(bào)告并簽署意見。

7、努力學(xué)習(xí)業(yè)務(wù)知識(shí)，掌握先進(jìn)檢測(cè)設(shè)備和手段，不斷提高質(zhì)量監(jiān)督水平。

第二篇：派出所工作職能及人員分工

派出所工作職能及人員分工

派出所為公安系統(tǒng)的基層組織，上級(jí)公安機(jī)關(guān)的派出機(jī)構(gòu)。在中國(guó)，派出所依照國(guó)家治安管理法規(guī)和上級(jí)公安機(jī)關(guān)規(guī)定的權(quán)限，其主要任務(wù)是：堅(jiān)決貫徹公安工作的路線、方針、政策；同犯罪分子作斗爭(zhēng)；防、控各種事故的發(fā)生，管理社會(huì)治安，維護(hù)公共秩序；保障人民合法權(quán)益不受侵犯，保衛(wèi)國(guó)家安全。

依地區(qū)、社會(huì)情況、人口多少等諸因素的不同可分別設(shè)立城市派出所、農(nóng)村派出所、水上派出所、鐵路派出所、工礦派出所、治安派出所等。派出所設(shè)所長(zhǎng)、副所長(zhǎng)、內(nèi)勤民警、戶籍民警、治安民警等。具體職能和分工如下：

一、工作職能

1、收集、掌握、報(bào)告影響社會(huì)政治穩(wěn)定和治安穩(wěn)定的情報(bào)信息；

2、管理轄區(qū)內(nèi)的實(shí)有人口；

3、管理轄區(qū)內(nèi)的重點(diǎn)行業(yè)、公共娛樂場(chǎng)所和槍支、彈藥、爆炸、劇毒等危險(xiǎn)物品；

4、指導(dǎo)、監(jiān)督轄區(qū)內(nèi)的機(jī)關(guān)、團(tuán)體、企業(yè)、事業(yè)單位的內(nèi)部治安保衛(wèi)工作；宣傳、發(fā)動(dòng)、組織、指導(dǎo)群眾開展安全防范工作；

5、辦理轄區(qū)內(nèi)發(fā)生的因果關(guān)系明顯、案情簡(jiǎn)單、一般無需專業(yè)偵查手段和跨縣、市進(jìn)行偵查的刑事案件，并協(xié)助偵查部門偵破其他案件；

6、辦理治安案件，調(diào)解治安糾紛；參與火災(zāi)、交通、爆炸、中毒等治安災(zāi)害事故的預(yù)防工作；

7、接受群眾報(bào)警、求助，為群眾提供服務(wù)。

二、人員分工

（一）所長(zhǎng)

1、主持派出所全面工作，組織、領(lǐng)導(dǎo)全所業(yè)務(wù)工作。

2、主持所務(wù)會(huì)議，布置、檢查、總結(jié)工作。

3、組織民警正確行使派出所職權(quán)，協(xié)助上級(jí)公安機(jī)關(guān)各業(yè)務(wù)部門和其他有關(guān)部門，做好與社會(huì)治安有關(guān)的工作。

4、組織民警學(xué)習(xí)法律、治安管理法規(guī)、政策和公安業(yè)務(wù)，教育民警努力鉆研業(yè)務(wù)，提高工作能力。

5、定期向當(dāng)?shù)攸h委政府和人民群眾匯報(bào)工作，接受群眾監(jiān)督，密切警民關(guān)系。

6、維護(hù)領(lǐng)導(dǎo)班子團(tuán)結(jié)，做好民警思想政治工作，關(guān)心民警生活。

7、組織轄區(qū)內(nèi)的安全防范和指導(dǎo)查破案件。

（二）副所長(zhǎng)

1、協(xié)助所長(zhǎng)完成各項(xiàng)任務(wù)。

2、按分工切實(shí)做好分管工作。

（三）內(nèi)勤民警

1、做好派出所的日常事務(wù)工作，上傳下達(dá)，定期向所長(zhǎng)，當(dāng)好領(lǐng)導(dǎo)的參謀。

2、負(fù)責(zé)收集、積累全所工作情況，對(duì)轄區(qū)社情資料進(jìn)行匯總，定期向上級(jí)機(jī)關(guān)匯報(bào)社情動(dòng)態(tài)，撰寫社會(huì)治安狀況分析和全面性工作總結(jié)。

3、管理好檔案材料，建立健全各類檔案管理制度，做到門類齊全，管理規(guī)范，使用方便。

4、密切聯(lián)系群眾，熱情接待來訪群眾，認(rèn)真處理群眾來信來函。

5、保管好派出所印章和財(cái)物、警械，對(duì)罰沒的贓物、贓款詳細(xì)登記。

6、積極完成所領(lǐng)導(dǎo)交給的其他任務(wù)。

（四）戶籍民警

1、管理戶口和居民身份證，做好申報(bào)戶口材料的復(fù)核工作，教育群眾遵守戶口登記制度和戶口政策，了解、掌握人口變動(dòng)情況，熟悉責(zé)

任區(qū)戶口基本情況。

2、管理重點(diǎn)人口，根據(jù)公安部《重點(diǎn)人口管理工作規(guī)定》，對(duì)責(zé)任區(qū)內(nèi)流動(dòng)人口中的重點(diǎn)人口及時(shí)發(fā)現(xiàn)，落實(shí)管理措施，預(yù)防、控制違法犯罪活動(dòng)。

3、管理暫住人口，做到來有登記，走有注銷。

4、做好各項(xiàng)登記和報(bào)表，管理使用好戶口材料和戶口專用章，按時(shí)完成居民身份證的申、換、補(bǔ)、領(lǐng)工作。

5、積極完成領(lǐng)導(dǎo)交給的其他任務(wù)。

（五）治安民警

1、依法對(duì)特種行業(yè)進(jìn)行管理，嚴(yán)格治安管理，從中發(fā)現(xiàn)問題，及時(shí)解決。

2、依法對(duì)危險(xiǎn)物品進(jìn)行管理，落實(shí)檢查督促整改，確保安全。

3、維護(hù)公共復(fù)雜場(chǎng)所治安秩序，組織聯(lián)防巡邏，維護(hù)重點(diǎn)地區(qū)治安秩序。

4、堅(jiān)決取締流氓滋事、迷信、聚眾賭博等危害社會(huì)治安等違法行為，認(rèn)真查處治安案件。

5、就地查處治安案件，積極協(xié)助上級(jí)公安機(jī)關(guān)偵破刑事案件，及時(shí)打擊違法犯罪。

6、依靠群眾，深入調(diào)查研究，確保轄區(qū)社會(huì)治安穩(wěn)定。

7、管理好責(zé)任區(qū)內(nèi)的實(shí)有人口工作。

第三篇：船舶分工和職能

好防恐反恐船舶保安，確保SMS在船有效運(yùn)行。

To formulate the voyage plan and draw sea chart according to the master’s instruction.3.3 負(fù)責(zé)導(dǎo)航助航設(shè)備維護(hù)管理；

Be responsible for the maintenance management of navigation aids.3.4主管航海圖書資料申請(qǐng)、管理、修改，保持齊全、有效、最新；

To be in charge of the application, management and modification of the navigation publication , keep them complete, effective and latest.3.4 接受船長(zhǎng)指示，做好交辦的工作；

To accept the master’s instruction and accomplish the work designated.3.5 服從大副安排，是大副替代；

Join the navigation watch, to assist the captain on the bridge when berthing/un-berthing operation.4.2 按船長(zhǎng)指示協(xié)助船長(zhǎng)管理SMS文件，接受船長(zhǎng)指示，做好交辦的工作，對(duì)船長(zhǎng)負(fù)責(zé)；

To assist management the SMS documents according to master’s instruction, to be responsible for master and accomplishing the designated work.4.3 主管全船消防、救生設(shè)備的使用和管理，保持齊全、有效、足量；

Be in charge of using and management of ship’s fire fighting and lifesaving equipments, to keep them complete, effective and sufficient.4.4 負(fù)責(zé)編制應(yīng)急演習(xí)部署表、卡、牌交大副審核、報(bào)船長(zhǎng)批準(zhǔn)；

Be in charge of formulating the muster list, muster card and muster tablet for emergency drill and submit them to the Chief Officer to examine and verify, then report them to master to approve.4.5 駕駛臺(tái)值班負(fù)責(zé)人，指揮、監(jiān)督值班水手的操作，Bridge head on watch, to command and supervise the operation of duty sailor.4.6 服從大副的在港值班安排。

Comply with the Chief Officer’s duty arrangement in port.4.7向大副報(bào)告發(fā)現(xiàn)的風(fēng)險(xiǎn)源。

地產(chǎn)估價(jià)事務(wù)所 承擔(dān)全市城鎮(zhèn)土地分等定級(jí)、基準(zhǔn)地價(jià)評(píng)估、土地使用權(quán)出讓價(jià)格評(píng)估，為企業(yè)承擔(dān)土地使用權(quán)轉(zhuǎn)讓、抵押的價(jià)格評(píng)估，土地征用的勘測(cè)定界、地籍測(cè)量以及土地使用權(quán)交易、土地登記手續(xù)的代理等中介服務(wù)。

地理信息中心 負(fù)責(zé)地籍測(cè)繪、行政區(qū)域界線測(cè)繪和其他重大事項(xiàng)測(cè)繪的具體實(shí)施工作；負(fù)責(zé)匯集交流測(cè)繪技術(shù)成果、測(cè)量標(biāo)志保護(hù)、測(cè)繪檔案管理工作；負(fù)責(zé)全市測(cè)繪待業(yè)技術(shù)規(guī)程服務(wù)；負(fù)責(zé)土地利用數(shù)據(jù)庫、城鎮(zhèn)地籍管理數(shù)據(jù)庫的建設(shè)、維護(hù)、使用。土地利用規(guī)劃站 貫徹執(zhí)行國(guó)家宏觀調(diào)控政策，擬定全市國(guó)土資源規(guī)劃管理的意見和措施；根據(jù)全市國(guó)民經(jīng)濟(jì)發(fā)展規(guī)劃，編制全市土地利用總體規(guī)劃；編制基本農(nóng)田保護(hù)區(qū)規(guī)劃、土地開發(fā)整理專項(xiàng)規(guī)劃；組織實(shí)施全市各類總體規(guī)劃和專項(xiàng)規(guī)劃；各鎮(zhèn)街土地利用總體規(guī)劃和專項(xiàng)規(guī)劃的編制工作；依據(jù)土地利用總體規(guī)劃和國(guó)家政策法規(guī)、供地政策，對(duì)具體建設(shè)項(xiàng)目用地進(jìn)行預(yù)審；嚴(yán)格執(zhí)行土地利用計(jì)劃；土地開發(fā)整理項(xiàng)目的編制、申報(bào)及實(shí)施；組織實(shí)施土地利用現(xiàn)狀變更調(diào)查。

土地儲(chǔ)備中心萊州市國(guó)土資源局土地儲(chǔ)備中心，正科級(jí)事業(yè)單位，設(shè)土地收購(gòu)儲(chǔ)備科、土地出讓綜合科。主要職責(zé)：按規(guī)定對(duì)各類土地進(jìn)行收購(gòu)、收回、置換、征用，并納入土地儲(chǔ)備庫；組織實(shí)施經(jīng)營(yíng)性國(guó)有土地使用權(quán)招標(biāo)、拍賣、掛牌出讓工作。地籍科貫徹實(shí)施國(guó)家、省和市有關(guān)地籍管理辦法；組織研究全市國(guó)土綜合開發(fā)整治的政策措施，編制全市國(guó)土規(guī)劃、土地利用總

體規(guī)劃、礦產(chǎn)資源保護(hù)和合理利用規(guī)劃；參與報(bào)國(guó)務(wù)院、省政府和市政府審批的城市總體規(guī)劃的審核工作；統(tǒng)一管理全市城鄉(xiāng)地籍、地政工作；組織土地資源現(xiàn)狀調(diào)查、變更調(diào)查、動(dòng)態(tài)監(jiān)測(cè)、地籍權(quán)屬調(diào)查及統(tǒng)計(jì)；擬定土地確權(quán)、登記、發(fā)證和權(quán)屬糾紛調(diào)處規(guī)則及權(quán)屬管理辦法，負(fù)責(zé)調(diào)處土地權(quán)屬糾紛；負(fù)責(zé)土地確權(quán)和土地登記、發(fā)證管理工作。

用地科擬定耕地特殊保護(hù)、鼓勵(lì)耕地開發(fā)的政策、規(guī)章并組織實(shí)施；組織實(shí)施農(nóng)用地用途管制和實(shí)施基本農(nóng)田保護(hù)；擬定全市土地供應(yīng)政策；承辦報(bào)市政府和報(bào)省政府、國(guó)務(wù)院批準(zhǔn)的農(nóng)用地轉(zhuǎn)用、征收土地報(bào)批工作；監(jiān)督實(shí)施占用耕地補(bǔ)償制度；具體組織實(shí)施農(nóng)用地轉(zhuǎn)用計(jì)劃指標(biāo)的分配使用，配合有關(guān)部門辦理無地農(nóng)民“農(nóng)轉(zhuǎn)非”等有關(guān)事宜；組織實(shí)施土地使用權(quán)出讓和土地市場(chǎng)、土地資源管理的法規(guī)、規(guī)章；指導(dǎo)農(nóng)村集體土地建設(shè)用地管理；制訂地價(jià)管理和土地定級(jí)、估價(jià)標(biāo)準(zhǔn)；指導(dǎo)農(nóng)村集體非農(nóng)土地使用權(quán)的流轉(zhuǎn)管理；指導(dǎo)基準(zhǔn)地價(jià)、標(biāo)定地價(jià)評(píng)測(cè)；審核國(guó)有土地使用權(quán)的處置方案；審核評(píng)估機(jī)構(gòu)從事土地評(píng)估的資格，確認(rèn)土地使用權(quán)價(jià)格。
