SECRETARY CLINTON: I am delighted to join State Councilor Liu and Vice Minister Hao Ping at this magnificent national center for the performing arts.It is a personal pleasure for me to be here with all of you for the launching of this very important U.S.-China high-level consultation on people-to-people exchange.國務卿克林頓:我很高興地與國務委員劉延東和副部長郝平相聚在國家大劇院這一輝煌的中心。能與各位出席啟動這個極其重要的美中人文交流高層磋商機制的活動,我感到由衷的高興。

It is exciting for me to see so many of you here today from both China and the United States who are committed to this relationship.As I was coming in, I met some of the leading Chinese Olympic athletes whom I have watched over the years and admired.我欣慰地看到今天來自中方和美方的各位代表中有許多人致力于這一關系。就在我入場時,我遇到中國一些優秀的奧運選手,他們是我近年來在電視上見過并感到欽佩的對象。
And we have students from both of our countries represented here, tens of thousands of Chinese and American young people studying in each other’s country each year.We want to see those numbers rise.President Obama has announced a goal of sending 100,000 American students to China in the next 4 years to learn Mandarin and experience the hospitality of the Chinese people.We call it 100,000 Strong, and we are grateful for the support that the Government of China has shown for this project.And I especially want to thank Madam Liu for her leadership in this effort.It was just about a year ago that she and I first met to discuss the importance of people-to-people exchanges.And here we are today, announcing a significant commitment.今天出席活動的還有來自我們兩國的學生,如今每年有成千上萬的美國和中國年輕人到對方國家求學。我們希望看到有更多的人參與。奧巴馬總統已宣布將在今后4年時間內向中國派出10萬美國學生在華學習漢語,并體驗中國人民的熱情好客。我們稱之為“十萬人”行動計劃,我們對中國政府為該項目提供支持表示感謝。我尤其要感謝劉女士為這一努力所發揮的領導作用。大約一年以前,她和我首次會面討論民間交流的重要意義。而今天,我們要在這里宣布一項重大的承諾。
A few minutes ago Madam Liu and I met with several American exchange students, including: a high school student who is living with a host family here in Beijing, a college student who has performed with the Beijing Music Ensemble, and a doctoral student doing research in renewable energy education.幾分鐘前,劉女士與我見到了幾位美國交換學生,他們包括一名與北京接待家庭共同生活的中學生,一名曾與北京樂團同臺演出的大學生,以及一名正在從事可再生能源教育研究的博士生。
A few days ago I visited the Shanghai Expo and met the young American student ambassadors who had already welcomed more than 700,000 visitors to the USA Pavilion.They have all studied Mandarin.And they come from cities and towns across the United States.They will return home having shared the experience of being part of the Expo, and meeting people from all over China and the world.Many more American and Chinese students want and deserve similar opportunities, and I applaud the announcement today that there will be 10,000 Chinese students supported to get their Ph.D.’s in the United States.幾天前,我參觀了上海世博會。我與已經在美國館接待了70多萬參觀者的年輕美國學生大使們見了面。他們都學過漢語,來自全美各城市和鄉鎮。他們回國的時候,將擁有自己與世博會密不可分的體驗,以及接待來自全中國和全世界的參觀者的經歷。還有更多的美國和中國學生想要獲得、也應該獲得同樣的機會,我為今天發布的消息感到高興:我們將支持一萬名中國學生在美國取得博士學位。China has established dozens of Confucius institutes across the United States that offer Chinese language instruction and cultural programs to help Americans better understand China.We would like to see similar American language and culture centers on the campuses of Chinese universities.I understand that a proposal between an American university and a Chinese partner for an American study institute is now under review.And we hope the Chinese Government will support this proposal and others like it, paving the way for an even more vibrant exchange of language and culture.中國已在美國各地建立了幾十所孔子學院(Confucius institutes),這些學院提供中文教育與文化項目以幫助美國人更好地了解中國。我很想看到同樣的美國語言和文化中心出現在中國大學的校園內。我聽說一項由美國的一所大學與中國伙伴合辦一個美國研究所的建議正在接受審批。我希望中國政府會支持這項建議和類似的其他建議,為更加活躍的語言文化交流鋪平道路。
The U.S.-China Fulbright program, one of the largest in the world, and represented here by some of the Fulbright scholars, has helped 2,500 Americans and Chinese students and scholars study, teach, and conduct research at each others’ universities.The U.S.-China Friendship volunteers teach English in four provinces in China.And we would like to broaden their support for English language instruction in China, including county-level teacher training, smaller cities and colleges, and additional provinces.美中富布賴特項目(U.S.-China Fulbright program)是世界上最大的交流項目之一,今天在座的有一些富布賴特學者的代表。它已資助2,500名美國與中國的學生和學者在對方的大學內學習、教課和從事研究。美中友誼志愿者(U.S.-China Friendship Volunteers)在中國的四個省份教授英語。我們希望擴大他們對中國英語教學的支援,其中包括縣一級的教師培訓、更小型城市和大學以及更多省份的英語教學。

This year marks an anniversary very close to my heart.Fifteen years ago, along with women and men from around the world I attended the United Nations Fourth World Conference on Women in Beijing.The message from that conference rang loudly and clearly, and still echoes across cultures and continents: Human rights are women’s rights, and women’s rights are human rights.今年的三八國際婦女節是一個是我倍感親切的周年紀念日。15年前,我與來自全世界的男女代表一起出席了在北京召開的聯合國第四屆世界婦女大會。那次會議發出了一個明確無誤的最強音,至今仍在各種文化中和各大洲發出回響:人權即是婦女的權利,婦女的權利即是人權。
One hundred and eighty-nine countries represented at Beijing adopted a Platform for Action that pledged to increase women’s access to education, healthcare, jobs, and credit, and to protect their right to live free from violence.We have made great progress, but there is a long way to go.Women are still the majority of the world’s poor, unhealthy, underfed, and uneducated.They rarely cause violent conflicts but too often bear their consequences.Women are absent from negotiations about peace and security to end those conflicts.Their voices simply are not being heard.在北京出席會議的189個國家的代表通過了一項《行動綱領》,保證要增加婦女獲得教育、醫療、就業和信貸的機會,并保護她們在生活中免遭暴力的權利。我們已經取得巨大的進展,但仍然有很長的路要走。在世界上的貧窮、患病、挨餓和未受過教育人群中,婦女仍然占大多數。她們中很少有人引起暴力沖突,但卻經常承擔暴力沖突帶來的各種后果。在為結束這些沖突而舉行的有關和平與安全問題的各種協商中,沒有婦女參加。沒有人聽取她們的意見。

Now, I understand that Vice Premier Wang said a few words to you about the Shanghai Expo.(Laughter.)And I want to reinforce his message.The theme for the Expo, ―Better City – Better Life,‖ will present a vision of a sustainable, healthy, and prosperous world in the 21st century.It’s anticipated that more than 70 million people will visit and more than 190 nations will participate.Six months ago, it wasn’t at all clear that the United States would be one of those 190 nations, but thanks to a number of you, we are on track to be able to do so.And I salute Vice Premier Wang for his leadership.He was, as some of you know, the chair of the committee for the Beijing Olympics, so if that is any indication of his organizational acuity, I think we can look forward to a very successful Shanghai Expo.我明白王岐山副總理剛才就上海世博會(Shanghai Expo)向你們說了幾句話。(笑聲)我想加強他要傳達的信息。上海世博會的主題,―城市,讓生活更美好‖(Better City——Better Life),將展現21世紀一個可持續的、健康、繁榮世界的愿景。預期上海世博會將吸引7000多萬人參觀,190多個國家參展。6個月前,還完全不清楚美國是否會成為這190個國家中的一個。但由于你們中間一些人的努力,我們將能按期參展。我要向王副總理的領導能力致敬。你們中間有些人知道,他是北京奧運會籌委會主席,如果這能表明他的高度組織能力的話,我認為我們可以期待上海世博會取得圓滿成功。
And the U.S.National Pavilion will be informative, educational, and interactive, showcasing American ingenuity, looking at how we can address together global challenges like climate change and clean energy, sustainable agriculture, mass transit, health, and economic development.We are delighted that a number of leading American companies such as GE and Pepsico, Chevron, Marriott, Corning, and others have signed on to be part of putting together this visionary pavilion that will showcase much of what is best about our country.There is, actually, a model of the Pavilion somewhere around here that I urge you to take a look at.This is shameless, I know, but that’s part of the job.(Laughter.)

March 8th is International Women’s Day—a day to reflect on the progress the world has made in advancing women’s rights, and to recognize what work remains to be done.三月八日是國際婦女節。在這個日子,我們回顧全世界在促進婦女權利方面取得的進展,并確定有待完成的工作。
This year marks an anniversary very close to my heart.Fifteen years ago, along with women and men from around the world I attended the United Nations Fourth World Conference on Women in Beijing.The message from that conference rang loudly and clearly, and still echoes across cultures and continents: Human rights are women’s rights, and women’s rights are human rights.今年的三八國際婦女節是一個是我倍感親切的周年紀念日。15年前,我與來自全世界的男女代表一起出席了在北京召開的聯合國第四屆世界婦女大會。那次會議發出了一個明確無誤的最強音,至今仍在各種文化中和各大洲發出回響:人權即是婦女的權利,婦女的權利即是人權。
One hundred and eighty-nine countries represented at Beijing adopted a Platform for Action that pledged to increase women’s access to education, healthcare, jobs, and credit, and to protect their right to live free from violence.We have made great progress, but there is a long way to go.Women are still the majority of the world’s poor, unhealthy, underfed, and uneducated.They rarely cause violent conflicts but too often bear their consequences.Women are absent from negotiations about peace and security to end those conflicts.Their voices simply are not being heard.在北京出席會議的189個國家的代表通過了一項《行動綱領》,保證要增加婦女獲得教育、醫療、就業和信貸的機會,并保護她們在生活中免遭暴力的權利。我們已經取得巨大的進展,但仍然有很長的路要走。在世界上的貧窮、患病、挨餓和未受過教育人群中,婦女仍然占大多數。她們中很少有人引起暴力沖突,但卻經常承擔暴力沖突帶來的各種后果。在為結束這些沖突而舉行的有關和平與安全問題的各種協商中,沒有婦女參加。沒有人聽取她們的意見。
