第三篇：辯論流程

主席：各位同學大家好，首先我宣布會場紀律和比賽規則：

1陳詞階段：在陳詞階段，由雙方一、二、三辯進行陳詞。先由雙方一辯進行立論陳詞，然后是雙方二辯、三辯在反駁對方觀點的同時，對本方觀點進行補充陳詞。順序是正方一辯、反方一辯、正方二辯、反方二辯、正方三辯、反方三辯。時間都是每人3分鐘。

2自由辯論階段：時間是雙方各5分鐘。由正反雙方自由輪流發言。發言辯手落座為發言結束，同時另一方開始發言，另一辯手必須緊接著發言，若有間隙，累計時間照常進行。同一方的發言次序不限。如果一方用時已完，另一方可以繼續發言，也可以向主席提出不發言。在自由辯論階段，我們提倡積極交鋒，對重要問題回避兩次以上的一方扣分，對于對方已經明確回答的問題仍然糾纏不放的，適當扣分。3結辯陳詞階段：時間是3分鐘，由雙方四辯進行結辯陳詞。也就是辯論雙方針對辯論賽整體態勢進行總結陳詞

辯論賽辯論賽的人員組成及其活動的情況

法治”與“德治”依法治國與以德治國歷來都是法律家們所爭論不休的一個論題。在我國社會主義現代化建設進程中，二者究竟應保持一種怎樣的關系，曾成為一段時期內理論界探討的熱點。由于我國社會主義現代化建設既需要有法律來為之保駕護航，同時也離不開道德的影響與支持，因而在我國，“法治”與“德治”應當同步并舉。然而，諸方面的原因，卻使得我國法學界不少人對“德治”的認識有些偏頗，以致許多情況下，當我們一提到“德治”這種說法的時候，便會招來許多非議。

國聯內部英語辯論賽流程

比賽時間：2011年11月8日下午2：30

比賽地點：國教S40

3比賽流程：

1.比賽開始后，主席做簡單開場白，并介紹到場評委及嘉賓。接著文藝部帶來開場表演（時

間控制在3分鐘左右）；

2.主席重新回到臺上宣布第一場比賽正式開始。外聯二隊及復活一隊的選手分別上臺，開

始自我介紹及團隊介紹，同時喊出口號。

3.介紹完畢。主席開始要求正方做原始報告（原始報告一式五份，打印好在陳述前交給評

委），接著反方陳述，原始報告時間控制在兩分鐘內。

4.原始報告陳述結束后開始盤問環節。雙方二辯分別向對方四個辯手提出一個問題（只可

提問不可反駁），四個辯手分別回答，時間控制在一分鐘內。

5.盤問環節結束后開始自由辯環節。雙方一二三辯進行，四辯不得發言，同時每方時間控

制在五分鐘內。

6.自由辯結束后雙方擁有兩分鐘討論時間。討論后四辯開始總結陳詞。反方開始。

7.陳詞總結后，評委做簡單點評，算分員算分。點評結束后主席宣布分數及晉級總決賽隊

伍。

8.第二場結束后，文藝部學干表演總決賽前的加油節目。總決賽開始。流程同上，結束后

宣布決賽優勝隊伍及最佳辯手(一名)，評委及學干為最佳辯手頒發獎品獎狀及前三名隊伍頒發獎狀。

9.主席宣布比賽結束。全體人員合影留念。

部門分工：外聯部：學干負責邀請及照顧評委及嘉賓（本次決賽評委會分別邀請英語演講班資深學生、國教辯論團團長、演辯協會理事長等）

綜合部：采購獎狀及獎品，布置安排比賽現場。

策劃部：維持現場秩序。

宣傳部：出一張宣傳海報，并安排現場宣傳。

組織部：組織現場簽到，維持現場秩序。

文藝部：安排文藝節目。
