過去每年似乎都各具特點。一些年份讓我們心滿意足，一些年份則最好忘卻。2009年對很多人來說都是艱難的一年，尤其是那些深受經濟衰退之苦的人們。

我相信，我們所有人都受到阿富汗戰事影響，為英軍士兵傷亡感到悲傷。我們向這些士兵的家人和朋友表示慰問，他們面對巨大個人損失表現得無比高尚。

但我們應該為我們的士兵與盟友一道作出的積極貢獻而感到驕傲。英國和包括加拿大、澳大利亞、新西蘭和新加坡在內的英聯邦國家眼下共有超過1.3 萬名士兵在阿富汗服役。我們對這些年輕士兵以及先前在阿富汗服役過的士兵表示深深感激。

今年是英聯邦成立60 周年，今天其成員國25 歲以下人口超過10 億，為它保持長久的強大和實力提供了力量源泉。

最近我剛剛參加了在特立尼達和多巴哥舉行的英聯邦政府首腦會議，聽到聯邦對年輕人是多么重要。新的通訊技術使他們能夠接觸到更廣闊的世界，分享他們的經驗和觀點。對于許多人來說，英聯邦的實際援助與網絡可以提供技能，給予意見和鼓勵進取。

令人鼓舞的是，我了解到一些年輕人正在做著一些事情，他們面對挑戰，富于創造力和創新精神。

對關系到我們所有人的問題保持討論很重要，它讓我們的大家庭產生更大的價值。在英聯邦成立以來的大部分時間里，我都同它聯系緊密。

我珍視同各國領袖、人民之間在個人和生活上的緊密聯系，這不單是象征意義上的，也能促進我們的團結。

英聯邦并非只是一個具有某種使命的組織，更是一個讓各國人民合作、解決實際困難的平臺。在涉及我們生活的許多方面，不論是體育、環境、商業或文化，英聯邦國家之間的聯系生動活潑而且豐富多彩。在很多方面這展現未來的前景。隨著不斷的支持和貢獻，我相信多元化的英聯邦國家之間能加強超越政治、宗教、種族和經濟環境的凝聚力。

眾所周知，圣誕節是歡慶與家人團聚的時候，但我們也可以借這個時機反思那些國內外不幸者面臨的困境。

基督徒接受的教義是要愛他們的鄰居，有同情心，樂于慈善和志愿工作，以減輕貧困和弱勢者的負擔。

我們自己會面臨一連串的困難和挑戰，這些困難和挑戰會令我們感到困惑，但我們絕不能停下腳步，而應該繼續努力，為自己和他人創造更美好的未來。

這是我的第一次出訪，作為第一夫人的第一次外事出訪。你們能相信嗎？雖然這不是我第一次來英國，但我得說很高興我的首次官方訪問是來英國。美國和英國之間的特殊關系，不只是基于政府間的關系，還基于我們有共同的語言和價值觀。看見你們大家就使我想到這一點。在訪問期間我特別榮幸地會見了英國一些最出色的女性，她們在為你們所有女孩子鋪路。

但我想讓你們了解我們其實有很多共同之處。因為在我生命歷程中沒有任何東西曾經預示我會作為美利堅合眾國的第一位非洲裔第一夫人站在這里。我的資歷里沒有什么東西能使我站在這個位置上。我不是被財富和資源養大的，也談不上有什么社會地位。我生長在芝加哥市的南部，那個地方是真正的芝加哥。我出身于工人階級。父親一輩子是個市政工人，母親是個家庭婦女。她待在家里照顧我和我哥哥。我父母都沒上過大學。我爸爸正值壯年的時候被診斷患有多種硬化癥。但就在他難以行走，而且早上難以穿衣的時候——我看著他掙扎得越來越厲害——我父親卻從來沒有抱怨過他的困難。他對于自己擁有的一切心存感激。他只是起得更早一點，工作得更努力一點。哥哥和我在成長過程中得到了人生真正需要的一切：愛，強有力的價值觀：以及一個信念：就是靠著良好的教育，還有大量的辛勤工作，沒有什么是我們做不到的。

尊敬的副市長先生，總領事先生，女生們、先生們：

今天很高興跟各位一道啟動“2009 金融與重慶可持續發展研討會”。非常感謝重慶市金融辦和諾實公司的曹平先生對本次研討會的贊助！幾周前，我與全國人大外事委員會的幾位委員進行了會晤，并聆聽了全國人大環資委的資深委員楊庚宇先生講述中國正在采取的節能減排措施。在實現可持續的低碳復蘇方面，我們一致認為經濟滑坡給了我們大家投資綠色技術并出臺相應政策的機會，同時，我還要指出，這次機遇也肯定會給中國和英國創造大量的就業。

將這一切變為現實的諸多政策已經到位。這些政策包括：

●“英中可持續城市行動計劃”，該計劃是去年溫家寶總理訪問英國的時候簽訂的； ● 2009 年英中峰會達成的在氣候變化、低碳示范區和氣候變化技術轉讓方面的協議； ● 中國“十二五”規劃中的環境目標；

● 最近英國政府和重慶市政府簽署的備忘錄；

● 同時，英國政府還致力于跟中國政府緊密合作，解決任何突出的知識產權問題。

因此，我們非常希望利用這個契機讓重慶成為21 世紀世界版圖上致力于環保的中心城市。我們知道，一個重視提高能效和推廣可再生技術的綠色財政刺激方案，在全球愈發認識到我們必須走向綠色的時候，肯定能有效地推動就業、刺激經濟，并帶來競爭優勢。正如英國外務大臣幾周前指出的一樣：“綠色不再是議事日程上的一項議題，它就是整個議程。” 雖然接下來要采取的措施需要這次研討會討論決定，但這里我想說，英國非常愿意盡可能地為重慶提供必要的融資和技術上的支持，并且已經在這么做了。渣打銀行與亞洲開發銀行的能效提升計劃就是諸多例子之一。

另一個案例則是諾實公司力推的極富想象力的“兩河技術產業園”項目。根據其企劃案，該項目在吸引高科技企業入園的同時，將幫助重慶實現在最近雙方簽署的“重慶－英國可持續城市備忘錄”中提出的城鄉協調發展的目標。

當然，“兩河技術產業園”項目還需要重慶市政府的最終批準，而且，我們很高興看到該項目迅速得到了重視。這是好消息！

女士們，先生們，我們任重而道遠！雙方的良好意愿已經以備忘錄和政策的形式得以體現，現在需要的就是具體落實！謝謝大家！

很高興斐濟可以和其他太平洋國家一同參加2010 年上海世博會。2010 年上海世界貿易博覽會是一個極好的機會，它將227 個參加這次世界文化盛會的國家聚集在一起，探索并分享各國的寶貴創新與經驗。毫無疑問，今天世界正見證著一個巨大的成功，一個至少會吸引全球七千多萬訪客的盛大博覽活動，一個以視覺、嗅覺、味覺、聽覺、感覺來呈現各國文化魅力的展示平臺。
