關于做好2013年內蒙古自治區高等學校英語應用能力考試考務工作的通知
自治區高等學校英語應用能力考試各考點:
2013年內蒙古自治區高等學校英語應用能力考試將于6月16日15:00—17:00舉行。按照國
家及自治區教育考試的有關規定及操作規程,各考點要加強領導,周密安排,強化培訓,精
心組織,嚴格管理,規范操作,確保考試安全、有序、平穩、順利進行。現將有關事項通知
如下:
一、切實做好試題和答題卡的安全保密工作
安全保密是教育考試的生命線,試題和答題卡的安全保密是考試工作的重中之重,一定要實
行“一把手”工程,各高校校長(院長)為第一責任人,對本考點的安全保密工作負總責。
在試題和答題卡的交接、運送、保管等環節嚴格按照《國家教育考試考務安全保密工作規定》的有關要求執行,具體要求如下:
(一)試卷保密室從試題到達之日起,必須安排包括兩名武警(或公安人員)在內的四人以上
值班人員晝夜值班,每天24小時開啟視頻監控設備,保證監控全覆蓋、無死角,不間斷實時
和全程錄像,并實行每六小時回放制度。
(二)按要求認真履行試題和答題卡分發、回收的交接簽字手續,做好每天的值班記錄,將
每天的記錄情況存檔備查。分發試題和答題卡時必須提醒領取人員檢查試題和答題卡的密封
情況,無異常情況方可領取。考試結束后,試題、答題卡(含缺考和空白試題、答題卡)分
別按順序裝入原袋并進行密封。
(三)考試期間發現試題有缺頁、漏印、印刷模糊等問題,考點可按有關規定啟用備用試題
(答題卡,下同)。同時應將啟用備用試題的情況形成書面材料,經監考員、考點主考簽字
確認后,上報自治區教育招生考試中心。
二、加強考點考場管理,切實做好各類工作人員培訓工作
(一)考務工作手冊的制定要堅持務實管用、方便指導考試工作的原則,做到任務分工明確,責任落實到人。考務工作手冊應包括的主要內容有:考試工作領導小組成員名單及分工,應
急預案,試卷保密室值班人員、分管領導及聯系電話,各考點主考、副主考、監控室系統管
理員、紀檢人員等名單以及相關的文字材料與文件等。
(二)各考點要認真組織本考點工作人員進行考前培訓,組織所有考試工作人員認真學習新
修訂的《內蒙古自治區教育考試考點考場設置管理辦法》(內教招考綜〔2013〕 9號)等有關
考試規章制度和文件精神。在培訓過程中,對與以往相比有變化的工作內容及要求等,要重
點進行學習領會,切實做到所有考試工作人員都熟悉掌握當次考試的有關規定及要求。
(三)各考點要按照《內蒙古自治區教育考試考點考場設置管理辦法》等規定要求統一布置。
必須在入口處懸掛“2013年自治區高等學校英語應用能力考試×××考點”紅底白字橫幅,并在醒目位置張貼考場分布示意圖。宣傳標語、警戒線及公示欄等要一應俱全。所有考場均
統一在門口張貼考場編號等標志,黑板上張貼《考生考試規則》、《國家教育考試違規處理辦
法》(摘錄)、《監考員守則》,書寫監考員姓名,考試科目及時間,自治區及考點的舉報電話
等。考場內適當的醒目位置書寫或張貼半米見方的考場編號標志,且在前方攝像頭監控覆蓋
范圍內。考點考場布置完畢要有專人統一在非考試時間進行檢查驗收。
(四)各考點必須
做到全封閉管理,嚴把“入口”關。進入考點必須查驗證件。工作人員要嚴格按照《考點工
作人員守則》相關規定進入,考生憑二代居民身份證、準考證及學生證進入;考生進入考場
前,監考員必須用金屬探測儀貼身檢查;考試期間,無論是上廁所還是其它事由,考生若離
開考場一律不得再返回考場。
(五)各考點要加大對各考點考風考紀的管理力度。要充分發揮標準化考場的作用,切實保障金屬探測儀、手機屏蔽儀及視頻監控設備的正常有效使用,切實增強反作弊預防和偵查能力,通過利用現代化技術手段,加強對考點及考場違規違紀行為的嚴密監控,做到預防有力、發現及時、處理得當。要充分發揮監考員的職能作用,對于那些不履行職責、玩忽職守的監考員要當場撤換并嚴肅處理。要特別加大對替考和利用無線電通信工具作弊行為的防范和檢查力度。
(六)加強考點監控室的管理。視頻監考員、系統管理員、紀檢人員、武警戰士必須配備齊全,同時要杜絕無關人員進入監控室。
(七)本次考試分A、B卷,考生座位號是奇數的應持有A卷,座位號是偶數的應持有B卷,各考點重點要強化對監考人員的培訓教育,堅決杜絕試題、答題卡錯發(裝)、漏發(裝)及《考場記事卡》錯涂(漏涂)等錯誤的出現。
三、領送試題(答題卡)的時間、地點及要求
(一)2013年上半年領取試題(答題卡)時間地點安排如下:6月13日上午開始呼和浩特市、烏蘭察布市、包頭市、鄂爾多斯市、巴彥淖爾市駐地高校考點在自治區教育招生考試中心領取試題(答題卡),駐其它盟市高校考點的試題(答題卡)將于6月7日通過機要方式分別郵寄,有關考點收到機要(試題、答題卡)后,要及時反饋信息,自治區教育招生考試中心聯系人:段志,電話:0471—3261102、***。
(二)6月17日,各考點需將試卷答題卡及已啟封但未使用的備用試題和未啟用的備用試題送交或以機要方式郵寄自治區教育招生考試中心,地址:呼和浩特市烏蘭察布東街甲81號,郵編:010011。
(三)領送試題(答題卡)人員必須有武警(或公安人員)和本考點在職工作人員(至少2人以上),并用密封性能完好的專車裝運試題(答題卡),嚴禁領送試題(答題卡)的車輛搭載無關人員或物品。
四、加強協調配合和監督指導
(一)各考點要加強與公安、無線電管理等部門的溝通協調,主動爭取其對考試工作的重視和參與,特別是在嚴肅考風考紀、凈化考試環境方面,要在考點內部以及考點內部與外部之間努力形成多部門聯合協作、齊抓共管的運行機制,共同創造和維護良好的考試環境。
(二)考試期間,自治區教育招生考試中心將繼續派出巡視評估人員,對各考點考試的組織管理及考風考紀情況進行監督指導和巡視評估。各考點要做好協調配合工作,考前,要向巡視員匯報組織準備等工作情況,考試結束后還要與巡視員進行交換意見,并協助巡視員做好各考點監控錄像資料的拷貝工作。
五、其它

高等學校英語應用能力考試說明
高等學校英語應用能力考試(簡稱PRETCO)是由教育部批準成立的高
等學校英語應用能力考試委員會設計、供高職高專院校和成人高專院校學生自愿參加的標準化考試。也是由教育部高等教育司委托全國高職高專英語課程教學指導委員會和全國高等學校英語應用能力考試委員組織進行的國家級考試。本門考試主要考核考生實際應用英語進行日常和業務涉外交際的能力,旨在促進高職高專英語教學向培養高等應用技術型人才的方向進行改革;同時為用人單位提供對高職高專畢業生英語水平的評價標準,以提高其進入人才市場的競爭力。高等學校英語應用能力考試于1998年經高教司批準向部分省、市、自治區推薦試行,2000年正式實施。發展至今,本門考試己為20余省、市、自治區采用,起到了推動高職高專英語課程以“實用為主,應用為目的”的教學改革的目的,并逐漸為人才市場所認可。考試時間:
筆試:每年舉行兩次,即6月份和12月份/1月份。

(1)高職高專和成人高專院校修完英語課程《基本要求》A級或B級規定內容的學生均可自愿報名。
(2)考生可根據本校規定報考A級或B級。
(3)畢業生離校后不能再參加考試。
(4)凡己取得A級或B級考試合格證書者,不得再報名參加同一級考試。
2)報名方法
(1)以考點(即考生所在院校)為單位自愿參加,集體報名。考點不接受非考點所在院校的考生報名。

考試合格證書:由國家考委會統一發給 A、B級合格證書或口語合格證書。
