首先給大家說(shuō)兩個(gè)數(shù)字：15077和45。15077是東風(fēng)雪鐵龍2004年出租車(chē)總銷(xiāo)量，和這個(gè)數(shù)字相比，45輛出租車(chē)的銷(xiāo)量并不起眼，但在45輛背后卻有著一段難忘感人的經(jīng)歷。

去年11月，區(qū)域經(jīng)理ＸＸＸ被派往吉林省延吉市開(kāi)拓出租車(chē)市場(chǎng)。在三九寒天，滴水成冰的大東北，在有東風(fēng)雪鐵龍“銷(xiāo)售白區(qū)”之稱的延吉市場(chǎng)，沒(méi)有網(wǎng)點(diǎn)、沒(méi)有銷(xiāo)售員、沒(méi)有客戶資源。如何突破堅(jiān)冰，打開(kāi)缺口？作為一個(gè)已經(jīng)四十多歲的女同志，她選擇了迎難而上！沒(méi)有資料，自己組織；沒(méi)有銷(xiāo)售員，自己培訓(xùn)；白天一家家拜訪客戶、或者是運(yùn)管處；晚上整理客戶信息，制定營(yíng)銷(xiāo)方案。

磨破嘴，跑斷腿。功夫不負(fù)有心人，ＸＸＸ終于用自己的誠(chéng)意感動(dòng)了客戶，贏得了客戶的信任，也拿下了突破性的45輛出租車(chē)的訂單。

當(dāng)刺骨的寒風(fēng)漸漸過(guò)去，我們已經(jīng)無(wú)法真切感受。ＸＸＸ曾經(jīng)面對(duì)的困難和無(wú)助，但是我們知道，她挺過(guò)來(lái)了，為東風(fēng)雪鐵龍?jiān)谘蛹袌?chǎng)播下了彌足珍貴的希望的種子。

ＸＸＸ只是東風(fēng)雪鐵龍眾多銷(xiāo)售將士的一個(gè)代表。在東風(fēng)雪鐵龍銷(xiāo)售部，銷(xiāo)售就是一切。為了銷(xiāo)售，謙和有禮的同事間會(huì)爭(zhēng)得面紅耳赤；為了銷(xiāo)售，堂堂七尺男兒曾委屈得潸然淚下；為了銷(xiāo)售，一言九鼎的男子漢會(huì)對(duì)家人充滿愧疚之情。可是平靜下來(lái)，擦干眼淚，大家常掛在嘴邊的一句話還是：“今天的銷(xiāo)量還差多少？”從今年4月份開(kāi)始，根據(jù)市場(chǎng)情況和公司狀況，東風(fēng)雪鐵龍銷(xiāo)售部主動(dòng)調(diào)高整車(chē)銷(xiāo)售價(jià)格——漲價(jià)。漲價(jià)？逆市場(chǎng)價(jià)格潮流而動(dòng)，難度可想而知。結(jié)合公本文來(lái)自文秘之音網(wǎng)，在百度中可以直接搜索到網(wǎng)絡(luò)站司的生產(chǎn)經(jīng)營(yíng)形勢(shì)和黨的先進(jìn)性教育活動(dòng)，銷(xiāo)售部領(lǐng)導(dǎo)9天連續(xù)到8個(gè)商務(wù)代表處召開(kāi)工作座談會(huì)，統(tǒng)一思想，并且向大家灌輸這樣一個(gè)觀念：公司的利益至高無(wú)上，我們必須努力實(shí)現(xiàn)產(chǎn)品的價(jià)值回歸，這是我們銷(xiāo)售人員的責(zé)任，也體現(xiàn)著我們的價(jià)值！

除了努力提升營(yíng)銷(xiāo)質(zhì)量，提高單輛車(chē)的利潤(rùn)貢獻(xiàn)，銷(xiāo)售部還主動(dòng)請(qǐng)纓，將今年的銷(xiāo)量目標(biāo)從年初董事會(huì)下的7.5萬(wàn)輛，主動(dòng)提高到了9.5萬(wàn)輛，直到今天承諾的10.5萬(wàn)輛。

市場(chǎng)如戰(zhàn)場(chǎng)，任務(wù)書(shū)就是軍令狀，主動(dòng)要求加任務(wù)，這意味著什么？意味著更強(qiáng)的壓力、更重的責(zé)任和更大的風(fēng)險(xiǎn)。在今天的東風(fēng)雪鐵龍銷(xiāo)售部，流傳著這樣一句話：要么站著，完成任務(wù)；要么躺下，住進(jìn)醫(yī)院。除此之外沒(méi)有第三種選擇。這不近人情、近乎殘酷的話語(yǔ)中，飽含著東風(fēng)雪鐵龍全體銷(xiāo)售將士對(duì)公司的滿腔熱血和無(wú)堅(jiān)不摧的堅(jiān)強(qiáng)意志！

從7.5萬(wàn)輛到9.5萬(wàn)輛，再到10.5萬(wàn)輛，說(shuō)出來(lái)，挺容易，但做起來(lái)，卻絕沒(méi)有半點(diǎn)的輕松。下面我們一起來(lái)看看一位區(qū)域經(jīng)理一天的工作日程安排：早上8點(diǎn)半，網(wǎng)點(diǎn)晨會(huì)；9點(diǎn)到10點(diǎn)，商務(wù)代表處網(wǎng)上工作討論會(huì)；10點(diǎn)到12點(diǎn)，檢查促銷(xiāo)活動(dòng)現(xiàn)場(chǎng)的落實(shí)情況；下午2點(diǎn)到5點(diǎn)，巡視網(wǎng)點(diǎn)，分析市場(chǎng)狀況；6點(diǎn) 網(wǎng)點(diǎn)夕會(huì)，總結(jié)一天的工作和問(wèn)題；晚上8點(diǎn)到10點(diǎn)，參加網(wǎng)點(diǎn)銷(xiāo)售員培訓(xùn)；11點(diǎn)開(kāi)始填寫(xiě)當(dāng)天的營(yíng)銷(xiāo)日?qǐng)?bào)和銷(xiāo)售數(shù)據(jù)跟蹤，等到忙完這些，時(shí)間一般都已經(jīng)到了深夜一兩點(diǎn)鐘。據(jù)大概統(tǒng)計(jì)，一個(gè)商務(wù)代表處主任平均一天要收閱處理的郵件高達(dá)100封，平均工作時(shí)間也在16個(gè)小時(shí)以上。正是這日復(fù)一日繁雜而高強(qiáng)度的扎實(shí)工作，才保證我們能夠抓住市場(chǎng)先機(jī)，總比對(duì)手快一步；正是這月復(fù)一月的持之以恒的不懈努力，我們的假日營(yíng)銷(xiāo)、區(qū)域營(yíng)銷(xiāo)、量化營(yíng)銷(xiāo)才開(kāi)展的風(fēng)生水起，紅紅火火。

From made in China to created in ChinaOne in four computers in the world comes from China;but from each computer produced, China earns only what 10 apples are worth.I read this in People’ Daily not long ago.While the force of globalization has spread Chinese-made products all over the world and earned China the name ―world’s factory‖, China earns very little profits from this kind of low-cost production.It’s even been said that China has to export 800 million shirts to get an airplane.The problem is, China has involved in countless processes of production, but doesn’t necessarily have the intellectual property rights.If all we can be is part of the low-cost, labor-oriented production process, we’ll remain in a passive, disadvantaged position and gradually lose our competitive edge in the global arena.To develop China’s creative industry, transforming products from “made in China” to “created in China” has become one of China’s major tasks.This transformation will be no less like a marathon, requiring much effort especially that from Chinese enterprises, the major force in Chinese economy.Though there’ s no one in front leading us which direction to run, there’s much to learn from some Chinese enterprises that have already found the right strategies and are shining on the global stage.These strategies involve brand identity establishment, technological innovation and modern management system.Firstly, the brand that I mentioned above is an intangible yet most valuable asset to a company.It gains credibility from consumers, thus constituting the reason for consumers to buy habitually.Tong Ren Tang, the largest producer of traditional Chinese medicine, remains one of the oldest surviving brand names.The credibility that it gained through quality products has made its name known worldwide and maintains its recognized brand.The second strategy is innovation of technology, which helps enterprises gain its core competency.In the global era where technology emerges at a rapid speed, one has to adopt the latest technology, and also to compete for the speed of developing new ones.The success of Haier, the third largest household appliances manufacturer in the world, lies in its constant innovation.Over the past 16 years, Haier has invested a total of 7 billion RMB in technological development, using 6 percent of its income for scientific

Giving is Receiving-Personal Growth in Volunteer Work

Last summer, I volunteered to work as an English teacher in a primary school for children of migrant workers.To be accurate, I didn’t volunteer.I was dragged in.When my friends first hit upon the idea of this project, I was all against it: ―What? To spend my vacation standing in the heat, yelling at a bunch of nine-year-olds who couldn’t even speak proper Putonghua? After all, there’s no pay for my toil.No, I’m not going.‖ But my friends twisted my arms to have me join them.Unexpectedly, the first lesson I taught turned out a lesson for me.The moment I stepped into the shabby classroom, I was touched by the loud, respectful voices in unison: ―Good morning, teacher!‖ Instead of fooling around, the children were thirsty for knowledge and efficient in absorbing everything I was able to give them.I started to blame myself because I hadn’t even prepared for the class.During the break, I leaned over the squeaky desk, chatting with a sweaty boy in the front row: ―Without air-conditioning, it’s pretty hot here.Are you tired?‖ ―Not at all,‖ said he, shaking his head.―It’s fine here.My Dad builds asphalt roads.That is really tiring and hot.‖

As summer advanced, my enthusiasm as a teacher grew.I prepared my teaching carefully and even used some methods my teachers used.I organized many group activities to give the kids fun.Strangely enough, the heat was also becoming less and less unbearable.Soon, my one-month volunteer work came to an end.When I was leaving my last class, I turned back and saw smiling faces and waving hands.Never before had I ever had such a feeling of sadness, which was nevertheless mixed with a sense of enrichment, fulfillment and happiness.I was paid for my work, amply paid, not in terms of money, but something more valuable.My English was improved.I was able to teach it, although not very professional.I learned about the grassroots-level society.Inside myself a heart is growing, a heart that not only beats for myself, but cares for others as well.The volunteer work gave me a precious little chance to say thanks to people like the little boy’s father, who construct highways and undergrounds, build up modern skyscrapers, and make our cities more and more beautiful.To help the children with their English was all I could do at present to show my gratitude to these unsung heroes.The world may not have been fair to them, so people like me are obliged to do whatever we can to help make their life better.Whatever I do for them, however, I know it cannot be compared with what they have done to improve the quality of life in our cities.Ladies and gentlemen, now I realize that volunteering is not just a one-time personal experience.It should be a lifetime activity of everybody.Many of us are now offering our assistance to the needy and to each other.Our efforts have indeed made a difference.Whether we are helping children with their schooling, or caring for the elderly in nursing homes, or helping out with 2008 Beijing Olympics, we will not only contribute to the harmony of the world but also elevate ourselves.Emerson once said, ―It’s one of the most beautiful compensations of this life that no man can sincerely try to help another without helping himself.‖ He was right.I hear that my university is going to organize another voluntary teaching program this summer.This time I won’t be dragged in.I will volunteer.第十一屆“21世紀(jì)杯”全國(guó)英語(yǔ)演講比賽冠軍—曹豐

Our Future: A Battle between Dreams and Reality

Good afternoon, ladies and gentlemen:When I was in the primary school, I have a dream.I want to invent a device which could bring you from one place to another in no time at all.When I was in the secondary school, my dream was to study in my ideal university.And when eventually I got into the university, my dream was to graduate.How pathetic!When we grow up, we dream less and become more realistic.Why? Why do we have to change our dreams, so, so in order to let it be “fulfilled”? Why do we have to surrender to the so-called “reality”? What IS the reality actually?Ladies and gentlemen, the reality is not real.It is a barrier keeping us from all the possible fantasies.Flying, for example, had been a dream to mankind for thousands of years.A hundred years ago, “man could not fly” was still regarded as the “reality”.Now if that was really the reality, what did the Wright brothers do? How did some of you get to Macau? What would you do if you had only one day left to live?

―What would you do if you had only one day left to live?‖

I asked this question to my young students when teaching English this winter.What were their answers?

―I would watch television!‖ the first answer.―I would play with the computer!‖ the second one.―I would play with computer TOO.‖ The girl finished her sentence perfectly with a serious smile.Indeed how cute and innocent that smile was, but how seriously my heart was hurt.I was too frightened to listen to more answers like that.Ten years ago, at their age, I had a different answer: I would spend the last day of my life gazing at the face of my dear grandmother until I inscribed every detail of it onto my mind.When grandmother was getting old and weak, my family bought her a telephone so I could save time and the trouble of traveling to her home by making phone calls instead.Later we bought her a television so she could watch modern dramas by herself.Then grandma must have been, we assumed, very contented and happy.But I never really knew how grandma felt.She silently passed away without a word one night.When I heard about her death, a chilling pain pierced my empty heart.The pain grew even sharper as I tried to remember in detail exactly how grandma looked and I failed completely!How could I remember? I had

not visited her for ages—it seemed like a century!My memories of her dissolved into thin air and leaked away like water.Even though I have a telephone, can she hear me now?

Even though I might be on television, can she see me now?

Even though I have modern telecommunications, can she still communicate with me now?

With all these ―tele‖s, I was powerless.Don’t people just love the word of ―tele‖, which means far away.Indeed this is how modern technology has changed our world.But please don’t forget this other word with ―tele‖: telepathy: which refers to human beings’ inborn ability to connect to our loved ones.Our minds are supposed to read each other’s minds;our hearts are supposed to feel each other’s hearts — and fulfill these without any forms of tool!

But the moment I desperately struggled to remember grandmother’s face, the telepathy between her and me had shut down forever.With the help of modern technology, I killed our telepathy.This shall never happen again!The ―tele‖s are great inventions.But ―telepathy‖ gives them the warmth of a human face.Let’s harness the power of television to excite our kids to develop their telepathy with nature… so that they can read the secret language of flowers.Let’s make the telephone lines provoke us to preserve our telepathy with each other, so we can connect in a warm and feeling way.Let technology keep our ―telepathy‖ ALIVE!We need to wake up and make this happen.I told my grandma’s story to those young kids that day.They got very quiet.They asked me for a second chance to answer the question.They had come to a new understanding – that very moment they had made to me and to our future together, a dear promise.Thank you very much!

剛才,我們觀看了保密形勢(shì)宣傳教育片,學(xué)習(xí)了王剛同志在中央和國(guó)家機(jī)關(guān)保密工作會(huì)議上的講話,對(duì)當(dāng)前保密工作形勢(shì)有了更為深刻的認(rèn)識(shí)。保密工作事關(guān)國(guó)家安全和利益,歷來(lái)是黨和國(guó)家的一項(xiàng)重要工作。近年來(lái),我市認(rèn)真落實(shí)中央和省委關(guān)于做好新形勢(shì)下保密工作的要求和部署,在保密法制建設(shè)、宣傳教育、技術(shù)管理和督促檢查等方面做了大量工作,特別是在黨校保密教育、地方立法等方面走在了全國(guó)前列,維護(hù)了國(guó)家安全和利益,促進(jìn)了改革發(fā)展穩(wěn)定。但也必須清醒地看到,當(dāng)前保密與竊密的斗爭(zhēng)形勢(shì)依然嚴(yán)峻,保密工作面臨一些新情況、新問(wèn)題,我們必

須進(jìn)一步增強(qiáng)做好保密工作的責(zé)任感和緊迫感以確保國(guó)家安全和利益。為此,我就進(jìn)一步做好全市的保密工作,講幾點(diǎn)意見(jiàn)。

一、進(jìn)一步認(rèn)清保密工作面臨的嚴(yán)峻形勢(shì),增強(qiáng)做好保密工作的責(zé)任感和使命感

當(dāng)前,保密工作面臨的形勢(shì)十分嚴(yán)峻。一是天下并不太平,國(guó)內(nèi)外敵對(duì)勢(shì)力亡我之心不死。特別是隨著現(xiàn)代化通信和辦公自動(dòng)化技術(shù)的廣泛應(yīng)用,大量的涉密信息存儲(chǔ)在磁、光、電介質(zhì)中,傳輸在空中和網(wǎng)上,敵對(duì)勢(shì)力的竊密活動(dòng)也越來(lái)越呈現(xiàn)出高技術(shù)、全方位、立體化的特點(diǎn),竊密手段更具有隱蔽性。二是一些部門(mén)和同志對(duì)保密工作的認(rèn)識(shí)還不到位。有些同志包括領(lǐng)導(dǎo)干部,保密意識(shí)不強(qiáng),敵情觀念淡薄。在通信和計(jì)算機(jī)網(wǎng)絡(luò)建設(shè)上,重建設(shè)、輕防范,重應(yīng)用、輕安全的問(wèn)題十分突出,一些單位的計(jì)算機(jī)網(wǎng)絡(luò)長(zhǎng)期處于不設(shè)防狀態(tài),甚至有的部門(mén)涉密計(jì)算機(jī)系統(tǒng)經(jīng)常與互聯(lián)網(wǎng)聯(lián)結(jié),對(duì)國(guó)家秘密安全構(gòu)成直接威脅。還有的把保密工作當(dāng)成額外負(fù)擔(dān),甚至與業(yè)務(wù)工作割裂開(kāi)來(lái),與發(fā)展經(jīng)濟(jì)對(duì)立起來(lái);有的單位隨意調(diào)整涉密人員,有的人員調(diào)離未按脫密期進(jìn)行管理,造成涉密人員失控,存在著很大的泄密隱患。三是保密工作在管理上還存在一些漏洞。例如,由于保密技術(shù)和防范手段相對(duì)滯后,多數(shù)黨政機(jī)關(guān)的計(jì)算機(jī)信息系統(tǒng)保密管理工作薄弱、保密技術(shù)設(shè)備配備不足、管理人員保密技術(shù)和防范知識(shí)缺乏。去年以來(lái),我市就曾發(fā)生幾起將涉及隱蔽工作內(nèi)容的敏感信息和標(biāo)有密級(jí)的領(lǐng)導(dǎo)講話在政府公開(kāi)網(wǎng)站上發(fā)布的事件。所幸,這些問(wèn)題都被上級(jí)保密部門(mén)及時(shí)發(fā)現(xiàn)和化解,否則,將會(huì)給國(guó)家安全和利益造成不可彌補(bǔ)的損失。此外,個(gè)別縣(市)保密工作部門(mén)的機(jī)構(gòu)設(shè)置還沒(méi)有理順,執(zhí)法主體資格還不明確,依法行政受到一定制約。

作為邊疆省會(huì)城市,我市處于反竊密斗爭(zhēng)的前沿,維護(hù)國(guó)家安全和利益的任務(wù)格外繁重。隨著改革開(kāi)放的不斷深入和市場(chǎng)經(jīng)濟(jì)環(huán)境的不斷改善,落戶于我市的外

資企業(yè)不斷增多,涉外活動(dòng)也日益頻繁。我市軍工企業(yè)多、科研院所多,許多科研成果和涉密產(chǎn)品都成為境外竊密的重點(diǎn)目標(biāo)。這些都給全市保密工作帶來(lái)了新的問(wèn)題、新的壓力和新的挑戰(zhàn)。長(zhǎng)期以來(lái),我們?cè)诒Ｃ芄芾砩闲纬傻囊孕姓P(guān)系為基礎(chǔ)的保密管理方式、以內(nèi)部管理為主要手段的保密管理體制,在市場(chǎng)經(jīng)濟(jì)條件下,已經(jīng)受到了很大的沖擊。因此,我們必須切實(shí)增強(qiáng)憂患意識(shí)和敵情觀念,從維護(hù)國(guó)家安全和利益的戰(zhàn)略高度,充分認(rèn)識(shí)加強(qiáng)新形勢(shì)下保密工作的極端重要性和緊迫性,時(shí)刻繃緊保密這根弦,全面做好新形勢(shì)下的保密工作,為改革發(fā)展穩(wěn)定提供堅(jiān)強(qiáng)有力的保障和服務(wù),營(yíng)造良好的安全保密環(huán)境。

二、認(rèn)真貫徹落實(shí)中央和省委的指示精神,把我市黨政機(jī)關(guān)保密工作抓出成效

王剛同志的講話為我們進(jìn)一步做好新形勢(shì)下的保密工作指明了方向。我們要正確理解和把握中央精神,增強(qiáng)憂患意識(shí)、責(zé)任意識(shí),著眼全市的工作大局來(lái)籌劃保密工作,切實(shí)抓好工作落實(shí)。

一要加大保密法制宣傳教育力度,筑牢思想防線。結(jié)合五五保密法制宣傳教育規(guī)劃的實(shí)施,開(kāi)展全方位、多層次的保密法制宣傳教育,大力宣傳黨和國(guó)家關(guān)于保密工作的方針政策,宣傳保密法律法規(guī),不斷增強(qiáng)全社會(huì)尤其是各級(jí)領(lǐng)導(dǎo)干部、涉密人員和國(guó)家公務(wù)人員的保密意識(shí)和保密法制觀念。開(kāi)展保密宣傳教育,要貼近形勢(shì)、貼近工作,與普法教育、愛(ài)國(guó)主義教育、思想政治教育結(jié)合起來(lái),不斷擴(kuò)大覆蓋面和影響力。

二要突出工作重點(diǎn),加強(qiáng)要害部門(mén)、部位的保密管理。去年,按照國(guó)家和省里的要求,我市集中抓了全市保密要害部門(mén)、部位的確定工作,明確了保密工作的重點(diǎn)。我們要在全面加強(qiáng)保密工作的前提下,切實(shí)管好保密要害部門(mén)、重點(diǎn)部位,管好涉密人員、涉密文件、涉密軟盤(pán)等各類(lèi)涉密載體。進(jìn)一步明確各保密要害部門(mén)、部位的職責(zé),建立和完善人防、物防、技防的綜合防范體系,確保黨政機(jī)關(guān)要害部

門(mén)、部位的安全。強(qiáng)化重要會(huì)議和涉外活動(dòng)的保密管理,嚴(yán)格執(zhí)行保密管理程序,落實(shí)具體保密措施。同時(shí)注意加強(qiáng)對(duì)新聞報(bào)道的保密管理,防止從新聞媒體上泄密。

三要加強(qiáng)涉密網(wǎng)絡(luò)管理,進(jìn)一步完善技術(shù)保障措施。目前,全市黨政機(jī)關(guān)正在推進(jìn)無(wú)紙化辦公,許多部門(mén)既有內(nèi)網(wǎng),又有外網(wǎng),有的單位還建有行業(yè)歸口專(zhuān)網(wǎng)。我們要按照國(guó)家有關(guān)部門(mén)和我市《十*五保密技術(shù)發(fā)展規(guī)劃》的要求,不斷提高我市保密技術(shù)裝備水平。各黨政機(jī)關(guān)要加大各類(lèi)網(wǎng)絡(luò)的日常管理,正確處理好保與放的關(guān)系,健全制度、明確責(zé)任,堵塞漏洞、確保安全。加強(qiáng)對(duì)政務(wù)網(wǎng)絡(luò)和公共信息網(wǎng)絡(luò)的保密監(jiān)督檢查,嚴(yán)禁涉及國(guó)家秘密的信息上網(wǎng)。認(rèn)真執(zhí)行中辦、國(guó)辦關(guān)于加強(qiáng)手機(jī)保密管理的有關(guān)規(guī)定,不在手機(jī)上談?wù)撋婷軆?nèi)容,不把手機(jī)帶入重要涉密場(chǎng)所,嚴(yán)防手機(jī)泄密問(wèn)題的發(fā)生。

四要強(qiáng)化督促檢查和查處失泄密案件的工作力度。實(shí)施保密工作的監(jiān)督檢查,是依法行政的重要手段,也是堵塞保密工作漏洞,消除安全隱患的重要措施。各級(jí)黨委和政府要支持保密工作部門(mén)工作,加大保密工作的檢查力度,解決秘密文件、重要信息運(yùn)轉(zhuǎn)傳輸過(guò)程中不按制度、規(guī)程操作的問(wèn)題;解決保密要害部門(mén)、部位,各級(jí)領(lǐng)導(dǎo)干部及涉密人員保密意識(shí)不強(qiáng),保密責(zé)任措施不落實(shí)的問(wèn)題,消除隱患,確保黨和國(guó)家秘密安全。堅(jiān)持運(yùn)用法律武器嚴(yán)肅查處違反保密規(guī)定行為和各類(lèi)泄密犯罪活動(dòng),對(duì)違規(guī)操作造成失泄密?chē)?yán)重后果的要依法嚴(yán)肅處理。

三、加強(qiáng)對(duì)保密工作的領(lǐng)導(dǎo),切實(shí)履行好保密工作的職責(zé)

國(guó)家安全高于一切,保密責(zé)任重于泰山。重視保密工作不能掛在嘴上、寫(xiě)在紙上,必須體現(xiàn)在行動(dòng)上、落實(shí)到工作中。各地區(qū)、各部門(mén)、各單位的主要領(lǐng)導(dǎo)是保密工作的第一責(zé)任人,必須認(rèn)真履行保守黨和國(guó)家秘密的重要職責(zé),把誰(shuí)主管、誰(shuí)負(fù)責(zé)的要求落到實(shí)處。

一要高度重視,新形勢(shì)下的保密工作。把保密工作列入議事日程,像王剛同志

要求的那樣,真正像重視業(yè)務(wù)工作一樣重視保密工作,像支持業(yè)務(wù)工作一樣支持保密工作,像加強(qiáng)業(yè)務(wù)干部隊(duì)伍建設(shè)一樣加強(qiáng)保密干部隊(duì)伍建設(shè),切實(shí)做到業(yè)務(wù)工作開(kāi)展到哪里,保密工作就延伸到哪里。

二要認(rèn)真執(zhí)行保密工作領(lǐng)導(dǎo)責(zé)任制。各級(jí)黨政主要負(fù)責(zé)同志要真正負(fù)起領(lǐng)導(dǎo)責(zé)任,經(jīng)常過(guò)問(wèn)保密工作;分管保密工作的領(lǐng)導(dǎo)同志要擔(dān)負(fù)起具體組織領(lǐng)導(dǎo)的責(zé)任,積極抓好保密工作的督促檢查;有關(guān)方面的同志要負(fù)責(zé)好分管領(lǐng)域內(nèi)各項(xiàng)保密工作措施的落實(shí)。方方面面都要各司其取,各負(fù)其責(zé),通力合作,共同做好保密工作。對(duì)保密工作失職、瀆職的要進(jìn)行問(wèn)貴,對(duì)造成嚴(yán)重后果的要追究領(lǐng)導(dǎo)責(zé)任。

很榮幸參加今天的演講會(huì)。我叫**，是**市衛(wèi)生局辦公室的一名工作人員。我演講的題目是《永懷先烈，嚴(yán)守秘密》。

很小的時(shí)候，我跟隨爸爸看過(guò)一部戲劇電影，片名叫《紅燈記》。為了保住八路軍游擊隊(duì)的密電碼，李玉和、李奶奶和李鐵梅，他們一家三代三口人，在遭叛徒王連舉出賣(mài)，被敵人逮捕入獄以后，不怕威脅利誘，不怕嚴(yán)刑拷打，不怕坐牢殺頭，前赴后繼，英勇?tīng)奚c日本憲兵頑強(qiáng)斗爭(zhēng)，用鮮血和生命捍衛(wèi)了黨的秘密，并配合游擊隊(duì)消滅了侵略者、懲處了叛徒。從那個(gè)時(shí)候起，“嚴(yán)守秘密”便在我的心中烙下了鮮血和生命的印記！

上中學(xué)的時(shí)候，我讀過(guò)一部小說(shuō)，書(shū)名叫《紅巖》。為了保守黨的機(jī)密，保護(hù)黨的組織，配合解放軍消滅頑敵，建立人民的國(guó)家，許云峰、江雪琴、成剛、華子良等人，在遭叛徒甫志高出賣(mài)，被敵人關(guān)進(jìn)渣滓洞以后，不畏酷刑，堅(jiān)貞不屈，大義凜然，英勇就義，在革命勝利的前夜，用自己的鮮血和生命，譜寫(xiě)了一曲嚴(yán)守黨的機(jī)密、捍衛(wèi)革命利益的英雄主義凱歌。從那個(gè)時(shí)候起，我就深深地懂得，“嚴(yán)守秘密”在革命者看來(lái)是比生命還要珍貴的！

或許，在硝煙彌漫的革命戰(zhàn)爭(zhēng)年代里，很少有人懷疑“嚴(yán)守秘密”的重要意義，因?yàn)椋荒車(chē)?yán)守秘密，對(duì)敵斗爭(zhēng)就會(huì)失利，革命事業(yè)就不可能取得勝利。但是，在和平建設(shè)時(shí)期，當(dāng)對(duì)敵斗爭(zhēng)不再是人們必須面對(duì)的主要問(wèn)題，當(dāng)戰(zhàn)火硝煙從人們的記憶中逐漸淡去，尤其是在改革開(kāi)放不斷深入、世界融合逐步擴(kuò)大的新形勢(shì)下，人們還會(huì)再繃緊“嚴(yán)守秘密”這根弦，還有必要再繃緊這根弦嗎？

曾幾何時(shí)，失密竊密事件逐漸變得司空見(jiàn)慣，給黨和國(guó)家造成了難以估量的巨大損失，不少人也因此紛紛落馬、鋃鐺入獄。李永紅，廣東省佛山市教委教研室原化學(xué)教員，因中考化學(xué)科目試題大范圍泄露，被判處有期徒刑3年，緩期4年。胡建強(qiáng)，浙江某市高級(jí)工程師，因攜帶本單位的商業(yè)秘密“跳槽”，侵犯“巨化公司”商業(yè)秘密，于2004年被判處有期徒刑4年，并處罰金5萬(wàn)元。付健，遼寧省錦州輸油管理處黨委書(shū)記，利用職務(wù)之便，先后20余次將獲取的國(guó)家秘密、情報(bào)，向臺(tái)灣情報(bào)機(jī)構(gòu)提供，以獲取金錢(qián)報(bào)酬，于2002年被判處有期徒刑11年，剝奪政治權(quán)利3年。席世國(guó)，海南省政府辦公廳原助理調(diào)研員，被境外情報(bào)機(jī)構(gòu)收買(mǎi)之后，多次利用某些部門(mén)保密工作和內(nèi)部管理存在的漏洞，獲取近百份秘密文件和內(nèi)部材料，提供給境外間諜分子，從中獲利，被判處無(wú)期徒刑。湯云，某名牌大學(xué)計(jì)算機(jī)專(zhuān)業(yè)的高才生，剛一畢業(yè)，就被分配到南國(guó)某省委機(jī)關(guān)，并被委以重任，本該有鋪滿鮮花的路，卻因利欲熏心，非法獲取、非法提供國(guó)家秘密，于2003年被判處無(wú)期徒刑。

殘酷的現(xiàn)實(shí)向人們昭示：誰(shuí)不重視嚴(yán)守秘密，誰(shuí)就會(huì)遭到失密和竊密的無(wú)情報(bào)復(fù)！誰(shuí)不保守黨的秘密和國(guó)家機(jī)密，誰(shuí)就就會(huì)成為黨和國(guó)家的罪人，甚至成為國(guó)家和民族的叛徒！革命戰(zhàn)爭(zhēng)時(shí)期是這樣，和平建設(shè)時(shí)期是這樣，改革開(kāi)放時(shí)期更是這樣！

警鐘長(zhǎng)鳴放眼亮，嚴(yán)守秘密為祖國(guó)！讓我們永懷革命先烈的英雄事跡，牢記黨章誓詞的要求與承諾，自覺(jué)遵守國(guó)家保密法的各項(xiàng)規(guī)定，從我做起，從現(xiàn)在做起，保守黨的秘密，嚴(yán)守國(guó)家機(jī)密，在振興中華、建設(shè)祖國(guó)的征程上作出新的更大的貢獻(xiàn)！
