《東方主場》第八集正義必勝>心得體會

（一）為紀念中國人民抗日戰爭暨世界反法西斯戰爭勝利70周年，首部全景展現中國人民抗日戰爭作為世界反法西斯戰爭東方主戰場歷史地位及其貢獻的大型紀錄片《東方主戰場》，今起將在中央電視臺綜合頻道、科教頻道等陸續播出。值得一提的是，該片將聚焦作為抗日戰爭最后一役的高郵戰役。

由中央電視臺、軍事科學院政治部等聯合攝制的大型紀錄片《東方主戰場》，是一部首次將中國抗日戰爭定位在世界格局中回顧那段歷史的紀錄片。全片共8集，分別是《東方危急》《共赴國難》《浴血堅持》《艱苦卓絕》《同盟抗敵》《民族血脈》《大地堅韌》《正義必勝》，以世界反法西斯戰爭及中國抗戰各階段與東方主戰場主題有關的重大史實為依據，真實再現歷史。

1945年8月15日，日本宣布無條件投降。1945年底，在蘇皖邊區政府南面還有一座縣城沒有解放，仍然被日偽軍占據著，這就是高郵城。當年12月底，華中野戰軍司令員粟裕親自部署指揮，發動了一次重大戰役——高郵戰役，用了一周時間成功收復高郵城。這場戰役是中國抗日戰爭中對日寇的最后一戰，高郵也是我軍從日寇手中解放的最后一座縣城。

今年5月，《東方主戰場》攝制組特地來到高郵，專題拍攝了“抗戰最后一役”相關內容，鏡頭聚焦了在侵華日軍投降處舊址建成的，以照片、實物、油畫、場景、微電影等形式展示高郵戰役全過程的“抗日戰爭最后一役紀念館”,并現場采訪了當年參加受降儀式的親歷者——今年87歲的陳秀嵐女士（時年16歲的陳秀嵐是新四軍一名文藝兵），她向我國和世界人民介紹了中國人民八年浴血抗戰的歷程。

（二）回望《東方主戰場》最后一集，盡管其影像系統之“形”略顯得有些散，其“神”卻相當的聚焦，整個影像文本明確地指向一個意涵，那就是——正義的力量，必將戰勝邪惡；文明的力量，終將戰勝野蠻?？v觀整個系列片，與這集贊美正義的力量主題相關，還能解讀到更深層次的一些內涵，那就是一種對于歷史的態度的變化：表現為由原本過多沉浸于屈辱苦難的哀怨傾訴，轉向于對英雄正義的贊嘆歌頌。

這種變化的出現，與現實的語境有關，與一個國家民族的自信心有關。解讀歷史，有多種方法，也會得到多重的結果。與影視界長期以來常見的消費主義姿態不同，系列片《東方主戰場》的價值取向明晰理性得多。

面對人類歷史上規模最大的這場戰爭，這部系列片在追溯、還原、梳理的同時，也著眼于沉淀、反思、超越。而對于這場紛繁復雜的戰爭的描述，采用的格局理念，以及具體的方法技巧，都成為這部系列片的明顯特征。比如把發生在中國土地上的抗日戰爭，與整個亞洲的抗戰，以及歐洲反法西斯戰爭，放置于同一個戰爭的大格局上來觀照。同時，采用大量新的研究成果和數據還原構建真實的歷史圖景，印證中國作為世界反法西斯整個戰線中不可替代作用，如發生在中國土地抗日戰爭長達14年，重要戰役20余次，大小戰斗20多萬次；中國軍民傷亡3500萬，殲滅日軍150余萬，占日軍整體傷亡總人數的70%,直接經濟損失1000億美元，間接經濟損失5000億美元；等等。同時，直面在中國的這場戰爭中國民黨領導的正面戰場和共產黨領導的敵后戰場，并對各自的功能和作用分別進行了描述。

以史為鑒，是對于歷史最好的一種紀念和尊重。面對如此災難深重這場民族浩劫，我們理應把它衍化為一筆財富和一股精神力量。對于“天下興亡、匹夫有責的愛國情懷，視死如歸、寧死不屈的民族氣節，不畏強暴、血戰到底的英雄氣概，百折不撓、堅忍不拔的必勝信念”抗戰精神的提取和內化，是整個中華民族積極必要的一項工程，遺憾的是，長期以來缺少認真嚴肅的對待。甚至在影視作品中，對待這段歷史的姿態和心態時有偏差，出現類似抗戰神劇、消解厚重歷史的現象，偏離了歷史認知方向，同時也稀釋了歷史價值。

抗戰，應該對中華民族精神氣質的塑造，發揮正面意義。這應該是對于那場災難性戰爭最具價值的記憶，也是對于在那場戰爭中犧牲的人的最好緬懷。從這個意義上來說，《東方主戰場》提供給人們思考的一種新緯度。

第三篇：歷史紀錄片《東方主場》第二集共赴國難心得體會

印象中，近年來沒有一部歷史紀錄片享受過大型紀錄片《東方主戰場》這么高的待遇，片子的熱播既是難得的榮耀，更是一種巨大的壓力。

也許沒有人比我更適合評價《東方主戰場》。畢竟我研究抗戰已30年，參與歷史紀錄片創作也有16年，主創過與抗戰直接相關的紀錄片8部，包括抗戰勝利 60周年中央電視臺主推的紀錄片《抗戰》。這次深度介入《東方主戰場》的創作，更有著全新的感受，國家立場、國際水準、扛鼎之作、一號工程等豪氣干云的定位，令參與其中的創作者意識到了自己的渺小與使命的艱辛。用8集片子來承載4億人14年抗戰的歷史，還要勾連起中國與世界，并要求文字簡潔。對每一集的撰稿和編導而言，都是難以應付，又必須面對的巨大挑戰。

昨晚觀看《東方主戰場》第二集，一幕幕共赴國難的勇壯場景令人心潮澎湃，不禁為編導的成功應對叫好。這一集中，僅有名有姓的國共將領就將近40位，涉及的大小戰役近20個，此外還沒有遺忘海軍、空軍的作戰。頭緒如此紛繁，卻安排得環環相扣，凸顯出全民族面對強敵寧愿站著死也不跪著生的驚人意志。

這里要贊一下張寶平編導，盡管片中內容極為龐雜，這位軍人氣質的導演仍然掌控自如，使得感人的細節依舊充沛，淞滬會戰中一位死不瞑目的無名老兵、平型關大捷后朱德總司令感人至深的家書等令人難忘。本集最有特點的是，雖然戰爭是慘烈的，但畫面并未只是血雨腥風，而是動靜結合，做到好整以暇。觀眾可以欣賞到七七抗戰爆發前夕盧溝橋的靜謐夜色和石獅子的迥異表情;淞滬大戰開場前，可以聽到江海關大樓的悅耳鐘聲，見到學生忙于考試的場景;南京大屠殺的慘絕人寰和戰前古城墻青藤纏繞、秦淮河的槳聲燈影帶來視覺上的震撼。這樣的藝術處理，不僅畫面上的黑白與彩色的節奏交替，避免觀眾視覺疲勞，同時更營造出和平的美好與戰爭的殘酷的強烈對比。另外，值得一提的是，片中音樂的使用頗見功力，山西梆子的蒼涼與平型關大捷的神奇、到敵人后方去的輕快而靈動的旋律與八路軍、新四軍勇敢的挺進敵后，肅殺的戰場因為音樂恰到好處的引入而別有洞天。再加上動漫、地圖的巧妙運用，本集充分展現了紀錄片作為綜合藝術的特有魅力。

看完第二集，我最強烈的的感受是，國難之際，中國沒有了黨派之爭，沒有了門戶之見，沒有了恩怨情仇。中國軍隊將士是不懼犧牲的整體，中華民族是骨肉相連的整體。片中將慕尼黑協定所體現的綏靖主義與中國鐵血抗戰的堅毅精神勾連比較，可謂是點睛之筆，因為當時全球范圍內，只有中國舉全國之力率先與危害世界和平的日本侵略勢力展開生死之戰，捍衛著民族的尊嚴，也捍衛著世界和平。

沒有什么題材比偉大的抗戰更能夠長久吸引著觀眾，這場四億人為尊嚴和生存而共同戰斗的經歷永遠是中華民族強大的粘合劑，也是愛國主義精神豐富的營養劑。作為觀眾，作為一個抗戰史研究者，我要向《東方主戰場》編導們表示深深的敬意。

9月18日上午，臨沂市委副書記張宏偉來到平邑縣人民醫院，代表臨沂市委市政府看望張紀民家屬潘進惠。張宏偉說，發生了這種事件我們感到非常痛心，說明我們的工作沒有做好，真誠地向你和家人表示歉意，請相信調查組一定會依法迅速查明事件真相，對涉及到的違紀違法人員嚴肅處理，還你們一個公道。

張宏偉詳細了解了潘進惠的病情，要求醫院對潘進惠的身體狀況作進一步的全面檢查，安排專人精心醫治調理，醫療費用要全部免除。張宏偉對潘進惠兩 個女兒的情況十分關心，要求學校要安排責任心強的老師，認真細致地做好課程輔導、生活照料、心理疏導等工作，幫助孩子盡快走出家庭變故的影響。同時，要求平邑縣要妥善安排好潘進惠出院后的住房問題，切實幫助解決好生活困難。

9月14日，山東省臨沂市平邑縣地方鎮后東固村村民張紀民在家中被燒身亡。該事件是否與當地強拆有關、死者死因真相等一時成為輿論熱議焦點。

9月17日，山東臨沂市委市政府正式回應媒體，認為這是一起因基層干部法紀觀念淡薄、作風簡單粗暴、強制拆遷引發的群眾生命財產受到嚴重侵害的 惡劣事件，要求充分認識這起事件的嚴重性，并立即成立調查工作組，依法處置“平邑9·14”事件，切實維護群眾利益，維護公平正義。

此前，平邑官方發布的三次相關微博均將該事件定性為“平邑9.14民宅火災事件”，并公布火災起因初步調查結果，排除他人人為縱火，火災系死者自身行為所致。

經臨沂市“平邑9·14”事件調查處置工作組調查確認，在地方鎮東崮社區后東崮村舊村改造房屋拆遷過程中，有關人員對當事人張紀民死亡負有責任。

目前，平邑縣公安機關已依法對平邑縣地方鎮黨委副書記魏運波、平邑縣地方鎮東崮工作區書記兼東崮社區黨總支書記管彥省、平邑縣地方鎮政府工作人員高群等相關責任人刑事拘留。

據了解，臨沂市已成立由市委領導牽頭，紀委、檢察、公安、消防等部門組成的臨沂市“平邑9·14”事件調查處置工作組，依法迅速查清張紀民房屋 起火和死亡原因，組織精干力量查清拆遷過程中是否存在失職瀆職、違紀違法行為，是否存在嚴重侵害群眾合法利益的行為，查清張紀民家屬被抓被打事實真相，以 事實為依據，對相關責任人依法依紀追究問責，還群眾一個公道。

強拆之火

山東平邑農民張紀民被燒死前后

事發前張紀民妻子潘進惠被打后扔在路邊

那天是星期一，潘進惠一早送兩個女兒上學，先送12歲的小女兒文文到村小學，再把16歲的大女兒靖靖送到鎮中學。過了慣常的回家時間，張紀民開始是擔心妻子出了意外，隨后又擔心她“被人綁架了”。

當時，張紀民的堂哥張紀友也接到了找人電話。張紀友稱，張紀民在電話中表露出擔憂，說房屋拆遷還沒談攏，怕有人使壞。

潘進惠確實遇到了麻煩。事后她回憶，離開大女兒學校不遠，自己正騎著電動車，被8個二十來歲的小青年強行帶上了一輛面包車，“有車在路邊停著，下來一個人，拖著我就上車，我就喊救命，他就說你再吆喝我就殺你……”

另據張紀民的大嫂范文香轉述，潘進惠被帶上車后，手機馬上被掏走，且遭到恐嚇、毆打和以刀威脅。車行四五個小時后，潘進惠被扔到村里的馬路邊，昏迷過去，后被范文香發現。范文香描述，當時潘進惠耳朵、嘴唇青紫，臉上發黃，臉上還趴著幾只蒼蠅。

范文香搖醒潘進惠，被告知送完大女兒回家途中“遭遇綁架”。潘進惠的手機和電動車都不見了，但當時她身邊有王開蘭守著。王開蘭是鄰村西東崮村的村支書，其并未回復范文香為何要守著潘進惠，但后在范文香的要求下將潘進惠送到醫院。

對于潘進惠的遭遇，官方最新通報提到：“查清張紀民家屬被抓被打事實真相，以事實為依據，堅決依紀依法對相關責任人追究問責?！?/p>

事發當日，拖運挖掘機到強拆現場的大卡車。

潘進惠失聯同時張紀民家遭數十人圍堵

就在張家親屬找尋潘進惠之時，張紀民家遭到四五十個身份不明人員的圍堵。多名目擊者指出，帶頭的是地方鎮東崮工作區書記兼東崮社區黨總支書記管彥省。目 擊村民稱，這群人有的開面包車、有的騎摩托到達，用白酒瓶和礦泉水瓶帶了淺黃色的液體，“應該是汽油”，還帶有4個紅色的干粉滅火器。目擊者還描述，這些 年輕人開的是無牌車，部分人身上有文身和刺青。

“他們是來搞拆遷的?！睆埣o友見來者不善，怕張紀民被打，馬上與張紀民通電話。張紀友還記得，自己勸說張紀民盡量妥協，同意政府要求，為了人身安全寧愿放棄樓房，張紀民則回復稱，這群年輕人不敢打他，他們沒那么大膽量。

事態僵持，有人報警。張紀友稱，大約上午9點40分，現場來了另一輛汽車，但很快就離開了。

張紀友曾給后東崮村村主任高學明打去電話，沒有回應。范文香還曾當面找到高學明，被告知不知為何來了這么多不明身份的人，但高也不愿管、不愿問。事后，高學明告訴媒體，當時自己不在現場，不知道情況。

【“出人命了”】

張紀民家有五間紅瓦磚房，位于一條新修的馬路邊，對面是正在施工的安置房建設工地。

“不知道到底是他被逼自焚，還是拆遷的人縱火”

張紀友趕到現場時，是上午11點多，已有大批村民圍觀。此時，一輛黃色推土車已把張紀民院子的西墻強行推倒。那群不明身份的年輕人沖進院子，隨后房子開始冒煙起火?！八孔永镉袀€煤氣罐，我們也不知道到底是他自己被逼著自焚，還是拆遷的人縱火?！?/p>

火滅后，可見張紀民家的兩只小煤氣罐。

目擊村民孔慶珍向媒體描述：“當時有50多個20歲上下的年輕人圍著張紀民家院墻一圈，有人往里面扔石頭、磚塊，還有裝著黃色液體的瓶子，西邊院墻那有鏟土機在推墻。”

“一直往里面扔東西，里面的人根本沒辦法出來?！绷硪晃荒繐舸迕窀邩淦椒Q，不一會，院子里冒起了白煙，又過了幾分鐘冒起了黑煙，后來躥起了四五米高的大火，“著火后，那些人繼續往里面扔東西?！?/p>

“50多個人圍著院墻禁止村民靠近救火”

孔慶珍和高樹平均表示，50多個人圍著院墻，禁止村民靠近，村民無法救火，只能看著火越燒越大。“這些人來的時候，車上放的有滅火器，后來他們還抱著滅火器噴東西，但火越來越大，這些人都跑了?！?/p>

事發后留在現場的滅火器。

據新華網現場調查，9月14日上午11時48分15秒，死者張紀民家房屋開始冒煙，伴有零星火光。其后，有不明身份人員往著火房屋扔石塊等雜物，人群中 有一人拎著紅色滅火器來回跑動，但并未去滅火。中午12時04分左右，有推土機從張紀民家西側離去，此時張家西墻已倒塌。

南都記者獲 得的一段現場視頻顯示，張紀民家起火后首先冒出的是黑煙，房子附近有多人圍觀，且不時往房子附近跑動。大約40秒后，冒出滾滾白煙，整個房屋被籠罩。此 時，視頻拍攝者（女）開始喊出“報警”，旁邊也有人（男）提出給高新（后東崮村支書）打電話，且念叨著“你看看，張紀民死定了”。

大約2分鐘后，房屋噴出熊熊火舌，周邊的人群開始喧鬧。此時拍攝者（女）哭喊著大叫，“還不救人??！救人?。】禳c！”火勢越來越大，拍攝者連續喊出多聲“出人命了”。

另一段視頻顯示，著火房屋不遠處就停放著一輛黃色推土機。確如新華網調查與諸多目擊者所言，有數人從推土機的方向走向著火的房子，并朝著房子投擲雜物。隨著火勢加大，周邊的人群開始逃散，有的騎車離開，有的乘面包車走。大約12分鐘后，黃色推土機離開，房屋西側的院墻倒塌。此時，房屋內已明顯著火，濃煙 滾滾。再過5分鐘后，房屋白煙減少，明火減弱，屋頂一片焦黑。

【“堂屋門外掛著鎖”】

張紀民家起火時，正是西邊東崮小學的放學時間，村民楊嬸子接孩子正好從張紀民家背后路過。

村民楊嬸子：當時門從外面插著，掛著鎖

楊嬸子稱，她上午11點40分出門，去學校時已看見張紀民的房子開始冒煙。她曾駐足看，被一光頭男子盤問后離開。等她接到孩子回來，恰好趕上推土機推張家的院墻。楊嬸子描述，那群不明身份的年輕人站在墻外，帶頭的鎮干部管彥省站在一輛黑色轎車旁，正在幫人傳話。

張紀民家院子西墻倒下時，不少人向西跑開。楊嬸子隨即看到張紀民堂屋門前也起了大火?！拔页軓┦∷麄兒熬热?，他們就跑了?！?/p>

楊嬸子轉到張紀民院子東側，繞過大門進了院子。她發現，此時大門已外倒在地。楊嬸子看到，張紀民家堂屋的整個門板都被大火覆蓋了。

楊嬸子說：“當時門是從外面插著，并掛著鎖。”對于著火的堂屋門，她已經不能用手去拿掉鎖開門，而且也不確定鎖是否是打開的，還是鎖住的。

她大聲喊著張紀民的小名“民子”，同時從西屋門口拿了個長棍，使勁搗堂屋門?！爱敃r我只看到堂屋門整個門板著火，別處都沒有火，但屋內都是濃煙，看不清任何東西。”

她用力打了三下，燃燒著的門就整個倒向屋內。她一直喊“民子我來救你，趕緊出來”，但沒得到回應。隨后，屋內的物品被堂屋門的火勢引燃，大火漸漸蔓延，楊嬸子只得退到院子外。

另一個角度看張家屋子正在燃燒。

村民王培仁：我捶了帶頭的鎮干部管彥省

與楊嬸子一樣，67歲的老漢王培仁接完學生后，也走了張紀民屋后這條路。王培仁看到的情形是：張紀民的院子里，有一個年輕人站在距房子一兩米的地方，正 手持滅火器往火里噴，旁邊還有數人也在救火，另外的人在倒下的院墻外張望。王培仁說，滅火器噴了一會，沒控制住火勢，那幾個年輕人就提著滅火器跑了。

其后，王培仁發現，張紀友跟另一人抓住了想要逃跑的鎮干部管彥省?！拔乙泊┻^馬路去攔管彥省，還捶了他三下?！惫軓┦『髞肀痪綆ё?。

張紀友回憶，大約中午12點后，消防隊也來到現場，火勢很快得到控制?；饻缌?，張紀民被人從儲物間抬出，已經是一具被燒焦的尸體。嫂子范文香說，尸體在 屋子偏房的東北角發現，那間屋內垛了棉花、棉被、花生、書本等易燃品。從現場傳出的圖片看，張紀民的尸體面目難辨，四肢呈環抱彎曲狀，蜷縮在一起。

張紀民的侄子張勇帶記者探訪被燒院子，屋內幾乎被燒光。

【并村改造】

張紀民之死由“強拆”引發，背后是當地近年來轟轟烈烈的“并村改造”運動。這是張家親屬和諸多受訪村民一致的看法。

事發地后東崮村位于平邑縣東南，隸屬于地方鎮東崮社區。東崮社區由前東崮、后東崮、西東崮三個行政村和楊家嶺、華家嶺兩個自然村合并而成，占地960余 畝，總人口6000余人。近年來，該社區啟動新的規劃建設，要將村落改造成城鎮社區，讓農民集中上樓，同時建設各類社區配套設施。

宅基地按每平方米60元補助

在地方鎮的諸多官方文件中，東崮社區建設都被當做重點。該鎮2014年政府工作報告指出，東崮社區建設工程總投資1.6億元，提升了城鎮建設檔次和水平，已完成16幢社區樓及配套工程。而在平邑縣2015年1月下發的《2015年各鎮街主要工作目標及重點工作》文件中，地方鎮很大一塊任務就是搞好東崮 社區一期配套，動工建設二期工程。

重點工程的基礎是拆遷改造。當地村民介紹，當地“并村改造”2013年就已開始醞釀，2014年開 始啟動拆遷。南都記者獲得的一份《地方鎮東崮社區拆遷安置方案》顯示，當地拆遷補償標準為：宅基地按每平方米60元補助；房屋補償按房地產評估公司評估標 準執行，以評估公司實際評估補償金額為準。而與之對應的，安置房的均價卻是1100元/平方米?！安疬w安置戶的房屋和宅基地補償款抵頂安置房的購房款，不 足安置房價款的，在安置房交付使用時一次性結清，否則視為自動放棄安置樓房。超出安置樓房款的資金，在全部安置完后現場兌付?！?/p>

張紀民想要安置房，得補交10萬元

張紀民家有五間房，院子長約15.5米，寬約13米。張紀民哥哥張紀華介紹，這座院子村委會評估補償5.8萬元。這意味著，張紀民要想住進滿意的安置房，還需補交10萬元左右。張紀民一家都不滿意。

張紀民妻子潘進惠也證實，按鎮里的補償方案，家里只能獲得5.8萬元。鎮、村兩級多次就拆遷一事與他們家交涉，但因家庭困難，無力貼錢購置新建的安置房，且本村異地換房也未成功，所以雙方一直沒達成協議。雙方最后一次協商是在大火事件發生前一天的9月13日。

張紀民的堂哥張紀友稱，張紀民家本來已不打算再耗了，想著過幾天就搬走，沒想到遇到了強拆。

當地村民反饋，在張紀民事件爆發前，還有其他村民房子曾遭遇強拆，一些村民只能到親朋好友家借住。

這個牌子后面，就是被拆遷村民安置房的小區。

村民們表示地方鎮拆遷問題太多了

“去年11月份，拆遷人員趁我們全家人都不在家的時候，悄悄給拆完了，我們還沒來得及搬家具?！编彺逦鳀|崮村村民潘傳國說，房屋被強拆后，他們一家6口人至今仍在村委會借住，而鎮村兩級依然互相推諉，誰都不負責任。

2014年，有網友爆料后東崮村兩人因為強拆服農藥自殺。后東崮村多位村民向南都記者確認，此事確有發生，后來兩人被救活，但房屋已被拆掉。

此外，據《大眾日報》2013年6月報道，東崮社區前東崮村2012年末曾在村民不知情的情況下，被當地政府疑似“以租代征”圈占了2000畝耕地，租 期17年，租金每年每畝1000元，而這些租地因為“地方鎮經濟發展需要”，卻將用作建新政府、醫院、學校等設施。此事遭遇廣泛質疑。2014年6月，《大眾日報》追蹤報道此事，當地土地流轉中的疑似“以租代征”問題仍未得到解決。

張紀民的侄子張勇認為，當地政府就是看上了老百姓的土地，騰出土地搞開發，走著“吃土地出讓金”的老路。

【官方聲音】

此事最先由張紀民的親屬發布到網絡，然后引爆輿論。

前四次官方通報都沒有提“拆遷”

9月14日晚10點50分，平邑新聞中心在官微發布此事的第一份通報：“9月14日12時許，平邑縣地方鎮東崮社區后東崮村一戶民宅發生火情。公安、消 防等部門接警后迅速趕往現場，及時控制火情并進行人員搜救。經勘查，現場發現一名死者，系戶主張紀民，張妻因事外出，未在現場。事情發生后，有人在網上散 布謠言，擴大事態。目前，公安部門正對火災原因進行調查，對于制造、散播謠言者將依法嚴懲。本微博將對相關進展情況及時發布。”

這里并未提及親屬所言的“強拆”，同時“嚴懲謠言”的表態也被親屬視為是當地官方的威脅。

9月15日，多家媒體報道此事，引發熱議。平邑新聞中心在9月15日17時56分發布第二份通報，稱已對相關人員采取強制措施。

9月16日0點57分，該平臺發布第三份通報，稱由臨沂市成立了工作組，公安也已控制事件直接責任人。

9月16日中午12點26分，平邑新聞中心發布第四份通報：“經調查，張紀民分別于9月11、13日在平邑縣地方鎮供銷加油站實名購買9公升汽油。經 省、市、縣公安和消防部門現場勘查，走訪調查，初步認定，排除他人人為縱火，火災系死者張紀民自身行為所致。詳情在進一步調查中?！?/p>

9月17日風向突變 三個干部被刑拘

昨日（17日），風向突變。先是平邑縣的工作人員向新華網承認此事與拆遷有關，“負責拆遷的人員工作方法不對”。其后，在現場調查的臨沂市公安局刑偵大隊人員又向張家親屬表示，“昨天發布那個是謠言”。

昨晚，事件調查組繞開平邑新聞中心的官微平臺，直接向媒體發布了此事的第五份通報：經調查初步確認，該事件負有直接責任的相關人員魏運波（地方鎮黨委副 書記）、管彥?。ǖ胤芥倴|崮工作區書記兼東崮社區黨總支書記）、高群（地方鎮政府工作人員）等已由公安機關刑事拘留。

臨沂市委書記林海峰給事件定性：強拆

臨沂市委書記林海峰在這份通報中指出，這是一起因基層干部法紀觀念淡薄、作風簡單粗暴、強制拆遷引發的群眾生命財產受到嚴重侵害的惡劣事件。

林海峰提出成立“平邑9.14”事件調查處置工作組，查清起火和張紀民死亡原因，查清拆遷過程中是否存在失職瀆職、違紀違法行為，也要查清潘進惠被抓被 打的事實真相以追責。林海峰也就做好家屬善后和媒體監督提出要求。與之同時，林海峰叫停了平邑縣地方鎮東崮社區舊村改造項目的拆遷工作，要求全市堅決防止 類似事件再次發生。

對于官方最新通報，張家親屬并未感到高興——承認強拆了，東崮社區項目也停了，但張紀民卻永遠活不回來了——一位親屬表示，現在家里還在等一個公平公開的刑偵結果。

這或許是對死者所能有的最后的尊重。
