2003年10月8日，中國國務(wù)院總理溫家寶在第七次中國與東盟（10+1）領(lǐng)導(dǎo)人會議上倡議，從2004年起，每年在中國南寧舉辦中國-東盟博覽會，同期舉辦中國-東盟商務(wù)與投資峰會。

今年是中國與東盟建立對話關(guān)系15周年。15年來，中國與東盟經(jīng)貿(mào)關(guān)系取得了巨大發(fā)展，雙邊貿(mào)易額增長了15倍，2005年達(dá)到1300億美元，雙向投資不斷擴(kuò)大，東盟在華實(shí)際投資達(dá)到400億美元，中國企業(yè)對東盟投資也在快速增長，自貿(mào)區(qū)的建設(shè)步伐加快，此區(qū)域合作穩(wěn)步推進(jìn)，“早期收獲計(jì)劃”已順利實(shí)施，中國與東盟貿(mào)易合作潛力巨大，前景廣闊，我們要緊緊抓住機(jī)遇，積極進(jìn)取，努力實(shí)現(xiàn)到2010年雙邊貿(mào)易額超過2000億美元的目標(biāo)，把雙邊經(jīng)貿(mào)合作提高到一個新的水平。

中國—東盟博覽會開幕式是中國和東盟各國政要出席的一個重大儀式。

隆重大氣的儀式富于文化內(nèi)涵，新穎形象地體現(xiàn)博覽會“友誼、合作、發(fā)展、繁榮”的主題，彰顯博覽會10+1>11的精神。

開幕式展現(xiàn)中國和東盟國家友好交往源遠(yuǎn)流長的歷史和日益深化合作的現(xiàn)實(shí)，是雙方戰(zhàn)略伙伴關(guān)系深入發(fā)展的象征，預(yù)示中國—東盟自由貿(mào)易區(qū)前景輝煌。

1．第一屆中國—東盟博覽會 共注合作之水 首屆中國—東盟博覽會開幕式采掬11**親河之水，匯成合作之泉，演繹博覽會“友誼、合作、發(fā)展、繁榮”的主題。此屆開幕式上，中國與東盟貴賓跨入友誼之門，共注合作之水，綻放繁榮之花，啟動時(shí)代之鐘，揭開了中國與東盟合作的歷史新篇章。

2．第二屆中國—東盟博覽會 聚流成河 10+1﹥11 2005年的開幕式上，中國和東盟10國商協(xié)會會長共蓋象征合作的巨型印章。它寓意著中國—東盟博覽會作為大型國際性經(jīng)貿(mào)盛會，商賈云集、商機(jī)不斷，為各國搭建了一個優(yōu)勢互補(bǔ)的合作平臺，促進(jìn)了繁榮和發(fā)展。

隨著剪彩嘉賓按動水晶球，無數(shù)小水柱簇?fù)?1根巨型水柱噴涌而出，與背板巨大的“10+1﹥11”構(gòu)成了一幅生動形象的畫面，寓意著中國—東盟博覽會凝聚了11國的力量，產(chǎn)生了無窮的動力，把11國的合作推向更加繁榮和美好的未來。

3．第三屆中國—東盟博覽會 珠聯(lián)璧合

2006年，第三屆中國—東盟博覽會恰逢中國—東盟建立對話關(guān)系15周年和中國—東盟友好合作年，11國國家元首/政府首腦聚會南寧，出席博覽會。開幕式以“珠聯(lián)璧合”為創(chuàng)意，珍珠在水中孕育而成，象征中國與東盟15年合作的結(jié)晶、成果，玉璧則象征中國—東盟博覽會成為區(qū)域交流合作大平臺。各國領(lǐng)導(dǎo)人把珍珠放在玉璧上連接起來，寓意中國與東盟的合作如珠聯(lián)璧合，展示未來美好前景。

4．第四屆中國—東盟博覽會 同舟共進(jìn) 揚(yáng)帆遠(yuǎn)航 2007年，第四屆中國—東盟博覽會開幕式以“同舟共進(jìn)，揚(yáng)帆遠(yuǎn)航”為創(chuàng)意，結(jié)合本屆“港口合作”的重點(diǎn)主題，形象地把中國與東盟睦鄰友好、通商貿(mào)易的歷史展示出來。剪彩嘉賓在如同巨輪的主席臺上推動加速器，巨浪翻騰，巨帆升起，彩帶飄舞，身著水手服的少年隨著節(jié)拍，整齊地打出“同舟共進(jìn)，揚(yáng)帆遠(yuǎn)航”的旗語，寓意著中國與東盟的合作巨輪在新的時(shí)期揚(yáng)帆遠(yuǎn)航。

5．第五屆中國—東盟博覽會 金橋飛架 五載同心 2008年，第五屆中國—東盟博覽會開幕式以“橋”的勾通、連接作用為創(chuàng)意，結(jié)合本屆“信息通信”的重點(diǎn)主題，11國貴賓合力搭建友誼合作長橋，生動體現(xiàn)了五屆博覽會促進(jìn)了中國—東盟的友誼合作繁榮發(fā)展的作用，昭示在中國—東盟博覽會的推動下，中國—東盟自由貿(mào)易區(qū)繁榮美好的未來。

6．第六屆中國—東盟博覽會 合作化危為機(jī) 信心照亮航程

2009年，第六屆中國—東盟博覽會開幕式以“風(fēng)車燈塔”為創(chuàng)意，剪彩嘉賓將盛滿鮮花的花盤放到剪彩裝置上，由花瓣構(gòu)成的風(fēng)車迎風(fēng)旋轉(zhuǎn)，風(fēng)車轉(zhuǎn)動，產(chǎn)生的能量讓巨大的燈塔光芒四射，寓意第六屆中國—東盟博覽會迎難而上，將金融風(fēng)暴化為動力，點(diǎn)亮燈塔，引領(lǐng)人們共克時(shí)艱，破浪前行，共同譜寫中國—東盟自由貿(mào)易區(qū)建設(shè)新篇章。

7．第七屆中國—東盟博覽會 水潤花開 共享碩果 2010年，第七屆中國—東盟博覽會開幕式以“象征成果和希望的向日葵”為創(chuàng)意，剪彩嘉賓手捧象征中國—東盟自由貿(mào)易區(qū)成果的果汁，共同傾入主席臺前的“成果之杯”，寓意中國和東盟11國共享中國—東盟自由貿(mào)易區(qū)成果、共慶中國—東盟自由貿(mào)易區(qū)豐收的喜悅。金色的花瓣在主席臺周圍伸展開來，一朵巨大的向日葵在舞臺上盛情綻放，與大廳環(huán)廊上的數(shù)萬朵向日葵交相輝映，預(yù)示著博覽會和中國—東盟自由貿(mào)易區(qū)的明天將更加燦爛、更加輝煌。

The world is undergoing profound and complex changes.The international financial crisis has entered its fourth year, and the current global economic and financial scene still gives no reason for optimism.Economic recovery in some developed countries lacks momentum, and those countries are plagued by serious financial and debt crises.Emerging and developing countries are ascending on the world stage, but taken as a whole, they are still not strong enough.Social turbulence has erupted in west Asia and north Africa.Global food, energy and environment challenges pose a growing threat to the sustainable development of mankind.The global economy may experience uncertainty and instability for a long time to come.當(dāng)前，東亞保持經(jīng)濟(jì)較快增長和社會穩(wěn)定，是全球最富有活力和潛力的地區(qū)，東盟和中國為此作出了重要貢獻(xiàn)，贏得國際社會廣泛認(rèn)可和高度關(guān)注。必須看到，在全球化深入發(fā)展的時(shí)代，任何地區(qū)和國家不可能獨(dú)善其身。嚴(yán)峻的外部環(huán)境勢必對東亞帶來不利影響，中國和東盟自身的薄弱環(huán)節(jié)和問題也會制約競爭力的進(jìn)一步提升。我們既要充滿信心，又要保持清醒，關(guān)鍵是抓住機(jī)遇，加強(qiáng)合作，共迎挑戰(zhàn)，把命運(yùn)牢牢掌握在自己手中，不松懈，不動搖，朝著既定的方向和目標(biāo)繼續(xù)邁進(jìn)。關(guān)于中國與東盟關(guān)系未來發(fā)展方向，我談幾點(diǎn)原則意見：

With sustained and rapid economic growth and social stability, East Asia is the most dynamic region in the world with the greatest potential for development, and ASEAN and China have won wide international recognition and attracted much attention for their important contribution.On the other hand, we should be keenly aware that in the era of deepening globalization, no region or country can prosper on its own and be immune to external shocks, and the severe external environment is bound to exert a negative impact on East Asia.At the same time, the weak links and problems in China and ASEAN will hinder our efforts to enhance our competitiveness.We should be both confident and sober-minded, seize opportunities to enhance cooperation and jointly tackle challenges.And we should keep our destiny firmly in our own hands and do not slacken pace or waver in our advance in the direction we have set for ourselves to pursue our goal.To promote the future growth of China-ASEAN relations, it is important that we observe the following principles:

第一，加強(qiáng)戰(zhàn)略溝通和戰(zhàn)略互信。中國永遠(yuǎn)不謀求霸權(quán)，反對任何霸權(quán)行為，將始終奉行“與鄰為善，以鄰為伴”的周邊外交政策，恪守《東南亞友好合作條約》。本地區(qū)有關(guān)國家在南海存在的爭議，是多年積累下來的問題，應(yīng)由直接有關(guān)的主權(quán)國家通過友好協(xié)商和談判予以解決。外部勢力不應(yīng)以任何借口介入。2002年，中國與東盟國家簽署了《南海各方行為宣言》，確定將推動務(wù)實(shí)合作，并為最終達(dá)成“南海行為準(zhǔn)則”而努力。這是東盟國家與中國的共同意愿。中方愿同東盟國家積極推進(jìn)全面落實(shí)《南海各方行為宣言》，加強(qiáng)務(wù)實(shí)合作，并著手探討制訂“南海行為準(zhǔn)則”。

First, we should enhance strategic consultation and mutual trust.China will never seek hegemony and is opposed to all hegemonic acts.We are committed to a policy of building good-neighborly relations and partnership with our neighboring countries, and we abide by the Treaty of Amity and Cooperation in Southeast Asia.The disputes over the South China Sea between the relevant countries in the region have existed for many years.They should be settled through friendly consultation and negotiation between the sovereign states directly concerned.Outside forces should not get involved under any excuse.In 2002, China and ASEAN countries signed the Declaration on the Conduct of Parties in the South China Sea and agreed to advance practical cooperation and work for the final conclusion of a code of conduct.This is the common desire of ASEAN countries and China.We stand ready to work actively with ASEAN countries to fully implement the Declaration on the Conduct of Parties in the South China Sea, enhance practical cooperation and begin discussions on a code of conduct in the South China Sea.第二，把促進(jìn)經(jīng)濟(jì)發(fā)展和社會進(jìn)步作為第一要務(wù)。中國和東盟國家都處于發(fā)展的關(guān)鍵時(shí)期，我們要把雙方發(fā)展戰(zhàn)略和各自優(yōu)勢更好地結(jié)合起來，在更廣領(lǐng)域和更高水平上開展合作，增強(qiáng)內(nèi)生活力和動力，加快發(fā)展經(jīng)濟(jì)，改善民生，推進(jìn)現(xiàn)代化建設(shè)，實(shí)現(xiàn)東亞的全面振興。

Second, we should pursue economic development and social progress as a top priority.Both China and ASEAN countries are in a crucial stage of development.We should better coordinate development strategies, draw on mutual strengths and promote cooperation in more fields and at a higher level.We should enhance self-generating dynamism to speed up economic development, make life better for our peoples and advance the modernization drive to achieve full prosperity in East Asia.第三，堅(jiān)持由東盟主導(dǎo)東亞合作進(jìn)程。中國支持東盟一體化和共同體建設(shè)，樂見東盟實(shí)力和影響力不斷提升，相信東盟完全有能力繼續(xù)主導(dǎo)東亞合作。中國將于明年設(shè)立常駐東盟使團(tuán)。中國將一如既往地支持和配合東盟工作，堅(jiān)持以10+1為基礎(chǔ)，10+3為主體，東亞峰會為重要補(bǔ)充，推進(jìn)東亞合作。

Third, we should adhere to ASEAN centrality in promoting East Asian cooperation.China supports ASEAN integration and community building and welcomes a stronger and more influential ASEAN.We are confident that ASEAN is fully capable of leading East Asian cooperation.China will open a permanent mission to ASEAN next year.We will continue to support ASEAN and work with it, and we will continue to take 10+1 as the foundation, 10+3 as the main vehicle and the East Asia Summit as an important supplement in pursuing East Asian cooperation.第四，在多邊領(lǐng)域維護(hù)共同利益。作為同一地區(qū)的發(fā)展中國家，我們在許多重大問題上有著相似的立場和看法，面臨相同的處境和挑戰(zhàn)，有著一致的目標(biāo)和追求。中國和東盟都是促進(jìn)和平與發(fā)展的戰(zhàn)略力量，雙方要密切協(xié)調(diào)配合，為推動建立公正合理的國際政治經(jīng)濟(jì)新秩序而努力。

Fourth, we should uphold our common interests in the multilateral field.As developing countries in the same region, we hold similar positions and views, face the same situations and challenges, and pursue the same goals on many key issues.China and ASEAN are both strategic forces for peace and development.We need to closely coordinate our positions and work to build a fair and equitable new international political and economic order.中國與東盟的務(wù)實(shí)合作擁有扎實(shí)基礎(chǔ)，潛力巨大，具備向更高目標(biāo)邁進(jìn)的有利條件。我們要根據(jù)形勢發(fā)展變化，加強(qiáng)統(tǒng)籌規(guī)劃，建立健全合作機(jī)制，深化重點(diǎn)領(lǐng)域的合作，開拓新的合作領(lǐng)域，努力取得更加豐碩的成果。為此，我提出以下具體倡議和建議：

There is a solid foundation and huge potential for China-ASEAN practical cooperation, and we are well placed to achieve more ambitious goals.We should follow closely new developments, enhance coordination, establish and improve cooperation mechanisms, deepen cooperation in priority areas and open new areas of cooperation to achieve greater success.To this end, I propose that we take the following steps:

第一，擴(kuò)大貿(mào)易和投資合作。要認(rèn)真實(shí)施中國-東盟自貿(mào)區(qū)的各項(xiàng)協(xié)定，完善自貿(mào)區(qū)建設(shè)，使雙方人民、企業(yè)得到越來越多的好處。中方將繼續(xù)向東盟國家派遣貿(mào)易投資促進(jìn)團(tuán)，在廣西南寧設(shè)立東盟產(chǎn)品展示中心，促進(jìn)雙方貿(mào)易持續(xù)平衡增長。中方愿積極擴(kuò)大對東盟國家的投資，加大轉(zhuǎn)讓先進(jìn)適用技術(shù)的力度，共同提升產(chǎn)業(yè)競爭力。

First, expand cooperation in trade and investment.We should fully implement all the agreements on the China-ASEAN Free Trade Area(CAFTA)and improve the FTA to create more benefits to the peoples and businesses of the two sides.China will continue to send trade and investment promotion missions to ASEAN countries and open an exhibition center for ASEAN products in Nanning, Guangxi to promote sustained and balanced growth of our trade.China will increase investment in ASEAN countries, step up efforts to transfer advanced and applicable technologies to them and work with ASEAN countries to enhance our economic competitiveness.第二，把互聯(lián)互通等基礎(chǔ)設(shè)施建設(shè)放在突出位置。為使這一重點(diǎn)領(lǐng)域的合作更為順暢、高效，倡議成立中國-東盟互聯(lián)互通合作委員會，力爭盡快實(shí)現(xiàn)中國與東盟有關(guān)國家陸路運(yùn)輸通道互聯(lián)互通的目標(biāo)。中方高度重視與東盟國家構(gòu)筑海上互聯(lián)互通網(wǎng)絡(luò)，愿采取有力舉措與東盟國家發(fā)展冷藏船、滾裝船以及集裝箱班輪直線，推進(jìn)海上旅客和貨物運(yùn)輸便利化。中國政府在2009年承諾向東盟國家提供的150億美元信貸共支持了50多個基礎(chǔ)設(shè)施等建設(shè)項(xiàng)目，涉及幾乎所有東盟國家。我宣布，中方將追加100億美元信貸，其中包括40億美元優(yōu)惠性質(zhì)貸款。

Second, give high priority to connectivity and other infrastructural development.To promote smooth and efficient cooperation in this priority area, China proposes the establishment of a China-ASEAN committee on connectivity cooperation, with the goal of realizing land transport connectivity between China and the ASEAN countries concerned at an early date.China attaches great importance to building a network of maritime connectivity with ASEAN countries.We are ready to take active steps to open shipping routes of freezer vessels, ro/ro and container liners with ASEAN countries and facilitate passenger and cargo transport by sea.The US$15 billion credit committed by the Chinese government in 2009 has supported over 50 infrastructure projects covering almost all ASEAN countries.Here, I wish to announce that China will provide an additional US$10 billion credit, including US$4 billion preferential loans.第三，深化金融領(lǐng)域合作。中方愿與東盟國家加強(qiáng)央行合作和金融人才交流；通過互設(shè)金融分支機(jī)構(gòu)等形式，推動金融市場開放；加強(qiáng)監(jiān)管領(lǐng)域的對話合作；擴(kuò)大本幣互換規(guī)模，推動人民幣與東盟國家貨幣在雙方銀行間外匯市場掛牌交易；逐步建立銀行間本幣清算合作機(jī)制，推進(jìn)雙邊本幣結(jié)算業(yè)務(wù)發(fā)展；發(fā)揮“中國-東盟銀聯(lián)體”作用，為雙方企業(yè)提供多樣化金融服務(wù)；雙方要共同推動完善清邁倡議多邊化等區(qū)域貨幣互換機(jī)制，全面提升東亞金融危機(jī)救助水平，維護(hù)區(qū)域內(nèi)金融穩(wěn)定。

Third, deepen financial cooperation.China is ready to take the following steps to intensify cooperation with ASEAN countries: increase cooperation between our central banks and exchanges among financial experts;increase access to each other’s financial markets through mutual opening of branches of financial institutions;step up dialogue and cooperation between regulatory authorities;increase local currency swap and encourage the quoting of RMB and ASEAN currencies in each other’s inter-bank foreign exchange markets;phase in a cooperation mechanism on inter-bank local currency clearing and promote bilateral local currency settlement;enhance the role of the China-ASEAN Inter-Bank Association to provide diversified financial services to Chinese and ASEAN businesses;and jointly improve the Chiang Mai Initiative Multilateralization and other regional currency swap mechanisms to fully enhance East Asia’s ability to conduct financial crisis rescue and ensure regional financial stability.第四，開拓海上務(wù)實(shí)合作。中方將設(shè)立30億元人民幣的中國-東盟海上合作基金，從海洋科研與環(huán)保、互聯(lián)互通、航行安全與搜救、打擊跨國犯罪等領(lǐng)域做起，逐步將合作延伸擴(kuò)大到其他領(lǐng)域，形成中國-東盟多層次、全方位的海上合作格局。建議雙方成立相應(yīng)機(jī)制對此加以研究，制定合作規(guī)劃。

Fourth, expand practical maritime cooperation.China will establish a three billion yuan China-ASEAN maritime cooperation fund.Our cooperation in this area may start with marine research and environmental protection, connectivity, navigation safety, search and rescue, and combating transnational crimes, and gradually expand into other fields, with the goal of developing multi-tiered and all-round maritime cooperation between China and ASEAN.China proposes that the two sides set up a mechanism to study the initiative and work out a plan for cooperation.第五，深化科技和可持續(xù)發(fā)展領(lǐng)域的合作。倡議明年作為“中國-東盟科技合作年”，在中國舉辦首屆中國-東盟科技部長會議。雙方要盡快簽署《中國-東盟科技合作協(xié)定》，啟動科技伙伴計(jì)劃。中方愿與東盟推進(jìn)在綠色經(jīng)濟(jì)、節(jié)能環(huán)保、新能源、可再生能源等領(lǐng)域的交流與合作。

Fifth, advance cooperation in science, technology and sustainable development.China proposes that 2012 be designated the year of China-ASEAN science and technology cooperation and offers to host the first 10+1 science ministers’ meeting in China.The two sides should move quickly to sign the China-ASEAN Agreement on Science and Technology Cooperation and launch partnership program in science and technology.China will work to advance exchanges and cooperation with ASEAN in green economy, energy conservation, environmental protection, new energy and renewable energy.第六，更加重視社會和民生領(lǐng)域的合作。中方愿意設(shè)立10個職業(yè)教育培訓(xùn)中心，為東盟國家經(jīng)濟(jì)社會發(fā)展提供所需的人力資源；建議雙方在災(zāi)害管理和人道主義救援方面建立機(jī)制化聯(lián)系，交流信息和技術(shù)，探討建立中國-東盟救災(zāi)物資儲備庫；倡議設(shè)立中國-東盟傳統(tǒng)醫(yī)藥交流合作中心；中方愿與東盟建立文化部長會議機(jī)制，建議明年舉行首次正式會議，探討制訂中國-東盟文化合作行動計(jì)劃。

Sixth, work harder to promote cooperation in social areas and areas important to people’s livelihood.China is ready to set up ten vocational education and training centers to help ASEAN countries develop human resources needed in economic and social development.China proposes that the two sides establish a contact mechanism for disaster management and humanitarian assistance, share information and technology, and explore the possibility of setting up a China-ASEAN reserve center for disaster relief supplies.We also propose the opening of a China-ASEAN research center on traditional medicine.China is ready to set up a cultural ministers meeting mechanism with ASEAN.We propose that its first meeting be held next year to discuss an action plan on China-ASEAN cultural cooperation.今天，中國－東盟中心正式成立。雙方要積極支持中心開展工作，為促進(jìn)友好交流與合作提供服務(wù)。

Today, the China-ASEAN Center is officially inaugurated.Both sides should give full support to the center so that it can facilitate the friendly exchanges and cooperation between China and ASEAN.中國和東盟各國高度評價(jià)20年來中國－東盟關(guān)系發(fā)展取得的成就，對未來合作方向和重點(diǎn)提出了重要的建設(shè)性意見。中國-東盟關(guān)系的基礎(chǔ)是牢固的，潛力是巨大的，前景是廣闊的。中國愿與東盟永做好鄰居、好朋友、好伙伴，密切協(xié)調(diào)與配合，努力推動落實(shí)達(dá)成的各項(xiàng)共識，更多造福人民，為地區(qū)和平與繁榮作出更大貢獻(xiàn)。

China and ASEAN countries speak highly of the progress made in the growth of China-ASEAN relations in the past 20 years, and we have put forward important and constructive proposals on the direction and priority areas for our future cooperation.China-ASEAN relationship is solidly-based and has great potential and a promising future.China will forever be a good neighbor, good friend and good partner of ASEAN.We will work closely with you to implement all the agreements we have reached to bring more benefit to our people and make greater contribution to peace and prosperity in our region.
