It is with great pleasure that I attend today's forum to commemorate the 20th anniversary of China-ASEAN Dialogue Relations.On behalf of the Chinese Embassy in Indonesia, I would like to extend our warm

congratulations to the opening of the forum and sincerely welcome the officials, ambassadors, experts and scholars who are present here.I would also express my heartfelt gratitude to ICWA for co-organizing this forum with us.20年前，時任中國國務委員會兼外長錢其琛閣下應邀出席第24屆東盟部長會，開啟了中國一東盟對話合作進程。20年來，中國—東盟關系始終 以和平發展為主題、以友好合作為主線，見證了從全面對話伙伴、睦鄰互信伙伴的發展歷程。雙方建立了包括領導人、部長、高官和工作組在內的一整套合作機制，在經貿、投資、農業、金融、信息通訊、基礎設施建設等20多個領域開展務實合作，建成了全球覆蓋人口最多、區域最廣的自貿區。今天，中國與東盟國家間，每 周有760多架次定期航班，每月有80余萬人員往來，雙向貿易額接近3000億美元。

這充分說明了雙方交流合作的密切程度，也顯示出中國—東盟關系發展的 巨大潛力。years ago, Mr.Qian Qichen, the State Counsellor and Foreign Minister of China was invited to attend the 24th ASEAN Foreign Ministers' Meeting which had initiated the process of China-ASEAN dialogue and cooperation.During the past 20 years, China-ASEAN relationship has been characterized by peace and development, as well as friendship and cooperation.China-ASEAN relationship has developed from comprehensive dialogue partners, to good-neighbourly and friendly partnership of mutual trust, and then to today's strategic partnership.The two sides have established a whole series of cooperative mechanisms at the levels of state leaders, ministers, senior officials and task forces.Pragmatic cooperation has been in full swing in more than 20 fields including trade, agriculture, finance, information, telecommunication, and infrastructure development.CAFTA, the free trade area covering the largest population and land area, has been in full implementation.Today, there are more than 760 regular flights between China and ASEAN nations every week, the people-to-people exchanges are over 800,000 person times each month and the two way trade is nearly 300 billion US dollars.These figures fully show the closeness of the bilateral exchanges and cooperation, and demonstrate the great potential of the further development of China-ASEAN ties.今年是中國—東盟建立對話關系20周年和友好交流年，中國一東盟戰略伙伴關系處于承前啟后的重要階段。我們在為過去20年成就感到自豪的同 時，更應倍加珍惜來之不易的大好局面，共同努力推進中國—東盟關系進一步向前發展。中方將堅定支持東盟在東亞合作中的主導地位，一如既往地支持東盟共同體 建設。我們將繼續向東盟國家提供力所能及的幫助，幫助東盟縮小發展差距，進一步深化經貿、投資、互聯互通等領域務實合作，同東盟實現互利共贏、共同發展、世代友好。

This year marks the 20th anniversary of China-ASEAN Dialogue Relations and has been designated as the Year of Friendly Exchanges by our leaders.As China-ASEAN strategic partnership is entering a new phase of

development, we need to jointly push it forward.China firmly supports the centrality of ASEAN in East Asia cooperation.We will continue to render our support, help narrow the gaps between ASEAN nations and further deepen the practical cooperation in trade, investment, and connectivity so as to realize the mutually-beneficial cooperation, joint development and lasting friendship.作為東盟重要國家，印尼在中國—東盟關系發展過程中做出過獨特貢獻。在印尼擔任東盟主席國期間，1996年中國被接納為東盟全面對話伙 伴，2003年加入《東南亞友好合作條約》，并與東盟建立戰略伙伴關系。今年適逢印尼再次擔任東盟輪值主席國，年底將在巴厘島舉行紀念中國—東盟建立對話 關系20周年領導人峰會。因此在雅加達舉辦這次論壇活動具有特殊而重要的意義。我希望并相信，中國與東盟的關系在印尼擔任主席國期間能夠取得新進展，從而 續寫中國—東盟睦鄰友好合作的新篇章。

As a major country in ASEAN, Indonesia has played a unique role in promoting the China-ASEAN ties.When Indonesia was chair of ASEAN in 1996, China bacame a comprehensive dialogue partner of ASEAN, and in 2003, China joined the Treaty of Amity and Cooperation in Southeast Asia(TAC)and established strategic partnership with ASEAN.In 2011, Indonesia once again became the chair of ASEAN and the summit to commemorate China-ASEAN Dialogue Relations will be held in Bali this November.I hope and believe that China-ASEAN ties will make further progress this year and the bilateral good-neighbourly and friendly cooperation will turn a new chapter.我高興地看到，出席今天論壇的有許多中國—東盟關系的親歷者和參與者，對中國—東盟關系有著深入研究。相信此次論壇能夠通過友好交流增進相互理解，通過相互理解促進互利合作，為推動中國—東盟關系發展凝聚智慧、擴大共識、獻計獻策。祝愿論壇取得圓滿成功！

Distinguished Guests,Ladies and Gentlemen,在秋風送爽的美好日子里，我們在此歡聚一堂，共同慶祝中華人民共和國成立62周年。首先，我代表中國駐歐盟使團和駐比利時使館，對大家出席招待會表示熱烈歡迎！

Good evening!On behalf of the Chinese Mission to the EU and the Chinese Embassy in Belgium, I warmly welcome you on the 62nd Anniversary of the People's Republic of China.今年以來，世界政治經濟形勢繼續發生重大而深刻的變化。部分地區局勢動蕩，金融危機深層次影響持續顯現。在這一背景下，中國繼續深化改革，著力解決發展中不平衡、不協調、不可持續的問題，實現政治上的穩定，經濟上的又好又快發展。中國上半年國內生產總值實現9.6%的增長，城鎮新增就業655萬人，前8個月財政收入同比增長30.9%，居民收入穩步提高，各項社會事業蓬勃發展。This year, we witnessed some major and profound changes in international politics and world economy.We've seen disturbances in some regions and after-effects of the financial crisis.Despite such externalities, China carried on with its reform and opening up and made harder effort towards balanced, coordinated and sustainable development.Political stability and economic growth have been maintained.People's income is growing.Social infrastructure is improving.Fiscal revenue increased by 30.9% in the first eight months.China's GDP was up by 9.6% in the first half of the year, and 6.55 million new jobs were created.無論形勢如何發展變化，中國始終堅持走和平發展道路。不久前，中國發布了《中國的和平發展》白皮書，再次向世界鄭重確認了這一方針。和平發展是中

國這個世界最大的發展中國家探索出的一條新型發展道路，已上升為中國的國家意志，轉化為國家發展規劃，也落實到廣泛實踐中。今年來，中國穩步推進同各國的友好互利合作，積極參與全球經濟治理機制建設，推動國際金融體系改革，參與各國宏觀經濟政策協調和國際金融合作，以各種形式向陷入困境的國家伸出援手，為世界經濟穩定發展作出重要貢獻。

However the world changes, China remains committed to peaceful development.This commitment was solemnly reaffirmed in a recently released white paper.Peaceful development is a unique path, a path newly explored by China, the world's largest developing country.It has become the will of state.It's enshrined in the national strategy.It's already been put in practice.This year, China continued to promote friendly and mutually beneficial cooperation with our partners.We've been actively involved in global economic governance, financial cooperation, macroeconomic policy coordination, and the reform of international financial institutions.For countries that are caught in difficulties, China offered its assistance through various forms, making an important contribution to the stability and growth of the world economy.經過30多年的發展，中歐全方位、寬領域、多層次的合作格局更加成熟與穩固。今年來，中歐關系實現了新的超越。范龍佩先生作為首任歐洲理事會主席首次訪華，與中方就結合中國“十二五”規劃和“歐洲2020戰略”推動中歐合作發展達成重要共識。中歐第二輪高級別戰略對話成功舉行，中歐青年交流年順利啟動。今年1至8月，雙方貿易額同比增長了21.8%，雙向投資和技術合作加速發展。下半年，中歐將迎來第十四次中歐領導人會晤和第四次經貿高層對話等一系列重大活動。我們愿同歐方一道，充分利用好這些契機，推動中歐關系在更新、更高水平上取得更大發展。

Thanks to our common effort over more than three decades, China and the EU have established a broad, all-directional, and multi-tiered cooperation structure that constantly grows and consolidates with new breakthroughs.This year, President Van Rompuy of the European Council paid his first official visit to China, where the two sides reached important agreements on furthering our cooperation through coordinating China's 12th Five Year Plan and Europe's 2020 Strategy.The second China-EU High-Level Strategic Dialogue and the EU-China Year of Youth also record great success.Our trade was up by 21.8% in the first eight months, while two-way investment and technological cooperation kept growing at a fast speed.In the remainder of the year, we'll work closely with the EU partners to make sure that the upcoming 14th China-EU Summit and 4th High Level Economic and Trade Dialogue(HED)will conclude with strong impetus to promote our relations to a new height.各位來賓，Ladies and Gentlemen,中歐關系不斷取得進展，既是中歐各自發展的需要，也有賴于大家的理解和支持。希望你們繼續做中歐友好的使者和互利合作的積極參與者和重要貢獻者，為進一步提升中歐關系發揮更大作用。

Chairman Liu Peng.Vice President Yu Zaiqing.Executive Chairman Yang Weize.Ambassador Sebastian Wood.Ladies and Gentlemen.很高興在倫敦奧運會即將開幕的前夕，出席“中國之家”揭幕儀式。首先，我謹代表中國駐英國大使館致以熱烈祝賀。同時我也借此機會，對中國奧運代表團的所有運動員、教練員和官員及前來報道倫敦奧運會的中國媒體朋友們表示熱烈歡迎。

It is a real pleasure for me to attend the launch of 'China House' on the eve of the London Olympic Games.On behalf of the Chinese Embassy in the UK, I wish to extend my warmest congratulations.I also wish to express my sincerest welcome to all athletes, coaches and officers of the Chinese delegation and the Chinese media coming to cover the Games.“中國之家”的作用和意義，剛才劉鵬主席已經提到，它是中國首次在夏季奧運會上設立“中國之家”，是中國奧委會在倫敦奧運會期間的接待中心。

As Chairman Liu Peng said, this is the first time that a 'China House' has been set up during a Summer Olympic Games.It will provide a superb reception centre for the Chinese Olympic Committee during the thirtieth Olympiad in London.來到這個“家”，我個人有幾點突出的感受：

This 'House' has impressed me in the following aspects.首先，這個“家”，它門窗敞開、熱情周到，是開放好客的。“中國之家”歡迎所有奧林匹克大家庭成員，歡迎大家與中國體育代表團、中國奧委會合作伙伴及中國媒體在此交流切磋，它是我們共同的家，是“友誼之家”。

First, this 'House' is open, warm and hospitable.This means that 'China House' can welcome all members of the Olympic Family.This enables China to contribute greatly to the values of the Olympic spirit.I know that 'China House' will warmly welcome and encourage exchanges and interactions with the Chinese sports delegation, partners of the Chinese Olympic Committee and Chinese media.It is a 'House' for us all.It is a 'House' of friendship.第二，這個“家”，它布置精巧、陳列考究、內容豐富，令人賞心悅目。走進“中國之家”，就感到濃濃的中國文化氛圍。在布展方面，“中國之家”既設立了奧林匹克專題展覽，生動體現中國的奧運故事，同時中國駐英國大使館在此舉辦中英建立大使級外交關系40周年專題展，全面介紹中英兩國關系的發展歷程。

Secondly I am very much impressed how this 'House' is pleasing to the eye.The finest décor and furnishings carry a strong Chinese flavour.This 'House' also has a lot to tell through its exhibitions.As you can see, there is a thematic exhibition telling China's Olympic story.In addition, the Chinese Embassy has also sponsored a display here on the 40 years of full diplomatic relations between China and UK.第三，這個“家”，它張燈結彩、喜氣洋洋，充滿好兆頭。我相信中國運動員定能在本屆奧運會上發奮拼搏，再創佳績。我要告訴大家，中國大使館已經預訂于8月9日在這里為中國奧運健兒舉辦慶功晚會，同唱勝利歌，共飲慶功酒。我還要告訴大家，我已經為慶功晚會請到了“神秘嘉賓”前來獻藝助興。

My third impression is that this is an auspicious 'House.' Decorated with lanterns and festoons, it will bring good luck!I know that Chinese athletes will compete actively in the true Olympic spirit and set new records.So, I can tell you now that the Chinese Embassy has planned to throw a 'Victory Party' for Chinese athletes here at 'China House' on August 9th!You can be sure that we will sing and toast to our great success!On top of this, I have invited a 'secret guest' to the party!The performance of this 'secret guest' will add to our celebration!

最后，我想說中國駐英國大使館將全力支持“中國之家”的運作，共同使“中國之家”成為傳播中國文化、弘揚奧林匹克精神、推動中英交流、增進中英友誼的良好平臺。

In conclusion, I want to stress that the Chinese Embassy in the UK will give full support to the operation of 'China House'.Let us work together for 'China House' to be an excellent platform.It is a superb venue for the spreading of Chinese culture and the Olympic spirit.Overall, like today, it can make a highly significant contribution to strengthening China-UK exchanges and friendship.謝謝。

尊敬的各位使節，尊敬的各位東盟常駐代表和塞亞甘副秘書長，尊敬的中國東盟協會會長顧秀蓮女士，各位來賓：

很高興應邀出席中國外交部與東盟北京委員會共同舉辦的中國—東盟建立對話關系20周年紀念招待會，與各位新老朋友暢敘友情，共話未來。借此機會，我謹代表中國政府，向在座各位和長期以來致力于中國—東盟友好事業的朋友們致以誠摯問候和良好祝愿。

中國與東盟國家山水相連，雙方人民的友好往來源遠流長。今天，我們仍然可以在東南亞國家看到鄭和下西洋留下的友好足跡，仍然可以在中國聽到菲律賓蘇祿王、文萊渤泥王訪華流傳的佳話。20年前，中國和東盟開啟了歷史性的對話合作進程，揭開了雙方關系嶄新的篇章。這20年是世界大變化、大發展的20年，更是中國和東盟各國大發展、中國—東盟關系大發展并給各自的人民帶來巨大利益的20年。

20年來，我們的睦鄰友好不斷鞏固。中國作為域外大國率先加入《東南亞友好合作條約》，率先同東盟建立戰略伙伴關系。中國和東盟國家的領導人像走親戚一樣常來常往，人文交流日益活躍，去年雙方人員往來達1134萬人次。

20年來，我們的經貿往來不斷拓展。我們建成了發展中國家間最大的自由貿易區。雙方貿易額從不足100億美元，上升到將近3000億美元，年均增長20%以上。中國已成為東盟最大貿易伙伴，東盟成為中國第三大貿易伙伴。

20年來，我們的安全合作不斷深化。我們致力于維護南海地區和平穩定，簽署了《南海各方行為宣言》，最近又通過了落實《宣言》后續行動指針，為開展南海務實合作鋪平了道路。我們共同抗擊非典、禽流感等公共安全挑戰，共同應對金融危機、氣侯變化、自然災害等非傳統安全問題。

20年來，我們的團結精神不斷增強。我們攜手開啟了東亞合作進程，建立起區域外匯儲備庫和亞洲債券市場，積極推進東亞自貿區建設，培育了開放包容、互利共贏的區域合作理念，使東亞成為亞洲區域合作的先導和亮點。

各位來賓，在經濟全球化和區域一體化深入發展的今天，中國和東盟國家的前途命運比任何時候都更加緊密地聯系在一起。鞏固和發展中國—東盟戰略伙伴關系，是我們共同的戰略選擇。中國將堅定不移地支持東盟欠發達國家加速實現發展目標，堅定不移地支持東盟共同體建設，堅定不移地支持東盟在東亞合作中的主導地位。無論國際風云如何變幻，中國都將堅定不移地走和平發展道路，堅定不移地奉行“與鄰為善、以鄰為伴”的周邊外交方針，永遠做東盟的好兄弟、好鄰居、好朋友、好伙伴。

著眼未來，中國愿在以下領域加強同東盟合作，提升雙方戰略伙伴關系：

第一，加強政治互信。我們要保持雙方高層密切交往，加強政府、議會、政黨等交流，不斷增進互信。在國際和地區問題上相互協調配合，共同應對種種挑戰，促進地區和世界的和平與發展。

第二，拓展各領域互利合作。中國愿同東盟一起，落實第二份五年行動計劃，拓展在相互投資、高新科技、新能源、循環經濟、金融等領域合作，確保實現雙邊貿易額達5000億美元、雙方人員往來1500萬人次等未來五年的具體目標。

第三，推進互聯互通建設。中方愿繼續支持落實《東盟互聯互通總體規劃》、《中國—東盟交通合作戰略規劃》。在建設陸路和航空互聯互通的基礎上，同東盟方面積極推進海上互聯互通，使其成為中國—東盟合作的新亮點。

第四，深化安全合作。我們愿本著友好協商的精神，與有關國家妥善處理和解決歷史遺留問題。我們應該抓住當前的有利時機，將南海合作開展起來，將《南海各方行為宣言》落實下去，使南海成為和平之海，友誼之海，合作之海。

第五，促進社會人文交流。中國愿同東盟共同促進旅游、教育、文化、媒體、青年等領域交流，不斷增進民間了解和感情，使雙方民眾成為中國—東盟關系的堅定支持者、積極建設者和真正受益者。視譯第一學期

第六，推動東亞合作健康發展。東亞合作是我們共同的事業。我們要尊重東亞的自主性和多樣性，堅持循序漸進、協商一致、開放透明，堅持東盟主導。要緊緊圍繞發展這個中心議題，充分發揮10+1、10+3和東亞峰會等現有機制的作用，共同推動東亞合作沿著互利共贏的正確方向發展。

One week from today, the Chinese people will celebrate the Spring Festival, the New Year’s Day in Chinese calendar, the most important festival of a year.We are biding farewell to the Year of Tiger and welcoming the Year of Rabbit.Tonight, I welcome you to share with us the festive excitement at this New Year Concert.一年之計在于春。春節是一年的開始，傳遞著春天的信息，也是我們總結過去，規劃未來的日子。

We Chinese believe that the Spring Festival is the right moment to review the year past and make plans for the year ahead.回首2010年，中國的和平發展經歷了不平凡的一年。中國戰勝了玉樹地震等自然災害的挑戰，成功舉辦上海世博會和廣州亞運會，全面完成了“十一五”規劃各項目標，經濟社會發展取得新的輝煌成就，綜合國力得到進一步提升。

The year 2010 was an eventful year for China’s development.We have successfully held the Shanghai World Expo and Guangzhou Asian Games.We have accomplished all national development targets set in the 11th Five Year Plan.Impressive economic and social progress has further sustained China’s overall strength.People emerged unabated from natural disasters like the Yushu earthquake.回首2010年，中歐關系經歷了成果豐碩的一年。中歐迎來了具有歷史意義的建交35周年。在這一年，中歐政治關系穩步發展。胡錦濤主席、溫家寶總理等多位中國領導人對歐盟及一些成員國進行了成功訪問。巴羅佐主席、布澤克議長、阿什頓高級代表成功訪華。中歐經貿合作再創歷史新高，達到4797億美元。中國以實際行動支持歐洲應對主權債務危機，積極購買希臘、西班牙等國的國債。中歐人文交流成為合作亮點。雙方啟動了青年政策對話，舉行了首次青年領導人峰會和首次中歐文化高峰論壇。

The year 2010 was also a fruitful year for China-EU relations.We celebrated the 35th anniversary of the establishment of diplomatic ties between China and Europe.Our political relations have grown steadily.Chinese leaders including President Hu Jintao and Premier Wen Jiabao have paid successful visits to Europe.From the EU, President Barroso, President Buzek, and High Representative Lady Ashton visited China.In business cooperation, our two-way trade registered a record 480 billion US dollars last year.China purchased government bonds of Greek and Spain, and has taken credible steps to support Europe’s response to the sovereign debt crisis.Last year, we have also launched Youth Policy Dialogue, and held the first China-EU Youth Summit and High-Level Cultural Forum.People-to-people exchange has become the highlight of China-EU cooperation.展望2011年，中國將迎來“十二五”規劃開局之年。面對復雜多變的國內外經濟環境，中國政府將采取積極穩健、審慎靈活的宏觀經濟政策，加快轉變經濟發展方式，加快推進經濟結構調整，保持經濟平穩較快發展，促進社會和諧穩定。今后5年我們將努力實現經濟平穩較快增長、經濟結構明顯改善、居民收入全面提高、社會建設顯著進步、改革開放繼續推進等5大目標。

This year, 2011, China will begin to implement the 12th Five Year Plan.In the course of next five years, we will commit ourselves to five major development goals, namely stable and steady economic growth, economic structural improvement, comprehensive household revenue increase, social progress, and continued reform and opening up.Against the backdrop of a complicated and volatile international and domestic economic environment, the Chinese government will implement the macroeconomic policy that is active, sound, prudent and flexible.We will accelerate the shift of economic growth pattern, further promote structural adjustment, and maintain stable and steady economic growth in pursuit for social harmony and stability.展望2011年，中歐關系將迎來具有重要意義的一年。世界剛剛邁入21世紀第二個十年，各種全球性挑戰和熱點問題層出不窮。無論是實現各自發展，應對全球性問題和挑戰，還是維護世界和平、促進共同發展，中歐均需攜手并肩，同舟共濟。雙方未來發展需要中歐成為更緊密的戰略伙伴。中國“十二五”規劃和“歐洲2020戰略”同時啟動。雙方利益更加契合，既為務實合作提供新的機遇，也要求中歐更加緊密合作，深挖合作潛力。

The year 2011 also bears great significance on China-EU relations.In the second decade of the 21st century, it is even more imperative for China and Europe to strengthen our strategic partnership.This partnership is essential for our respective development, and it will contribute an active part to peace, development, and effective response to global challenges and hotspot issues.As Europe begins to ground its 2020 Strategy, we should work more closely to tap the potential of our increased converging interest for new development opportunities.借此機會，我還想特別指出，新的一年，中歐人文合作將成為中歐合作的又一根有力的支柱。兩周前，我們共同見證了中歐青年交流年正式拉開序幕。明年已被確定為中歐文化間對話年。我們相信，通過密切人文交流，中歐關系將得到雙方人民的更多理解和更堅定的支持。

I am particularly pleased to say that people-to-people exchange has become another main pillar of China-EU cooperation in the New Year.Two weeks ago, we have together witnessed the opening of EU-China Year of Youth.And year 2012 has already been designated as the Year of Intercultural Dialogue.We believe that these people-to-people exchanges will help us build more understanding and support for China-EU relations between our two peoples.各位尊敬的來賓，你們都是中歐關系的參與者、貢獻者和見證者，為中歐關系的健康穩定發展付出了辛勤的勞動，我謹代表中國駐歐盟使團向大家表示感謝。使團將一如既往地同大家一道，在新的一年里為推動中歐關系邁上新臺階而共同努力。
