為了保證授予成人高等教育本科畢業生學士學位的質量,上海財經大學特根據上海市及學校有關文件精神,制定《上海財經大學成人高等教育本科畢業生申請學士學位外語條件的補充規定》(以下簡稱“補充規定”)。
本補充規定經2012年1月5日上海財經大學學位評定委員會審議通過,現印發給各部門,望請認真遵照執行。

上海財經大學成人高等教育本科畢業生 申請學士學位外語水平要求的補充規定
為了保證上海財經大學授予成人高等教育本科畢業生學士學位的質量,上海財經大學根據《上海市學位委員會辦公室關于調整上海市成人高等教育本科畢業生申請學士學位外語水平要求的通知》(滬學位辦[2006]4號)、《上海財經大學繼續教育學院學生學籍管理實施細則》(2010年10月修訂)及《上海財經大學自學考試本科畢業生申請學士學位暫行辦法》等文件精神,對成人高等教育本科畢業生申請學士學位外語水平要求補充規定如下:
1、成人高等學歷教育本科畢業生、參加高等教育自學考試并獲得本科畢業證書的人員用于申請學士學位的大學英語四、六級成績須為通過就讀學校集體報名并參加考試所獲得的成績,且從獲得之日至學士學位申請日期止四年內有效。
2、成人高等學歷教育本科畢業生(不含“函授”在讀學生)、參加高等教育自學考試并獲得本科畢業證書的人員用于申請學士學位的《全國英語等級考試三級合格證書》或《全國英語等級考試筆試成績合格證(三級)》,從獲得之日至學士學位申請日期止四年內有效,且滿足下列條件之一:
(1)參加上海市教育考試院組織的考試并獲得相應證書的;(2)參加我國部隊系統考點的考試并獲得相應證書,同時提供
與軍人身份相符的身份資格證明的。
3、原在成人高等教育入學考試報名語種為非英語小語種(以當年報名語種為準)的本科畢業生申請學士學位的,參照本補充規定執行。
4、本補充規定自上海財經大學學位評定委員會審議通過之日起施行。之前有關文件、規定等與本補充規定不一致的,以本補充規定為準。

試述社會主義改革的特點及堅持四項基本原則和改革開放的關系
1、社會主義改革的特點是社會主義基本矛盾及其規律作用的結果
社會改革是在一定程度下,為了解決生產關系不適合生產力發展狀況,上層建筑不適合經濟基礎發展的某些部分或環節,使該社會制度得到存在和發展,而對現存的制度、體制作一定的調整和革新。它是同一社會形態對某些不適應的方面和環節的調整,不改變該社會制度的根本性質,是社會發展中的量變或部分質變。社會改革是統治階級為了鞏固和完善自己建立的社會制度而在社會各個領域采取的革新舉措,它是在一定程度上解決社會基本矛盾、促進生產力的發展,推動社會進步的有效途徑和手段。這就是社會改革對社會發展的作用。
社會主義改革是社會主義發展的強大動力,因為社會主義社會的基本矛盾仍然是生產力與生產關系、經濟基礎與上層建筑的矛盾,必須不斷改革生產關系與上層建筑中與生產力發展不相適應的方面,才能使社會主義社會充滿生機和活力。但是社會主義社會的改革具有自身的特性,它不同于階級社會的社會改革。社會主義的改革是在堅持社會主義基本制度的前提下進行的,是社會主義的自我完善和發展,是自覺地、主動地調整生產關系與生產力發展不相適應的部分,調整上層建筑與經濟基礎不相適應的部分,從而推動生產力的發展和社會各方面的進步。這就是社會主義改革的特點,也是社會主義基本矛盾及其規律作用的結果。
2、堅持四項基本原則和改革開放的關系
1978年12月召開的十一屆三中全會,確立了一心一意搞現代化建設的政治路線,把黨和國家的工作中心轉移到經濟建設上來,做出了改革開放的戰略部署,并且隨即提出要堅持四項基本原則,“一個中心,兩個基本點”的思想開始形成,從而為黨在新時期的基本路線的形成奠定了基礎。
1987年,十三大制定了黨在社會主義初級階段的基本路線:“領導和團結全國各族人民,以經濟建設為中心,堅持四項基本原則,堅持改革開放,自力更生,艱苦創業,為把我國建設成富強、民主、文明的社會主義現代化國家而奮斗。”
2.1、四項基本原則是立國之本
四項基本原則是我們黨一貫堅持的,它是中國人民長期流血奮斗取得的歷史經驗,是黨和國家團結、穩定、發展、進步的最重要政治基礎,保證了改革開放和現代化建設的正確方向。我們通過改革開放解放和發展生產力,是完善和發展社會主義,而不是損害和背離社會主義;是為了改善和加強黨的領導,而不是削弱和否定黨的領導;是為了鞏固人民民主專政的國家政權,而不是動搖這個政權。堅持四項基本原則,就是堅持改革開放和現代化建設的社會主義性質和方向。
只有堅持四項基本原則,我們的國家才能長治久安,我們的事業才能從勝利走向新的勝利。
只有堅持四項基本原則,才能保證社會穩定,正確處理改革發展穩定的關系,消除一切不平等的社會因素,努力創造穩定的社會政治環境,落實科學發展觀和以人為本的精神,積極構建和諧社會。
2.2、改革開放是強國之路
改革開放是決定當代中國命運的關鍵抉擇,是發展中國特色社會主義、實現中華民族偉大復興的必由之路;只有社會主義才能救中國,只有改革開放才能發展中國。改革開放與中國特色社會主義道路的開辟和中國特色社會主義理論體系的形成,是一個相輔相成的過程。改革開放為中國特色社會主義理論的創立提供了理論形成的前提和實踐基礎,而中國特色社會主義理論又引導改革開放沿著正確的方向不斷深入和發展。堅持中國特色社會主義,就必須堅持改革開放不動搖;堅持改革開放,就必須始終高舉中國特色社會主義理論的偉大旗幟。
2.3、兩者相互區別,各有側重
四項基本原則是立國之本,它規定我國社會發展的正確方向,主要解決什么是社會主義以及如何堅持社會主義的問題。
改革開放是強國之路,它是我國進行社會主義現代化建設的直接動力,主要解決怎樣建設社會主義,以及如何推動社會主義發展的問題。
2.4、兩者相互聯系,不可分割
如果離開四項基本原則來談改革開放,會失去正確的方向,造成社會**,改革開放就搞不下去;離開改革開放來談堅持四項基本原則,就可能陷入空洞僵化的教條主義,不能真正堅持四項基本原則。中國特色社會主義在今天之所以具有強大的生命力,就在于它是破除舊觀念,實行改革開放的社會主義;而我們的改革開放之所以能夠不斷深入地健康發展,又在于它是符合廣大人民群眾根本利益,有利于鞏固和發展社會主義的改革開放。
實踐反復告訴我們,堅持黨的基本路線不動搖,必須把改革開放和四項基本原則統一起來,改革開放要在四項基本原則的指導下進行,四項基本原則要在改革開放中獲得新的時代內容,他們兩者統一的基礎就是建設中國特色社會主義的偉大實踐。
