第一篇：高等教育自學考試的學位申請與授學位 （定稿）

1．自學考試本科畢業生申請學士學位應具備哪些條件?

符合以下條件均有資格申請授位，高等教育自學考試的學位申請與授學位。

(一)自學考試本科畢業生，課程平均成績和畢業論文(畢業設計或其他畢業實踐環節)達到優良。

(二)考籍檔案中沒有違紀、作弊記錄。

(三)在思想品質及其工作中沒有因犯錯誤而受過嚴重警告以上(含嚴重警告)處分的畢業生。

2．申請授予學位的時限是怎樣規定的?

獲得畢業證書后一年半內完成學位申請和授予工作，逾期未申請者不得再授予學士學位。市學位辦每年受理學位兩次。

3．申請授予學位的自學考試本科畢業生怎么辦理手續?

自愿申請授予學位的自學考試本科畢業生，在取得畢業資格后，應首先向有權授予學士學位的主考學校的自考辦函索學士學位申請表，然后直接向主考學校自考辦函寄本人申請報告(申請報告含：本人如實填寫的學士學位申請表、畢業證書和本人身份證復印件、近期二寸半身標準照片二張)，工作報告《高等教育自學考試的學位申請與授學位》。

4．經審核未通過的學位申請者，能否申請補授學位?

已受理的學士學位授位申請者，經學位授予單位審核決定不授予學位的，不得申請補授學位。

5．原已有學位者能否再次申請授位?

已獲得學位的研究生、本科畢業生，參加高等教育自學考試本科(段)專業考試，并獲得畢業證書者，若與原畢業專業屬同學科門類，不再授予學位證書。

6．申請學士學位，其外語統考有哪些規定?

根據市學位辦的統一要求，自學考試本科畢業生申請學士學位應參加由學位辦組織的外語統考。具體規定如下：

①高等教育自學考試本科生第一門課程合格后至獲得畢業證書一年以內，均可憑相關證明材料報名參加市學位辦組織的外語水平統考。

②高等教育自學考試本科生，在畢業之后一年半內應申請學位(此時外語水平統考必須及格)，超過一年半也不能申請學位；

③自學考試專科起點的本科畢業生，從第一門課考試到申請學位，其時間不得超過四年。

高等教育自學考試本科生參加外語水平統考可在每年規定的報名時間內，向我市幾所本科專業主考學校自考辦報名（函報亦可）。

學位申請與授予管理辦法（暫行版）

第一章

總則

第一條

學位論文階段是MBA研究生培養過程的一個重要階段，根據《中華人民共和國學位條例》和全國MBA教育指導委員會對MBA研究生學位論文的要求，我校MBA研究生學位論文的撰寫、答辯和學位授予應嚴格執行國家的有關規定，并按照山東財經大學學位授予工作的相關規定進行操作。

第二條

MBA研究生修滿規定學分，中期考核合格后方能進入學位論文階段。

第二章

導師選擇

第三條

MBA研究生的指導教師采用師生互選的方式確定，在第一學期結束前完成。互選程序如下：

（一）由MBA研究生根據自己的知識結構、工作實踐及個人興趣，初步確定論文選題及導師，然后主動與導師聯系，進行師生互選；

（二）由MBA教育中心根據師生互選意向及具體情況進行協調，最終確定導師名單。第四條

為保證學位論文的質量，原則上每位教師每屆指導學生數量一般不超過5人。

第三章

論文開題

第五條

MBA研究生在導師指導下，在第二學期末進行論文開題并提交論文開題報告。開題報告一式三份，按照MBA教育中心要求的統一格式打印，MBA教育中心、導師及研究生本人各一份。

第六條

MBA教育中心組織開題報告會。開題報告評審委員會一般由3名具有高級專業技術職稱的校內導師和校外導師組成。同時確定開題秘書1人，協助開題委員會工作。

第七條

開題秘書應詳細記錄專家的評審意見，作為后續論文評閱的參考依據。

第四章

論文寫作

第八條

MBA學位論文要在MBA研究生自己調查研究的基礎上緊密結合我國改革與建設、企業管理或原單位的實際需要在導師組指導下進行。論文形式可以是專題研究報告，也可以是高質量的調查研究報告、企業診斷報告、商業計劃書以及編寫高質量的案例等。無論采用什么形式，評價論文水平主要考核其綜合運用所學理論解決實際問題的能力，看內容是否有新見解，或看其實用價值（包括創造的經濟效益、社會效益）。

第九條

MBA學位論文寫作時間全日制MBA研究生不少于6個月，在職MBA研究生不少于9個月；學位論文字數不少于3萬字，統一按照《山東財經大學碩士研究生學位論文寫作規范》的要求撰寫、打印和裝訂。

第十條

論文完成后，由導師簽署《山東財經大學碩士學位論文答辯申請書(專業學位申請人員專用)》，并提交MBA教育中心審核。

第五章

論文檢測

第十一條

學位論文檢測工作由研究生部和MBA教育中心共同組織。全體MBA研究生需在第四學期初按照學位論文的格式提交論文電子版，由MBA教育中心統一提交研究生院。如申請人未能及時提交論文，其論文答辯和學位申請事宜延至下一次申請期間進行。

第十二條

檢測標準

（一）系統第一次檢測結果文字重合百分比小于30%（含30%）的學位論文，如導師和學位申請人確認學位論文的核心內容不存在抄襲行為，視為通過檢測，可按正常程序進行學位論文評審和答辯。

（二）系統檢測結果文字重合百分比在30%—75%之間（含75%）的學位論文，需將具體檢測結果反饋給研究生導師，由導師會同學位申請人在規定時間內對論文進行認真修改，修改完成后需再次提交《山東財經大學學術不端行為檢測復檢申請表》，并進行第二次檢測。若檢測結果小于30%（含30%），視為通過檢測；否則，本次答辯申請無效，需再次修改并推遲至下一次申請。

（三）系統第一次檢測結果文字重合百分比大于75%的學位論文，取消學位申請人當次答辯申請資格。

第十三條

校學位評定委員會是負責處理研究生學術不端行為的評決機構，研究生部負責受理關于研究生的學術不端行為的舉報，負責組織相關調查和學術不端行為的認定。

第十四條

學術不端行為的處理遵循客觀、公正、合法的原則，根據學術不端行為的性質和情節輕重，依據法律、法規和有關規章制度對相關人員進行處理。處理結果在一定范圍內公開，接受社會監督。

第十五條

研究生指導教師要恪盡職責，嚴格把關。學位論文如因導師失察而出現學術不端行為，并給學校聲譽造成不良影響的，將按照國家和學校的有關規定給予導師相應的處理。

第六章

論文評閱

第十六條

通過學位論文學術不端檢測的MBA研究生再次提交修改后的論文電子版，由研究生院抽取一定比例送外審兩位相關專業專家評閱，其余學位論文由MBA教育中心送校外兩位專家評閱，為保證學位論文評閱的公平、公正，防止在論文評閱過程中認為因素對論文評價結果的影響，論文評閱均采用隱名評閱的形式。

第十七條

用于隱匿評閱的論文必須按照以下要求進行格式調整，否則視為無效提交。

（一）論文封面隱去研究生姓名和指導教師姓名，僅保留論文題目、學科門類、專業名稱及論文提交時間；

（二）“學位論文原創性和使用授權聲明”頁隱去作者和導師簽名；

（三）刪除“致謝”頁。

第十八條

論文答辯前，研究生處和MBA教育中心必須對隱名評閱專家信息嚴格保密，學位論文評語應密封傳遞。

第十九條

MBA學位論文的隱名評閱書由評閱專家所在單位研究生助管部門直接反饋學校研究生處，研究生處對論文評閱結果進行登記并對評閱書作保密處理后，反饋MBA教育中心，對隱名評閱論文的反饋意見采取以下處理辦法。

（一）兩位專家對學位論文的綜合評價均為“合格”及以上，且評閱結論一致為“本論文已達到碩士學位論文水平要求，可以進行答辯”的，視為通過論文評閱，可安排學位論文答辯。

（二）兩位專家對學位論文的綜合評價均為“合格”及以上，但評閱結論有一位專家認為“本論文基本達到碩士學位論文水平要求，但需做進一步修改”的，研究生本人須在導師的指導下對論文進行修改，導師應對論文修改情況做出評價，并說明是否同意該研究生進行學位論文答辯，MBA教育中心學位評定分委員會根據導師簽署的意見，評議決定是否需要對論文進行重新評閱，并做出是否安排答辯的意見。

（三）兩位專家對學位論文的綜合評價一個為“合格”及以上，另一個為“不合格”時，研究生本人須在導師的指導下對論文進行修改，由研究生處統一再送一位專家重新進行評閱，評閱成績為“合格”及以上的。可參加答辯；重新評閱仍然為“不合格”的，本次學位申請無效，論文作者必須對論文做重大修改，半年至一年內重新申請學位論文答辯。

（四）兩位專家對學位論文的綜合評價均為“不合格”，且評閱結論一致為“本論文沒有達到碩士學位論文水平要求，不能進行答辯”的，本次學位申請無效，論文作者必須對論文做重大修改，半年至一年內重新申請學位論文答辯。第二十條

MBA學位論文隱名評閱的要點

（一）論文選題的理論意義和實用價值。

（二）論文所反映的作者對本學科領域國內外動態以及前沿知識的了解程度和對文獻資料的掌握及綜述能力。

（三）作者已掌握的基礎理論、專業知識、基本研究方法和技能，以及具有的獨立進行科研工作的能力；論文的新見解、新觀點、新方法。

（四）論文的規范性及文字表達能力；材料的真實性、結構的合理性和結論的正確性；概念清晰與分析嚴謹的程度。

第七章

論文答辯

第二十一條

全日制MBA研究生在申請碩士論文正式答辯之前，須向中心提交一份不少于5000字的案例分析報告，否則不能參加正式答辯。

第二十二條

學位論文定稿到組織答辯應留有一個月左右的時間，論文在答辯日之前至少一周時間送達答辯委員會委員。答辯委員會一般由5名及以上具有高級專業技術職稱的專家組成（校外專家不少于1名），經導師組負責人同意后予以聘請。同時確定答辯秘書1人，協助答辯委員會工作。

第二十三條

MBA論文答辯應該公開進行，并由答辯秘書作詳細記錄。具體答辯程序如下：

（一）主席宣布開會；

（二）由導師簡要介紹答辯人的學習成績；

（三）答辯人報告論文要點；

（四）委員提問，答辯人答辯；

（五）休會，委員舉行會議，宣讀導師和評閱人的學術評語，并根據答辯情況以不記名投票方式進行表決。學位論文須經全體委員的三分之二（含三分之二）以上同意，方得通過。

（六）復會，主席宣布表決結果和答辯委員會決議。

第二十四條

答辯結果分為優秀、良好、合格、不合格。答辯不合格者，可允許申請人在一年內修改，重新答辯一次。論文評閱不合格者，可允許申請人在一年內修改，重新申請答辯一次。

第二十五條

需要提前或延期答辯的研究生必須在學校規定的期限內提出書面申請，由導師簽字后，交MBA教育中心審批，批準后進入答辯程序。

第八章

學位授予

第二十六條

MBA教育中心學位評定分委員會召開會議，采取無記名投票方式就是否建議授予碩士學位做出決定。參加會議人數不少于5人，經出席會議的三分之二以上委員通過方可上報校學位評定委員會審核。

第二十七條

學位評定委員會召開會議，經會議審核通過，授予工商管理碩士專業學位。

第三篇：有關自學考試學位申請的問題

有關自學考試學位申請的問題

一、申請學士學位條件

1、學習并通過考試計劃規定的政治理論課程，能夠掌握馬克思主義的基本理論，并具有運用馬克思主義的立場、觀點和方法分析、認識問題的初步能力。

2、通過自學考試，取得了本科全部課程的合格證書，完成了畢業論文并通過論文答辯，經審核準予畢業，表明考生確已較好掌握本學科的基礎理論，專門知識和基本技能，并具有從事科學研究或擔負專門技術工作的初步能力。

3、申請學士學位的考生所學專業的主干課程平均成績必須達到主考院校要求，并通過學位英語考試。(主考院校對學位授予有自己的規定，例如北京有8個專業要求平均分65分以上才可以授予學位，具體要求請咨詢主考院校。)

二、申請學位程序

1、高等教育自學考試本科畢業生符合學士學位審批條件，于發畢業證的同時向當地教育考試院或自學考試辦公室提出申請，填寫學士學位評定表一式2份，交近期2寸免冠照片一張。

2、市考試院或自考辦對申請人檔案材料(包括本科畢業生鑒定表、畢業論文原件及論文成績單)和畢業生填寫的學士學位評定表進行審定，無誤后，于3月底報省考試院。

3、省考試院整理匯總各市地申報的學士學位材料，進行初審，初審合格者將考生檔案材料與學土學位名冊于每年4月推薦給有授予權的主考學校。

4、主考學校學士學位主管部門和學術委員會按要求對申請學位者逐個評審，評審合格，授予學士學位，未通過者不再補授。

三、不授予對象

高教自學考試本科畢業生有下列情況之一者，不能授予學士學位：

1、違反四項基本原則，或受學校及工作單位紀律、行政處分者;

2、考試期間，有違紀、舞弊行為受到處理者;

3、未取得申請學士學位外國語統考合格證書者。

四、授予學位程序

1、參加學位外國語考試的考生在各主考學校報名。

2、符合學士學位授予條件擬申請學位者，須持本科畢業證書和外國語考試合格證，到主考學校學位辦申請并填寫本科畢業生學士學位申請表，經工作單位或有關學校審核，省自考辦審核成績后，交主考學校成教院(自考中心)，報學校學位委員會審核。

3、高等教育自學考試本科畢業生申請學位者應向主考學校學位主管部門交納考務、評審等費用，具體標準按有關文件精神執行。同時向主考學校繳納一科次的報名費。

4、主考學校學位辦將評審結果等相關材料報送省學位辦備案，同時送省自考辦一份備查。

五、補授情況

往屆未授予學士學位的高等教育自學考試本科畢業生，原則上一律不再補授。各地詳細情況請咨詢各地考辦。

河海大學主考：環境工程、公共管理專業自考本科畢業生申請學士學位的規定

一、申請條件

1.參加高等教育自學考試且各專業如下學位課程考試（每門百分制）平均成績達到70分以上（含70分）。

（1）環境工程專業：環境質量評價、水污染控制工程、大氣污染控制工程。（2）公共管理專業：公共管理學、行政管理學、行政職業能力測評、人力資源開發與管理。

2.參加高等教育自學考試“英語

（二）”考試成績達到70分以上（含70分）。3.畢業設計（論文）成績達到良好以上（含良好）。

二、凡有下列情況之一者，不授予學士學位： 1.不具備上述授予條件者；

2.學習期間曾受過學校或所在單位的行政記過或以上處分者； 3.自畢業之日起至學位申請截止日超過一年者。

三、授予程序
