西安電子科技大學授予
成人高等教育學士學位規定
為適應我校成人高等教育的發展,并保證授予成人高等教育各種辦學形式培養的本科畢業生學士學位的質量,根據國務院學位委員會《關于授予成人高等教育本科畢業生學士學位暫行規定》(國務院〔1998〕學位字012號),參照《西安電子科技大學授予學分制本科畢業生學士學位的暫行規定》(西電學位〔2005〕16號),結合我校成人高等教育工作實際,特制定本規定。
一、我校成人高等教育(包含網絡、函授、業余、自學考試等教育形式)本科畢業生同時具備以下條件者方可獲學士學位申請資格:
1.擁護中國共產黨的領導,擁護社會主義制度,具有良好的社會主義道德品質,愿意為人民服務;
2.較好地掌握本學科的基礎理論、專門知識和基本技能,具有從事科學研究工作和擔負專門技術工作的初步能力;
3.本科畢業證書電子注冊成功;
4.畢業論文成績在“中”以上(含“中”);
5.陜西省成人高等教育本科畢業生申請學士學位外國語統一考試成績合格,或具備陜西省學位委員會認可的其他類型的學位英語合格資格。
二、學習期間有下列情形之一者,不具備學士學位申請資格:
1.受過記過和記過以上處分;受過嚴重警告處分而無突出悔改表現;或受過警告處分后無明顯改過;
2.考試中有作弊行為者。
三、學士學位的申請辦法與授予程序:
1.凡符合以上申請條件者,可在畢業后1年半內,由本人以書面形式向所在學習中心或函授站提出申請;自學考試本科畢業生由本人以書面形式向網絡與繼續教育學院提出申請;經學院、學習中心、函授站審核符合申請資格的畢業生可領取學士學位申請表。學位申請只受理一次;
2.具體申請手續按照當年學院公布的相關文件辦理;
3.網絡與繼續教育學院學位委員會對學院報送的學位申請進行復審,提出擬授予學士學位人員名單,上報校學位評定委員會審定;
4.經校學位評定委員會批準授予學士學位者,頒發西安電子科技大學成人高等教育學士學位證書。取得學位的時間,以校學位評定委員會表決通過之日為準。
四、申請學士學位是一項嚴肅的工作,在申請過程中不得營私舞弊、弄虛作假,否則將取消學位申請資格,已授予學位者,經校學位評定委員會復議后,可以取消。
五、2011年(含2011年)起申請成人高等教育學士學位者,均按照本規定執行,原《西安電子科技大學授予網絡教育本科畢業生學士學位的暫行規定》(西電學位〔2006〕7號)、《西安電子科技大學授予成人高等教育本科畢業生學士學位的暫行規定》(西電學位-2-
〔2006〕9號)、《西安電子科技大學授予高等教育自學考試本科畢業生學士學位的暫行規定》(西電學位〔2006〕10號)同時廢止。
六、對成人高等教育學士學位授予,校學位評定委員會每年受理一次。
七、本規定在執行過程中如遇國務院學位委員會、陜西省學位委員會相關文件精神變化,屆時以相關文件為準。
八、本規定自發布之日起執行,由網絡與繼續教育學院負責解釋。

高等教育自學考試學習形式

一、自考學習形式之 普通高等學校自考
包括普通高等院校,也包括電視大學、各級黨、團、干校等院校。這些學校助學多為可脫產學習的全日制辦學形式,學校的教學設施比較齊全,師資力量雄厚,開辦的助學專業也較多。
適用人群:適合高考落榜生和非業余學習人員
二、自考學習形式之 民辦高校自考
一些優秀的民辦大學除了招收統招的本科和專科學生以外,更多的學生是以自學考試的形式招收的,雖然獲得文憑的方式是通過自學考試,但是在校的學習生活和文化活動是完全一樣的。
適用群體:分數在統招線左右、選擇民辦高校考生
三、自考學習形式之 社會助學自考
社會助學主辦方多為社會助學團體,這種團體主要以各種培訓中心及輔導站形式出現。其助學方式和授課時間較為靈活,如全脫產、半脫產、夜校等方式。選擇助學單位時,學生要根據自身情況考慮需要哪種類型的助學單位,更要注意助學單位的資質。
適用群體:自學比較困難的學生、在職考生等
四、自考學習形式之 完全自學
這種方式是最純粹、最體現自學考試本質精神的學習方式。如果選擇這種方式,你既要有極大的勇氣和毅力去忍受沒有同伴的孤獨,同時還要具備超強的自學能力去克服無人輔導的痛苦。雖然這一領域不乏成功者,但并不適合剛剛走出高中校園的朋友。
適用群體:自學能力超強者、在職或經濟較差考生

有關自學考試學位申請的問題
一、申請學士學位條件
1、學習并通過考試計劃規定的政治理論課程,能夠掌握馬克思主義的基本理論,并具有運用馬克思主義的立場、觀點和方法分析、認識問題的初步能力。
2、通過自學考試,取得了本科全部課程的合格證書,完成了畢業論文并通過論文答辯,經審核準予畢業,表明考生確已較好掌握本學科的基礎理論,專門知識和基本技能,并具有從事科學研究或擔負專門技術工作的初步能力。
3、申請學士學位的考生所學專業的主干課程平均成績必須達到主考院校要求,并通過學位英語考試。(主考院校對學位授予有自己的規定,例如北京有8個專業要求平均分65分以上才可以授予學位,具體要求請咨詢主考院校。)
二、申請學位程序
1、高等教育自學考試本科畢業生符合學士學位審批條件,于發畢業證的同時向當地教育考試院或自學考試辦公室提出申請,填寫學士學位評定表一式2份,交近期2寸免冠照片一張。
2、市考試院或自考辦對申請人檔案材料(包括本科畢業生鑒定表、畢業論文原件及論文成績單)和畢業生填寫的學士學位評定表進行審定,無誤后,于3月底報省考試院。
3、省考試院整理匯總各市地申報的學士學位材料,進行初審,初審合格者將考生檔案材料與學土學位名冊于每年4月推薦給有授予權的主考學校。
4、主考學校學士學位主管部門和學術委員會按要求對申請學位者逐個評審,評審合格,授予學士學位,未通過者不再補授。
三、不授予對象
高教自學考試本科畢業生有下列情況之一者,不能授予學士學位:
1、違反四項基本原則,或受學校及工作單位紀律、行政處分者;
2、考試期間,有違紀、舞弊行為受到處理者;
3、未取得申請學士學位外國語統考合格證書者。
四、授予學位程序
1、參加學位外國語考試的考生在各主考學校報名。
2、符合學士學位授予條件擬申請學位者,須持本科畢業證書和外國語考試合格證,到主考學校學位辦申請并填寫本科畢業生學士學位申請表,經工作單位或有關學校審核,省自考辦審核成績后,交主考學校成教院(自考中心),報學校學位委員會審核。
3、高等教育自學考試本科畢業生申請學位者應向主考學校學位主管部門交納考務、評審等費用,具體標準按有關文件精神執行。同時向主考學校繳納一科次的報名費。
4、主考學校學位辦將評審結果等相關材料報送省學位辦備案,同時送省自考辦一份備查。
五、補授情況
往屆未授予學士學位的高等教育自學考試本科畢業生,原則上一律不再補授。各地詳細情況請咨詢各地考辦。
