It gives me great pleasure to attend the inauguration of the Confucius Classroom at St Mary’s Bryanston Square CE Primary School.I wish to offer my warm congratulations to all of you.我就任中國駐英大使以來,曾經到訪英國的許多學校,包括大學和中學,今天是我第一次走進英國的小學。圣瑪麗小學與中國有著特殊淵源,因為中國大使館一些外交官的子女就在圣瑪麗小學上學。他們在這里學習英語和各種知識,與老師、同學們相處得十分融洽,學習非常愉快。
I have been to many secondary schools and universities in this country since my arrival in London.But St Mary’s is the first primary school I have ever visited.It has a special bond with the Chinese Embassy, as some of my colleagues’ children study here.I’m glad to say that they are enjoying their time at St Mary’s, learning English and other subjects and making friends with teachers and classmates.我曾不止一次地問使館的孩子們:英國小學好,還是中國小學好?結果,剛來的孩子都說中國的好,來的時間長的孩子都說英國的好。我相信,隨著他們長大,他們會說,都好。圣瑪麗小學將給他們留下一段終生難忘的美好回憶。在此,我要對西敏寺市及圣瑪麗小學長期以來給予中國駐英使館的支持和幫助表示衷心的感謝。
I once asked them which they like better, attending school here or in China.I got mixed answers.Those children who have newly arrived prefer their old schools in China, while others who have been here longer liked their British schools more.Maybe as they grow up, they would like both.I would like to thank the City of Westminster and St Mary’s for their longstanding support and assistance to the Chinese Embassy and for providing kids of the Embassy a wonderful and memorable place to study in.今天,圣瑪麗小學與中國的關系又加深了一層,倫敦南岸大學中醫孔子學院在圣瑪麗小學設立了孔子課堂。這是目前在英國設立的第54個孔子課堂,也是倫敦南岸大學中醫孔子學院設立的第7個孔子課堂。借此機會,我也愿對倫敦南岸大學多年來為推廣漢語教學、增進中英了解作出的積極努力,表示贊賞和感

Today the bonds between St Mary’s and China have been further strengthened thanks to the new Confucius Classroom set up by St Mary’s and the Confucius Institute for Traditional Chinese Medicine at LSBU, the London South Bank University.This is the 54th Confucius Classroom in the UK and the 7th one established by the LSBU Confucius Institute.I must thank the LSBU for its consistent efforts to promote mandarin learning in Britain and to increase mutual understanding between China and the UK.孔子課堂為什么在英國這么受歡迎?其作用和意義又是什么呢?我認為主要有三點:
Why are the Confucius Classrooms so popular in the UK? I believe this is mainly because they serve the following purposes:
第一是教授中文。在中國,英語已列入從小學至大學的必修課。同樣,在英國,“漢語熱”近年來也是持續升溫。英國超過500所中小學開設了中文課程,部分學校甚至將中文列入了必修課。去年9月,英國政府將中文列入了GCSE的正式科目。孔子課堂具有專業、優質的中文師資力量,可以很好地滿足學生們學習中文的需要。
First, teaching mandarin.In China, English learning is now compulsory from the very first year in primary school right to the university level.I’m also glad to see an emerging “mandarin fever” in this country.Mandarin is now being taught in over 500 primary and secondary schools, and some of them have made it a compulsory course.In September 2009, the British government made Chinese another GCSE subject.The Confucius Classrooms offer high quality and professional mandarin teachers, who are able to meet growing needs of learning mandarin.第二是介紹中國文化。語言不僅是一項交流工具,它更是一把鑰匙、一雙翅膀,學習掌握了它,你就能打開不同文化的大門,飛越不同文化間的障礙。中國的文化,既古老、又現代,古老是因為它具有深厚的歷史積淀,現代是因為它與時俱進。可以說,中國文化就如同一本引人入勝的書籍。
Second, introducing Chinese culture.Language is not only a means of communication, but also gives learners an extra pair of wings to fly over cultural barriers.The Chinese culture is both old and new, old in terms of its profound roots in our time-honoured history, and new in the sense of China’s fast development and change.It is like a book that makes very interesting reading.第三是增進人民間友誼。友誼建立在了解的基礎之上。孔子課堂深植于英國的中小學校,在英國的年輕一代灑下了中英友誼的種子,其影響是長遠的,必將促進兩國人民的世代友好。
Third, deepening the friendship between our peoples.Friendship is based on mutual understanding.The presence of Confucius Classrooms at British schools will go a long way to strengthening the friendship between our peoples and will sow the seeds of China-UK friendship in the hearts of the younger generation.孔子曰:知之者不如好之者,好之者不如樂之者。希望圣瑪麗小學的同學們在孔子課堂里,學習(LEARN)、喜歡(LIKE)和熱愛(LOVE)中國語言和文化,感受和享受其中的快樂,更希望你們長大后做中英友好的傳承人和中英合作的促進者。
As Confucius said, “Knowledge is good to learn, better to love, and best to enjoy”.I would encourage students at St Mary’s to learn, love and enjoy the Chinese language and culture, and as you grow up, to carry on the friendship and cooperation between our two countries.最后,為了使同學們能夠更好地學習中文,了解中國,樂愛妹參贊和我今天特向圣瑪麗小學孔子課堂贈送電視機、DVD機和一些介紹中國的書籍和光盤,希望你們會喜歡。

各位來賓,女士們,先生們:
Distinguished Guests,Ladies and Gentlemen,歡迎大家出席中國駐英國大使館教育處舉辦的“記憶中國,難忘母校”英國赴華留學生招待會。
May I warmly welcome you to the Education Section of the Chinese Embassy to refresh and share your experiences of studying in China.我的同事曾建議我今天用中文講話,因為今天的招待會不同平常,是為英國曾經赴華的留學生舉辦。可是,我了解到,出席今天招待會的嘉賓不僅于此,還有許多目前雖不會講中文,但為推廣在英漢語教學、資助英國學生赴華留學而熱心出力的人士和企業機構代表,我要感謝你們長期以來對中英教育交流的關心和支持。而我現在還無法要求你們所有的人聽懂中文,因為在英國的孔子學院起步時間不長,數量也不夠多。孔子曰:“行遠必自邇,登高必自卑”(語出《中庸》,意為走遠路要從近處開始,登高要從低點起步)。所以,我決定今天還是用英文講。我希望,有朝一日,我們之間能用中文自由交流。
My colleagues at the Embassy suggested I speak in Chinese for tonight's event.But I learnt that apart from British students in China, there will be many other friends and business leaders, who do not speak Chinese but are keen to promote mandarin teaching in the UK and offer funding for British young people studying in China.I am thankful to them for their commitment and support to China-UK educational exchanges.Naturally I cannot expect all of them to understand mandarin.We still need many more Confucius Institutes to spread mandarin wider in the UK.As Confucius said, “Going on a long journey, one must start from a short step, and climbing high, one must start from low.” So I decided to speak in English today to make things easier for you to start, but I do hope one day we will be able to communicate in Chinese.60年前,首批外國留華人員來到百廢待興的新中國;51年前,首批英國留學生踏上了中國的土地。2009年,有來自190多個國家和地區的23萬多名留學生在中國的610余所高校、科研院所等學習;60年來中國累計接受了留學人員169萬人次。中國接受外國留學生事業是逐步發展的過程,特別是改革開放后,取得了長足進步。
years ago, the first group of foreign students came to the newborn People's
Republic.9 years after that, the first group of British students came to China.Fast forward to 2009, over 230 thousand students from more than 190 countries and regions were studying in 610 Chinese universities and research institutes.The past 60 years have seen
1.69 million foreign students studying in China.Many of them came during the past 32 years of reform and opening up.在中國,在母校,你們留下了歡笑和汗水,留下了青春足跡,留下了美麗回憶。當然,許多英國赴華留學生可能當初都經歷了一個思考和抉擇的過程,畢竟“漢語熱”只是最近幾年才出現;也可能都經受了許多困難和挑戰,因為既要學習一門復雜的東方語言,又要適應迥異的生活環境,更要了解完全不同的文化,我本人年輕時就曾赴國外留學,對此深有體會;你們也可能曾懷疑自己學成歸來的前途,擔心自己一輩子會坐“冷板凳”。
I hope you have spent some very nice time of your youth living and studying in China and brought back lasting memories.And I assume that for many of you, going to China might not be an easy decision to make.After all, the “mandarin fever” has only been a thing of recent years.You must have gone through a difficult time, trying to learn a foreign language and at the same time adapting to a totally different culture and environment.You may also have worried about your future, unsure about whether speaking mandarin will land you in a decent job.I also studied abroad in my younger years, so I can imagine how you felt when you were in China.正如亞里士多德所言,教育的根是苦澀的,但其果實是甜美的(The roots of education are bitter, but the fruit is sweet.)。付出總會有所回報,如今,從中國學成歸國的英國留學生在許多領域或功成名就,或嶄露頭角。你們利用自己的所學所長,提升了英國社會對華了解和認識的水平,促進了兩國經貿合作和文化交流,推動了中英關系的發展。
As Aristotle said, “The roots of education are bitter, but the fruit is sweet.” Many of the British young people studying in China have gone through this bitter-sweet experience.They have now become leaders of their fields.Their knowledge and experience of China has also helped the British society to know more about China, and contributed to stronger business and cultural ties.我很高興得知,你們中的幾位杰出人士,包括前歐盟駐華大使魏根深博士、大英圖書館中文部主任吳芳思(FRANCES WOOD)博士和英國民間機構筷子俱樂部的主任童海珍女士(H-J Colston),不久將代表所有英國赴華留學生,前往中國出席紀念外國學生來華留學60周年的慶祝活動。
I am glad to learn that Dr.Endymion Wilkinson, former EU Ambassador to China, Dr.Frances Wood, Head of the Chinese Department at the British Library and H-J Colston, Director of the Chopsticks Club, are going to China as representatives of British students for the 60th anniversary celebration of foreign students coming to China.我最近統計了一下到任以來的活動,意外地發現其中與中英教育交流合作相關的最多。仔細一想,這確也不足為奇。因為目前有近十萬中國學生在英國留學,據說今年申請學生簽證的人數又增加了60%。我最近從國內述職休假回來,航班上幾乎一半是年輕學生。現在英國已設立了12所孔子學院和53家孔子課堂,去年,全英孔子學院舉辦的活動吸引了近10萬名英民眾參與。中英兩國的大學間建立了上百對校際交流機制,合作非常密切。
I was pleasantly surprised to find that of all the events I have attended since I came to London, educational events account for the largest share.This is quite understandable, given the fact that nearly 100 thousand Chinese students study here.And the number of student visa applications grew by as much as 60% this year.On my way back to London after a home leave in summer, I found that almost half of the seats on the plane were taken by Chinese students coming to the UK.There are now 12 Confucius Institutes and 53 Confucius Classrooms in Britain, attracting nearly 100 thousand British people last year.More than 100 pairs of university partnerships have also been set up between our two countries.中英教育合作是中英關系的重要組成部分。今年,雖然英國政府發生了更迭,但兩國關系保持了良好發展的勢頭。我們愿與英方共同努力,推動中英關系長期健康穩定發展,進一步造福于兩國和世界人民。
Education exchanges and cooperation are an important part of China-UK relations.We are committed to work with our British colleagues for a sound and steady growth of our relations, which serves the interests of both peoples and the world at large.中英合作前景廣闊,到中國留學、學習漢語前程似錦,大有可為。事實已經并將繼續證明,你們的選擇完全是明智和正確的。希望你們做中英友好的紐帶、兩國合作的橋梁,為中英關系發展作出更大貢獻。
A flourishing China-UK partnership means promising prospects for studying in China and learning mandarin.You have proven yourselves to be far-sighted in your choice and decision.I do hope that you will serve as a bridge of friendship and cooperation between the two countries and contribute more to China-UK relations.我希望大家多到中國參觀訪問,重回母校,重拾記憶,同時了解中國幾十年來、甚至幾年來的最新發展變化,及時更新對中國的認識。我也期待英國每年赴華留學人數在目前3千人的基礎上進一步增長,不斷擴大兩國友好合作的力量。
I also hope you will find time to go back to China and visit your alma mater to refresh the memories of your days in China and see the latest development in the country.I wish to see more and more British students going to study in China, bringing the current 3,000 per year to an even higher level.This will further strengthen the foundation for China-UK friendship and cooperation.最后,在我結束講話之前,我愿為我館教育處打一則廣告:明年秋季,中國駐英國大使館教育處將協助國內相關部門在倫敦舉辦首次“留學中國”(STUDY IN CHINA)教育展,歡迎你們和你們的親朋好友屆時前來參觀和交流。

尊敬的英中中心名譽主席杰弗里·豪勛爵,尊敬的牛津大學校長漢密爾頓教授:
Lord Howe, Professor Hamilton, Ladies and Gentleman,我很高興出席《牛津英漢漢英詞典》(Oxford Chinese Dictionary)發行儀式。這一詞典的出版發行,對于廣大學習英語的中國人,以及日益增多的正在學習漢語的英語母語者來說,無疑是一個大好消息。因此,我要致以熱烈的祝賀。

Today English is a compulsory course in Chinese universities, as well as in primary and secondary schools and is even taught in many kindergartens.It is estimated that one in three people in China or 400 million people are learning English.And it is predicted that in a few years, the English learning population in China will exceed the combined total population of all native English speaking countries.We are also seeing an emerging “mandarin fever” in the UK, with schools at all levels putting mandarin in their curriculum.This is in addition to the many Confucius Institutes and Classrooms to be found across the country.Needless to say, a good dictionary is a must for all language students.自100多年前《牛津英語詞典》這一“詞典之帝”出版以來,可以說牛津大學出版社一直執全球詞典出版界之牛耳。“牛津”二字幾乎成了高質量英文工具書的代名詞。據稱,世界上每分鐘就有6個人購買牛津出版的詞典。
Since the classic Oxford English Dictionary was published more than a century ago, the Oxford University Press(OUP)has been the most prestigious dictionary publisher in the world.Even the name 'Oxford' represents a quality guarantee for English reference books, and if proof was needed, it is said that 6 Oxford dictionaries are sold every minute.牛津大學出版社又是與中方合作最多的外國出版社之一。牛津大學出版社的系列英語詞典是中國人學習英語的必備工具書,也是許多人的首選工具書。我還記得,我年輕時就擁有一部《精選英漢漢英詞典》,這是上世紀70年代末牛津大學出版社和中國現代歷史最悠久的出版社——商務印書館最早合作的產物。至于兩家80年代隨后推出的《牛津高階英漢雙解詞典》,則更是風靡一時,長盛不衰,被英語學習者奉為圭臬。
The OUP is one of the largest foreign publishing partners of China, with Oxford English dictionaries being the must-have dictionaries for students learning English and, for many others, their first choice as a reference book.When I was a young diplomat, I used to have a Concise English-Chinese Chinese-English Dictionary, which was the result of the early cooperation between the OUP and the Commercial Press back in the late 1970's.The two later worked together again to produce another immensely popular dictionary, the Oxford Advanced Learner's English-Chinese Dictionary, which many Chinese students believe is the leading English-Chinese dictionary.現在牛津大學出版社與中國規模最大的大學出版社——外語教學與研究出版社強強攜手,與時俱進,合作編寫出版了詞匯更龐大全面、翻譯更準確權威的《牛津英漢漢英詞典》,我相信這必會廣受讀者歡迎和好評,并成為英漢詞典的又一個重要里程碑。
Now the OUP, in cooperation with FLTRP, the largest university press in China, have launched the Oxford·FLTRP English-Chinese Chinese-English Dictionary, which has a larger vocabulary and more accurate and authoritative translations.I am sure it will be well received and become another milestone for the OUP in its evolution of the English-Chinese dictionary.編纂詞典是一項費心勞力的經年苦役,塞繆爾·約翰遜曾在其成名巨著《詞典》中對“詞典編纂者”(Lexicographer)下了如此一個定義:“無害的苦工”(a harmless drudge)。這一自嘲既是幽默,也道出了實情。但是,編纂詞典何嘗又不是一種“甜美的苦役”,其甜美在于它將成為無數使用者的學海明燈。感謝《牛津英漢漢英詞典》編纂者的辛勤努力,由于你們的付出,我們學習英語的漫漫長途中又多了一位良師益友。
It takes years of hard work to compile a dictionary.No wonder Samuel Johnson defined “lexicographer” with some humour in his dictionary as “a harmless drudge”.But I would argue that tedious and painstaking as it is, the job may also be enriching, as dictionaries offer their users valuable knowledge and understanding.So, I would like to thank the lexicographers for the time and energy they have devoted to this dictionary and for their dedication and professionalism which will make learning English easier for many.語言是文化的載體。學習一個國家語言的過程,也是了解一個國家文化的過程。因此,《牛津英漢漢英詞典》的出版,其意義不僅在于為讀者提供了高質量的語言工具書,更為促進中英文化交流做出了新的貢獻。
Language is an important part of any culture and when you learn a foreign language, you get to know aspects of the culture you would otherwise miss.That is why the publication of this dictionary will not only help users to develop their language skills, but also improve their understanding and so contribute to improving China-UK cultural exchanges.最后,我祝愿《牛津英漢漢英詞典》發行取得佳績,也祝愿牛津大學出版社與中國出版界的合作蒸蒸日上。

各位選手、各位評委、各位來賓: Judges and contestants, Ladies and gentlemen,首先,祝賀“漢語橋”世界大學生中文比賽十周歲生日。我很高興再次出席英國區預選賽。當你再到一個地方或再次出席一項活動,中國有一句唐詩叫:“前度劉郎今又來”。恰好我姓“劉”,所以這句話形容今天的場合是再貼切不過了。
I have real pleasure attending this 10th “Chinese Bridge” Competition.I enjoyed it so much last year – so it's very good to be back!We Chinese people love poetry and are always looking for amusing word links.So I cannot resist giving you a link about 'coming back'as I am indeed a Mr Liu come back again!This 10th anniversary must be a celebration – as the competition is now a huge success.The aim of the competition – to use an English pun – is to to create a deeper 'bridge of understanding'.It has united college students worldwide.Since it started in China in 2002 a hundred thousand students from more than seventy countries have competed.Now that's something well worth celebrating!Also we should give a big cheer for how the competition is boosting the learning of the Chinese language worldwide.Making learning fun is a sure recipe for success.I am certain that formula is the why the competition is a winner.我再度前來,是要給各位選手加一把油,希望再次給你們帶來好運。去年,英國賽區選拔的蔣思哲等三位同學在中國舉行的總決賽中取得了特等獎及兩個三等獎這一前所未有的好成績。我希望今年你們再接再厲,能有新的優秀選手脫穎而出,再創佳績。我也希望你們不僅僅把這里當作是一個賽場,更把這里當作是一個展現學習成果的舞臺,互相交流學習心得的平臺。
I come back to bring you good luck again.The same event last year produced three finalists.One of them, Mr Stewart Johnson, went on to win the very top prize in China.The other two won third prizes in the finals.That was Britain's best ever performance.I wish you the very best of luck to achieve the success of the UK contestants last year – and they set you a rather high standard!So there's the challenge!I wish you more world-beating success from you British contestants this year!

I come back to heat up the Mandarin fever.The contest is motivating the learning of Mandarin.I cannot tell you just how thrilled I am by that.Nearly one hundred thousand people are learning Mandarin in Britain.In your secondary and primary schools54 British universities teach Mandarin.7 of those universities offer Mandarin as a major subject.Then there are 13 Confucius Institutes and 54 Confucius Classrooms that have been opened.On a personal note, not long ago, I had the honour of joining His Royal Highness the Prince of Wales in the opening ceremony of a Confucius Classroom at Llandovery College in Wales.His Royal Highness said to me“Wei Er Shi Huan Ying Ni!”(Wales Welcomes You).What a wonderful example of leadership by the Prince to encourage young people to learn Mandarin!His example is very valuable.我再度前來,是要給正在學習漢語的廣大英國青年鼓一把勁。語言是文化的載體,是交流的工具。希望你們通過漢語學習,了解中國五千年文明歷史及深厚文化傳統,了解今天的中國正在努力建設一個和諧、民主、繁榮、現代化的國家。就在上周,中國全國人民代表大會通過了“十二五”規劃,這是中國未來五年發展的藍圖,其核心就是要轉變經濟發展方式,調整經濟結構,大力發展社會事業,保障和改善民生。中國不會單純滿足于經濟總量成為世界第二,而是要使所有民眾充分享受發展的成果,真正實現國強和民富。你們學習漢語,了解中國,可以說正當其時,精彩無限,前途無量。
I come back to cheer on the young Britons who started learning Mandarin.Languages are the most important carriers of cultural messagesThe National People's Congress.This 'blueprint' stresses the importance of adjusting China's growth model.This means changing the economy from dependency on exports to encouraging consumption inside China.The plan will strengthen social programmesand so improve the quality of people's lives.But, growing in size and quantity is by no means China's goal.What China is after is high quality growth and a happy life for its people.The aim is for every Chinese to share in the success of development.The 'blueprint' wants China and its people to more and more “go out” into the world.All this points to very great advantages for young Britons to start learning Mandarin and begin to really understand China.我再度前來,是要給中英友誼喝一聲彩。中國和英國都是兩個偉大的國家,都為人類文明的發展作出了重要貢獻。中國和英國都在努力促進經濟增長,雙方經濟互補性強,合作潛力大;中國和英國都是大國,在國際事務中發揮著重要作用。今天的中英關系,是全面的關系、合作的關系、伙伴的關系。中英關系從來沒有像現在這樣廣泛和深入,從來沒有像現在這樣充滿發展動力和機遇。中英關系的發展需要兩國人民的全力支持、參與和投入,特別是需要兩國年輕人的繼承和創新。你們學習漢語的過程,也是與中國接觸和交流的過程,希望你們多與中國青年接觸和交流。我常說,青年是國家的未來,也是中英關系的未來。希望中英兩國青年通過語言和思想的交流,增進了解和理解,培植中英友誼之花,孕育中英友誼之果,為中英關系奠定更加美好的未來。
I come back to cheer for China-Uk friendship.China and the UK share much a great deal.We are both great nations who have made tremendous contributions to human civilisation.A key shared attribute is our inventiveness.A simple example is in creating revolutions in communications.China gave the world paper and printing.In turn UK used paper and printing to create another communications revolution.This was the invention of the postage stamps and low cost mail delivery.Both our countries play a major role in global affairs.Both are increasingly drawn together to promote economic development.Often our exchanges stress economics and trade.But I believe the optimal way to accelerate trade and economics is with much deeper cultural understanding.That is why this competition has such huge significance.Through building the bridge we link the young people of the world.Young people are the future and so the future of our friendship.最后,我愿用中文對今天的參賽選手說:“中國歡迎你們!”,“祝你們再次載譽而歸!”
