七月的昆山萬木蔥蘢、花香四溢，在這生機盎然的季節，我與大家共同見證*****的成立，見證中國*****互聯網+行動計劃的開啟。此刻，我仿佛聽到中國6億互聯網用戶，共同期許互聯網與傳統行業的大融合！

成立*******，是落實國家互聯網行動計劃的具體體現、是*****轉型的必然需求，也是廣大企業的迫切愿望。去年兩會上，國家總理李克強在政府工作報告中首次提出，“制定‘互聯網+’行動計劃”。今年兩會上，互聯網熱點更是層出不窮：讓傳統企業打破交易空間限制；降低交流成本快速交易；實現信息流、資金流時間成本控制等。

中國商業聯合會將在引領行業發展、整合行業資源等方面全力支持***********的工作。同時也希望***********會能夠充分發揮專業協會的作用，積極開拓，為*****轉型做出如下貢獻：

Distinguished Guests, Ladies and Gentlemen，晚上好！在這個充滿生機活力的初夏時節，來自世界各地的新老朋友在四川成都歡聚一堂，出席2013《財富》全球論壇，探討世界經濟走向，展望中國經濟前景。習近平主席原來有意出席這次論壇會議，后因日程緊張無法前來，特意委托我來，并專門為這次論壇會議寫了賀信。昨天下午，李克強總理在北京同參會的部分企業家進行了卓有成效的座談。在此，我代表中國政府，對各位朋友的到來表示誠摯歡迎！向論壇主辦方美國時代華納集團表示衷心祝賀！

Good evening.In this early summer season that beams with vigor and vitality, our friends, both old and new, from the world over are gathered here in Chengdu, Sichuan Province, to attend the 2013 Fortune Global Forum.Together, we shall explore global economic trends and look into the future of the Chinese economy.President Xi Jinping had originally intended to attend the forum but was unable to come due to his tight schedule.As a result, he has entrusted me to come, and sent a congratulatory message to the forum.Yesterday afternoon, Premier Li Keqiang had a fruitful discussion in Beijing with some of the business leaders attending the forum.Today, on behalf of the Chinese government, I wish to extend my sincere welcome to all our friends.I also wish to extend my sincere congratulations to the forum organizer Time Warner Inc..四川，自古就有“天府之國”的美譽，這里的人民勤勞智慧，建設了美好家園，也歷經許多磨難。一個多月前的4月20日，四川蘆山發生7．0級強烈地震，造成重大人員傷亡和財產損失，四川人民在全國的支持幫助下，爭分奪秒搶險救援，取得了階段性重大勝利，災區群眾得到妥善安置，災后恢復重建正在有序展開。5年前的5月12日，四川汶川發生了8．0級特大地震，我們舉全國之力，用不到三年時間完成了災后恢復重建任務。在汶川、蘆山地震搶險救援和災后恢復重建的歲月里，包括在座很多跨國公司在內的國際社會紛紛伸出援助之手。對國際社會的熱情相助，中國政府和人民將銘記在心。借此機會，我代表中國政府和人民，向為汶川、蘆山地震搶險救援和災后恢復重建提供支持幫助的海內外朋友，表示衷心感謝！

Sichuan is a place that has long been reputed as the “Land of Abundance” in China.Over the years, the hardworking and talented people of Sichuan have built a beautiful homeland.Yet they have also gone through many hardships.Just over a month ago, on 20 April, a 7.0-magnitude earthquake struck Lushan County, causing heavy loss of life and property.Thanks to the support and assistance from the whole nation, the people of Sichuan have seized every moment to engage in rescue and relief operation, and scored a decisive victory in resettling the earthquake victims and carrying out post-earthquake reconstruction in an orderly manner.Five years ago, on 12 May 2008, an even more devastating earthquake measuring 8.0 on Richter scale struck Wenchuan County.In the wake of the earthquake, through concerted efforts of the entire country, we managed to complete the post-quake reconstruction programs within three years.In our disaster relief and reconstruction efforts in both Wenchuan and Lushan, the international community, including many multinational corporations represented here in Chengdu, have lent us a helping hand.The Chinese government and people will never forget the kind and timely assistance of the international community.On behalf of the Chinese government and people, I wish to take this opportunity to express heartfelt gratitude to our friends at home and abroad for their support and assistance in our relief and reconstruction efforts in Wenchuan and Lushan.女士們、先生們！

Ladies and Gentlemen，《財富》全球論壇已分別在中國上海、香港、北京舉辦過三屆，這是第四次在中國舉辦。這次論壇以“中國的新未來”為主題，充分反映了大家對中國發展前景的高度關注。在經濟全球化深入發展大背景下，世界各國經濟相互聯系日益加深。中國經濟發展的未來注定與世界經濟發展的未來緊密相聯，這不僅關系13億中國人民的福祉，也關系各國人民的共同利益。

This is the fourth time that China has played host to the Fortune Global Forum, with the previous three forums taking place in Shanghai, Hong Kong and Beijing.The current forum, themed China's New Future, highlights the close attention that people have paid to the prospect of China's development.Against the backdrop of deepening economic globalization, countries around the world have become more and more interdependent economically, and the future of China's economic development is, no doubt, closely linked with that of the world.The implication of this bears not only on the well-being of the 1.3 billion Chinese people, but also on the common interests of people the world over.當今世界正處于大發展大變革大調整的重要時期，各個國家都在采取措施應對復雜多變嚴峻的經濟形勢和深入思考今后的發展道路。中國也根據世情國情新變化，進行一系列重大戰略調整，謀劃新未來的藍圖。中國共產黨第十八次全國代表大會，明確了中國今后一個時期的發展藍圖，我們的奮斗目標是，到2020年國內生產總值和城鄉居民人均收入在2010年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現代化國家，實現中華民族偉大復興的中國夢。

The world today is at a critical juncture of significant development, transformation and readjustment.Countries around the world are adopting measures to cope with the complicated and volatile global economic situation and are pondering on their future development paths.Responding to the changing national and global conditions, China, too, has made a series of major strategic adjustments and set up plans for its future development.The 18th National Congress of the Communist Party of China(CPC), held in November 2012, drew the blueprint for China's development in the years ahead.Our goals are: to complete the building of a moderately prosperous society in all respects by 2020, with China's GDP and per-capita income for both urban and rural residents doubling those of 2010, and to turn China into a modern socialist country that is prosperous,strong, democratic, culturally advanced and harmonious by the middle of the 21st century, thus fulfilling the Chinese dream of the great renewal of the Chinese nation.新世紀新未來，中國面臨前所未有的機遇和挑戰。總體穩定的國際環境有利于我們更好發展自己，新中國成立以來特別是改革開放以來取得的巨大成就，既為未來的發展奠定了堅實基礎，也為世界經濟發展作出了貢獻。但是，我們清醒認識到，國際金融危機的深層次影響短期難以消除，世界經濟的不穩定不確定因素進一步增多，中國自身也面臨跨越“中等收入陷阱”和化解長期粗放增長積累矛盾的嚴峻考驗。國際國內包括在座許多朋友十分關心中國宏偉藍圖如何實現，借這個機會，我談點看法意見：

Looking ahead, China's development is faced with unprecedented opportunities and challenges in the new century.The global environment, which features general stability, has provided us with favorable conditions for development.China has made tremendous accomplishments since the founding of the People's Republic of China, especially since the adoption of the reform and opening-up policy.This has laid a solid foundation for China's future development and also contributed to the development of the global economy.However, we are soberly aware that the profound repercussions of the global financial crisis cannot be eliminated in the short term, that destabilizing factors and uncertainties in the world economy are still on the rise, and that China also has to stand up to the test of striding over “the middle-income trap” and alleviating the stresses accumulated in the course of its long period of extensive growth.I know that many friends, both Chinese and foreign, including those present here tonight, are interested in how China will turn its ambitious blueprint into reality.Let me take this opportunity to offer my perspectives on that.首先，我們將始終不渝堅持發展是硬道理的戰略思想，促進經濟持續健康發展。中國仍然是世界上最大的發展中國家，人均國內生產總值居世界84位，不發展沒有出路，發展是解決中國所有問題的關鍵，但發展必須是科學發展，是全面協調可持續發展。今年一季度，中國國內生產總值同比增長7．7％。前4個月，城鎮新增就業470萬人，同比多增18萬人，居民消費價格上漲2．4％，回落1．3個百分點，進出口增長14％，提高8個百分點。這些指標顯示中國經濟發展總體是平穩的，也是來之不易的。我們將以科學發展為主題，以加快轉變經濟發展方式為主線，堅持穩中求進的工作總基調，繼續實施積極的財政政策和穩健的貨幣政策，善于底線思維，注重宏觀思考，決不能片面追求速度，而是在平穩的發展中化解矛盾、防范通脹、控制風險，著力提高發展質量和效益，努力做到穩中求進、穩中求好、穩中求優。我們將積極同步推進工業化、信息化、城鎮化、農業現代化，進一步擴大國內需求，大力培育新的消費熱點，健全消費持續增長的長效機制，發揮合理投資對經濟發展的重要作用，積極支持科技型、成長型、出口型和中小微企業的發展，促進經濟增長的拉動力朝著正確的方向發展。

First, we must always adhere to the strategic thinking that development is of overriding importance, and endeavor to pursue sustained and healthy economic development.China is still the largest developing country in the world with its per-capita GDP ranking the 84th globally.China will get nowhere unless it develops itself, as development holds the key to solving all its problems.Yet China's development must be scientific, comprehensive, coordinated and sustainable.Statistics show that the nation's first-quarter GDP rose by 7.7 percent year-on-year.In the first four months of this year, employment in cities and towns increased by 4.7 million, 180,000 more than the same period last year, while consumer prices rose by 2.4 percent, down by 1.3 percentage points, and imports and exports grew by 14 percent, 8 percentage points higher than the the same period last year.All these figures indicate that the Chinese economy has been growing in a generally steady fashion, something that has not come by easily.We must take scientific development as our theme, focus on accelerating the transformation of the development model, make steady advancement in our work, and continue to adopt a proactive fiscal policy and a prudent monetary policy.We must be good at bottom-line thinking, and always keep the larger picture in mind.We must never lay undue emphasis on the speed of growth.Instead, we must ensure steady development and work on that basis to solve problems, guard against inflation and keep risks under control.We need to concentrate on improving the quality and efficiency of development, and ensure the development moves ahead steadily and produces good results.We will work to simultaneously advance industrialization, IT-application, urbanization, and agricultural modernization.We will further expand consumer demand, foster new highlights of consumption, and improve the long-term mechanisms that support sustained consumption growth.We will try to bring into play the important role of rational investment in driving economic growth, and lend full support to the growth of high-tech, startup and export-oriented companies and companies of medium to small and micro sizes, in order to ensure that the Chinese economy is headed in the right direction in its growth.第二，我們將加快轉變經濟發展方式，大力調整優化經濟結構。新階段新未來，粗放型增長既不可行也難以為繼，必須以經濟轉型謀求長遠發展。我們將致力于調結構、轉方式、促轉型這一重大任務，加快發展現代農業，確保國家糧食安全和重要農產品有效供給；實施創新驅動發展戰略，積極發展戰略性新興產業和高技術產業；有效化解產能過剩，強化增量管理，嚴禁核準產能過剩行業新增產能項目，堅決停建違規在建項目，有效遏制高消耗高污染行業盲目擴張，并制定有針對性的工作方案，著力調整優化存量結構；支持服務業特別是現代服務業加快發展，提高服務業比重和水平，構建現代產業發展新體系。

Second, we will accelerate change to the development model and vigorously improve and optimize the economic structure.Both at the current stage and in the future, an extensive development model is neither feasible nor sustainable, and we must therefore pursue long-term development through economic transformation.We will endeavor to accomplish this important mission of adjusting the structure, shifting the development model and facilitating economic transition.We will speed up China's agricultural modernization, and guarantee national food security and effective supply of major farm produce.We will implement innovation-based development strategies and promote the growth of high-tech companies and emerging industries of strategic importance.We will work hard to curb excess capacity, strengthen incremental management, firmly forbid new projects in industries with excess capacity, terminate projects under construction that are in violation of government regulations, contain the blind expansion of highly-polluting enterprises with high energy consumption, and strive to formulate well-targeted plans to readjust and optimize inventory stocks.We will support the speedy development of the service sector, especially modern service businesses, increase the proportion of the service industry in the national economy, and set up a new system for growth of modern industries.第三，我們將深入實施區域發展總體戰略，加快中西部地區開發開放。地區差別和不平衡發展是中國一大問題，中西部地區地域遼闊、資源豐富、潛力巨大，是中國重要的戰略發展空間、回旋余地和新的經濟增長點。實施西部大開發戰略10多年取得了顯著成績。我們將以更大的力度推進中西部特別是西部開發開放，搞好規劃布局，完善政策措施，加快大通道建設，大力發展優勢特色產業，推進綠色、循環、低碳發展，把資源優勢轉化為經濟優勢，支持東部地區部分產業有序向中西部地區轉移，統籌東中西、協調南北方，積極穩妥推進城鎮化，發揮城鎮化對擴內需、促發展、惠民生的潛力作用。可以相信，隨著新一輪西部開發開放向縱深推進，中國經濟將會增添強大活力，也可以逐步解決不平衡不協調不可持續問題。

Third, we will further enforce the comprehensive strategy for regional development, and accelerate the development and opening up of the central and western regions.One of the major problems China faces today is regional income disparity and imbalanced development.Blessed with a vast territory, abundant resources and huge potential for development, China's central and western regions provide important strategic space for development, convenient leeway as well as new points of economic growth.During the past decade or so, China has made remarkable achievements in developing these regions through its strategy for the development of the western region.We will make even greater efforts to press ahead the development and opening up of the central and western regions, particularly the western region, draw up layout plans for regional development, and work out more effective policies and measures to speed up the construction of major transportation networks between the regions.We will develop local industries with competitive edge, and push forward the development of green, recyclable and low-carbon industries, so that the resources advantages the central and western regions now enjoy will add to their economic strength.We will also support the transfer of some industries in the more developed eastern regions to the western regions, make overall plans on coordinated national and regional development, advance urbanization actively yet steadily, and well exploit the potentials of the process to boost domestic demand, promote economic growth and improve people's livelihood.I believe that a new wave of western region development and opening up will add greater vitality to the Chinese economy, and help resolve the problem of imbalanced, uncoordinated and unsustainable development in due course.第四，我們將加強資源環境生態保護，努力建設天藍地綠水凈的美好家園。我一直認為，人類文明和中國發展，與生態環境息息相關。經濟社會發展了，生態環境也保護好了，才是真正的水平，才是對子孫后代負責。我們已經提出了建設美麗中國的目標。我們將高度重視認真解決環境污染問題，統籌推進經濟結構調整優化、科技創新驅動發展、資源節約環境保護，要下大決心，通過長期艱苦不懈努力，以治理重點地區PM2．5為切入點，實施有力有效的行動計劃，綜合施策，區域聯動，帶動全國的治理工作，并逐步開展飲用水、土壤等環境綜合整治，為人民群眾創造良好生產生活環境，為應對全球氣候變化作出新的貢獻。

Fourth, we will strengthen the protection of resources, the environment and ecological systems as part of our effort to build a beautiful homeland with a blue sky, green land and clean water.I've always believed that the ecological environment is crucial to human civilization and to China's development.Economic and social development is commendable only when it is achieved together with a sound ecological environment.This is also a responsibility we shoulder for our future generations.We have already outlined the goal of building China into a beautiful country.We will attach greater importance to addressing problems resulting from environmental pollution, and strike a proper balance between optimizing economic structure, boosting development that is driven by science and technological innovation, and conserving resources and protecting the environment.We are determined to make long-term and unremitting efforts to solve the problem.We will start with reducing PM2.5 in most polluted regions.We will implement forceful action plans with a multi-pronged approach to ensure nationwide progress through coordinated regional efforts.We will take gradual steps to improve the quality of soil and drinking water, so as to ensure that our people can live and work happily and in the meantime make new contribution to the global efforts of mitigating climate change.第五，我們將高度關注民生，不斷提高人民物質文化生活水平。保障改善民生是中國發展的根本目的和立足點。我們將量力而行、盡力而為，通過發展持續改善民生，千方百計增加居民收入，深化收入分配制度改革，調整收入分配關系，逐步實現共同富裕。我們將實施就業優先戰略，多渠道創造就業，保持就業形勢總體穩定。積極推進教育、醫療、社保、住房等領域基本公共服務均等化，大力推進司法公正公開，促進權利、機會、規則公平，縮小貧富、城鄉、地區差距，不斷滿足廣大人民過上更加美好生活的新期待，實現經濟發展和民生改善相互促進的良性循環。

Fifth, we will give high priority to ensuring the people's well-being and improving their material and cultural lives.Ensuring and improving people's well-being is the fundamental purpose of China's development.We will do our very best to improve people's livelihood through development, make every effort to increase household income, deepen reform of income distribution system, readjust the relationship of income distribution and gradually achieve common prosperity.We will implement the strategy of giving top priority to employment, encourage the practice of creating employment through multiple channels and forms, and ensure employment stability.We will strive to create equal access to basic public services in areas such as education, healthcare, social security and housing.We will administer justice impartially and increase the transparency of judicial operation;promote the equity of rights, opportunities and rules;narrow the gap between rich and poor, urban and rural, and reduce regional disparities, so as to turn the people's aspirations for a better life into reality and achieve a virtuous circle of economic growth and the improvement of people's well-being.第六，我們將全面深化改革開放，做到改革不停頓、開放不止步。實踐充分證明，改革開放是當代中國發展進步的根本動力，沒有改革開放，就沒有中國的今天，只有堅持改革開放，才有中國美好的明天。我們將把加強改革頂層設計與鼓勵基層積極探索有機結合起來，突出重點領域、關鍵環節、重大問題，整體漸進和局部突破相結合，自上而下強力推動，積小勝為大勝。我們將著力形成全國統一的市場體系，創造公平公正公開的市場規則和環境，促進各種所有制各類企業在競爭中優勝劣汰，深化行政體制、財稅、金融、投資、國企、價格等方面改革，使各方面制度更加成熟更加定型。大家可能注意到，中國新一輪改革大幕已經拉開，新一屆政府成立兩個多月，就已經取消和下放了133項行政審批事項，下一步我們將積極有序有效地推進，繼續向市場、社會、企業放權，在更大程度、更廣范圍發揮市場在資源配置中的基礎性作用。

Sixth, we will deepen reform and opening-up across the board and never cease to reform or open up.Practices show that reform and opening-up are the essential driving force behind China's development today.Had it not been for the reform and opening-up policy, the Chinese nation would never have been where it is today.Only by sticking to reform and opening-up can China have a bright future.We will integrate top-level design for reform with individual and community-level initiatives, underscore key areas and links as well as major issues, encourage breakthroughs in necessary areas while ensuring an overall gradual approach, forcefully pursue reform in a top-down manner, and make sure that every minor victory adds to our final triumph.We will form a unified market system, create a set of fair, equal and open market rules and an environment for all types of companies of different ownership structures to compete fairly.Reform of the administrative systems, fiscal and taxation, finance, investment, state-owned enterprises and pricing mechanisms will be deepened so that the systems of each area can be more mature and well-established.You may have noticed that a new round of reform measures has been unleashed in China.In less than three months since taking office, the new government of China has canceled or delegated to lower levels 133 items concerning business operation that needed central administrative approval.We will continue to do so and give more power to the market, society and enterprises.We will leverage to a greater extent and in a wider scope the basic role of the market in allocating resources.我們將全方位擴大開放，以更加寬廣的視野、海納百川的胸懷，吸收借鑒人類社會一切文明成果。實施更加積極主動的開放戰略，進一步完善互利共贏、多元平衡、安全高效的開放型經濟體系。堅持進口和出口并重，在優化出口結構的同時，更加重視擴大進口，推動對外貿易平衡發展。我們堅決反對各種形式的貿易保護主義，促進貿易和投資自由化便利化。

China is committed to further opening up across the board.The Chinese nation, more open-minded and with a broader vision, will vigorously absorb and learn from other civilizations.China will embrace a more active strategy to open up its market and try to build an open economic structure that is mutually beneficial, diversified yet balanced, safe and highly efficient.To achieve balanced foreign trade growth, we will attach equal importance to imports and exports and make sure that we expand imports while optimizing exports.We are firmly opposed to protectionism of all forms, and stand for liberalization and facilitation of trade and investment.女士們、先生們！

Ladies and Gentlemen，中國的發展離不開世界，世界的繁榮穩定也需要更多的中國元素，一個和平發展、蓬勃發展的中國，將給世界各國帶來更多的合作機會、更廣闊的市場空間。截至2012年底，中國累計批準外商投資企業74萬多家，外商直接投資超過1．2萬億美元，《財富》500強企業中已有400多家來華投資。隨著中國經濟的持續健康發展，將不斷釋放出巨大的消費和投資需求，給國外投資者帶來更多的合作機會。預計今后五年，中國將進口10萬億美元左右的商品，對外投資規模達到5000億美元，出境旅游人數超過4億人次。我們將一如既往地歡迎和鼓勵各國企業來華投資興業，保護好投資者的合法權益，為各國企業提供分享中國改革紅利發展成果的機會。

談談“財富論壇”在成都召開的感想

2013年6月6日，由《財富》雜志主辦的“2013年“財富論壇”在成都召開，這已經是“財富論壇”第四次在中國召開，第一次是在上海，主題是“中國，未來的50年”，第二次是在香港，主題是“亞洲新一代”，第三次是在北京，主題是“中國和新的亞洲世紀”，第四次，也就是本次在成都召開的，主題是“中國的新未來”。對比四次論壇的主題，重點越來越偏向中國，說明，世界經濟的重心已經開始偏向中國，中國在世界經濟中的作用不容小覷，加上中國企業曾經努力躋身跨進世界五百強到現在已經成為除美國以外，擁有世界前五百強企業最多的國家，超過日本。

世界經濟重心開始轉向中國，中國的經濟重心也開始由沿海轉向內陸，轉向西部，對于這些年一直倡導的西部經濟大開發，這次在成都召開的“財富論壇”無疑起到了推波助瀾的作用，成都在這幾年的發展速度大家也是有目共睹。據報道，本屆財富全球論壇期間，成都共簽約世界500強企業和知名跨國公司投資項目74個，投資總額1120.15億元。這些項目的落地實施，對于成都領先發展，打造西部經濟核心增長極，意義重大。這對于成都來說，是機遇，也充滿挑戰。我對經濟并不了解，“財富論壇”的召開，對中國是一個大的機遇，但是我覺得中國也會因此面臨更大的挑戰。西部經濟計劃是為了發展西部經濟，帶動西部人民脫貧致富。但是，我們應該思考，在西部經濟突飛猛進發展的同時所帶來的不良影響，成都經濟增長迅速，但是房價的增長也同樣令人發指，貧富差距依然嚴重。雖然，越來越多的大企業，大公司，大項目簽約成都，但是，政府在欣喜之余，我覺得應該更加注重各監管部門的權利實施。所謂，林子大了，什么鳥都有，我們都知道，那些跨國企業不乏，剝奪中國廉價勞動力的意圖，成都，作為西部經濟計劃的一個中心點，首先地理位置，環境優越等條件成為企業落戶的主要原因，還有就是相對于沿海城市，其優勢在于廉價勞動力，政府應該加強對企業的管理，杜絕富士康這樣的悲劇發生。此外，有些企業所帶來的環境污染，應該是政府關注的焦點，中國的新未來，不僅僅是未來經濟發展，我們要堅持科學發展觀，發展綠色循環經濟。

順便談談關于“財富論壇”上，小孩子在酒店穿著整齊，精心打扮，迎接賓客的到來這一事件，我并不是特別反感這種中國式的做法，但是我有些生氣的是，是這些大企業家的不守時還是中國式“守株待兔”的提前等候，造成這些孩子站在那里等待那么長時間。還有，論壇上，所謂的富二代們，我也不反對家族企業，但是，在接連不斷的富二代事件的報道之后，我只是對這些富二代的信心不足，畢竟他們未來將接管的都是關乎整個中國經濟發展的核心企業。

總之，“財富論壇”帶來的機遇是可觀的，但是，政府部門，尤其是監管部門，不能欣喜若狂，應該提高警惕，杜絕貪污腐敗，要恪盡職守，發揮監管作用，讓這些企業真正發揮其社會效益、經濟效益。

尊敬的泓貴、廣義主任及各位嘉賓，女士們、先生們:上午好！

九月秋高氣爽，在這收獲的季節，在全國人民喜迎建國六十周年之際,我們在這里隆重舉辦四川省首屆質量安全誠信論壇。借此機會，我代表四川省質監局向出席論壇的各位領導、各位嘉賓和新聞界的朋友表示最誠摯的歡迎！向關心、支持本次論壇的省人大、省政協、省委宣傳部、省經委、省工商局、省社科院等十七家部門和新聞媒體表示最衷心的感謝！

誠信，歷來是中華民族的傳統美德。孔子認為：人而無信，不知其可為也；言必行，行必果；與朋友交，言而有信。諸子百家無一不把誠信作為最基本的行為準則。黨的十六大、十七大對誠信建設提出了一系列戰略部署。講質量安全誠信，已成為社會主旋律、好風尚。

質量、安全，是黨委政府的關注點、人民群眾的關心點、社會各界的關切點。誠信，是質量安全的基本保障；質量安全是誠信的價值體現。質量〃安全〃誠信，已是我們孜孜追求的目標。

質量安全誠信，事關群眾利益、國計民生、國家形象，更是關系經濟社會發展的重大戰略問題。胡錦濤總書記在去年底的中央經濟工作會上,特別強調“增長質量和產品質量 1

關系發展可持續性，關系人民群眾切身利益，關系國家形象，如果增長粗放和產品質量不高的問題不能得到全面有效解決，總有一天會引發系統性經濟風險，甚至會引發信用危機和社會動蕩，反過來會影響發展進程”。

近年來，我省各級各部門扎實推進質量安全誠信建設，企業嚴格自律，全社會質量安全誠信意識有了明顯提高，質量安全誠信體系建設得到了全面發展，涌現出了一大批像五糧液、長虹、全友等重質量、保安全、講誠信的優秀企業，為推動我省經濟社會又好又快發展做出了積極的貢獻。但是，我們也清醒地認識到，質量安全誠信體系不完善的問題仍然存在，質量安全事件時有發生，特別是“三鹿奶粉”事件折射出的誠信缺失、道德淪喪敲響了質量安全的警鐘，質量安全誠信體系建設任重而道遠，抓質量、抓安全、抓誠信，已成為我們當務之急！

今年，是中央確定的“質量和安全年”，各地、各部門堅決貫徹落實黨中央和國務院的重大決策部署，深入扎實地開展各項活動。我們要借“質量和安全年”東風，大力宣傳質量安全誠信方針政策，大力弘揚質量安全誠信美德，共鑄質量誠信，共享安全和諧。

風好正揚帆！各位來賓，我們真誠地希望通過本次論壇，凝聚全社會各方面力量，進一步增強全社會質量安全誠信意識，加快推進企業和全社會質量誠信體系建設，為全面提高我省質量安全誠信建設水平而共同努力。
