2．在這種情況下，貸款人有權采取以下部分或全部措施：

（1）對違約金額處以______％的`罰息。

（3）凍結借款人開在貸款人處的存款戶，如借款人的債務沒有得到全部清償，貸款人保留進一步追償的權利。

計算機應用、信息化的市場經濟和政策法律環境尚待完善，目前還缺乏有力的技術經濟學政策推動信息技術廣泛應用，信息化的組織領導與管理體制尚待完善與加強，有關市場管理的法律法規、社會信用體系尚未完全建立，電子商務的發展所需要的市場環境尚不完善。企業管理體制、機制、管理理念與組織機構尚不能適應市場經濟的要求，博弈知識的缺乏，部分領導對信息技術應用的重要性、緊迫性認識不足。企業采用信息技術等高新技術尚缺少內在的動力、人力、財力與物力。基礎工作薄弱，信息技術人才特別是既懂信息技術又懂行業業務技術的復合型人才更為缺少，廣大職工信息意識與信息技術應用知識欠缺，職工文化素質急待提高。

計算機在社會各領域的普及應用將有快速的發展地區信息化，城市信息化，社區信息化會加速發展。北京，上海，廣東等地信息化試點經驗將進一步推廣,在科學發展觀的引領下，將建成若干信息化示范省市、地區、城市社區及鄉鎮，2010年全國各地區、中小城市信息化將會快速發展。社會公用事業，公共服務等公共領域信息化步伐加快。文教衛生，社會保險，社會治安，公共交通，供水供暖供電系統，社區服務等公共領域將廣泛應用信息技術，金字系列重點應用工程與數字奧運會勝利完成,社會公共領域信息化水平將上一個新臺階，為人民群眾衣食住行提供良好的環境和服務信息技術進入家庭，推進家庭信息化的發展。智能建筑、小區逐步推廣，電話、手機、信息家電、家用電腦進一步普及，使信息技術大量進入家庭及個人生活，推動了家庭信息化的發展信息家電數字化、智能化、家庭影院、居家辦公將逐步普及,家庭信息化的發展將大大提高生活質量。
