從國際電信業的現狀及趨勢來看,全業務是電信業發展的必由之路。2008年世界500強中有22家電信企業,其中全業務經營的企業達到18家,所占比例達到81.8%。概括起來,國際電信運營商全業務經營成功經驗主要表現在以下幾個方面。

實現業務融合創新。通過業務融合創新,為用戶提供一站式服務。主要包括三個方面:

1.產品組合捆綁。2007年1月美國at&t推出以iptv為主打的u-verse業務,并與固定和移動業務捆綁銷售;英國電信2003年針對企業用戶推出了“btmobile office”;法國電信將固定語音、互聯網、電視、移動等服務捆綁起來向客戶提供,如針對家庭推出“family talk”組合套餐。2.集成服務。德國電信的t-systems部門將電信和信息技術與整個系統解決方案捆綁在一起,為行業客戶提供包括咨詢、流程運作、it和電信解決方案在內的一站式服務;法國電信針對企業客戶推出的business talk套餐屬于融合視頻電話業務,是集成服務之一。3.設備融合。如法國電信的unik終端、livebox家庭網關及英國電信推出的“藍色電話”就是設備融合的范例。
