工程項目管理的常見問題及對應控制措施

摘要：工程項目管理是建筑企業管理的基礎和重要組成部分，工程項目管理的好壞直接影響著項目總目標的能否實現，甚至決定企業的成敗。因此，努力提高項目管理水平尤為重要。本文從工程質量、工程造價、工程進度、工程安全等方面對工程項目管理進行闡述，表述各環節在實際管理中常現問題及采取的對應有效控制措施。

關鍵字：工程項目、項目管理、施工組織、控制措施

工程項目管理是一個復雜、艱巨的系統工程，涉及風險、投資、合同、進度、質量、人員等多方面的工作，涉及勘探、設計、監理、施工、設備、物資、運營等部門和單位，在建筑市場逐漸完善、不斷發展、競爭日趨激烈，利潤空間不斷被壓縮的當下，建筑企業如何以工程項目管理為中心，提高工程質量，保證施工進度，降低工程成本，提高經濟效益，保障作業安全，這是事關建筑施工企業生存和發展的關鍵。

工程質量管控，工程質量關系到建筑的美觀與使用，更有甚者會影響使用者的人身和財產安全，因此必須對建筑工程質量進行嚴格的管理和控制。近年來，建筑工程施工質量總體來講有了顯著提高，施工質量管理方面也越來越系統全面。然而不可避免的，我國現行的建筑工程施工質量管理還存在很多問題，不能完全達到所有人的要求，盡管現行法規條文有嚴格的規定，但是在實際施工操作中的執行力度不夠。這樣的問題體現在工程肢解分包、施工執行監管力度不足及工程管理、施工人員質量意識淡薄等方面。首先是分包現象，當前普遍存在分包現象嚴重，很多大型建筑施工單位在承包一項合作項目時，通常會層層肢解項目，緊接著會將項目層層分包給其他小的建筑單位，導致大型施工單位根本只是代理承包的中間人而已，而小的建筑單位通常不能保障施工質量要求。其次是施工執行監管力度不夠，很多施工沒有按照設計規范和要求進行，有些施工隊伍會根據自己的施工經驗進行偷工減料，再加上監理、發包單位工程師監管不力，工程質量難以保障。另外，工程管理、施工人員質量意識有待加強。針對上述存在的問題，政府應從制度上加強管制，當地政府和發包方應進行嚴格監管，對違法分包的單位進行懲處，取締；對監理單位、發包方工程師建立崗位考核制度，敦促其現場嚴格把關和監管；全面提升工程質量意識，建筑工程質量的優劣，通常是由項目全體人員質量意識來反映的。質量意識高，有利于保障建筑工程的施工質量，有利于加強建筑施工質量管理。全面提高建筑工程質量管理水平，必須從思想上充分認識質量意識的必要性，加強建筑施工單位的思想認識，然后再通過施工人員的質量控制會議，來提高施工人員的整體意識，強調其質量責任感。毋庸置疑，建筑工程的質量涉及到眾多因素的影響，我們必須從設計到施工整體過程進行把握，抓住施工過程中的重點，強調施工質量意識，才能把工程質量提升到全新的水平。

工程安全管控，工程安全問題越來越引起社會的重視，一起工程事故輕則可能導致工程項目停工、延緩，重則將導致項目流產甚至給企業帶來沉重的債務負擔，當前市場，競爭激烈，有些企業為了中標，壓低報價，用于安全生產的必要設備、器材、工具等無力購置，但為了獲取利潤，于是能省則省；另外，施工工期太短，施工單位為了趕工期搶進度無法顧及安全，導致施工現場十分混亂。施工企業在目前建筑市場競爭激烈的情況下，承接項目必須考慮企業自身承受能力，確保安全管理費用的投入。目前，工程項目管理中安全問題主要包括項目負責人重視程度不夠、現場作業人員素質較低以及非法勞工問題。首先項目負責人的安全意識應該加強，盡管工程現場都貼滿了安全標語，但真正能落到實處的并不多，效果更是不盡如人意。項目負責人的素質和安全知識應有待加強，并將安全工作安排到現場工作中，安全會議、安全培訓應按計劃進行，按照相關法律法規要求，從事建筑工程相關工作的施工人員必須購買相關保險，用以保障其安全。工程現場一線作業人員很多都是農民工，其安全意識很淡薄，同時，施工企業招入大部分非法勞工之后，并沒有對他們進行安全教育，反而在最危險的施工中，農民工是首當其沖的。由于無相關培訓，農民工的安全質量意識落后，出現事故的幾率往往會大幅提高，嚴重制約著建筑施工安全管理和發展。工程開工前和施工過程中應定期舉辦安全知識宣傳，普及安全常識，提高一線作業人員的安全意識和處理突發事件的應變能力。只有工程安全得以保障，工程項目才能順利開展。

工程進度管控，工程進度問題易出現兩種極端，一種是工程項目提倡質量第一，很多施工企業因為追求“精品工程”、“形象工程”對工程進度不夠重視，導致很多工程延期；還有就是，現在工程項目，尤其是工業廠房建設，因為搶占市場的時間緊迫，導致工期壓縮得非常緊張，在實際施工中，搶工，不按正常施工工序和周期安排現場作業的情況大為存在，在項目實施初期編制了施工進度計劃，而在實施過程中很多不能嚴格執行，其中除施工企業自身管理的缺陷，還有現場工程變更、追加造成的影響，并且，在施工進度計劃編排初期，編制人員水平的限制及對項目整體施工內容、變更、追加工程量的預估不合理，從而在進度時間上安排的不恰當都導致項目進度不受控制。針對上述現象，應從項目進度計劃編制著手，一個好的完善的計劃必定能夠幫助我們更快更有效的確定行動方向，從而能達到事半功倍的效果，計劃編制應圍繞項目總目標進行確定，對于緊迫的工程，工期應適當控制，但必須嚴格按照施工工序和要求的施工周期進行編排，切勿為了搶工期，忽略工程質量，最后導致返工，本末倒置，耽誤總目標的實現。

工程造價管控，工程項目的順利實施建立在一定資本基礎之上，在項目實施的過程中，如何合理有效利用項目資金，避免資金流失至關重要，其中，關系重大的招標與投標管理尤為重要。在業界，投標方通常通過以下幾種技巧提高中標率的同時又提高自己的收益，作為項目造價管控，就應想方設法進行規避：第一種是不平衡報價，這種投標技巧是在總價確定的基礎上，調整各子項報價。例如前期工程報高價，后期工程報低價，這是一種提高現金流轉的方法。還有對標的進行分析，覺得工程量可能增加的項目，單價提高。工程量可能減少的項目，單價降低。如果圖紙中內容不明確或錯誤，估計修改后工程量增加，單價提高。內容不明確的單價可降低。沒有工程量而只報單價項目單價提高。暫定項目但實施可能性大的項目可報高價。針對這些現象，進行造價管控的人員必須有較強的專業素養，將圖紙內容全面、詳盡地在清單中體現，開標議價時，不僅比較投標總價，對不合理的子項高價和低價提出質疑，要求投標單位給予解釋。項目施工過程中，現場工程師應嚴格執行清單內容，對簽證變更工程量嚴格控制，工程付款保持一定的節奏，有利于控制投標方。第二種是零星用工（計日工）報高價，一般可以稍高，因為零星用工不屬于承包總價范圍，發生時實報實銷，也可多獲利。針對該情況，對于不合理的、偏離市場價較高的計日工報價應予以拒絕，現場工程師對于零星用工量應嚴格把控。第三種是多方案報價，如果投標方覺得合同定得太嚴苛，則提出兩個報價，如果業主可以修改合同中的某些條款，則總價大大降低，而修改的條款就是他們認為技術不過關或資金占用太多的條款，針對這種情況，招標時候應盡量統一標準，避免多方案報價的提出，當然，有時候多方案報價也會使雙方能夠達到共贏的局面。為了達到有效控制工程造價的目的，還得對合同里的內容心中有數，比如什么時候付款，什么時候交工，什么時候開工，違約或者其他問題出現的時候怎么解決糾紛等，包括合同文件及優先解釋順序，施工合同中價款及其支付問題，工程中的分包、轉包和掛靠問題，工程中的帶資與墊資的問題，工程中的先受償權問題等。

綜上所述，建筑工程項目的管理是一個系統工程，只有各方通力合作，切實加強建筑工程質量管理、成本管理、進度管理和安全管理，才能保證建筑工程項目的順利實施,為企業創造良好的經濟效益。
