為了加強施工現場的管理，確保本工程質量、文明施工，同時為保障全體施工作業人員的人身安全，根據《中華人民共和國建筑法》、《建筑工程質量管理條例》及施工、監理合同規定，特制訂本制度：

一、施工單位必須與進入三亞通訊生產樓工程項目（以下簡稱本項目）施工現場進行施工作業的班組簽訂“安全施工責任書”，對分包施工區域（段）及居住的生活區的安全全面負責。

1、路線交叉情況

由于沿線涉及到的交口較多，特別是天水路、禮河路、物流大道、扶疏路、穎河路等車流量比較大，做好與各相交路口的施工交通組織，對后續施工非常很重要，在開工前根據交通管理部門具體意見以及施工組織情況制定科學、合理的施工組織順序及交通組織方案，確保周邊交通順暢及施工安全。

2、管線情況

因原銅陵北路為既有道路，地下管線較為復雜，沿線均存在高壓線路長廊、地下供電排管、移動、聯通、有線、電信、燃氣、供水、交通信號等管網，遷移和保護非常重要，特別是高壓長廊直接影響高架橋上部結構施工，其工作的順利與否將嚴重制約著工程進度，為確保開工后工程順利開展以及減少或避免其他管桿線的影響，會同建設單位提前做好其他產權單位的協調工作，做好遷移、臨時過渡等相關工作，并與相關產權單位密切聯系，以備施工出現管桿線影響因素能及時進行處理，把對周邊居民和單位的正常生活和工作影響程度減小到最少。施工前應對地下管線做好必要的勘察，作出明顯的標志，防止施工中漏水、漏氣和漏電、爆炸燒傷等事故。

4、既有綠化保護及遷移

既有銅陵北路（北二環-天水路）全線東西側分隔帶均有大量喬木及灌木，局部行道樹法梧等，且長勢較好；綠化遷改受季節影響巨大，本項目針對綠化遷改進度和保護工作尤為重要，直接影響施工工期。

4、天水路-新汴河路段

該段道路約400米長，目前均為荒地，但土方外運工程量較大，后期施工單位進場后，應立即尋找合法的棄土場，重難點在于兩側物流園及廠房圍墻的保護工作，主線土方外運約3米深，對兩側圍墻造成一定的倒塌風險。道路東側10KV桿線影響主體施工，開工前需與供電部門落實遷改方案。

天水路-新汴河路

總體來說，銅陵北路高架工程項目工程量大，地下管網較復雜，牽涉產權單位多，沿線商業街及門面較多，施工過程中除基本的控制要點外，還須注意通行安全、文明施工、各單位部門之間的協調等方方面面的問題。具體方案將在質量、進度、安全文明施工及重難點中詳細說明。
