今天我們將參觀鞍山著名佛教圣地---玉佛苑。玉佛苑是鞍山市人民政府與香港新里程發(fā)展有限公司合資興建的。總投資7000多萬元人民幣。1994年動工，96年完工，共用27個月的時間建成了宏的玉佛苑。玉佛苑座落在東山風(fēng)景區(qū)內(nèi)，三面環(huán)山，一面臨水，山勢為左青龍右白虎，前朱雀后玄武乃一風(fēng)水寶地。

玉佛苑占地面積2.2萬平方米，整個建筑群層次分明，高低錯落三級。高層為碑林用地中層是玉佛閣大殿及寬闊的廣場，下層為庭院用地。

玉佛苑第二屆春節(jié)文化廟會迎春燈會是景區(qū)豐富鞍山冬季旅游，提高景區(qū)文化宣傳的一項(xiàng)重要活動，活動于1月22日開始至2月7日結(jié)束，在元宵佳節(jié)，掀起人流入苑高峰，當(dāng)晚入苑人數(shù)近兩萬人。此次活動是建苑以來燈展規(guī)模最為宏大，燈種最為繁多的一次，因此，安全監(jiān)管責(zé)任也相對較大，在市相關(guān)部門和景區(qū)各單位協(xié)助下，玉佛苑實(shí)現(xiàn)了景區(qū)安全無事故發(fā)生的既定目標(biāo)。

一、以崗定人，強(qiáng)化責(zé)任落實(shí)，實(shí)行主要領(lǐng)導(dǎo)負(fù)責(zé)制。針對景區(qū)參觀人流量大，安全防火工作嚴(yán)峻形勢等特點(diǎn)。景區(qū)切實(shí)增強(qiáng)做好春節(jié)燈展期間安全防火工作的責(zé)任感和緊迫感，進(jìn)一步加強(qiáng)對安全防火工作的組織領(lǐng)導(dǎo)，特別主要領(lǐng)導(dǎo)認(rèn)真履行“安全防火第一責(zé)任人”職責(zé)，親自研究部署安全防火工作，進(jìn)一步加大對重點(diǎn)崗位、重點(diǎn)部位、重點(diǎn)時段的指導(dǎo)和督查力度，做到早安排、早部署、早落實(shí)，確保防范措施落實(shí)到位、隱患排查整改到位。

三、突出重心，強(qiáng)化源頭防范，防止安全責(zé)任事故發(fā)生。玉佛苑在燈展期間嚴(yán)格制定并落實(shí)各項(xiàng)安全保障措施，做到責(zé)任落實(shí)到部門、落實(shí)到個人，嚴(yán)防擁擠、踩踏等傷亡事故。玉佛苑綜合管理部燈展期間共出動巡查32次，清理無證攤販11起，驅(qū)逐乞討人員21人次，阻攔自行車、摩托車入園63人次，收繳高香入苑526柱。同時，進(jìn)一步加強(qiáng)用電設(shè)施管理，嚴(yán)格履行自檢自查制度，避免出現(xiàn)因私自亂接、亂搭及用電超負(fù)荷運(yùn)行而引發(fā)火災(zāi)事故發(fā)生，切實(shí)保證用電安全，做好源頭管理。

四、完善預(yù)案，強(qiáng)化應(yīng)急救援，做好應(yīng)急救援準(zhǔn)備工作。景區(qū)在活動之初認(rèn)真開展風(fēng)險評估、隱患排查和物資儲備等工作，及時制定各項(xiàng)安全防火應(yīng)急救援預(yù)案，完善應(yīng)急網(wǎng)絡(luò)體系，對重要設(shè)施、重點(diǎn)部位繪制具體人員分布圖，明確責(zé)任，加強(qiáng)巡查監(jiān)控力度，全面落實(shí)各項(xiàng)安全防范措施。景區(qū)監(jiān)察大隊(duì)進(jìn)一步健全完善各單位之間的協(xié)調(diào)聯(lián)動工作機(jī)制，全面做好應(yīng)對突發(fā)事件的各項(xiàng)準(zhǔn)備工作。此次活動得到公安、武警、消防等各單位、各部門的大力配合，尤其是在元宵節(jié)當(dāng)日，除玉佛苑安保人員外，增派武警100人，治安警察56人，管委會出動機(jī)關(guān)干部28人，二一九出動應(yīng)急人員20人，同時市治安支隊(duì)增派治安巡邏車一輛，市交警支隊(duì)增派交通巡邏車2輛，市消防局增派消防車1輛，保證元宵節(jié)高峰期安全游覽。
