第五任政委 雷起云

情真務實雷起云

雷起云曾用名雷盛鳴、雷騰蛟，1932年，雷起云加入中國共產黨，1937年參加八路軍。1937年，雷起云進入延安抗日軍政大學學習。

抗日戰爭時期，雷起云參加了反“掃蕩”、反“摩擦”、百團大戰、豫北反擊等戰役戰斗。解放戰爭時期，雷起云參加了上黨、同蒲、臨汾、呂梁、晉南、豫西、平漢、洛陽、宛西、宛東、淮海、渡江、浙贛線追殲等戰役戰斗。其中，在解放南昌的過程中，雷起云經歷了一場惡仗，為戰爭勝利作出了巨大貢獻。

1949年5月16日，陳賡決定以13軍前衛師37師攻占南昌。接到兵團命令后，37師先遣團110團從南昌東南30里的河里綠村強渡撫河，迅速包圍謝埠鎮。白崇禧即令南昌城郊的夏威兵團188師和175師共1萬余人，分三路包圍110團。

在敵眾我寡、援兵未到的情況下，一場惡戰在南昌城外圍撫河西岸展開。從21日早上到傍晚，敵軍以數十倍于我的兵力發起了8次密集進攻。據記載，戰后從陣地撤下，9連只剩下包括連長在內的13人，司號員和通訊員都犧牲了。

21日上午，111團、110團1營趕到增援遭受敵軍圍攻的110團2營和3營，與敵軍反復沖殺。在激戰中，110團3營再次陷入敵軍包圍之中，被逼到一片雜草叢生的墳地。下午3時，師長周學義、政委雷起云分別率領111團、109團采取分割包圍、各個擊破的戰術，迅速向十華觀迂回側擊，將國民黨軍隊175師截斷，全面制止了敵軍的進攻。5月22日拂曉，退守南昌城內的夏威兵團主力不戰自潰，乘天色朦朧棄城西逃，當日下午，宣告南昌解放。

1950年4月1日，云南軍區滇南衛戍區（第4兵團第13軍37師兼）成立，雷起云任37師政委。1950年5月，第二野戰軍和所屬兵團番號取消，所轄部隊劃歸西南軍區建制，雷起云任云南軍區滇南衛戍區37師政委。1951年起，雷起云任解放軍軍政治部主任、云南軍區政治部副主任、昆明軍區兼云南軍區政治部副主任。

1958年9月至1964年6月，共有200余名開國將軍積極響應中央軍委號召，下連當兵。時任昆明軍區政治部副主任的雷起云（時為大校軍銜）作為其中一員，下連當兵，給人留下了極其深刻的印象。

1965年，雷起云任昆明軍區政治部主任。

“文革”中，云南大亂，此時，發生了一件事，對雷起云影響極深。

1967年12月18日，云南造反派組織“炮派”和“八派”在東風百貨大樓激戰。早晨6時，10名未穿軍裝的解放軍戰士由軍區招待所路過東風路，行至東風商店和省供銷社之間遭槍擊，當場打死1人，打傷1人。“炮派”指責槍擊解放軍戰士系“八派”所為。當時，昆明軍區和云南省軍區內部也分為支持“炮派”和支持“八派”的兩派。昆明軍區“無革派”、云南省軍區“無革派”、302“聯指”、步校“革聯”即卷入“炮派”攻打東風百貨大樓，獨立師亦發表慰問信，支持“炮派”。

18日下午，昆明軍區機關部分指戰員為此揪斗了昆明軍區參謀長崔建功少將和昆明軍區政治部主任雷起云，強迫崔建功和雷起云承認“八派”打死解放軍，雷起云被罰跪，崔建功被強迫抬尸游行。

19日，昆明軍區“無革派”、云南省軍區通訊團和空指的部分指戰員，在云南省軍區副司令員熊奎少將的帶領下，上街示威游行，高呼“打倒李成芳”“嚴懲東風大樓殺人兇手”的口號。當日，東風大樓被“炮派”攻占。

其實，雷起云在11月22日已被批斗。原因是“炮派”要在云南“肅清薄一波的影響”。昆明軍區和云南省軍區的高級將領中，李成芳、黎錫福、胡榮貴、雷起云、王硯泉、徐其孝等，都是在決死第1縱隊工作過的干部，自然為“炮派”不容。

后來“炮派”失勢，昆明軍區領導在北京辦學習班，確定昆明軍區黨委由徐其孝、雷起云等負責。昆明軍區主要領導回昆明后，雷起云又任北京毛澤東思想學習班云南班領導小組組長。

1970年起，雷起云任昆明軍區副政委兼政治部主任、副政委、武漢軍區顧問（副大軍區職待遇）。

沙灣小學四（2）班 雷云楷

金秋時節，我們沙灣小學又迎來了一年一度的運動會。這次我有幸入選運動員代表參加了跳長繩比賽，心中充滿了興奮與期待。這可是我校的一項傳統的集體比賽項目，主要考察同學們的團體協作精神。各班都派出了最強陣容，沖擊冠軍。我班也不例外，為了取得好成績，白老師在賽前對我們進行了“魔鬼”訓練。

終于等到了比賽那天，各支隊伍齊聚操場，紛紛摩拳擦掌，嚴陣以待。我們四（2）班代表隊也早早做好了準備，大家既緊張又激動，卯足了勁兒，準備在比賽中大顯身手，為班級爭光。老師更是跑前跑后，不停的給大家叮囑比賽要領，鼓舞斗志。

比賽有序地進行著，轉眼就輪到我們了。隨著裁判一聲令下，比賽開始了，只見長繩飛快地轉動起來，同學們一個接一個跑動起來。我的眼睛緊盯著繩子的起落，心中默默地數著“一、二、三”。到我了，我緊隨著前一位隊員的腳步沖進了繩圈，縱身一跳又迅速沖了出去。只見我們的隊伍猶如一條長龍在跳繩間穿梭，頭尾相連，猶如行云流水，看的人眼花繚亂。哎呀，不好！李濱航的腳被繩子絆了一下，長龍出現了停頓。大家一下子緊張起來，我的心提到了嗓子眼。站在旁邊的胡老師急忙大聲喊道：“快出去！繩子別停！”迅速地，大家恢復了鎮定，調整好狀態，繩子又甩了起來。比賽漸入佳境，繩子越甩越快，大家的配合也越來越默契，速度不斷加快。此時的我已經無暇顧及場上的其他隊伍，耳邊只聽見繩子劃過地面的“啪啪”聲，眼中只看見飛速轉動的繩子。不知跳了多久，一聲哨響，比賽結束了。此時此刻，同學們個個滿頭大汗，雖然有些累了，但更多的是興奮。

接下來是緊張的成績核對時間，同學們焦急的等待著，議論著。終于，成績出來了，第一名是四（3）班，我們班獲得了第三名。大家頓時高興地跳躍起來，因為這是我們取得的最好名次！興奮之余又略有點遺憾，同學們互相鼓勵，約好明年的運動會一定會取得更好的成績。

跳長繩比賽結束了，雖然我們并沒有獲得冠軍，但是成績中凝聚了老師和我們全體同學辛勤的努力，也讓我們認識到集體的榮譽高于一切，團結就是力量！

開拓進取 厚德精業——南京理工大學繼續教育學院院長張云雷同志優秀事跡材料

在教職工的眼里，他是一個“務實、勤奮、清廉，具有開拓進取精神、深受群眾愛戴”的領導；在學生眼中他是一位“和藹可親、可敬自信”的師長；組織評價，是一名善思力行，德厚業精的好干部----這就是張云雷院長。

張云雷同志生于1964年3月，研究生學歷，研究員，2003年3月該同志服從組織安排擔任繼續教育學院黨委書記，克服了工作跨度大和工作經驗少等困難，刻苦學習新知識，在較短的時間快速適應了轉變，并帶領班子積極工作，開創了學院黨務工作新局面，配合行政全面完成各項任務。2007年擔任學院院長，在學院發展極度困難的情況下，不退縮，不怨天尤人，凝聚人心積極開拓，取得了學院歷史上前所未有的新成績，使學院恢復了發展的信心，堅定發展的勇氣，理清了發展的思路，為學院轉型奠定了堅實的基礎。在工作中善于思考，敢于負責，注重發揮班子成員集體智慧，結合學院的工作特點，主動開拓，積極進取，緊緊圍繞學校繼續教育建設與發展、不追求名利，不計個人得失，始終將學院、學校和廣大職工的利益放在第一位，贏得了廣大教職員工廣泛的信任，也受到了同行廣泛的認可和贊譽，以及學校領導及上級主管部門的高度肯定。在新的世情、國情下，在社會轉型、教育格局出現劇烈變化的大環境下，該同志能夠帶領學院保持清醒的頭腦，客觀理性分析復雜的形勢，并在復雜多變的形勢中積極把握現代繼續教育發展趨勢，捕捉機遇。

一、堅定理想信念，長期獻身高校繼續教育事業

該同志長期從事繼續教育的教育管理工作，在長期的工作實踐中學習和積累了較豐富的政治理論和業務知識，具有堅定的馬克思主義世界觀、人生觀和價值觀，堅持黨的四項基本原則，擁護黨現時期的各項方針、政策和路線，并始終在行動上與黨中央保持高度一致。熱愛繼續教育事業，工作中兢兢業業，勤奮努力，開拓進取，勇于奉獻。作為學院的院長，平時注意加強學習，尤其是對科學發展觀的學習，注重理論聯系實際，具備良好的道德修養和教育管理能力，受到上級和群眾的充分肯定。

二、腳踏實地，勤奮努力，主動開拓，勇挑重擔，出色履行自己的崗位職責和上級交予的各項任務

了解成教院的人都會說，現在成教院的領導不容易當，由于傳統的辦學模式受國家政策的調整，已逐步退出歷史的舞臺，新的辦學模式還沒有形成，學校繼續教育是順勢而退，還是迎難而上？是等待學校來解決？還是選擇自力更生？作為院長的張云雷同志與班子成員認真研討，仔細分析，決定接受困難，面對現實，用發展的辦法去解決前進中的問題。于是他幾乎放棄了所有的休息時間，主動與學校相關部門溝通聯系，挖掘辦學資源，大膽提出了繼續教育戰略轉型的發展思路，積極開拓寬口徑服務領域，開展多層次辦學合作，親自組織起草國防科技繼續教育基地論證報告、現代遠程教育申報報告等，多次組織專家進行研討，不斷完善繼續教育發展布局。目前國防教育基地現已得到批準；現代遠程教育報告已上交教育部，一期平臺建設已開始投入；社會辦學合作已取得顯著效益。他的工作日程總是安排的滿滿的，每天他總是最后一個離開辦公室，在對外開拓方面，他經常帶領相關部門的同志出去與相關部門聯系，并始終堅持繼續教育社會市場觀的導向，以真誠和優質服務贏得別人的信任和尊重，正是這樣一種意識，很多已經與別的學校合作的辦學單位轉而選擇與南京理工大學繼續教育學院合作辦學，極大地推進了學院社會服務的空間。為適應辦學轉型需要，大力開展學院的培訓工作，該同志積極組織專門成立學院培訓中心，積極開展對外教育培訓工作，目前培訓中心辦學規模已增長近10倍。

該同志始終堅信辦學質量是繼續教育發展的生命線，他每周堅持2-3次到教室聽課，與教師、學生加強溝通，將辦學思想寓于具體工作之中，有的放矢的提出師資培養、教風與學風建設、學院建設與發展的建議與計劃。在成人高等教育面臨結構調整的情況下，帶領一班人，努力開拓，辛勤工作，探索成人教育的發展規律，及時調整辦學方向，收到較好的效果。

三、嚴格要求自己，不斷學習和鉆研業務，提高理論和實踐水平，科研成果顯著

該同志敬業愛崗，恪守職責，在新的歷史時期，緊跟形勢，積極鉆研，更新業務知識，改善知識結構，提高專業水平和管理能力。不斷從理論和實踐中努力摸索有效的改革和創新路子。堅持不斷學習，堅持用理論武裝頭腦，依靠理論指導實踐。在緊張的工作之余十分關注教育形勢的發展變化，以及新理論、新實踐的最新成果，積極開展理論研究和探索，并注意在工作實踐中不斷總結經驗。在1998年——2008年期間，先后參與和主持開展了13項課題研究，其中省級以上7項，在各類期刊雜志上發表學術論文16篇，其中權威性的核心期刊有10篇，并主持和參與編寫了5部教材。

在同行中產生了較大的學術影響。平時注意將理論應用于具體工作，通過不斷地學習和研究，極大地開闊了工作視野，增強了對復雜形勢的認識、判斷和把握能力，對把握教育發展，尤其是大學教育的發展規律有了更加深刻的認識。對科學開展學院工作起到了極大的促進作用，增強了應對形勢變化和日常工作能力，對學院的健康發展有直接的影響。

四、時刻關心職工疾苦，積極做好職工的思想穩定工作

目前職工主要來自原成教院、省外貿學校、外貿職工大學、南理工技工學校的職工組成，職工來源復雜，不僅人多而且思想也不穩定，由于國家對成人教育辦學方向的調整，學院傳統的辦學項目，急劇萎縮，學院面臨極大的生存壓力，作為院長也面臨極大的挑戰，他深知自己身上肩負的歷史使命，但該同志始終以自己的樂觀自信去感染每一位教職工，能從大局出發，主動與每一位職工談心，關心群眾疾苦，急群眾所急，想群眾所想，切實幫助職工解決實際困難，他主動慰問患病住院的職工，學院有兩位同志身患癌癥，他得知情況后第一時間趕往探望，幫助他們解決實際困難，鼓勵他們戰勝。使這兩位同志身受感動、在春節期間主動慰問老同志，老同志過生日時能夠及時送去生日蛋糕，把學院的溫暖，送到病房、家庭。學院有20位教職工住房“兩證”由于歷史原因未能得到辦理，他上任后與有關同志，多次到相關部門了解政策，經多方爭取，終于將拖了近10年的歷史問題解決了，原“兩校”職工的公費醫療也是如此，這些問題的解決，較好地穩定了教職工的思想情緒。由于他急職工之所急，想職工之所想，時刻關心職工的切身利益，雖然學院的辦學轉型艱難而漫長，但學院教職工的工作熱情又重新得以激發，很多同志見到他不再是抱怨，問他怎么辦，而是主動出謀劃策，積極地想辦法，提供一切可以利用的社會資源。他經常在公眾場合表達他的感受，他說：“我很感動，在學院面臨巨大困難的時候，學院職工們能夠不抱怨，高度信任、高度支持，給了我巨大的信心與工作動力”。

五、重視共青團工作，關注青年大學生的思想健康發展

無論是做黨委書記還是做院長期間，他都非常重視共青團工作，學院配備專職團委書記，每年兩期團校、兩期黨校，他都親自抽出時間來給學生上課，平時每學期還要舉辦兩次以上專題講座，他幽默的授課，爽朗的笑聲，給了成教學生們無比的自信，學生們課后都愿意跟他交流，他始終認為學生是根本，是學院的工作重心。有時還抽空到學生宿舍、食堂與學生交流、了解學生的需求，及時幫學生解決實際困難。

六、廉潔自律，充分發揮黨委的核心與監督作用

繼續教育學院作為一個獨立的校區，涉及招生、教材、基建與維修、對外合作辦學等項目，作為院長，他始終堅持廉潔奉公的原則，發揮黨政聯席會議的作用，堅持民主集中制原則，不搞個人主義，堅持制度防腐，堅持從源頭抓起，通過與相關崗位人員層層簽署黨風廉政責任書形式強化廉政意識，充分發揮黨委監督作用，以身作則，牢固樹立勤政廉政意識，確保了學院各項工作正常有序開展。

七、努力進取，成績顯著

多年的工作實踐中，該同志始終保持積極進取的工作熱情和工作精神，在擔任繼續教育學院主要領導期間，學院及其個人也取得了較好成績

xx同志，xx大隊政委。在這一年來的工作中，xx政委以全心全意為人民服務為宗旨，以高度負責的工作精神，踏實苦干的工作態度，本著“立警為公、執法為民”的原則，為xx交通管理工作做出了巨大的貢獻，為全縣廣大交通民警和共產黨員樹立了光輝的榜樣。

一、深入一線，靠前指揮，發揮帶頭表率作用。

交通事故處理一向是我大隊工作的重中之重，最繁重、最復雜，且直接面對受害群眾，最容易引起上訪事件。我大隊副職大多不愿擔此重任，可xx作為主要領導，毅然挑起了這副重擔。隊負責全大隊干警職工思想政治工作外，還自愿分管了交通事故處理。我縣道路等級低且大部分屬“三臨”公路，且近年來，機動車、駕駛員劇增，注定了我縣今年的春運工作將是坎坷不平、任重道遠，道路交通安全形勢較歷年尤為嚴峻。作為我大隊春運道路交通安全管理工作領導小組督導組組長，xx政委同志深感肩上責任重大，來不得絲毫馬虎。為創造一個平安暢通、有序的交通環境，政委帶領大隊全體干警職工，結合我縣道路交通管理的實際情況，早動員、早部署、早安排，并親自起草了《xx縣XX年道路交通安全管理工作方案》，制定了工作目標、工作部署、工作措施，為我縣XX年交管工作的順利開展打下了堅實基礎。為加強各項工作的督促落實，政委又結合我縣實際情況，制定了督查方案和目標考核細則。政委經常帶領督導小組成員，不辭辛勞地到全縣范圍內進行督察指導，及時了解交通安全動態。對各基層股、室、中隊暴露出來的一些問題，建立了規范的臺帳，認真剖析，提出建議和意見，并限時予以整改。在蔣政委的帶領和影響下，大隊全體民警統一認識，努力形成了強大的嚴管態勢，確保了各項工作任務落實。一年來，蔣政委先后深入各重點客運站場督查30多次，提出合理化建議25余條，深入路面糾違150多起，消除車輛事故隱患4起。

二、不斷創新工作方法，科學管理路面行車秩序。

加強道路監管是預防重特大道路交通事故的主戰場。蔣政委結合公安交警系統“大走訪”的開展，深入群眾，體察民情，熟悉和掌握了轄區內交通參與人的交通安全意識及宣傳教育情況，熟悉和掌握了轄區內道路交通事故多發點段及事故隱患情況，熟悉和掌握了轄區內鄉鎮機動車駕駛人的交通違法情況及規律。在此基礎上，他合理安排警力，采取及時有效的方法和措施，有針對性地開展工作，使全大隊各項交通管理工作有條不紊地開展，基層中隊遇到的問題和困難都能很好地得到解決。通過努力，蔣政委分管的辦公室和二中隊，在交通安全宣傳、信息上報、源頭管理和路面管控方面都取得了較好的成績。為了打贏道路通行秩序整治、國慶安保這一攻堅戰，蔣政委在這個沒有硝煙的戰場上，帶領中隊民警不畏艱苦，斗志昂揚，夜以繼日戰斗在執勤、執法、宣傳教育一線，在路上、在社區、在學校……他的身影無處不在。為形成嚴管態勢，他針對轄區xx省道交通流量的特點，將二中隊分成兩班晝夜24小時執勤備勤，確保路面不失管，不失控。進一步加大路面巡邏密度，加強交通管控措施，適時開展專項整治行動和集中夜查行動，對轄區道路上的客車超員、車輛超速、疲勞駕駛、無證酒后駕駛、農用車違法載人等嚴重交通違法行為進行了重點打擊。同時，他針對低速載貨汽車、農用三輪車及拖拉機違法載人問題比較突出的xx、xx、xx三個鄉鎮，適時開展了三次專項整治行動。1月13日，在蔣政委帶領下，我大隊在xx鄉xx巖、xx和鄉政府設立了3個臨時檢查站，共依法暫扣違法載人的三輪摩托車12臺，查處超員面的車3臺，拘留無證駕駛人員1名。1月15至17日蔣政委帶領機動中隊、二中隊、辦公室到xx、xx開展整治工作。得到了當地黨委、政府的大力支持，xx鎮鎮長xx親自組織該鎮綜治辦、派出所、安監站、運管站等部門協助交警開展整治工作。在xx、xx兩鎮共取締三輪摩托車載客18臺，查處無牌無證車輛6臺，查處客運車輛超員6臺，沒收自設木條凳8張，下客轉運28人次，整治效果非常明顯，有效地遏制了轄區道路各類交通違法行為。《1》《2》

三、廉潔自律，公而忘私

隨著人、車、路矛盾的加劇，交通違法行為也出現高發期，同時交通民警也面臨各種說情風。作為大隊政委，他帶頭廉潔自律，自已給自己定下了做人、做事、做官的行為準則，并主動請民警進行監督。蔣政委以與中層負責人簽訂責任書的形式，明確各自的職責，在嚴厲制度的制約下，自覺做到文明執勤，規范執法，在確保自身無“三亂”的情況下，嚴厲治理公路“三亂”，保證了執法的公正性和嚴肅性。在路面執勤時，蔣政委收到了一位被扣中巴車車主行賄的500元，但他在金錢面前沒有向違法者開綠燈，而是義正嚴辭地訓斥了違法者的行賄行為，并按規定給予了處理。春運期間，為了廣大群眾過上一次平安祥和的春節，大隊民警與家人離多聚少，有些家屬不理解，家庭矛盾比較突出。蔣政委特別注重在工作、生活上關心愛護民警，認真貫徹執行上級公安機關推行的“從優待警”各項舉措，經常深入民警當中了解民警的困難，并盡全力予以解決，讓民警放下包袱，安心工作，以實際行動詮釋了一名共產黨員的莊嚴莊嚴誓言。
