(一)商務便函
一般公司企業往往都印有按照自己公司風格的商業便函,請看下列例子:

商務便函一般由以下幾個部分組成:
1、Memo: Memo是Memorandum縮寫,因此也可以用Memorandum,此外還有Internal Memorandum和Interoffice Memorandum,其意思都是一樣的。
2、To:這一標題后面應寫收信人的姓名與職銜,姓名前可以用尊稱或不用,如:
To:Mr.John Smith,Sales Manager
3、From:這一標題后應寫發信人的姓名與職銜:職銜可根據需要決定寫或不寫,但姓名前不要用尊稱。
4、Date:日期的寫法同書信里日期寫法的要求完全一樣,不要用數字來表示月份。
5、Subject:這一標題后是寫事由的,即用一個或幾個詞匯簡單概括便函的內容,以便查閱。事由必須簡潔明了,不要用完整的句子,如:

6、Message
商務便函還可以根據實際需要在末尾增加發信人的姓名首字母、附件、副本抄送等。

2.XX電力工業局關于使用定期借記業務結算方式的通告
根據中國人民銀行XX分行的通知精神,從2007年12月起,原來使用*市專用委托收款方式結算電費的用電戶,將統一*電子資金轉帳系統定期借記系統。為此,對于愿使用專用委托收款結算方式繳交電費的企事業單位客戶,我局將從2007年12月起改為使用定期借記方式收取電費。請有關用電戶配合我局做好以下工作,以便順利結算電費:
一、請各用電客戶盡快與開戶銀行聯系,按照中國人民銀行XX分行的統一要求簽訂《定期借記業務授權委托書》,并于2008年1月31日前將復印件送達所在區供電局。
二、部分商業銀行由于系統升級原因更改了開戶銀行賬號格式,請客戶在簽訂《定期借記業務授權委托書》的同時與貴開戶銀行確認新的銀行賬號,并于2008年1月31日前以正式公函形式通知我局,若屆時未受到客戶的《定期借記業務授權委托書》及新的銀行帳號的,客戶將無法使用定期借記方式繳交電費,我局將采取現金方式收取電費。

二、會議決定,王梅珍同志協助毛大龍同志主持學院行政日常工作。各單位、部門要及時向分管領導請示、匯報工作,分管領導要在職權范圍內大膽工作,及時拍板。如有重要問題需要學院解決,則提交辦公會議研究。
三、毛大龍同志再次重申了會議制度改革和加強管理問題。毛院長強調,院長辦公會議是決策會議,研究、解決學院辦學過程中的重大問題。要形成例會制度,如無特殊情況,每周一上午召開,以確保及時研究問題、解決問題,提高工作效率。具體程序是,每周四前,在取得分管領導同意后,將需要解決的議題提交辦公室。會議研究決定的問題,即為學院決策,各單位、部門要認真執行,辦公室負責督促檢查。
毛院長就有關部門反映的教學管理中的若干具體問題,再次重申,一定要理順工作關系,部門與部門之間、機關與分院之間、分院與分院之間一定要做好溝通、銜接工作,互相理解,互相支持。機關職能部門要注意通過努力工作來樹立自己的形象。基層分院要提高工作效率,對沒有按時間控制點完成任務的要提出批評。要切實加強基礎管理工作,查漏補缺,努力杜絕教學事故的發生。
三、會議決定,要進一步關心學生的生活問題。責成學生處結合教室管理等工作,落實好學生的勤工儉學任務。將教工餐廳移到二樓,一樓餐廳全部供學生使用,以解決學生就餐擁擠問題。針對校外施工單位晚上違規施工,影響學生休息問題,會議責成計劃財務處立即與高教園區管委會反映,盡快妥善解決。
四、會議決定,要規范學生的技能鑒定工作。重申,學生畢業之前須取得中級以上技能證書,才能發給畢業證書。由產業園設計中心(考工站)具體組織學生的報名、培訓和考核工作。
五、會議決定,要加強對外交流和學習。爭取利用暑假期間,組織教工到境外考察學習。

2.施工質量會議記要
國家標準《建筑結構加固工程施工質量驗收規范》第一次編制工作會議,于2003年11月26日~28日在福建廈門市召開。參加會議的有:建設部標準定額司衛明處長、廈門市建設局白玉淵局長、本規范主編、四川省建筑科學研究院孫前元院長以及來自全國23個參編單位的32位教授、高級工程師和企業家。
會上,白玉淵局長代表東道主和當地建設工程界對會議在廈門召開表示熱情歡迎和支持。隨后,衛明處長代表建設部標準定額司宣布了本規范編制組成立,宣讀了編制組成員名單,并就規范的編制原則和應統一的認識講了話。
孫前元院長的講話,首先代表編制組感謝建設部的信任和廈門市有關部門的熱情款待外。隨后根據建設部下達任務的精神,強調了制訂這本規范的目的和意義,以及為保證編制工作順利進行而必須采取的措施和工作方法。他希望全體編委與他一道全力以赴地共同承擔起這項艱巨而又重要的國家標準的編制任務,為工程建設標準化事業的發展做出新的貢獻。
全體與會代表結合上述領導講話,對主編單位準備的各項文件草案展開了熱烈討論和認真的修改補充。在此基礎上,一致通過了下列4個會議文件:
1.本規范章節目次; 2.本規范章節內容編寫提綱;
3.規范初稿起草分工及各章匯總負責人名單; 4.規范編制工作進度計劃。
與此同時,還根據孫前元院長關于規范初稿關系到這本規范編制工作全局必須盡量趕前完成的意見,一致確認:以2004年2月28日為初稿條文交稿期限;以2004年3月15日為各章匯總成文的期限;以2004年3月31日為主編單位將各章匯編成冊的期限。為此,會議期望各參編單位代表回單位后立即向主管領導匯報會議達成的共識,盡快地組織力量,力爭提早完成初稿條文的起草工作,為這本規范順利編制創造一個良好的開端。
會議還注意到:廈門晚報以‘房屋修繕,將有國家標準可依'為題,在當日頭版報道了這個會議在廈召開的概況并指出:當市民們看到這則消息后一定會對這本規范將要起到的保證房屋質量和安全的作用寄予厚望。對此,編委們都把它看成是對自己工作的鞭策,紛紛表示一定要盡心盡責地完成編制任務,使這本規范得以如期發布,以回報廈門和全國公眾對國家規范的渴求與期待。
最后,會議初步決定:在2004年4月召開第二次編制工作會議,爭取早日提出“征求意見稿”,向社會公眾征求意見。

今天主要討論一下《中國辦公室》軟件是否投入開發以及如何開展前期工作的問題。
二、發言:
技術部朱總:類似的辦公軟件已經有不少,如微軟公司的WORD、金山公司的WPS系列,以及眾多的財務、稅務、管理方面的軟件。我認為首要的問題是確定選題方向,如果沒有特點,千萬不能動手。
資料部祁主任:應該看到的是,辦公軟件雖然很多,但從專業角度而言,大都不很規范。我指的是編輯方面的問題。如WORD中對于行政公文這一塊就干脆忽略掉,而書信這一部份也大多是英文習慣,中國人使用起來很不方便。WPS是中國人開發的軟件,在技術上很有特點,但中國運用文方面的編輯十分簡陋,離專業水準很遠。我認為我們定位在這一方面是很有市場的。
市場部唐主任:這是在眾多航空母艦中間尋求突破,我認為有成功的希望,關鍵的問題就是必須小巧,并且速度極快。因為我們建造的不是航空母艦,這就必須考慮到兼容問題。
三、各部門都同意立項,初步的技術方案將在十天內完成,資料部預計需要三個月完成資料編輯工作,系統集成約需要二十天,該軟件預定于元旦投放市場。

XX公司計劃投資部經理述職報告
各位領導、同志們:
首先,我誠摯的感謝公司領導在 2003年給我的關懷和幫助。對計劃投資部五位同仁一年來給我的理解、支持和寬容表示深深的敬意。
2003年,是漢江公司立足喜河之年,開拓蜀河之年,也是志在漢江、發展壯大的一年。在公司領導 “抓大事、抓關鍵、抓落實”的理念指引下,計劃投資部 貫徹“流域、梯級、滾動、綜合”的開發方針,走“市場化、科學化、國際化”之路,按照集團公司的統一部署,以全新的理念,全新的方法和全新的管理,克服“非典”對工作的影響,千方百計促使喜河項目可研報告和開工報告的批復,克服重重困難推進蜀河電站前期工作,拼搏進取,扎實工作,取得令人矚目的成績。
一、催批喜河可研報告 努力實現6月開工
2002年公司成立以來,公司領導以超常規的思路推動喜河水電站的前期工作和蜀河電站的開發。因種種原因,喜河項目可研報告2002年9月報到國家計委,一直到去年底還沒有完成會簽,投資司明確告訴我們,這個項目指標不太好,暫時不能批。怎么辦,面對國家項目審批最高機關的態度,困難和壓力是可想而知的。我們知道,喜河項目是公司的立足項目,是公司發展的基礎,是公司全體員工的命運和未來所在。我們沒有灰心喪氣,而是知難而上。按照公司領導的統一部署,首先狠抓設計的龍頭作用,發揮設計院在人才上的優勢,把新技術、新工藝、新材料應用到工程設計之中,優化設計,降低工程造價;其次充分考慮省政府優惠政策的支持對工程積極作用;我們委托北京國電公司重新編制了可行性研究報告(經濟評價)的補充報告,并得到了水規總院領導的支持和及時評審。喜河工程審定的總投資由13.78億元下降到12億元,上網電價由0.361元/千瓦時下降為0.258元/千瓦時。2月19日,水規總院印發了《關于喜河水電站可行性研究階段經濟評價補充報告的評審意見》;2月25日,國家開發銀行給喜河項目出具了5億元人民貸款承諾;2月28日,喜河水電站可行性研究報告批復文件完成司局會簽; 5月13日,國務院辦公會議通過了喜河項目可研報告。
3月5日,集團公司與周總簽訂了《前期工作責任書》,責任書要求喜河水電站務必于上半年實現開工。5月下旬,可研報告批復文件下發,集團公司領導下達死命令,一定要拿到國家發改委的開工批復文件,確保上半年實現開工。我們明白,開工報告的批復,是重點工程能否開工的關鍵所在。此時,正是“非典”肆虐祖國大地的時候,從歸整資料到編寫開工報告;從呈報集團公司到呈報省計委;從西安出發到北京,夜以繼日,分秒必爭。當開工報告呈報到國家發改委時,獲悉集團公司翟總決定親往工地,參加開工儀式,更使公司員工上下深受鼓舞,信心倍增,斗志昂揚。6月20日,謝崇文在國家發改委門前等候近7個小時,真是工夫不負有心人,終于得到了開工批復文件,圓滿地完成了公司領導交給我們的光榮任務。至此,喜河工程各種程序批復文件完全具備,6月26日,集團公司和省政府 成功地舉辦了開工儀式,喜河水電站成為集團公司成立以來的第一個開工項目。
二、按照省長辦公會議紀要精神,抓優惠政策的落實
2001年11月9日,陜西省副省長賈治邦召開省長辦公會第30次會議,提出省上將給8000萬元的優惠政策,推動漢江梯級開發。為此,我們在公司的部署下,將優惠政策落實作為部門的工作難點。我們通過密切聯系省計委、安康市計委,采取多匯報、多請示,爭取優惠政策。代省長賈治邦在第18次省長辦公會議上作出重大決定,喜河水電站工程水庫移民搬遷中漢江公司只需出資9000萬元,其余約9748萬元由地方政府籌措解決。2003年3月2日,喜河水電站水庫淹沒移民安置任務及投資包干協議在北京簽字,集團公司翟總經理和賈省長參加了簽字儀式,這充分體現了政府對漢江梯級開發的支持,體現了集團公司對漢江梯級開發帶動陜南經濟發展的決心,同時為我公司的發展壯大帶來了難得的機遇。
三、順應電力體制改革,及時和集團公司建立業務聯系
在喜河水電站前期工程的緊張施工之時,我公司迎來了電力深化改革,中國大唐集團公司于2003年元月20日24時,正式接受了發電公司等單位。盡快確定漢江公司的歸屬問題,落實工程建設資金,確保喜河項目2003年正式開工,繼續作好蜀河、旬陽水電站前期工作,已是迫在眉睫。元月25日,周總親自到集團公司匯報工作。2月11日,我部主動向集團公司發展計劃部呈報了《關于陜西漢江喜河水電站工程有關問題的請示》;2月14日,集團公司印發了第一個主送漢江公司的文件《關于陜西漢江喜河水電站有關問題的意見》,文中明確表示“集團公司將開發漢江流域,投資建設喜河電站及梯級電站”。這是集團公司對我公司成立以來所做工作的充分肯定,是集團公司對開發漢江梯級電站的宣言,是集團公司正式接受漢江公司的重大決策,這一文件的下發有著十分重要的現實意義和深遠的歷史意義。計劃投資部成為我公司最早和集團公司建立業務對口聯系的部門。
四、以造價控制為核心,加快喜河工程建設進度
1、招標管理
按照《中國大唐集團公司工程招標管理辦法》和工程部 5月26日下發的《關于規范喜河水電站招投標管理程序的通知》精神,喜河項目的主體工程和安全觀測的施工單位,主機設備、金屬結構制造、主材等物資的供貨商,都是通過公開招標方式確定的。從“國家電力信息網”上發布招標公告、發售招標文件開始,到成立評標委員會、編制評標辦法、舉行公開開標儀式、組織評標工作、編寫評標報告、提出合同談判順序的整個過程,都作到了“公平、公開、公正”,截止年底,招投標的投訴率為“0”,受到了集團公司工程部和公司領導的好評。喜河工程的招標工作管理有序,進展良好,做到了可控、再控。
2、造價控制的現狀
為了降低工程造價,充分發揮集團公司的整體優勢,我公司委托中國水利電力物資有限公司對喜河工程的設備采購進行招標代理,排除了 2003年以來主機設備和鋼材價格上漲因素的影響,已簽訂的采購合同價格全部低于概算數值。例如網上發布金屬結構設備制造招標公告后,有20個制造廠商投標,競爭非常激烈,目前談判工作已經結束,合同價格為7409 萬元,低于概算數值249萬元;水輪發電機組及其附屬設備的合同價格為12650 萬元/三臺套,低于概算數值1254萬元;
喜河的施工輔助工程已基本結束,概算數值為 13729萬元,實際完成投資為12189萬元,低于概算1603萬元,為今后工程建設管理的造價控制創造了較好的條件。
3、造價控制的難點
喜河工程可研概算是按照2002年上半年價格水平編制的。經初步調查,與批準概算相比,機電設備價格上漲約10%,鋼材上漲約39.5%,油料上漲約15%。依據設計用量測算,上述三項將物資采購將增加投資約2084.46萬元。
另外,按照設計和招標文件給定的參考工程量,雖然已簽定的建筑承包合同總價低于概算數值,但基本上都是單價合同。因廠房和大壩部分還沒有完全開挖,地質構造的不可預見性依然存在,工程量增加導致突破合同總價是有可能的。
五、順應市場供需形勢變化,及時調整建設管理模式
2002年10月21日,喜河水電站工程總承包(EPC)合同正式簽字。進入到2003年以后,國內機電設備和建筑材料價格上漲加速,物資采購的風險增大。北京國電公司第一次總承包喜河樞紐這么大的工程項目,承擔風險的能力有限。
2003年5月,北京國電公司提出將總承包范圍內的物資采購工作移交給漢江公司,為此雙方簽署備忘錄,總承包的內涵開始發生改變。8月12日和9月1日,北京國電公司分別給我公司發函,提出建設管理模式的調整問題。
隨著施工輔助工程的陸續結束和主體工程的逐步展開,從今年 6月份開始,按照公司領導的要求,我們及時和浙江陽光律師事務所進行信息溝通,依靠他們的法律服務,按照可控、再控的思路,對自己的工程負責,對集團公司負責。2003年11月1日,現場的建設管理工作轉化為以漢江公司力量為主。12月5日,我公司與中國水利水電工程咨詢北京公司簽定了“喜河水電站建設監理合同”。漢江公司成功地實現了喜河工程的建設管理模式完善。
六、投資完成情況(截止 2003年12月底)
截至2003年12月30日,喜河水電站投資完成14843萬元,是投資調整計劃15371萬元的97%,投資完成情況良好。
喜河工程的主要工程形象進度如下:
施工輔助工程完成; 11月16日一期圍堰合龍; 12月24日澆筑主廠房第一罐混凝土;
12月22至24日召開了第一次水輪發電機組及其附屬設備設計聯絡會;
全年完成土石方開挖 87萬m,土石方填筑m,澆筑混凝土12719 m,鋼筋 制安 1070t;

七、蜀河水電站的前期工作
按照流域公司的特點,根據公司領導 提出 “建設一個電站,籌備一個電站,儲備一個電站”的思路,我部積極向集團公司申請開展蜀河前期工作。3月5日,集團公司正式印發文件,委托我公司開展蜀河水電站前期工作。西北勘測設計研究院進行了“溢流式”廠房的實驗研究。將蜀河水電站樞紐布置,由“河床式廠房”改為“廠頂溢流”,僅主體工程就節約投資5.47億元,上網電價下降到0.255元/千瓦時。4月26日,完成預可報告的審查意見;8月27日,項目建議書呈報集團公司;12月5日,環境影響評價大綱通過審查;12月25日,水庫淹沒實物調查外業工作結束;12月26日,集團公司大唐集團計[2003]442號文件《關于下達集團公司直接投資項目前期工作費計劃的通知》印發,安排蜀河水電站工程項目前期工作費用821萬元;12月30日,省環保局陜環函[2003]359號文件《關于蜀河水電站工程環境影響評價標準批復的函》印發。目前,蜀河項目可行性研究報告編制已近尾聲,為完成2004年立項和前期工程進點創造了條件。
八、對 04年的工作的建議
1、部分員工的人事問題的解決,給大家創造了更好的自我展示和發展機遇,同時也給思想政治工作帶來了新的課題,如何調動每個員工的主觀能動性,消除員工之間的誤會和障礙,團結一心為公司的發展著想,是非常值得認真研究的。
2、鑒于漢江梯級水電站規劃已編制10余年,許多指標均發生了較大變化。如喜河水電站裝機180MW,原總投資約18億元,現工程總投資僅為12億元;蜀河水電站裝機270MW,原靜態投資為21億元,樞紐布置由“河床式廠房”改為“廠頂溢流”,工程靜態投資下降為15.8億元。可見,兩個工程的投資下降幅度均超過20%。為此,建議重新編制漢江梯級水電站規劃。
3、公司要實現可持續發展,就要按照集團公司的發展戰略,開拓公司的投資職能,以創造集團公司的經濟效益為出發點,把 創業思路調整到“大唐有漢江,漢江為大唐”上來 發展研究外延性業務,做到開發水電,又不局限于水電。通過綜合開發,真正的把我們的公司做強、做大。
