Re: M.V.“A”-collision with the wharf(關于A輪碰撞碼頭事)
This is to inform you at 7:00 this morning the subject ship struck the wharf by her stern when she was pushed by two tugboats towards the wharf.Immediately after the accident the port authority call together some engineers and technicians to go down the wharf to examine its structure and made some video records on the spot.Findings of survey showed that there were two cracks in the wall of the wharf, some surface cement came off the wall and one pillar was slightly damaged because of the sudden dash.Afterwards, the port authority claimed/demanded U.S.$ 30,000 of compensation from the shipowner for the said damage.But the master of the M.V.“A” held that “It was the sole fault of the tugboats.Because their walkie-talkies failed in communication and the tugboats could not follow the pilot’s order to stop engine at once when the ship was getting alongside the wharf.Under these circumstances there was no reason for the shipowner to bear the unfair compensation.”

[摘要] 該文在簡述需求分析理論的基礎上,對國際航運業務英語函電進行目標需求分析,聯系具體教學實踐,闡述需求分析在課堂設計中的應用,指出需求分析理論有助于學生掌握英語函電的具體操作能力。

航運業務英語函電作為ESP(專門用途英語)的一種,具有英語應用文語言的規范性,又兼具航運業務的專業性特點,是航運界從業人員必須掌握的基本業務能力之一。因此即使是高職院校的航運相關專業,航運業務英語函電也是一門必修課。然而,筆者通過一系列的問卷調查,發現大部分學生認為這門課程枯燥,不知道該學些什么,或是該掌握什么。那么,該如何上好或者學好這門課呢?本文擬從需求分析理論視角來探討這個問題,尋找相應的解決方法。2 需求分析理論
需求是指學生、社會或其他有關方面指望得到的東西和現存狀況之間的距離[1],對于需求進行分析的過程稱為需求分析。需求分析應用在外語教育領域已有三四十年的歷史,許多專家學者對需求做了許多詳細的研究。需求分為目標需求和學習需求,認為學習者為什么學習語言,學習的最終目的是什么,這樣的分析屬于目標需求分析,即目標導向;為了達到最終的學習目標,學習者現狀與目標的差距怎樣,要跨越這種差距,學習者必須做什么,即學習者在當前學習過程中所需要的條件和需要做的事情。這樣的分析就稱為學習需求分析,它涉及到外語學習中行為的轉變及學習的手段需求定義[2]。Yalden指出,需求分析在確定有關內容、目標和處理策略等方面起著關鍵作用[3]。Munby認為,教師通過需求分析能夠更有效地使語言課程滿足不同水平學生的需求[4]。Richards等人論證了需求分析的重要性[5],他們認為分析需求,了解學習者的需要,并根據需求程度安排學習內容,可以使教學更具針對性和有效性。總之,需求分析是了解學生對于教學的要求,學習上存在的薄弱環節和問題的過程。教師通過需求分析了解特定教學對象的需求,優化課程教學內容和教學手段,從而提高教學的實效。因此,在外語教學過程中,需求分析是評估研究范疇中為實施和改進下一步教學計劃而開展的一種診斷過程。它涉及到為了解決問題而先了解具體問題的一個過程以及需求的涵義。需求分析屬于實證調查與研究。最終目的是為了形成決定、改進教學,而不是為了幫助使用某種主觀推斷或者評判的方式來改進教學[2]。
需求分析理論與高職高專英語教學大綱的要求是相吻合的。高職高專英語教學大綱提出,高職英語教學要以培養學生實際運用語言的能力為目標,遵循“實用為主,夠用為度”的原則,突出教學內容的實用性和針對性。“實用、夠用”的分析就是對于學生需求的分析。因此,在高職航運業務英語函電教學中有必要運用需求分析理論來指導教學組織和安排。需求分析理論在航運業務英語函電中的應用
為了解航運業務英語函電對于高職學生的實用性和夠用性程度,我們在課程設置前進行需求分析。需求分析要了解的主要問題有:航運業務英語函電涉及的內容,使用的對象和范圍等。需求分析的方法包括問卷調查、座談、觀察、資料收集、信息咨詢等,我們采取了問卷調查、座談和信息咨詢等方法。結果顯示,國際航運業務函電英語是航運業從業人員常用的一種業務聯系方法,是必須具有的一種業務技能。航運業務英語函電涉及的內容廣泛,既有貨物相關內容,也有船舶運營管理內容。比如:貨盤,貨物作業,貨物損壞,貨短貨差,貨物單證,貨物索賠等,再如:船盤,船舶碰撞,海事聲明,共同海損,船舶代理委派,船舶來往賬目,船舶修理,船舶物料補給等。除此之外,英語函電還涉及到人員管理方面,如船員派遣,人員傷亡,醫療救助等。航運業務函電英語的具體特點是兼具英語應用文規范性和航運業務專業性的特點。
因此,根據高職英語教學大綱提出的實用性和夠用性原則,高職院校的國際航運業務英語函電課程教學內容應涵蓋如下函電實例的學習:(1)貨盤、貨物作業、貨物索賠、貨運單證、準備就緒通知書、合同;(2)船盤、船舶動態、引航業務、檢疫和證書、賬務往來、宣載書、修理和加油、授權書、滯期通知、船舶事故;(3)船員派遣、人員傷亡事故、醫療救助等。
而在具體的課堂設計方面,則應考慮學生的具體目標需求和學習需求,學生應具備函電英語的具體操作能力,即能夠編寫英文函電進行業務溝通。
下面以人員傷亡(personal injury and dearth)主題課堂設計為例,討論需求分析的應用。首先分析學生目前的學習需求和未來的工作需求。學生需要知道如何寫好一篇關于人員傷亡的函電。那么需要知道在信函中應體現的內容,以及相應的語言形式。因此,學習函電實例之前,首先羅列出關于人員傷亡函電應該包含的要點:(1)事故發生的確切時間、地點以及傷亡人員身份;(2)事故發生時的狀況并解釋這些狀況對于事故是否有關聯;(3)事故描述和傷亡性質,并說明傷亡人員所接受的來自船舶或岸上的治療;(4)事故原因分析,確認責任方;(5)如果有的話,說明事故見證者,包括船員以及事故發生地的示意圖或照片。編寫該類函電要遵循的原則:所以描述都應基于真實情況,不得有夸張成分;描述方式應準確,簡潔和清楚。然后學習相關函電實例,要求學生找出反映上述內容的表述方式,領會語篇結構。最后總結相關句式表達。

綜上所述,在國際航運業務英語函電課程設置和課堂設計中引入需求分析,能夠明確教學目標,語言能力培養重點以及教學具體內容,既能保證教學內容符合學習者的需求,也可確保滿足學生的學習需求和未來的就業需要。
