2010年中國經(jīng)濟(jì)復(fù)蘇路徑將出現(xiàn)大的階段性切換：民間投資、出口、消費(fèi)等需求漸次復(fù)蘇，逐步接替刺激政策弱化所減少的需求，最終形成“一減三加”的新的總需求結(jié)構(gòu)。“一減”指的是國家4萬億投資刺激計(jì)劃對經(jīng)濟(jì)拉動的邊際效應(yīng)將遞減，按照國家4萬億投資計(jì)劃，09年刺激計(jì)劃的邊際效應(yīng)極強(qiáng)，是推動全年中國固定資產(chǎn)投資大幅增長約33%的核心力量。2010年財(cái)政刺激投入按計(jì)劃增加22.6%，這其中含義深遠(yuǎn)，統(tǒng)計(jì)數(shù)據(jù)顯示，2008年之前的5年間，中國基礎(chǔ)設(shè)施類投資的增長均在22-23%之間，刺激計(jì)劃的邊際效應(yīng)在2009年大幅發(fā)揮之后，至2010年，其設(shè)計(jì)的增長目標(biāo)是跟上投資“大部隊(duì)”的內(nèi)生增速，形成既不刺激也不拖后腿的基本格局。“三個(gè)加”包括，外貿(mào)的穩(wěn)步復(fù)蘇，國內(nèi)消費(fèi)的繼續(xù)增加，以及因應(yīng)消費(fèi)需求、出口需求增加而產(chǎn)生的民間投資需求增加。我們相對更加看好外貿(mào)以及民間投資需求的恢復(fù)。

驅(qū)動經(jīng)濟(jì)的“三架馬車”中出口復(fù)蘇將主導(dǎo)2010年中國經(jīng)濟(jì)。2009年初對外貿(mào)易休克式的大幅衰退屬于暫時(shí)現(xiàn)象，一方面，2009年6-10月的月均進(jìn)出口總額比1-5月大幅回升29.7%，回升態(tài)勢已為事實(shí)；另一方面，2010年全球經(jīng)濟(jì)復(fù)蘇的大趨勢仍將延續(xù)，以貿(mào)易規(guī)模占比作為權(quán)重，中國最大16個(gè)貿(mào)易伙伴國的GDP2009年預(yù)計(jì)增長-3.3%，而2010年將正增長3.1%，推動中國外貿(mào)增長的驅(qū)動力量明顯存在。我們用了兩類方法預(yù)測2010年中國出口增速，一是出口目的地國家GDP加權(quán)增長率法，預(yù)測結(jié)果是出口將增長22.6%，二是出口月度時(shí)間序列數(shù)據(jù)法，預(yù)測結(jié)果是22.0%，兩種方法殊途同歸，我們認(rèn)為，由于2009年基數(shù)低，以及未來恢復(fù)趨勢延續(xù)，2010年中國出口增長22%左右的可能性較大，扣除價(jià)格因素，實(shí)際增長約為19.4%。對于進(jìn)口，我們僅使用月度時(shí)間序列模型進(jìn)行預(yù)測，2010年中國進(jìn)口增長23%，實(shí)際增長20.4%，同樣因?yàn)榛鶖?shù)低，恢復(fù)趨勢確定，進(jìn)口將出現(xiàn)大幅增長。美國經(jīng)濟(jì)復(fù)蘇向上趨勢至少可持續(xù)到明年上半年。我們重點(diǎn)關(guān)注三個(gè)變量：1）房地產(chǎn)市場的復(fù)蘇最為確定，首次購房稅收優(yōu)惠政策的延期支持地產(chǎn)銷量回升仍可持續(xù)，30年抵押貸款利率也處于相對歷史地位；2）PMI指數(shù)未來有波動下滑風(fēng)險(xiǎn)，但目前來看復(fù)蘇的基本面并未惡化；3）實(shí)際消費(fèi)需求已經(jīng)承接政府加杠桿化對經(jīng)濟(jì)復(fù)蘇的拉動支撐，預(yù)計(jì)在房地產(chǎn)市場、就業(yè)和實(shí)際平均時(shí)薪改善的背景下Q4美國實(shí)際PCE將繼續(xù)緩步回升，這一趨勢至少可持續(xù)到明年上半年。我們維持如下觀點(diǎn)：在政府經(jīng)濟(jì)刺激政策逐步退出以及失業(yè)率尚未見頂回落的背景下，Q4經(jīng)濟(jì)環(huán)比增長動能略遜于Q3，并且基數(shù)的抬升也導(dǎo)致Q4實(shí)際GDP環(huán)比增速略微放緩，但同比來看，經(jīng)濟(jì)“V”型復(fù)蘇的趨勢至少可持續(xù)到明年上半年。09年Q4環(huán)比增速約為2%，09全年經(jīng)濟(jì)下滑2.7%；到2010年初有可能恢復(fù)到接近2.5%-3%的增速。

市場一派觀點(diǎn)認(rèn)為，本輪危機(jī)后，外貿(mào)在中國經(jīng)濟(jì)中的作用將大大弱化，以后增長靠內(nèi)需，而我們認(rèn)為，未來5年外貿(mào)仍將是中國經(jīng)濟(jì)增長的重要引擎，也是中國實(shí)現(xiàn)總供需平衡不可替代的方式。這其中有著非常深刻的社會經(jīng)濟(jì)階段特征的背景。在OECD國家和金磚四國中，現(xiàn)在中國撫養(yǎng)比39.1%，最低；城市化率45%，第二低，低撫養(yǎng)率與低城市化率并存，從根本上決定了當(dāng)前中國具有龐大的生產(chǎn)能力且相對于國內(nèi)當(dāng)期需求又是過剩的。撫養(yǎng)率、城市化率變化的緩慢，又決定中國外貿(mào)依存度較高問題的解決也必然是一個(gè)緩慢而漸進(jìn)的過程。另外，我們認(rèn)為民間投資復(fù)蘇的催化劑也主要基于外貿(mào)復(fù)蘇。從周期位臵看，2010年是新一輪經(jīng)濟(jì)上升階段的初期，高經(jīng)濟(jì)增長和低通貨膨脹將形成良好的搭配。宏觀月度數(shù)據(jù)定局“前高后低”，5、6月份形成高低轉(zhuǎn)換的階段性敏感區(qū)間。2010年5、6月風(fēng)險(xiǎn)來源于：投資增速屆時(shí)將由30%降至24%以下；外貿(mào)增速的基數(shù)效應(yīng)收窄，同比增速較1季度有所回落；新增貸款可能從1季度的高位回落；其他宏觀指標(biāo)也將從高點(diǎn)不同程度地回落。

預(yù)計(jì)2010年中國GDP全年增長10.8%，1季度最高，為13.8%。1季度GDP的較高同比增長主要是因?yàn)橥赓Q(mào)同比出現(xiàn)大幅正增長，而投資增幅收窄幅度仍不大。消費(fèi)將延續(xù)其作為非周期性經(jīng)濟(jì)部類的穩(wěn)定特征，實(shí)際消費(fèi)增長16.9%（名義19%），拉動GDP增長4.0個(gè)百分點(diǎn)，增速與拉動較2009年均有小幅提升，但不宜期望過高；因大規(guī)模基數(shù)效應(yīng)和全球經(jīng)濟(jì)復(fù)蘇，我國實(shí)際外貿(mào)需求增長20%（名義22.5%），拉動GDP增長3.27個(gè)百分點(diǎn)（2009年-1.5）；投資上，政府主導(dǎo)投資的邊際效應(yīng)大幅遞減，民間投資因出口和消費(fèi)需求的加權(quán)增長率提高而出現(xiàn)較快恢復(fù)，實(shí)際總投資增長22.4%（名義25%），拉動GDP增長3.51個(gè)百分點(diǎn)（2009年6.2），增速與拉動較2009年大幅下降。消費(fèi)、投資、外貿(mào)合計(jì)拉動GDP增長10.8%。

與總需求一樣，2010年中國流動性形勢也面臨驅(qū)動因素的階段性切換：以貸款派生存款為主的內(nèi)生貨幣創(chuàng)造對于流動性的貢獻(xiàn)有所弱化；以外匯占款增加推動的外生基礎(chǔ)貨幣增長將顯著加強(qiáng)。隨著2010年刺激性金融政策的逐漸弱化，以及外貿(mào)復(fù)蘇、人民幣重回升值軌道，預(yù)計(jì)2002-2008年流動性來源的基本結(jié)構(gòu)將得到一定程度上復(fù)歸，這一點(diǎn)已經(jīng)在2009年8-10月的數(shù)據(jù)中得到體現(xiàn)，這期間新增貸款11800億元、新增外匯占款7541億元，而在此前的7個(gè)月中，新增貸款77743億元、新增外匯占款11688億元。流動性來源的大格局已經(jīng)發(fā)生了質(zhì)的改變，2010年這種變化將延續(xù)，以新增貸款派生新增存款為主的內(nèi)生貨幣創(chuàng)造，以及以外匯占款增加推動的外生基礎(chǔ)貨幣增長的對于流動性的貢獻(xiàn)比例將重新向2002-2008年的大趨勢靠攏。

2010年決定市場運(yùn)行的兩大核心變量分別是美元和中國的貨幣緊縮。我們將市場的資金來源分為兩部分：一是國內(nèi)銀行的貸款，另一部分是國外的熱錢流入。經(jīng)濟(jì)周期中國內(nèi)的流動性分為三個(gè)階段：1）經(jīng)濟(jì)周期衰退末期和復(fù)蘇期寬松的貨幣政策下偏正面的流動性；2）經(jīng)濟(jì)擴(kuò)張期適度寬松的貨幣政策下偏中性的流動性(并且在1年中表現(xiàn)為上半年松下半年緊)；3）經(jīng)濟(jì)衰退期適度緊縮的貨幣政策下偏負(fù)面的流動性。我們判斷2010年1季度資金面將非常寬松，主要源自于信貸的規(guī)律性放開+出口轉(zhuǎn)正背景下人民幣升值預(yù)期進(jìn)一步強(qiáng)烈導(dǎo)致的熱錢流入加速，2季度資金面仍然寬裕，但增加了不確定因素，主要來自：1）美元的可能反轉(zhuǎn)；2）中國政府采取的貨幣緊縮政策。目前決定美元指數(shù)中期趨勢的核心是市場對于美聯(lián)儲的加息預(yù)期，即美聯(lián)儲何時(shí)在其議息會議的聲明中改變“較長時(shí)間將利率維持低位”的聲明。一旦聲明改變，市場的加息預(yù)期將出現(xiàn)，并導(dǎo)致美元進(jìn)入到一輪升值周期。明年3月或4月將成為美元指數(shù)反轉(zhuǎn)的重要時(shí)間窗口。美元指數(shù)的反轉(zhuǎn)首先影響美國股市和大宗商品市場，其次影響熱錢流入到中國內(nèi)地。

由于目前還無法確定中美兩國加息的步調(diào)、頻率與幅度，我們暫時(shí)無法精確描述美聯(lián)儲加息預(yù)期出現(xiàn)之后人民幣兌美元的變化狀態(tài)，但我們?nèi)匀豢梢缘玫揭韵掠行ЫY(jié)論：1）人民幣兌美元匯率中期是升值趨勢；2）每次美元的持續(xù)性反彈，無論是基于加息預(yù)期還是每次實(shí)質(zhì)性的加息，都會造成人民幣兌美元匯率的階段性貶值(這在美元兌人民幣12月NDF上會體現(xiàn)的更明顯；3)無論是基于加息預(yù)期還是每次實(shí)質(zhì)性的加息，都會導(dǎo)致套息交易的持續(xù)平倉，對A股市場的熱錢流入流出造成巨大沖擊；4）美元指數(shù)的上升將降低人民幣兌美元的升值預(yù)期幅度，從而影響熱錢流入的速度。

2季度市場資金面仍然寬裕。目前央行可以采用的貨幣政策工具是公開市場操作、準(zhǔn)備金率和利率以及傳統(tǒng)的“窗口指導(dǎo)”的信貸規(guī)模控制。我們對央行的貨幣政策判斷如下：1）2季度上調(diào)存款準(zhǔn)備金率的概率低。目前法定準(zhǔn)備金率已經(jīng)高達(dá)15%，已經(jīng)決定了央行在此工具上到底還有多少剩余空間本身就存在很大的問號。2）加息的步伐可能與美國市場同步，最早發(fā)生于10年6月。我們判斷美國最早啟動加息會在10年6月，這意味著中國最早加息也不會早于6月份(國信宏觀組判斷加息會在下半年)。3）信貸管制可能出現(xiàn)于CPI持續(xù)超過3%之后。按照往常的規(guī)律，當(dāng)CPI開始快速上行之后，央行首先采取的措施是加大公開市場業(yè)務(wù)操作力度，其次是依次加息或上調(diào)存款準(zhǔn)備金率，最后才是直接進(jìn)行“窗口指導(dǎo)”的信貸規(guī)模控制。按照目前國信宏觀組對CPI的判斷，可以斷定2季度不存在出現(xiàn)信貸管制的可能性。

2010年市場預(yù)判：1季度沖高回落、2季度繼續(xù)上行。我們判斷市場在1季度沖高回落的理由有兩點(diǎn)：1）1季度固定資產(chǎn)投資淡季將導(dǎo)致主要周期類行業(yè)價(jià)格出現(xiàn)滯漲或調(diào)整，這將與1季度資金面寬裕背景下的樂觀情緒形成強(qiáng)烈反差，因?yàn)榈陀谑袌鲱A(yù)期而出現(xiàn)調(diào)整；2）房地產(chǎn)優(yōu)惠政策的部分退出對房屋銷量在1、2月份的影響。未來我們將密切跟蹤主要的行業(yè)層面數(shù)據(jù)（BDI指數(shù)、鋼鐵價(jià)格、有色價(jià)格和煤炭價(jià)格）來提示1季度何時(shí)回落，以便轉(zhuǎn)換行業(yè)配臵。

我們判斷市場在2季度將繼續(xù)上行的主要理由是： 1）政府投資疊加私人投資對資源品的擠出效應(yīng)可能持續(xù)至2010年6月。對應(yīng)2010年2季度中國的情況就是，政府投資未退出(需要觀測1季度的宏觀數(shù)據(jù)來決定退出的力度，時(shí)間在4月份)，而以房地產(chǎn)投資帶動的私人投資迅速回升，由此可能會形成刺激性政策維持及民間經(jīng)濟(jì)強(qiáng)勁復(fù)蘇的暫時(shí)重疊，導(dǎo)致資源品價(jià)格擠出效應(yīng)非常明顯（1-4月政府投資+私人投資對資源品的拉動作用集中在2季度顯現(xiàn)）。2）2季度為傳統(tǒng)的固定資產(chǎn)投資旺季，同時(shí)房地產(chǎn)投資對于中游鋼鐵、有色等行業(yè)的拉動作用主要在09年4季度和10年2季度中集中體現(xiàn)，這種背景下主要周期類行業(yè)的催化劑因素都偏正面。3）同時(shí)，由于CPI仍可控，央行不會采取信貸管制的措施，首次加息也最早在10年6月份，市場資金面仍然相對寬松。如果屆時(shí)CPI超預(yù)期上升，我們認(rèn)為調(diào)控時(shí)點(diǎn)可能在2010年6-7月份。

行業(yè)配臵：超配地產(chǎn)金融鋼鐵煤炭化工，回調(diào)配臵非周期類消費(fèi)品。主要理由如下：

1）周期類行業(yè)仍然是股市上升周期的配臵首選。簡單統(tǒng)計(jì)1999年初至今的行業(yè)漲跌幅數(shù)據(jù)如下可以明顯發(fā)現(xiàn)市場上升周期周期類行業(yè)表現(xiàn)更佳，市場回調(diào)或中級調(diào)整期間消費(fèi)類行業(yè)表現(xiàn)更佳。

2）行業(yè)選擇的要素：相對估值低+產(chǎn)能利用率預(yù)期高+催化劑因素偏正面。這里所說的產(chǎn)能利用率預(yù)期高指的是當(dāng)前產(chǎn)能利用率高且2010年新增產(chǎn)能較少的行業(yè)，滿足這種條件的周期類行業(yè)在需求增加的情況下價(jià)格上升的幅度更大。

3）行業(yè)配臵的時(shí)機(jī)—跟隨房地產(chǎn)政策的退出節(jié)奏以及行業(yè)的季節(jié)性。行業(yè)配臵的時(shí)機(jī)必須結(jié)合兩點(diǎn)：一是市場的階段性調(diào)整，另一個(gè)就是房地產(chǎn)優(yōu)惠政策的退出。前者決定何時(shí)配臵需要轉(zhuǎn)換到防御類行業(yè)，從行業(yè)的季節(jié)性來看，1季度固定資產(chǎn)淡季對主要周期類行業(yè)的作用將在2月份左右逐步顯現(xiàn)出來(尤其是以價(jià)格作為催化劑的行業(yè))，后者則決定了地產(chǎn)銀行板塊的配臵時(shí)機(jī)。

綜合考慮行業(yè)選擇的要素、房地產(chǎn)政策的退出節(jié)奏、行業(yè)的季節(jié)性以及美元可能的反轉(zhuǎn)時(shí)點(diǎn)，我們建議主要行業(yè)超配時(shí)機(jī)如下：12-1月超配地產(chǎn)(二三線地產(chǎn))、鋼鐵、有色(黃金+銅)、煤炭(動力煤)、化工(氨綸)，2-3月超配傳統(tǒng)的消費(fèi)類行業(yè)食品飲料、商業(yè)零售、紡織服裝、醫(yī)藥保健，2010年2季度超配地產(chǎn)(二三線地產(chǎn))、金融、鋼鐵、焦煤+無煙煤、化工(PVC)、汽車。

Motivated by the idea of devoting myself to the well-being of my country and its people since childhood, I chose public administration as my major in college.During four years of academic study in Shandong Normal University, which ranks among top 50 in the field of Public Administration research in China, I was equipped with the basic knowledge on the political system and the operation of government agencies in China.I took several introductory courses on this subject in college, including Public Policy Analysis, Human Resources Management, and Public Administration.The more I learned, the more deep thinking I had.Luckily, after graduation from college, I got the chance to further my education in the School of Public Administration in Renmin University of China, which enjoys the highest reputation in China’s Public Administration academic community.I was greatly influenced by a number of Public Administration theories such as Bureaucracy, Reinventing government, New Public Management, Citizen Participation and so on, and managed to apply these methodologies and principles in my research on the administrative reform in Chinese central government.What is more, the free atmosphere in RUC made me reflect upon diverse perspectives and possible solutions in the process of policy-making, and most significantly, strengthened my determination to pursue my career as a public servant.With a master’s degree on Public Administration, I started my career in the Department of Human Resources in Chongqing Police Bureau, which boasts a staff of nearly 40,000 police officers.During the past two years, I was mainly in charge of Personnel Management and Organizational Reform, including recruiting and allocation of talents, performance evaluation, personnel reform measures, and establishment of new police branches and so on.It was really a good feeling to be helpful to people who needed improvements in their careers and organizations who wished to get a better performance in operation.Although I have always been proud of being able to put what I had learned through college education into professional practice, it was still a challenge for me to deal with the most creative part of my job—how to encourage people to develop to their full potential and thus make the entire agency benefit from taking such initiatives.I hope to find some possible solutions by having my knowledge undated and my horizon broadened.With these goals in mind, I decided to further my theoretical background through the MPA program in UIC, to get some inspirational learning experiences from a different culture.I am fully confident that your program will not only enable me to learn how to explore individual capacity through human resource management and organizational changes, but also inspire me to think about potential solutions for governments to take in tackling problems in an increasingly open and democratic society.I will return to my job after graduation, and make efforts to figure out how to apply those promising principles to the operation of Chongqing Police Bureau.Meanwhile, I also sincerely cherish the hope that there will be contributions that I could make to this program as an international student.Yours Sincerely,
