Division of labor

公司各輪在船長統一領導下，按甲板、輪機兩部門為單位, 實施安全與防污染操作方案、搞

好防恐反恐船舶保安，確保SMS在船有效運行。

All managed vessels should, under Master’s unified leadership, implement the safety and pollution prevention operations based on such two units as the deck and the engine departments and improve the ship security in anti-terrorism to ensure the effective operation of the SMS on board.2.職能 Function

船長是SMS在船運行的總指揮和監控人；

Master is the general commander and monitor who takes charge of the running of SMS on board.甲板部：負責船舶操縱、對外通訊、安全航行、貨物操作及港口業務、以及船體和甲板設備的維護等安全與防污染工作。

Deck Department: Take responsibility for ship maneuvering, external communications, safe navigation, cargo operations and port operations, as well as safety and pollution prevention work on

maintain of hull and deck equipment.輪機部：主管船舶機電設備操作和維護及油料、物料的管理等安全與防污染工作。

Engine Department: Take charge of such safety and pollution prevention work as the operation and maintenance of mechanical and electrical equipment, and the management of the fuel and materials.3.編制 Organization

Leader on board: Master 甲板部：大副、二副、三副、GMDSS通用操作員、水手長、木匠、廚工、水手若干名。Deck Department: Chief Officer, Second Officer, Third Officer, General Operators of GMDSS, Boatswain, Carpenter，Cook, several Seamen.輪機部：輪機長、大管輪、二管輪、三管輪、電機員、機匠長和機工 若干名。

說明Explain：

1.船舶GMDSS的操作職責由船長指派給持有GMDSS操作證人員完成。

Ship’s GMDSS operator duties should be appointed by master to the persons who hold GMDSS operator certificates.2.未配備三副/三管輪的船舶,其職責由船長和輪機長根據具體情況指派給相應人員履行.If the ship is not manned Third Officer and Fourth Engineer, the master and chief engineer should assign their duties to the appropriate persons depending on the specific circumstances.SMM--0352

船員的安全管理職責如下：

The safety management duties of the crew as follows: 1.船長Master.船長是船舶安全的第一責任人和最高領導人，受公司總經理領導，對總經理負責。全面負責船舶、人員和財產安全及防污染管理。其具體職責為但不限于下述：

Master is the first responsible person and the supreme leader for the safety of the ship, who is led by and responsible to the General Manager.He shall be thoroughly responsible to the safety of the ship, crew and property as well as the pollution prevention management.His specific duties include, but not limited as follow: 1.1.執行公司安全和環境保護方針，完全熟悉公司SMS，負責對船舶實施SMS管理； Implement company’s safety and environment-protection policy, be completely familiar with the SMS and be responsible to implement SMS management to ship.1.2.以簡明的方式發布相應的命令和指示，在船舶營運過程中，全面考慮，統籌安排，正確執行SMS的各項規定，保證所有命令和指示都得到有效的執行；

To issue corresponding orders and instructions concisely, during the ship operation, to carry out each rules of SMS correctly with comprehensive consideration and overall arrangement, to guarantee the effective performance of all orders and instructions

1.3.激勵船員遵守公司的SMS方針，通過教育、培訓、考核、表彰、獎罰以及思想和生活上的關心，調動船員的積極性；

To encourage crew to observe company’s SMS policy, to mobilize the motivation of crew by education, training, assessing, commendation, rewards and punishment as well as the regard on their thought and living.1.4.提高船員安全管理技能，包括應急準備和反應能力，負責對在船船員進行SMS熟悉和培訓和考核；

To enhance the crew’s skills of safety management that includes emergency preparedness and responsiveness.Be responsible for crew familiar with SMS, training and evaluation them.1.5.負責對船舶文件的控制和管理，并確保所有相關的部門均可獲得有效文件，保證SMS運行有效，保證船舶、人員和財產安全，避免對環境造成危害；

To control and manage the ship’s documents and ensure that all relative departments can obtain the effective documents, to guarantee the effective running of SMS and the safety of ships, crew and property, to avoid damage of the environment.1.6.保證船舶和設備得到充分維護；

To guarantee the sufficient maintain of ship and equipments.1.7.負責對船舶SMS的運行進行監控，按規定應報告不符合情況，且分析原因、實施糾正。每季度向指定人員報告SMS在船運行情況，并提出評價和建議，必要時可進行船舶自查；

To monitor the running of ship’s SMS, to report non-conformity and analysis root cause, carry out corrective actions.Report the SMS running condition to DPA quarterly and give assessment and suggestion, to examine the ship when necessary.1.8.審核船上SMS的各項活動。審核具體規定的執行情況，包括評價、驗證，發現不符和情況并予以糾正；

To verify the every activity to SMS run onboard.To verify the performance condition of specific provision, including evaluation and verifying.Discover and rectify the non-conformities.1.9.負責船上的SMS復查并向指定人員報告存在的缺陷。To review the SMS and report the existing defects to the DPA.1.10.向SMS辦公室提交“船舶操作危險辨識表”。

Submit Identify Hazards List of Shipboard Operation to SMS office.2.大副Chief Officer 大副是甲板部負責人，在船長領導下，負責甲板部日常工作，主管貨運業務，擔任航行、停泊值班。負責對甲板部船員上崗前職責培訓、考核及年度考評、船舶的藥品管理。大副是甲板部門長，其安全管理職責為但不限于下述：

Chief Officer is the principal of deck department who be in charge of routine work of deck department under the leadership of the master.The Chief Officer is in charge of cargo service, navigation and mooring watch keeping.He shall be responsible for the orientation, assessment and annual examination of the crew on deck, and ship’s medicine management.He is the head of deck department , His specific duties include, but not limited as follow： 2.1.負責甲板部安全與防止污染管理操作；

Be responsible for the safety and prevent pollution operation of the deck department.2.2.參加航行值班，靠離泊時在艏部指揮；

Attend sailing duty, to command on forecastle when berthing or un-berthing.2.3.主管貨運管理，保證貨物安全和無污染，保證船舶具有安全干舷、穩性和強度，； Be in charge of cargo transport management, to guarantee the cargo safety and non-pollution, the ship have safety freeboard, enough stability and strength..2.4.負責垃圾的控制和處理；

Be responsible for garbage control and dispose.2.5.負責船舶船體和甲板設備及其檔案的管理；

Be responsible for management of the ship, deck equipment and its files.2.6.負責修船時甲板設備的質量監控和驗收；

Be responsible for the quality monitoring and acceptance of the deck equipment when repaired.2.7.甲板部人員的職責熟悉、專業知識培訓、技能考核；

Be responsible for deck crew’s duty familiarity, professional knowledge training, technical skills evaluation..2.8.船舶應急反應的除機艙外的現場指揮；

Be spot commander of emergency response except engine room.2.9.全船船員生活安排，傷病救治；

To arrange the crew’s daily living and give medical treatment when crew is ill and injured.2.10.向船長提交甲板部的不符合情況的報告；

Submit non-conformity report of deck department to master.2.11.保證甲板設備技術狀態良好、圖檔資料完整有效。

To guarantee deck equipment in good condition, files and data effectively.2.12 評估甲板部的操作風險，并向船長報告。Assess risk of deck operation, and report it to master.3.二副 the Second Officer 在大副領導下，其安全管理職責為但不限于下述：

The Second Officer is under the leadership of Chief Officer.His specific duties include, but not limited as follow：

3.1 負責船舶航行值班，靠離泊在船尾部指揮；

Be responsible for navigation watch, to command on poop deck when berthing / unberthing.3.2 按船長指示編制航次航行計劃，繪制航行海圖；

To formulate the voyage plan and draw sea chart according to the master’s instruction.3.3 負責導航助航設備維護管理；

Be responsible for the maintenance management of navigation aids.3.4主管航海圖書資料申請、管理、修改，保持齊全、有效、最新；

To be in charge of the application, management and modification of the navigation publication , keep them complete, effective and latest.3.4 接受船長指示，做好交辦的工作；

To accept the master’s instruction and accomplish the work designated.3.5 服從大副安排，是大副替代；

To comply with the Chief Officer’s order, instead of the Chief Officer when necessary.3.6 駕駛臺值班負責人，指揮、監督值班水手的操作，Bridge head on duty, to command and supervise the operation of duty sailor.3.7 協助大副實施甲板部安全與防污染工作計劃。

Assist the Chief Officer carrying out the work plan of the deck department safety and pollution prevention.3.8 向大副報告發現的風險源。

The third officer 三副在大副領導下，其安全管理職責為但不限于下述：

The third mate is under the leadership of the Chief Officer.His specific duties include, but not limited as follow： 4.1 參加船舶航行值班，靠離泊操作時，在駕駛臺協助船長指揮；

Join the navigation watch, to assist the captain on the bridge when berthing/un-berthing operation.4.2 按船長指示協助船長管理SMS文件，接受船長指示，做好交辦的工作，對船長負責；

To assist management the SMS documents according to master’s instruction, to be responsible for master and accomplishing the designated work.4.3 主管全船消防、救生設備的使用和管理，保持齊全、有效、足量；

Be in charge of using and management of ship’s fire fighting and lifesaving equipments, to keep them complete, effective and sufficient.4.4 負責編制應急演習部署表、卡、牌交大副審核、報船長批準；

Be in charge of formulating the muster list, muster card and muster tablet for emergency drill and submit them to the Chief Officer to examine and verify, then report them to master to approve.4.5 駕駛臺值班負責人，指揮、監督值班水手的操作，Bridge head on watch, to command and supervise the operation of duty sailor.4.6 服從大副的在港值班安排。

Comply with the Chief Officer’s duty arrangement in port.4.7向大副報告發現的風險源。

Assist the Chief Officer carrying out the work plan of the deck department safety and pollution prevention.5 GMDSS操作員

GMDSS Operator 5.1 主管無線電通訊、無線電通訊設備的使用和維護，無線電通訊設備技術資料的管理； To take charge of communications, using and maintenance of radio communications equipments, and the technical data management of radio communications equipment;保證船舶與外界聯絡暢通；

To ensure the communications between the vessel and shore smoothly;5.2 在船長領導下，按船長指示辦事，對船長負責；

In the leadership of the master, according to the instructions of master, responsible for the master;5.3 規范統一操作，保持通訊設備技術狀況良好；

To integrate the operation standard and maintain communications equipment technical in good condition;5.4 未設置GMDSS操作員的船舶，由船長指派具GMDSS操作證書的駕駛員替代。

If the vessel does not manning the GMDSS operator, the master will assign officers who hold a certificate of GMDSS as the alternative.5.6向船長報告發現的風險源。

Boatswain 水手長是水手的班長、大副的甲板養護工作助手，其工作職責為：

Boatswain is the sailor's squad leader and the assistant of the Chief Officer on the deck maintenance work, his duties are as follows: 6.1 在大副領導下，帶領水手做好甲板部日常例行和維護、保養工作，對大副負責；

Under the leadership of the Chief Officer, the Boatswain lead the sailors to do their daily routine maintenance work of the deck department and he is responsible to the Chief Officer.6.2 參加裝卸值班時，帶領值班水手按值班駕駛員要求工作，對當值駕駛員負責；

While participating in loading and unloading operations, the Boatswain on watch who should be responsible will lead sailors on duty working according to the instruction of the duty officers to whom the Boatswain should be responsible.6.3 靠離泊作業時,在船首部帶領水手參加系/解纜或按要求參加拋起錨作業；

During the berthing or un-berthing operations, to lead sailors participate in mooring, unmooring, let go anchor or heave up anchor operations at the bow.6.4 服從命令，規范操作，保持甲板部維護保養工作有序進行。

To obey orders, integrate the operation standard, maintain the maintenance work of the deck department work in an orderly manner;6.5 向大副報告發現的風險源。

Report to Chief Officer the risk source found.7 木匠 Carpenter 7.1 在大副領導下，主管甲板設施的水密、水艙的量水和打入/排出壓載水等工作，配合水手長做好甲板部日常例行和維護、保養工作，對大副負責；

Under the leadership of the Chief Officer, the carpenters are mainly in charge of dealing with the watertight of deck facilities , sounding water tank , ballast / pump out ballast water, etc., and assisting the Boatswain to do the daily routine maintenance of the deck department.He is responsible to the Chief Officer.7.2 參加裝卸值班，在值班時，帶領值班水手按值班駕駛員要求工作，對當值駕駛員負責； While participating in loading and unloading operations, the Carpenter on watch who should be responsible to will lead sailors on duty working according to the instruction the duty officers

whom the Carpenter should be responsible to.7.3 靠離泊作業時在船尾部帶領水手參加系解纜作業；

During the berthing or un-berthing operations, to lead sailors participate in mooring, unmooring, operations at the stern.7.4 服從命令，規范操作，保持全船門窗、艙室、用水、壓水安全，維護保養工作有序進行。To obey orders, integrate the operation standard and maintain such things as the doors and windows, cabin, drink water and ballast water safety and all maintenance work in an orderly manner;7.5 向大副報告發現的風險源。

Keep watch on the bridge, the Sailor are under the leadership of the duty officers to whom they should take responsibility for.He should obey the master’s order when the ship under master’s command.Do the maintenance work of deck department.8.2 停泊甲板值班，包括裝卸值班，在大副領導下對大副負責。值班現場按值班駕駛員要求工作，對當值駕駛員負責；

To keep watch in port including loading and unloading, the Sailor are under the leadership of the chief officer to whom they should take responsibility for.Besides they will work according to the instruction the duty officers whom the duty officers should be responsible to.8.3 靠離泊作業時按水手長分配，在船首或船尾部參加系解纜作業；

During the berthing or un-berthing operations, participate in mooring and unmooring operations at bow or stern according to the assignation of the Boatswain.8.4 服從命令，規范操作，對水手長負責，完成甲板部的維護保養工作。

Chief Engineer 輪機長作為輪機部部門長，其安全管理的工作職責為：

As the head of the engine department, the chief engineer’s safety management responsibilities are as follows: 9.1 按船長指示，制訂本部門SMS工作計劃和實施措施，負責輪機部安全與防止污染管理操作；

According to the master’s instruction, formulate sector SMS work plans, implement relevant measures, and take charge of the management about the Safety and antipollution operations.9.2 負責船舶機電設備的使用、維護和修理，備件、物料、油料的管理； Be responsible for using，maintenance and repairing of ship’s electrical and mechanical equipment, management of spare parts, materials and fuel.9.3 負責修船時論據就設備的質量監控和驗收； Command and superintend the operations of crew on duty or Be responsible for the quality monitoring and acceptance of the engine equipment when repaired.9.4 輪機部人員管理包括職責熟悉、培訓、技術考核，機艙值班、安全與防污染管理，定期考核部門人員并提出處理意見；

The personnel management in the engine department includes familiarization responsibilities, training, assessing technology, duty in engine room, management on safety and pollution prevention, evaluate crew of engine department periodically and provide suggestions for settlement.9.5機艙火災及水域污染時的機艙應急反應的現場指揮； 承擔

Undertake spot command when such emergency as water area pollution or the fire in engine room.9.6按船長指示，制訂部門安全與防污染工作計劃及實施措施；

According to the master’s instruction, formulate engine department plan on safety and pollution prevention and carry out measures.9.7向船長提交甲板部的不符合情況的報告；

Submit non-conformity report of deck department to master.9.8保證分管設備技術狀態良好、圖檔資料完整有效，協助甲板部安全管理與防污染操作。Ensure the equipment and technology in charge in good condition, drawing information to be complete and effective, and assist the deck department on the operations of safety management and pollution prevention.9.9向船長報告發現的風險源。

Second Engineer 10.1在輪機長領導下，對輪機長負責，是輪機長的替代；

The second engineer, under the leadership of the Chief Engineer to whom he should be responsible, is the alternative of the chief engineer.10.2 協助輪機長領導輪機部人員，值班時是輪機長的代表，指揮并監督當班或修船人員的操作；

Assist the chief engineer leading the crew in the engine department, represent the chief engineer when he is on duty, command and superintend the operations of crew on duty or repairman on board.10.3 按分工分管主機、舵機和空壓機等機電設備與系統的管理，保證分管設備技術狀況良好； Take charge of engines, steering gear, air compressors or other mechanical and electrical equipment by division, and ensure that equipment and technology in charge are in good condition.10.4 機艙值班時，是機艙運行的帶班人，保證主機正常運轉和航行安全；

12.2 協助輪機長、大管輪工作，值班時是輪機長的代表，指揮并監督當班或修船人員的操作； Assist the chief /second engineer, represent the chief engineer when he is on duty, command and superintend the operations of crew on duty or repairman on board.12.3 服從輪機長、大管輪的安排，搞好分管設備與系統的維護與保養，；

13.2 協助輪機長、大管輪工作。

Assist the chief /second engineer to work.13.3 服從輪機長、大管輪的工作安排，搞好分管設備與系統的維護與保養，；

The electrician, following the chief engineer, second engineer of the arrangement, and he should take well charge of the maintenance for the equipment and system.13.4 是機艙機電設備總負責人，保證全船的機電設備正常運轉、航行安全；

No.1 motorman 14.1 在大管輪領導下，對大管輪負責，指揮、分派機工實施大管輪的工作安排；

The No.1 motorman , under the leadership of the Second Engineer to whom he should be responsible, command and assign motormen to implement the work assigned by the second engineer.14.2 按輪機長、大管輪指示，協助并監督修船人員的操作；

Instructed by the chief/second engineer, assist and superintend the operations of the repairmen on board.14.3 服從輪機長、大管輪的工作安排，帶領日班機工搞好設備的維護與保養，；

Following the arrangement of the chief/second engineer, the No.1 motorman should lead motorman to take well charge of the maintenance for the equipment.14.4 有責保持機艙清潔，及時清除垃圾、污物；

Take responsibility for keeping the engine room clean and getting rid of the garbage or dirt in time.14.5 按輪機長指示，實施輪機部工作計劃，落實本崗位的安全與防污染措施；

Instructed by the chief engineer, organize the motormen implementing the engine department’s work plan and the pollution prevention measures related to his own position.14.6 保證日常工作有序進行，維護保養機艙設備良好，防止污染事故發生

The motorman , under the leadership of the Second Engineer to whom he should be responsible, arrange the duty on navigation and mooring pursuant the suggestion of second engineer and the No.1 motorman.15.2 按輪機長、大管輪指示，協助輪機員維護保養設備，保證日常工作有序進行，維護保養機艙

設備良好，防止污染事故發生；

Instructed by the chief/second engineer, assist engineers taking well charge of the maintenance for the equipment and system, ensure the daily work running orderly and keep maintenance of equipment in good condition and prevent pollution incidents.15.3 有責保持機艙清潔，按機工長分派及時清除垃圾、污物；
