—— 在第四屆孔子學(xué)院大會(huì)開幕式上的主旨演講

尊敬的各位來賓，女士們，先生們，朋友們：

下午好！

歲末的北京，“冬至雪初霽，豐年瑞已成”。在這個(gè)孕育希望的季節(jié)里，第四屆全球孔子學(xué)院大會(huì)隆重開幕了。孔子學(xué)院是個(gè)大家庭，今天是家人的聚會(huì)，是喜慶的日子。借此機(jī)會(huì)，我謹(jǐn)代表中國政府和人民，向大家表示熱烈歡迎！并通過你們向全球孔子學(xué)院的師生們致以親切問候！

這次大會(huì)以“孔子學(xué)院與社區(qū)服務(wù)”為主題，深入探討孔子學(xué)院服務(wù)社區(qū)的各種方式和途徑，對(duì)豐富孔子學(xué)院發(fā)展內(nèi)涵、更好地推動(dòng)漢語國際教育事業(yè)發(fā)展，很有意義。

即將過去的2009 年對(duì)整個(gè)世界來說是不平凡的一年，對(duì)孔子學(xué)院來說也是不平凡的一年。在各方面共同努力下，孔子學(xué)院克服各種困難和不利影響，在繼承中不斷創(chuàng)新，在開拓中不斷發(fā)展，保持了良好發(fā)展勢(shì)頭，取得了令人振奮的成績。

—— 孔子學(xué)院有序發(fā)展。目前，在88 個(gè)國家和地區(qū)建立了282 所孔子學(xué)院和272 個(gè)孔子課堂；注冊(cè)學(xué)生23 萬多人，同比增加10 萬人；開設(shè)漢語課程8000多班次，同比增長2000 班次，孔子學(xué)院品牌知名度和影響力進(jìn)一步提升。目前，還有50 個(gè)國家的160 多個(gè)教育機(jī)構(gòu)提出申辦孔子學(xué)院。

—— 師資建設(shè)取得突破。總部繼續(xù)加大教師和志愿者派出規(guī)模，各國孔子學(xué)院加大選聘當(dāng)?shù)貪h語教師的力度，專兼職教師達(dá)到3100 人，比2008 凈增1000 人；啟動(dòng)本土漢語教師培養(yǎng)工作，設(shè)立“孔子學(xué)院獎(jiǎng)學(xué)金”，從50 個(gè)國家招收了1021 名學(xué)生來華攻讀漢語國際教育專業(yè)碩士學(xué)位，并在相關(guān)大學(xué)設(shè)立800 個(gè)漢語教師獎(jiǎng)學(xué)金名額。

—— 教學(xué)資源更加豐富。編譯了45個(gè)語種的漢語教材，向各國孔子學(xué)院贈(zèng)送圖書82 萬冊(cè)，各國孔子學(xué)院主動(dòng)編寫適合當(dāng)?shù)匦枰慕滩?00 多種；為230多所孔子學(xué)院統(tǒng)一配備“中華文化體驗(yàn)中心”軟硬件設(shè)施和“長城漢語”等網(wǎng)絡(luò)課件；網(wǎng)絡(luò)孔子學(xué)院建設(shè)取得可喜成績，50 個(gè)中英文頻道已啟動(dòng)運(yùn)營。

—— 多方合作得到加強(qiáng)。舉辦亞、非、歐、北美、南美和大洋洲及中亞東歐等7個(gè)地區(qū)性聯(lián)席會(huì)議，促進(jìn)信息溝通和經(jīng)驗(yàn)交流；舉辦“漢語橋”世界大、中學(xué)生中文演講比賽，并組織專家對(duì)15 個(gè)國家50 多所孔子學(xué)院進(jìn)行了現(xiàn)場(chǎng)評(píng)估，提升了合作辦學(xué)的整體水平。

—— 服務(wù)社區(qū)蓬勃開展。各國孔子學(xué)院深入社區(qū)，舉辦各類文化活動(dòng)6600多場(chǎng)次，參加人數(shù)260 多萬；開發(fā)和形成了一批有特色的活動(dòng)和項(xiàng)目，如“漢語角”、漢語速成班、中華文化講座等；派出40 多支師生小分隊(duì)，同270 多所孔子學(xué)院聯(lián)合開展中華文化巡講、巡演、巡展活動(dòng)，產(chǎn)生良好社會(huì)影響。

孔子學(xué)院已經(jīng)發(fā)展成為國際漢語教育與推廣的重要品牌、中外教育文化友好交往的合作平臺(tái)。孔子學(xué)院取得的成績來之不易，這是中外雙方共同努力的結(jié)果，凝聚著在座各位代表和朋友的智慧與貢獻(xiàn)，凝聚著全球孔子學(xué)院教師職工的辛勞與汗水，凝聚著各國政府和人民的關(guān)心與支持。在此，我謹(jǐn)向所有孔子學(xué)院的教師職工，向所有幫助孔子學(xué)院發(fā)展的朋友們，致以崇高的敬意和衷心的感謝！女士們，先生們，朋友們，世紀(jì)，是經(jīng)濟(jì)全球化的世紀(jì)，也是多樣文明大放光彩的世紀(jì)。世界如此豐富，是因?yàn)楦鞣N文明交相輝映；歷史長河奔騰不息，是因?yàn)楦鞣N文明相互激蕩。不同文明存在差異，但沒有優(yōu)劣之分。將世界各國人民長期形成的多樣文明變成所謂單一文明，是不可想象的；那種失去了多姿多彩的單調(diào)文明，也是我們無法接受的。正如中國俗語所說，“一枝獨(dú)秀不是春，百花齊艷春滿園”。

單一文明的鮮花不足以裝點(diǎn)整個(gè)人類的藝術(shù)殿堂，唯有多樣文明的鮮花競(jìng)相怒放，才能盡情展示人類文化春天的無窮魅力。當(dāng)今世界，同住“地球村”的人們，共同利益與日俱增，相互依存愈益加深。特別是面對(duì)國際金融危機(jī)的持續(xù)影響和甲型流感的快速蔓延，各國人民的命運(yùn)從未像今天這樣風(fēng)雨同舟、休戚與共。在這樣一個(gè)時(shí)代，加強(qiáng)不同文明間的對(duì)話、交流與融合尤為重要。因此，需要我們沖破思想的束縛和阻礙，拋棄誤解和偏見，相互尊重、坦誠以待；需要我們擁有睿智的心靈、超凡的膽略和博大的胸懷，相互學(xué)習(xí)、取長補(bǔ)短；需要我們跨越意識(shí)形態(tài)、社會(huì)制度和發(fā)展模式的不同，相互包容、求同存異。只有我們真正踐行孔子所倡導(dǎo)的“已所不欲，勿施于人”，在差異中求和諧，在合作中求發(fā)展，才能實(shí)現(xiàn)世界的持久和平與共同繁榮。

中華文明歷來強(qiáng)調(diào)溝通和交融。一部延綿五千年的中華文明發(fā)展史，也是中華民族與世界其他民族的交往史。作為世界多樣文明大家庭的重要成員，中華文明歷來崇尚“以和為貴”、“協(xié)和萬邦”、“和而不同”，歷來崇尚“兼收并蓄”、“有容乃大”，歷來崇尚“開明”、“革新”。

這些理念深入每一個(gè)中國人的心髓，引領(lǐng)了中華民族與世界其他民族長達(dá)數(shù)千年的交流合作。新中國成立60 年特別是改革開放30 年來，中國人民秉承中華文化的核心理念，同心同德、開拓創(chuàng)新、自強(qiáng)不息，古老神州發(fā)生了翻天覆地的變化。60 年來，實(shí)現(xiàn)了經(jīng)濟(jì)持續(xù)快速增長，經(jīng)濟(jì)總量增長77 倍，當(dāng)前中國人民一天創(chuàng)造的財(cái)富量，就超過1952 年一年的總量；形成了全方位、多層次、寬領(lǐng)域?qū)ν忾_放格局，進(jìn)出口貿(mào)易總額增長2265 倍，居世界第三，并在政治、經(jīng)濟(jì)、文化和安全等方面同國際社會(huì)建立了前所未有的聯(lián)系；人民生活質(zhì)量大幅提高，城鎮(zhèn)居民收入增長約150 倍，農(nóng)村居民收入增長約100 倍，人均壽命從1949 年35 歲提高到73 歲，教育、文化、衛(wèi)生、體育等社會(huì)事業(yè)發(fā)生了根本性變化；中國積極穩(wěn)妥地推進(jìn)政治體制改革，不斷完善人民代表大會(huì)制度、多黨合作和政治協(xié)商制度、民族區(qū)域自治制度和基層群眾自治制度，人民享有前所未有的社會(huì)參與和言論自由。

2008 年以來，面對(duì)國際金融危機(jī)的嚴(yán)重沖擊，中國作為一個(gè)負(fù)責(zé)任的大國，及時(shí)出臺(tái)一攬子計(jì)劃，在擴(kuò)大內(nèi)需、調(diào)整結(jié)構(gòu)、改善民生、節(jié)能減排、環(huán)境保護(hù)等方面加大力度，全年城鎮(zhèn)新增就業(yè)有望超過1100 萬人，年內(nèi)有望實(shí)現(xiàn)經(jīng)濟(jì)增長8%的目標(biāo)。2009 年11 月，為妥善應(yīng)對(duì)氣候變化，造福全人類，中國政府向全世界莊嚴(yán)承諾：到2020 年，單位國內(nèi)生產(chǎn)總值二氧化碳排放，比2005 年下降40% 至45%。實(shí)現(xiàn)這些行動(dòng)目標(biāo)，保持中國經(jīng)濟(jì)長期平穩(wěn)較快發(fā)展，不僅會(huì)給中國13 億人民帶來福祉，也將給世界各國發(fā)展帶來更多機(jī)遇、提供更廣闊的市場(chǎng)。

同時(shí)，我們也清醒地認(rèn)識(shí)到，中國仍然是一個(gè)發(fā)展中國家。人口多，底子薄，發(fā)展不平衡，人均GDP 排在世界100 位之后，有8300 萬的殘疾人。按照世界銀行的標(biāo)準(zhǔn)，我國還有1 億左右貧困人口。

中國實(shí)現(xiàn)現(xiàn)代化還有很長的路要走。中國將堅(jiān)定不移地走和平發(fā)展道路，通過維護(hù)世界和平來發(fā)展自己，通過自身的發(fā)展來促進(jìn)世界和平。

歷史與實(shí)踐告訴我們：中國必須進(jìn)一步了解世界，世界也需要進(jìn)一步了解中國。語言作為文化載體和交流工具，是文明之間對(duì)話的橋梁。鼓勵(lì)跨文化交流是中國政府的一貫立場(chǎng)。我們提倡本國人民，特別是廣大青少年學(xué)習(xí)和使用世界其他民族的語言。外國語言文化在中國的廣泛傳播，不僅使中國人民增進(jìn)了對(duì)世界的認(rèn)知，還幫助中華民族從其他民族優(yōu)秀文化中汲取營養(yǎng)。我們真誠地歡迎世界各國來華推廣本國語言。本屆孔子學(xué)院大會(huì)期間，將舉辦“多國語言展”，大家會(huì)領(lǐng)略到幾十個(gè)國家語言文化的絢麗風(fēng)采。

女士們，先生們，朋友們，自2004 年以來，孔子學(xué)院已走過5年的風(fēng)雨歷程。2010 年是新一個(gè)5 年的開始，國際漢語教育事業(yè)也將邁入新的階段。辦好每一所學(xué)院，教好每一個(gè)學(xué)生是我們的目標(biāo)，為促進(jìn)孔子學(xué)院可持續(xù)發(fā)展，我提幾點(diǎn)建議，供大家參考。

第一，立足當(dāng)前，著眼長遠(yuǎn)，謀劃好孔子學(xué)院的未來發(fā)展。辦好孔子學(xué)院，是一項(xiàng)值得我們長期努力的崇高事業(yè)。希望大家在做好當(dāng)前工作的同時(shí)，從孔子學(xué)院持續(xù)發(fā)展的總體需要出發(fā)，系統(tǒng)考慮基礎(chǔ)性、長遠(yuǎn)性工作，在辦學(xué)模式、辦學(xué)條件、選派院長和配備師資等方面做好長期安排。

要適應(yīng)許多地方在中小學(xué)開設(shè)漢語教學(xué)的需要，積極發(fā)展孔子課堂，為中小學(xué)生學(xué)習(xí)漢語提供支持和幫助。中國有句古話，“凡事預(yù)則立，不預(yù)則廢”。總部目前正在抓緊制定國際漢語教育與推廣發(fā)展規(guī)劃，將進(jìn)一步明確發(fā)展目標(biāo)和戰(zhàn)略部署，從體制機(jī)制、法律政策、經(jīng)費(fèi)等方面提供保障和支撐。這項(xiàng)工作需要凝聚中外各方智慧，需要各孔子學(xué)院鼎立支持，歡迎大家建言獻(xiàn)策。第二，協(xié)調(diào)發(fā)展，注重質(zhì)量，切實(shí)提高國際漢語教育的水平。質(zhì)量是孔子學(xué)院的生命線。教師、教材和教學(xué)方法是提高教學(xué)質(zhì)量的三個(gè)環(huán)節(jié)。要加快建設(shè)一支高質(zhì)量的師資隊(duì)伍。增派教師和加強(qiáng)培訓(xùn)是教師隊(duì)伍建設(shè)的兩個(gè)支柱。2010 年，總部計(jì)劃繼續(xù)擴(kuò)大“孔子學(xué)院獎(jiǎng)學(xué)金”范圍，重點(diǎn)提高教師的漢語教學(xué)技能與跨文化交際能力，爭取增加專兼職合格教師1000 人。要精心打造各種品牌教材、品牌課件，盡快出齊45 個(gè)語種對(duì)照的漢語教材，支持各孔子學(xué)院切合實(shí)地自編教材。要比較分析漢語言文化和所在國文化的異同點(diǎn)，創(chuàng)新漢語教學(xué)本土化方法，增強(qiáng)教學(xué)的針對(duì)性和實(shí)效性。

要辦好網(wǎng)絡(luò)孔子學(xué)院，充分利用網(wǎng)絡(luò)和多媒體技術(shù)，發(fā)揮大規(guī)模、低成本、高效益的優(yōu)勢(shì)，促進(jìn)優(yōu)質(zhì)教學(xué)資源全球共享。正式啟動(dòng)“示范孔子學(xué)院”項(xiàng)目建設(shè)，發(fā)揮好示范和引領(lǐng)作用。

第三，尊重統(tǒng)一性，鼓勵(lì)多樣性，支持孔子學(xué)院大膽創(chuàng)新、辦出特色。孔子學(xué)院長遠(yuǎn)目標(biāo)是成為當(dāng)?shù)貪h語教學(xué)中心，漢語師資培訓(xùn)中心和中外文化交流與研究中心，為此制定了統(tǒng)一品牌和章程，但各國國情不同，文化背景不同，這就要求孔子學(xué)院因地制宜、科學(xué)定位、積極創(chuàng)新，走多樣性和特色化發(fā)展道路。要靈活多樣，積極開發(fā)各具特色的課程和社會(huì)服務(wù)項(xiàng)目，既面向高校、企業(yè)、社區(qū)的成人，又面向中小學(xué)生；既有學(xué)歷教育，又有非學(xué)歷教育；既有語言教學(xué)，又有中醫(yī)、武術(shù)、京劇等文化活動(dòng)。要鼓勵(lì)創(chuàng)新管理模式，動(dòng)員社會(huì)力量參與，探索市場(chǎng)化運(yùn)作，重視市場(chǎng)調(diào)研和品牌宣傳，積極培育漢語學(xué)習(xí)的市場(chǎng)。要善于爭取和統(tǒng)籌各類資源，特別是在市場(chǎng)中籌集孔子學(xué)院發(fā)展的資源。總之，只要有利于中外教育文化的交流交融，有利于加深各國人民對(duì)漢語言文化的了解，有利于促進(jìn)中國人民和各國人民的友誼，孔子學(xué)院都可以大膽探索，勇于嘗試。第四，加強(qiáng)溝通，精誠合作，齊心協(xié)力推進(jìn)孔子學(xué)院蓬勃發(fā)展。孔子學(xué)院不僅屬于中國，而且屬于世界，是中國與各國教育系統(tǒng)真誠合作的結(jié)晶。要堅(jiān)持相互尊重、友好協(xié)商、平等合作，因?yàn)檫@是孔子學(xué)院得以創(chuàng)立和發(fā)展的基石。中國政府和人民十分重視和關(guān)心漢語國際教育與推廣事業(yè)，將給予長期穩(wěn)定的支持。中外合作院校應(yīng)精心呵護(hù)、倍加珍視已經(jīng)建立的緊密關(guān)系，將合作提升到新的水平。中方院校要精心選派業(yè)務(wù)素質(zhì)好，熱愛孔子學(xué)院事業(yè)，了解所在國國情的人員擔(dān)任院長。

中方院長和教師要虛心向合作伙伴和當(dāng)?shù)孛癖妼W(xué)習(xí)，遵守所在國法律，尊重當(dāng)?shù)亓?xí)俗，努力提高教學(xué)和工作水平。總部要充分發(fā)揮把握全局、協(xié)調(diào)各方的作用，進(jìn)一步做好對(duì)各國孔子學(xué)院的服務(wù)工作。同時(shí)，也希望外方理事和院校多做工作，積極爭取各國政府和社會(huì)各界給予孔子學(xué)院更多的關(guān)心和支持，為孔子學(xué)院長遠(yuǎn)發(fā)展創(chuàng)造更好環(huán)境。希望各國大學(xué)和舉辦機(jī)構(gòu)更好地?fù)?dān)負(fù)起辦學(xué)主體責(zé)任，盡可能提供良好的硬件保障和資金支持；關(guān)心中方派出人員，為他們的工作和生活提供方便，幫助他們盡快適應(yīng)新環(huán)境；在穩(wěn)定外方院長和教師隊(duì)伍的同時(shí)，逐步實(shí)現(xiàn)孔子學(xué)院教職人員的專職化。

國際漢語教育的蓬勃發(fā)展，為漢學(xué)研究提供了前所未有的歷史機(jī)遇，為當(dāng)代漢學(xué)家提供了施展才華的廣闊舞臺(tái)。

希望漢學(xué)家和對(duì)中國歷史、文化、現(xiàn)實(shí)感興趣的學(xué)者，進(jìn)一步加強(qiáng)和發(fā)展?jié)h學(xué)研究，既研究古老厚重的中國，又研究現(xiàn)代多彩的中國。我相信，通過大家的共同努力，漢學(xué)研究一定能迸發(fā)出時(shí)代的光芒，為孔子學(xué)院長期發(fā)展奠定深厚基礎(chǔ)，為世界了解一個(gè)真實(shí)的中國作出更大貢獻(xiàn)。

女士們，先生們，朋友們，孔子學(xué)院是我們大家共同的事業(yè)，要讓這項(xiàng)事業(yè)枝繁葉茂，還必須與當(dāng)?shù)厣鐓^(qū)緊密地聯(lián)系起來，這樣孔子學(xué)院才能得到更為廣泛的歡迎和支持，才能真正融入當(dāng)?shù)貙?shí)現(xiàn)本土化發(fā)展。此次大會(huì)主題，給我們提供了一個(gè)事關(guān)孔子學(xué)院長遠(yuǎn)發(fā)展的研究課題。對(duì)于孔子學(xué)院如何深入開展社區(qū)服務(wù)，我有幾點(diǎn)理解，供大家參考：一是堅(jiān)持以人為本，提高社區(qū)服務(wù)質(zhì)量。要重視人的發(fā)展，關(guān)注人的需求，因人而異，因地制宜，開展多種形式、多種內(nèi)容、多個(gè)層面的高質(zhì)量社區(qū)服務(wù)。二是堅(jiān)持溝通為要，促進(jìn)語言學(xué)以致用。要積極“走出去”，深入社區(qū)，廣泛溝通交流，發(fā)現(xiàn)不同語言的區(qū)別，激發(fā)語言學(xué)習(xí)的興趣，提高語言運(yùn)用的能力。三是堅(jiān)持文化為媒，提升社區(qū)服務(wù)內(nèi)涵。要在社區(qū)廣泛開展多樣化的文化交流，加深對(duì)彼此歷史和現(xiàn)狀的了解，滿足當(dāng)?shù)孛癖娏私庵腥A文化的需要，增進(jìn)中國人民同世界各國人民的感情和友誼。四是堅(jiān)持經(jīng)貿(mào)為橋，擴(kuò)大雙邊多邊往來。要與社區(qū)的功能定位和發(fā)展需要緊密結(jié)合，利用好孔子學(xué)院搭建的人文交流平臺(tái)，有針對(duì)性提供教育、科技、經(jīng)貿(mào)、文化等信息和咨詢服務(wù)，發(fā)揮孔子學(xué)院的綜合效益。五是堅(jiān)持和諧為貴，推動(dòng)世界共同繁榮。要秉承孔子學(xué)院辦學(xué)宗旨，博采眾長，彼此借鑒，求同存異，擴(kuò)大共識(shí)，為建設(shè)一個(gè)持久和平、共同繁榮的和諧世界作出貢獻(xiàn)。

女士們，先生們，朋友們，中華經(jīng)典《周易》里說，“天下同歸而殊途”，古希臘哲學(xué)家赫拉克利特也提出“此路亦彼路”。我想，愛其所同，敬其所異，各國文化就會(huì)在溝通交流中實(shí)現(xiàn)共同發(fā)展和繁榮。讓我們攜手同心，再接再厲，為創(chuàng)造孔子學(xué)院更加美好的明天，為促進(jìn)世界多元文化的共生共榮而不懈努力！

I take great pleasure to be here with you in this family reunion of the world Confucius Institutes to celebrate the opening of the 5th Confucius Institute conference in this dazzling evening.On behalf of the Chinese government and the Chinese people, I would like to extend my warmest welcome and sincere greetings to all of you, friends from all over the world.過去的一年，在各國政府和人民的熱情關(guān)心和大力支持下，中外雙方齊心協(xié)力，開拓創(chuàng)新，全球孔子學(xué)院取得可喜成績：一是穩(wěn)步發(fā)展，勢(shì)頭良好。今年新增孔子學(xué) 院40所、中小學(xué)孔子課堂97個(gè)。目前已在96個(gè)國家和地區(qū)建立了322所孔子學(xué)院和369個(gè)孔子課堂。注冊(cè)學(xué)員比去年增加了56%，達(dá)到 36萬人。網(wǎng)絡(luò)孔子學(xué)院開通9個(gè)語種，注冊(cè)用戶達(dá)10萬人。這些努力為所在國民眾學(xué)習(xí)漢語拓寬了渠道。二是教師素質(zhì)不斷提升。專兼職教師凈增1000人，達(dá)到4000人，其中中外雙方各占一半。有3000人參加了總部實(shí)施的培訓(xùn)計(jì)劃，總部還為各國孔子學(xué)院提供2000個(gè)獎(jiǎng)學(xué)金名額，培養(yǎng)本土教師，促進(jìn)了中 外院長和教師業(yè)務(wù)素質(zhì)的提升。三是教材創(chuàng)編實(shí)現(xiàn)新進(jìn)展。編寫出版了45個(gè)語種的9套漢語教材和工具書，向各國孔子學(xué)院贈(zèng)送圖書40多萬冊(cè)，目前104所孔 子學(xué)院編寫出版了77種本土漢語教材，緩解了教材匱乏問題。2500名外國中小學(xué)教師來華接受教材培訓(xùn)，推動(dòng)了所在地區(qū)的漢語教學(xué)。四是品牌活動(dòng)形成新聲 勢(shì)。今年，300名校長、2000多名院長和教師應(yīng)邀參觀上海世博會(huì)，親身感受了世界多元文化的交相輝映。部分亞洲國家孔子學(xué)院所在大學(xué)校長參觀了廣州亞 運(yùn)會(huì)。中國與俄羅斯、中國與西班牙合作舉辦“漢語年”，兩國孔子學(xué)院發(fā)揮了主力軍作用，開展活動(dòng)600多場(chǎng)，30多萬人參加。在50多個(gè)國家300多所孔 子學(xué)院開展文藝巡演、教材巡展和文化巡講活動(dòng)，拓展了孔子學(xué)院的文化交流功能，提升了在當(dāng)?shù)厣鐣?huì)的影響力。五是交流合作取得新成果。各孔子學(xué)院之間的交流 精彩紛呈。在所在國政府和社區(qū)的大力支持下，新家坡南洋理工大學(xué)、新西蘭奧克蘭大學(xué)、智力圣托馬斯大學(xué)、英國倫敦南岸大學(xué)、喀麥隆雅溫得第二大學(xué)、俄羅斯 新西伯利亞國立技術(shù)大學(xué)等，成功舉辦亞洲、大洋洲、西語地區(qū)、歐洲、非洲、東歐中亞地區(qū)等6個(gè)地區(qū)性孔子學(xué)院會(huì)議。美國大學(xué)理事會(huì)和亞洲協(xié)會(huì)成功舉辦了全 美漢語大會(huì)。這些活動(dòng)促進(jìn)了各國孔子學(xué)院、漢語教學(xué)機(jī)構(gòu)之間的信息溝通和經(jīng)驗(yàn)交流，起到了相互借鑒、共同提高的效果。

In this past year, with the unprecedented enthusiasm and unwavering support from the governments and people of all the relevant countries, and with the concerted, innovative, and pioneering efforts by both the Chinese and international colleagues, Confucius Institutes around the globe have made remarkable achievements.First and foremost, we have witnessed the momentum of stable growth.This year, about 40 Confucius Institutes and 97 Confucius Classrooms have been newly established.So far a total of 322 Confucius Institutes and 369 Confucius Classrooms have been put in place in 96 countries and regions.The total number of registered students has increased by 56% over the previous year, amounting up to 360,000 in total.The Confucius Institute Online has opened channels in 9 languages, with 100,000 registered users.Such efforts have greatly facilitated people from the host countries to learn Chinese.Secondly, we have ensured higher quality of teachers.The total number of teachers, part-time and full-time alike, has reached 4,000, with a net increase of 1,000 this year.Among them, half are from China, and half from the local countries.About 3,000 people have participated in the training programs organized by the Confucius Institute Headquarters.Moreover, the Headquarters has provided 2,000 scholarships for Confucius Institutes to train local teachers.All these endeavors have enhanced the performance of directors and teachers.Thirdly, we have made new progress in the development of teaching materials.About 9 collections of Chinese language teaching materials and reference books in 45 languages have been published and more than 400,000 books have been donated to Confucius Institutes.Currently, about 104 Confucius Institutes have developed and published 77 local Chinese language teaching materials, thus greatly alleviating the pressure of textbook shortage.We have provided training on the use of teaching materials in China to 2,500 primary and secondary school teachers from abroad, boosting Chinese language instruction in the host countries.Fourthly, there emerges a new surge of brand name events.This year, about 300 university presidents and 2000 Confucius Institute directors and teachers have been invited to visit the Shanghai World Expo to get a first-hand feel about the harmonious coexistence of the multiculturalism in the world.Some presidents from Asia also visited the Guangzhou Asian Games.During the “Chinese Language Year” in Russia and Spain, Confucius Institutes in these two countries played a major role by staging more than 600 events, attracting more than 300,000 participants.Performance, textbook exhibition and cultural lecture tours have been taken place in more than 300 Confucius Institutes in over 50 countries, further tapping into the cultural functioning of Confucius Institutes, and enhancing their influences in the local communities.Last but not least, our efforts have resulted in more exchanges and cooperation.Robust exchange programs have been carried out amongst Confucius Institutes.Supported by the government and communities of the host countries, for instance, Nanyang Technology University in Singapore, Auckland University of New Zealand, University of Saint Thomas in Chile, London Southbank University in United Kingdom, University of Yaounde II in Cameroon and Novosibirsk State University of Technology in Russia have successfully held 6 regional Confucius Institute joint conferences for Asia, Oceania, Ibero-American countries, Europe, Africa, East-Europe and Central Asia, respectively.The College Board and Asia Society of US successfully convened the National Chinese Language Conference.All these events mentioned above have promoted the information-sharing and exchange of experience among Confucius Institutes and other Chinese language teaching institutions, enabling them to learn from each other with mutual improvement.這些成績的取得，歸功于在座各位代表的積極推動(dòng)，歸功于中外合作院校的共同努力，歸功于各國政府和人民的大力支持。在此，謹(jǐn)向大家并通過你們向所有為孔子學(xué)院發(fā)展做出貢獻(xiàn)的各國朋友，表示衷心的感謝！

The Confucius Institute has gone through an extraordinary journey in the past five years, having attained remarkable achievements.Now we are at a brand new starting point.Looking into the future, we need to seize the opportunities, think carefully and make strategic planning for the sustainable development of Confucius Institutes.首先，世界多樣文明的交流對(duì)話與人類社會(huì)和諧共生的理想，為孔子學(xué)院發(fā)展賦予了新使命。當(dāng)今世界正處在大發(fā)展、大變革、大調(diào)整時(shí)期，世界多極化、經(jīng)濟(jì)全球 化深入發(fā)展，和平、發(fā)展、合作的時(shí)代潮流更加強(qiáng)勁。同時(shí)，國際金融危機(jī)影響深遠(yuǎn)，氣候變化、糧食安全、能源資源安全、公共衛(wèi)生安全、重大自然災(zāi)害等全球性 挑戰(zhàn)日益突出。作為“地球村”的一員，每個(gè)國家對(duì)這些問題既不能置之度外，也難以獨(dú)自解決。應(yīng)對(duì)共同挑戰(zhàn)，呼喚各國同舟共濟(jì)、密切合作，構(gòu)建和諧世界，需 要不同文明交流對(duì)話、理解包容。語言文化的相互學(xué)習(xí)與交流，是促進(jìn)各國人民溝通理解，構(gòu)建持久和平、共同繁榮的和諧世界的重要途徑。孔子學(xué)院以國際漢語教 育為已任，致力于滿足世界各國人民學(xué)習(xí)漢語的需求，致力于促進(jìn)中外語言文化交流，優(yōu)勢(shì)獨(dú)特，使命光榮。

First of all, the exchanges and dialogues between civilizations and their harmonious coexistence have inspired us to undertake a new mission for Confucius Institutes down the road.Today's world is in an era of great development, profound changes and radical transformations, with in-depth development of the world multi-polarization, economic globalization and stronger trends of peace, development and cooperation.Meanwhile, we also feel the profound impact from the international financial crisis and, more prominently, from the global challenges such as the climate change, food security, energy and resource security, public health threats, and major natural disasters.As a member of the “global village”, no country can stand immune or deal with the challenges alone.To tackle such common challenges, all countries need to stay together and work closely for a harmonious world and push for dialogues, exchanges and tolerance between and among civilizations.Mutual learning and exchanges of languages and cultures are important ways to enhance the communication and understanding among nations in order to build a harmonious world featuring sustained peace and common prosperity.Confucius Institutes are committed to the global Chinese language education, to meeting the demands of people around the world to learn Chinese, and to the exchange of languages across cultures between China and other countries.Needless to day, Confucius Institutes have a unique and glorious role to play.其次，開放發(fā)展的中國不斷深化與各國的互利合作，為孔子學(xué)院發(fā)展提供了新機(jī)遇。當(dāng)前，中國正經(jīng)歷著一場(chǎng)歷史上規(guī)模最大、范圍最廣的工業(yè)化、城鎮(zhèn)化進(jìn)程，現(xiàn) 代化建設(shè)不斷邁出新步伐。但我們清醒地認(rèn)識(shí)到，中國仍然是世界上最大的發(fā)展中國家，實(shí)現(xiàn)現(xiàn)代化建設(shè)的目標(biāo)還需要長期艱苦努力。中國政府正在制定未來五年國 民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃，這一規(guī)劃以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，通過加快科技創(chuàng)新，保障改善民生，促進(jìn)社會(huì)公平正義，讓人民共享發(fā)展成 果，努力推動(dòng)經(jīng)濟(jì)社會(huì)又好又快發(fā)展。中國人民深知，當(dāng)代中國的前途命運(yùn)同世界的發(fā)展緊密相連。中國的發(fā)展離不開世界，世界的發(fā)展也離不開中國。中國將始終 堅(jiān)持走和平發(fā)展道路，奉行互利共盈的開放戰(zhàn)略，不僅積極推動(dòng)與各國的政治互信、經(jīng)貿(mào)合作，而且在深化人文交流方面不斷做出新的探索。孔子學(xué)院作為人文交流 的重要平臺(tái)，將伴隨中外合作不斷深化的步伐，奠定未來發(fā)展更加堅(jiān)實(shí)的基礎(chǔ)。

Secondly, the continued, intensified, and mutually beneficial cooperation between China and other countries has provided new opportunities for Confucius Institutes.At present, China is undergoing an unprecedented process of urbanization and industrialization in terms of scale and range, with new strides constantly made in the modernization drive.But we are keenly aware that China still remains the largest developing country in the world and there is an arduous task ahead before the goals of modernization are reached.The Chinese government is now drafting the national economic and social development plan for the next five years.China will adhere to the theme of sustainable development by accelerating scientific and technological innovation, ensuring and improving people's living standards, promoting social fairness and justice, enabling its people to enjoy the benefit of economic growth and ensuring the quality and rapid development of the economic society.The Chinese people know that the destiny of modern China is interdependent on the development of the world.China's development cannot be isolated from the world's development and vice versa.China will stick to the path of peaceful development and adopt the opening-door strategy for mutual-benefit in a win-win situation.Apart from its endeavor to promote political mutual-trust, economic and trade cooperation between countries, the Chinese government has renewed its efforts to strengthen people-to-people communication.As an important platform for such communication to occur, Confucius Institutes will lay a solid foundation for more intensified collaborations and cooperation between China and other countries.第三，中國擴(kuò)大教育開放與國際交流，為孔子學(xué)院發(fā)展增添了新動(dòng)力。在現(xiàn)代化進(jìn)程中，中國始終把教育擺在優(yōu)先發(fā)展的戰(zhàn)略位置。今年7月，中國召開了新世紀(jì)第 一次全國教育大會(huì)，頒布了面向未來10年的教育改革和發(fā)展規(guī)劃綱要，綱要強(qiáng)調(diào)要擴(kuò)大教育對(duì)外開放，鼓勵(lì)各級(jí)各類學(xué)校開展國際交流與合作，加強(qiáng)國際理解教 育，增進(jìn)師生對(duì)不同國家、不同文化的認(rèn)知，提高教育國際化水平。中國政府鼓勵(lì)公民學(xué)習(xí)其他國家的語言，現(xiàn)在中國大多數(shù)大中小學(xué)校都開設(shè)了外語課，涉及56 個(gè)語種，其中學(xué)習(xí)英語的就有兩億人。中國將擴(kuò)大派出留學(xué)生規(guī)模，到2012年當(dāng)年公派留學(xué)生達(dá)2.5萬人，比今年翻一番。還將增加政府獎(jiǎng)學(xué)金數(shù)量，擴(kuò)大來 華留學(xué)生規(guī)模，支持外國知名學(xué)校和教育機(jī)構(gòu)來華合作辦學(xué)，鼓勵(lì)更多的外國專家學(xué)者和學(xué)術(shù)團(tuán)隊(duì)來華從事教學(xué)、科研和管理工作。孔子學(xué)院是教育對(duì)外開放與國際 交流的重要窗口。教育規(guī)劃綱要明確提出，要支持國際漢語教育，提高孔子學(xué)院的辦學(xué)質(zhì)量和水平。中國將一如既往的大力支持孔子學(xué)院和國際漢語教育事業(yè)發(fā)展。使其在中外教育交流與合作中穩(wěn)步推進(jìn)，蓬勃發(fā)展。

Thirdly, the expanded educational endeavors and international exchanges between China and other countries will further strengthen the development of Confucius Institutes.In its drive for modernization, the Chinese government always prioritizes education in its agenda.This July, China held the inaugural Conference on National Education in the new century and issued the educational reform and development plan outline for the next ten years.The Outline highlights in particular that educational opening-up should be expanded and schools at all levels are encouraged to conduct international exchanges and cooperation and improve Education for International Understanding(EIU), so as to increase faculty's and students' understanding of other countries and their cultures, and make China's education more internationalized.The Chinese government encourages citizens to learn languages of other countries and now the vast majority of Chinese schools, from primary schools to universities, have opened courses of up to 56 languages, among which 200 million people are learning English.China will send more students to study abroad.By the end of 2012, about 25,000 students will be sponsored by the government to study abroad, doubling the number of this year.The Chinese government will also increase the number of government-granted scholarships and accommodate more international students to study in China.China will support world-renowned foreign universities and educational institutions to carry out cooperation programs in China and encourage more foreign experts, scholars and academic teams to teach and work in China.The Confucius Institute is an important window for educational opening-up and international exchange.The educational plan outline clearly states that support will be given to international Chinese language education and improving the operation and performance of Confucius Institutes.As always China will support the development of Confucius Institutes and international Chinese language education and ensure their growth and prosperity amongst educational exchanges and cooperation between China and other countries.總之，作為最大的發(fā)展中國家和新興經(jīng)濟(jì)體，中國愿意并且正在以開放包容的胸懷、科學(xué)發(fā)展的思維、積極務(wù)實(shí)的態(tài)度，努力與世界各國加強(qiáng)溝通與交流、增進(jìn)理解 與友誼。我們希望發(fā)揮孔子學(xué)院在人文交流中的獨(dú)特作用，通過漢語教學(xué)，加大多元文化的交流與融合，促進(jìn)各種文明之間的相互理解和包容，造福各國人民，并為 世界和平與人類進(jìn)步做出貢獻(xiàn)。

With the support from people of all the relevant countries and the benefits from multiculturlism, Confucius Institutes have grown strongly since their inception, providing convenience for people around the world to learn Chinese and understand the Chinese culture in their home countries.Facing the new situation and opportunities, we still need to adhere to the principle that Confucius Institutes are jointly built, owned, managed and shared by both the Chinese and host institutions.We need to join hands, seize the momentum, and make concerted efforts to strengthen the sustainable development of Confucius Institutes.第一，創(chuàng)新形勢(shì)，融入本土，使孔子學(xué)院成為增進(jìn)中外交流與友誼的重要橋梁紐帶。語言文化交流具有基礎(chǔ)性、廣泛性和持久性。面對(duì)不同國情、不同文化背景和不 同國家民眾學(xué)習(xí)漢語的需求，希望各國孔子學(xué)院因地制宜，扎根本土，辦出特色，尊重和體現(xiàn)文化多樣性，貼近和滿足學(xué)習(xí)者實(shí)際需求，更好的適應(yīng)當(dāng)?shù)厣鐣?huì)生活，產(chǎn)生更大影響。要面向各個(gè)階層的不同人群，堅(jiān)持大眾化、普及型，真正深入民間、深入社區(qū)，與當(dāng)?shù)孛癖娊⒘己藐P(guān)系。要吸引各國精英人才，支持學(xué)術(shù)交流活 動(dòng)，開展國際理解和跨文化交流研究。要繼續(xù)辦好網(wǎng)絡(luò)孔子學(xué)院，更大范圍的為全球漢語教學(xué)服務(wù)。

First, Confucius Institutes should strive for innovation, integrate themselves into the local communities, and serve as the bridge and bond for the enhanced international exchanges and friendship among different peoples.The exchange of languages and cultures, by essence, is fundamental, extensive, and durable.In line with different national situations, diversified cultural backgrounds and multifaceted demands of Chinese language learning in different countries, Confucius Institutes are expected to adapt to the local situations, mingle with the local particularities, and strive for their own unique styles.They need to respect and embody cultural diversities, approach learners and better cater to their actual needs.Confucius Institutes need to better adapt themselves to the local social life and exert more influence.Confucius Institutes should be oriented to all the population groups of different social status, remain close to the general public, reach out to the local communities and establish good connections with the local people.Confucius Institutes should attract elite talents of all countries in conducting research on international understanding and cross-cultural exchanges.We need to continue our efforts to run Confucius Institute Online and service Chinese language instruction to a greater extent.第二，注重質(zhì)量，夯實(shí)基礎(chǔ)，著力提升孔子學(xué)院的辦學(xué)水平。以教師、教材和教法為重點(diǎn)的基礎(chǔ)能力建設(shè)，是孔子學(xué)院提高質(zhì)量、辦出特色的支撐。“三教”建設(shè)要遵循語言教育與推廣規(guī)律，緊跟當(dāng)今國際語言教育發(fā)展潮流，適應(yīng)不同人群學(xué)習(xí)漢語的不同要求。教師的本土化是師資建設(shè)的重要方向。我們希望通 過擴(kuò)大“孔子學(xué)院獎(jiǎng)學(xué)金”名額，多種形式培訓(xùn)本土教師，同時(shí)加大派出教師和志愿者的力度，盡快造就一支兼通兩種語言、兼融中外文化的高素質(zhì)院長和教師隊(duì) 伍。教材開發(fā)是國際漢語教育的重要依托。總部將組織中外優(yōu)勢(shì)力量，采取有力措施，爭取用幾年時(shí)間，實(shí)現(xiàn)開設(shè)漢語課的國家都有適用漢語教材。同時(shí)鼓勵(lì)各國孔 子學(xué)院和教育機(jī)構(gòu)編寫本土教材。科學(xué)的教學(xué)方法是提高質(zhì)量的重要基礎(chǔ)。要總結(jié)推廣各國孔子學(xué)院的成功經(jīng)驗(yàn)，結(jié)合實(shí)際創(chuàng)新方法，激發(fā)學(xué)生持續(xù)學(xué)習(xí)的興趣，讓 漢語教學(xué)更加生動(dòng)活潑、深入人心。

Second, Confucius Institutes should focus on quality control, do the basics right and improve their performance.The capacity building focusing on teachers, teaching materials and teaching methodology is the pillar for better operation and functioning of Confucius Institutes.The work to tackle issues related to teachers, teaching materials and teaching methodology should follow the principles of language instruction, keep in line with the current trend in today's international language education and cater to various demands of different group of learners.The localization of teachers is the direction to build a sustainable teaching force.We hope to expand the range of “Confucius Institute Scholarship” to train local teachers on the one hand, and send more teachers and volunteers from China on the other, so that we can create a pipeline for qualified directors and teachers who are both bilingual and bicultural in the shortest time span as possible.The textbook development provides major support for international Chinese language education.The Confucius Institute Headquarters will mobilize resources from home and abroad and take forceful measures to ensure that all countries that offer Chinese language courses are equipped with suitable Chinese textbooks.As such, Confucius Institutes and educational institutions in all countries are encouraged to compile their local teaching materials.The scientific teaching methodology serves as the basis for quality improvement.We need to identify and accumulate the best practices among Confucius Institutes and create innovative teaching methods to stimulate students' interest and make Chinese language instruction more attractive and appealing.第三，拓展功能，完善服務(wù)，不斷豐富孔子學(xué)院的辦學(xué)內(nèi)涵。語言是文化的載體。孔子學(xué)院獨(dú)具人文內(nèi)涵，在語言教學(xué)和文化交流等方面發(fā)揮著積極作用。幾年來，孔子學(xué)院從啟蒙和普及出發(fā)，為各國民眾學(xué)習(xí)漢語提供便利，把漢語帶到了世界各地。今后，要在搞好語言教學(xué)的同時(shí)，加強(qiáng)文化交流與互動(dòng)，提供經(jīng)貿(mào)、科技合作 的信息咨詢等服務(wù)，豐富和拓展發(fā)展空間。我們將支持各國孔子學(xué)院開展豐富多彩的文化活動(dòng)，繼續(xù)辦好文藝巡演、教材巡展、文化巡講等品牌活動(dòng)，推動(dòng)中醫(yī)、武 術(shù)、氣功、書法、戲曲、中國畫、中國歌舞、烹飪等走進(jìn)社區(qū)，增進(jìn)普通民眾對(duì)中國的興趣和對(duì)真實(shí)中國的了解。充分利用經(jīng)貿(mào)交流、國際會(huì)議、企業(yè)合作、組織旅 游等多種渠道和載體，促進(jìn)國際漢語教育，讓孔子學(xué)院越辦越精彩，道路越走越寬廣。

Thirdly, Confucius Institutes should enhance their capability, improve the service and diversify the operation mode.Language is the carrier of culture.Confucius Institutes are unique because of their humanitarian elements and capability to play an active role in language instruction and cultural exchanges.In the past few years, starting with enlightenment and dissemination, Confucius Institutes have provided convenience for people of different countries and brought the Chinese language to all corners of the world.In the near future, while doing a good job in language instruction, Confucius Institutes should strengthen cultural exchanges and interactions by offering consultations on the cooperation of economy, trade and science and technology, thus creating more room for development.We will support Confucius Institutes in organizing cultural events and continue our efforts on brand name events such as art performances, textbook exhibitions and cultural lectures.We will approach the local communities with Chinese traditional medicine, Kongfu, Qigong, calligraphy, Chinese painting, Chinese songs and dances as well as Chinese cuisine to increase the general public's interest in China and understanding of what China is today.We will utilize multi-channels and media such as economic and trade exchange, international conferences, inter-business cooperation and tourism to promote international Chinese language education so that Confucius Institutes will reach the next level of excellence in performance, and marching towards a more promising future.第四，積極支持，凝聚合力，為孔子學(xué)院可持續(xù)發(fā)展提供切實(shí)保障。經(jīng)費(fèi)保障事關(guān)孔子學(xué)院運(yùn)行發(fā)展。我愿再次重申，總部在孔子學(xué)院經(jīng)費(fèi)投入方面，將一如既往給 予穩(wěn)定支持；既要堅(jiān)持中外雙方1：1投入原則，又要適當(dāng)照顧一些發(fā)展中國家的孔子學(xué)院。要建立中外合作評(píng)估機(jī)制，加強(qiáng)經(jīng)費(fèi)使用管理，努力提高資金使用效 益。中外院校合作是孔子學(xué)院創(chuàng)立發(fā)展的重要形式。雙方學(xué)校在平等合作中相互學(xué)習(xí)，擴(kuò)大了知名度，實(shí)現(xiàn)了雙贏。中方高校要對(duì)孔子學(xué)院工作予以重點(diǎn)支持，在選 派院長、配備師資、合作機(jī)制等方面做好長遠(yuǎn)安排，努力滿足孔子學(xué)院發(fā)展需求。希望外方高校繼續(xù)與中方密切配合，共同落實(shí)雙方合作承諾，在人員配備、辦學(xué)場(chǎng) 地和資金投入等方面給予更有力的支持。中國派出教師和志愿者帶著友誼與理想來到異國他鄉(xiāng)工作，希望所在外方學(xué)校給予關(guān)懷，幫助他們盡快適應(yīng)工作環(huán)境。廣泛 的社會(huì)參與是孔子學(xué)院發(fā)展的新動(dòng)力。孔子學(xué)院沒有照搬其他國家語言推廣機(jī)構(gòu)政府間合作的單一模式，而是既與學(xué)校合作，又與政府、企業(yè)和社團(tuán)合作，形式靈活 多樣。要進(jìn)一步拓寬渠道，激發(fā)社會(huì)力量參與辦學(xué)的積極性，完善企業(yè)投入和社會(huì)捐贈(zèng)的機(jī)制，把多方資源統(tǒng)籌到孔子學(xué)院可持續(xù)發(fā)展上來。

Fourth, we need to remain supportive and create synergies in providing assurance for the sustainable development of Confucius Institutes.As we know, the financial support is crucial to the operation and growth of Confucius Institutes.I would like to reiterate that we will adhere to the principle of 50:50 cost share between China and host institutions, and give preferential treatment to Confucius Institutes in some developing countries if necessary.We need to establish the assessment mechanism featuring international cooperation and better manage the fund to increase its efficiency and effectiveness.The cooperation between Chinese and foreign institutions is an essence in establishing and developing Confucius Institutes.In the equal-footed cooperation, universities from both sides have learnt from each other, increased their brand visibility and reached a win-win situation.Chinese universities should prioritize their support to Confucius Institutes and make long-term arrangements in selecting directors and teachers and in defining the cooperation mechanism.We hope the host universities continue to work closely with their Chinese partners, honor the cooperative commitments and give more support with regard to staffing, venue and facility provision, and fund allocation.Teachers and volunteers from China are dispatched to work on a foreign land with the spirit of friendship and volunteerism.We hope host universities will give them more care, tolerance and assistance so that they can adapt themselves to the new surroundings as quickly as possible.Broad participation from other social sectors can generate new dynamism for the development of Confucius Institutes.The model of Confucius Institutes is nowhere to be found in the existing language organizations of other countries.Instead, apart from working together with schools, Confucius Institutes work closely with governments, business sectors, communities, and organizations.We need to further expand the resources to Confucius Institutes from other social sectors and improve the mechanism of business sponsorship and social donation so as to mobilize resources of all sorts for the sustainable development of Confucius Institutes.女士們，先生們，朋友們，Ladies and gentlemen, friends, “相知無遠(yuǎn)近，萬里尚為鄰。”語言文化的交流是人與人之間心與心的交流。辦好孔子學(xué)院是一項(xiàng)功在當(dāng)代、利在千秋的崇高事業(yè)。相信通過大家的共同努力，國際漢語教育事業(yè)一定會(huì)興旺發(fā)達(dá)，孔子學(xué)院的明天一定會(huì)更加美好！

歷史，總是在一些特殊年份給人們以汲取智慧、繼續(xù)前行的力量。今年是改革開放X周年，X年東風(fēng)浩蕩、X年歲月崢嶸、X年春華秋實(shí)，X年不僅深刻改變了中國，也深刻影響了世界。而今，新時(shí)代發(fā)展大幕已經(jīng)緩緩拉開，新一輪改革開放浪潮正

澎湃而來，X將以與偉大祖國時(shí)代共奮進(jìn)、改革再出發(fā)的必勝信念，乘風(fēng)破浪、揚(yáng)帆遠(yuǎn)航。我們本次大會(huì)以“情系X共謀世界級(jí)X發(fā)展”為主題，就是希望大家能多走走、多看看，親身體驗(yàn)X改革開放X年的發(fā)展變化，也期待著大家為新時(shí)代X的美好明天多獻(xiàn)良策、共繪藍(lán)圖、增添力量。在這里，我談三點(diǎn)感受與大家分享。

第一點(diǎn)感受：X正處在最好的時(shí)代 公元X年，唐武德年間，X出水成陸，今年恰逢X年，我們舉行了一系列紀(jì)念活動(dòng)，X籍詩人X和書法家X聯(lián)手作了《X》，碑文開篇即云“X”篇末又云“X”作為X島，X因水而生，因水而興，集江海之氣，納五色之土，聚沙成島，這里土壤肥沃、林木茂美、物產(chǎn)豐饒、人才輩出。X年前，X從無到有、由小漸大，我們的祖先開始在這里繁衍生息；X年前，先民們?cè)谶@片土地漁樵耕讀、煮鹽紡紗，鹽業(yè)、紡織業(yè)、沙船業(yè)興旺一時(shí)；X年前，X設(shè)州縣，文明之光得到薪火相傳。我相信，對(duì)每個(gè)X人來說，無論是扁擔(dān)悠悠、流水潺潺，還是阡陌縱橫、稻谷沉沉；無論是躲在河溝蘆葦中的螃蟹蛸蜞，還是宅前屋后那清香甜美的芋艿蘆稷；無論是阿婆親手裁剪的土布衫，還是灶膛上那溫?zé)岬睦习拙疲寄茏屛覀兊男念^一暖，因?yàn)橛洃浿械募亦l(xiāng)是我們心底最明媚、最柔軟的地方。今天的X仍然保留著大家熟悉的鄉(xiāng)音、鄉(xiāng)愁、鄉(xiāng)韻，但今天的X也在傳承中發(fā)展、更在發(fā)展中變化。

本世紀(jì)初，X城市總體規(guī)劃明確將X定位為X。X年，市委、市政府提出建設(shè)現(xiàn)代化X的發(fā)展目標(biāo)。這些年來，按照習(xí)近平總書記生態(tài)文明建設(shè)要求，X沿著生態(tài)發(fā)展方向一步步堅(jiān)實(shí)邁進(jìn)，獲評(píng)國家級(jí)生態(tài)縣，成功創(chuàng)建國家可持續(xù)發(fā)展實(shí)驗(yàn)區(qū)，作為聯(lián)合國環(huán)境規(guī)劃署的典型案例編入綠色經(jīng)濟(jì)教材，X正用生動(dòng)的實(shí)踐述說著春天的故事。X年，X撤縣設(shè)區(qū)，市委、市政府作出“舉全市之力推進(jìn)世界級(jí)X建設(shè)”的重大決策部署，X正式進(jìn)入了換道前行、跨越發(fā)展的提速期，在新時(shí)代發(fā)展道路上書寫著更為精彩的篇章。

如果說長江曾經(jīng)見證了一代代X人開河做岸、刳木為舟、行走江海的歷史，那么今天的X可謂迎來了天時(shí)、地利、人和的最佳時(shí)代。

說是天時(shí)，是因?yàn)閄生態(tài)發(fā)展之機(jī)前所未有 當(dāng)前，尊重自然、順應(yīng)自然、保護(hù)自然已經(jīng)成為普遍共識(shí)，綠色、低碳、可持續(xù)發(fā)展成為時(shí)代主題。從全國來看，黨的十八大以來，以習(xí)近平同志為核心的黨中央高度重視生態(tài)文明建設(shè)，作出了“五位一體”總體布局、“四個(gè)全面”戰(zhàn)略布局等一系列重大決策部署，綠色發(fā)展的紅利持續(xù)釋放。黨的十九大更是確立了加快生態(tài)文明體制改革、建設(shè)美麗中國的目標(biāo)。從長江經(jīng)濟(jì)帶和長三角來看，習(xí)近平總書記要求必須把修復(fù)長江生態(tài)環(huán)境擺在壓倒性位置，共抓大保護(hù)、不搞大開發(fā)。從全市

來看，X正建設(shè)卓越的全球城市，打造令人向往的創(chuàng)新之城、人文之城、生態(tài)之城。從中央到市委，無不對(duì)生態(tài)文明建設(shè)給予了高度的關(guān)注，生態(tài)發(fā)展已經(jīng)成為實(shí)現(xiàn)更高質(zhì)量發(fā)展的實(shí)力體現(xiàn)。作為生態(tài)發(fā)展的先行者，我們感到這條路是必然的、唯一的、科學(xué)的選擇，這條路我們正越走越光明、越走越寬廣。

說是地利，是因?yàn)閄生態(tài)發(fā)展之勢(shì)越發(fā)強(qiáng)勁 X擁江達(dá)海、連接南北，位于長江“黃金水道”與西太平洋“黃金海岸”的交匯處，向外通達(dá)太平洋，向內(nèi)聯(lián)結(jié)長江流域和全國各地，是長江經(jīng)濟(jì)帶和沿海經(jīng)濟(jì)帶的“橋頭堡”。隨著隧橋通車和撤縣設(shè)區(qū)，X的樞紐地位更加突出，逐步從X面向未來的戰(zhàn)略儲(chǔ)備區(qū)走向體現(xiàn)國家發(fā)展戰(zhàn)略的生態(tài)先行區(qū)。今天的X更加有條件、有能力在服務(wù)X卓越的全球城市和社會(huì)主義現(xiàn)代化國際大都市建設(shè)、服務(wù)長三角一體化和長江經(jīng)濟(jì)帶發(fā)展大局中發(fā)揮出不可替代的作用。經(jīng)過接續(xù)不斷的建設(shè)，X生態(tài)優(yōu)勢(shì)持續(xù)厚植，奠定了生態(tài)發(fā)展的堅(jiān)實(shí)根基。特別是X年開啟世界級(jí)X建設(shè)以來，在黨中央的關(guān)懷下，在市委、市政府的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，在各方的傾力支持下，我們以習(xí)近平生態(tài)文明思想為指引，牢固樹立“全生態(tài)”發(fā)展理念，大力實(shí)施“+生態(tài)”“生態(tài)+”發(fā)展戰(zhàn)略，在打造高品質(zhì)生態(tài)、推動(dòng)高質(zhì)量發(fā)展、創(chuàng)造高品質(zhì)生活等方面持續(xù)探索創(chuàng)新，取得了階段性成效。X、X等一大批重大生態(tài)項(xiàng)目開工或即將開工建設(shè)。與此同時(shí)，我們的X農(nóng)場(chǎng)、生

態(tài)廊道、生活垃圾分類減量、農(nóng)村生活污水處理等工作正在逐步打造成X“教科書”，成為X一張又一張閃亮的名片。我們的生態(tài)經(jīng)濟(jì)發(fā)展加速，今年全區(qū)GDP、財(cái)政收入增長預(yù)計(jì)位列全市第X，引進(jìn)企業(yè)X萬家，同比增長X。這些成績的取得，既來自前人打下的良好基礎(chǔ)，也是世界級(jí)X建設(shè)效應(yīng)的初步展現(xiàn)，正是世界級(jí)X所呈現(xiàn)的勃勃生機(jī)與強(qiáng)勁態(tài)勢(shì)，為我們實(shí)現(xiàn)換道前行、后發(fā)趕超提振了信心、增強(qiáng)了動(dòng)力。

說是人和，是因?yàn)閄生態(tài)發(fā)展之氣越來越足 建設(shè)X，我們從來不是一個(gè)人在戰(zhàn)斗，而是以更加開放的姿態(tài)匯聚各方力量。市委、市政府舉全市之力支持，很多世界級(jí)團(tuán)隊(duì)、世界級(jí)選手也紛至沓來。X、X、X在農(nóng)村生活污水處理上貢獻(xiàn)了世界頂級(jí)的環(huán)保技術(shù)；X集團(tuán)、X集團(tuán)、X集團(tuán)致力于在X打造世界上最先進(jìn)的綠色農(nóng)業(yè)項(xiàng)目；X大學(xué)、X大學(xué)等高校院所在人才、資源、技術(shù)等各方面給予我們大力支持；X集團(tuán)、X集團(tuán)、X都積極擔(dān)負(fù)企業(yè)責(zé)任，深度參與X建設(shè)；X、X等兄弟地區(qū)與我們合力打造生態(tài)協(xié)同圈。尤其可貴的是，我們X萬X人民充分發(fā)揮出了主人翁的精神，用自己的行動(dòng)演繹著自己家園自己愛、自己家園自己建、自己家園自己管、自己家園自己護(hù)的生動(dòng)故事。在大家的共同努力下，X收獲了越來越多的關(guān)注，美譽(yù)度越來越高，吸引力越來越強(qiáng)，一幅聚四海之氣、借八方之力共襄生態(tài)發(fā)展偉業(yè)的壯麗畫卷正徐徐展開。

第二點(diǎn)感受：“X人”是X發(fā)展最寶貴的資源 翻開X“家譜”，我們會(huì)發(fā)現(xiàn)歷史上X可謂人才輩出，歷代不乏文武功臣、義士賢良、文學(xué)志士。往遠(yuǎn)的說，我們有不畏艱險(xiǎn)、敢為人先的海運(yùn)先驅(qū)，有忠仕朝堂、毀家紓難的民族英雄，有才智雙全、改造學(xué)風(fēng)的科舉探花，足以“以禮理人、以德化俗”。近代以來，X得風(fēng)氣之先，可謂人才濟(jì)濟(jì)，群星璀璨。有興資辦學(xué)的X、倡導(dǎo)X的X、開創(chuàng)實(shí)業(yè)的X、熱心航運(yùn)的X；等等，他們都為國家進(jìn)步和家鄉(xiāng)發(fā)展作出了重要貢獻(xiàn)。

不僅生于斯、長于斯的X人，還有很多在X奉獻(xiàn)青春、建功立業(yè)的“外鄉(xiāng)人”，他們把汗水和熱血揮灑在X這片廣袤的土地上。比如，X，為后世所稱頌；X圍海屯田、改造荒灘、建設(shè)農(nóng)場(chǎng)，為X注入了新的城市文明；近十多年來，我們無數(shù)“X人”“新X人”和有緣于X的各方人士攜手付出、共同努力，把X建設(shè)推向了一個(gè)前所未有的新時(shí)代。

我們常講，一方水土養(yǎng)一方人。獨(dú)特的歷史、地理、文化環(huán)境，造就了X人共同的精神特質(zhì)，一代代X人帶著X氣質(zhì)、X品格、X精神，在各個(gè)領(lǐng)域不懈奮斗、積極進(jìn)取，創(chuàng)造了輝煌的成就。可以說，“X”是X人的文化基因。“X”，在濃厚的儒家思想等優(yōu)秀傳統(tǒng)文化的浸潤濡染下，我們X老百姓民風(fēng)淳樸，無論說話、辦事還是做人，都實(shí)事求是、開誠布公，重信譽(yù)、講信用，重名節(jié)。“開放包容”是X人的內(nèi)在品質(zhì)。X老祖宗來自五

湖四海，有的是為了躲避戰(zhàn)亂而來，有的是打魚登陸而來，有的是煮鹽經(jīng)營而來，有的是做官攜眷而來。雖然籍貫、出身、經(jīng)歷不盡相同，但他們把多元的地方文化帶到了X，古老的風(fēng)俗在此交匯，造就了X人博采眾長、豁達(dá)通融、兼容并包的性格。“開拓奮進(jìn)”是X人的歷史標(biāo)識(shí)。X的歷史就是一部墾拓史，先輩們?yōu)榱私ㄔO(shè)家園，在此開墾拓荒，無論北風(fēng)呼嘯、寒雨侵肌，哪怕喝咸水、住草棚都不放棄，只要咬定目標(biāo)就不怕困難、堅(jiān)忍不拔、奮勇直前，寫就了一部部滄海桑田的傳奇歷史。“敢為人先”是X人的價(jià)值追求。X人很早就堅(jiān)持睜眼看世界，通過船舶、航海連通世界、走向世界。今天的X，在全國推進(jìn)綠色發(fā)展、推動(dòng)經(jīng)濟(jì)轉(zhuǎn)型之時(shí)，率先把生態(tài)作為立島之本、立身之根，這使得X再一次立在了“生態(tài)文明”的潮頭。“追求卓越”是X人的行事準(zhǔn)則。X人有一種對(duì)卓越的追求，凡事精益求精，沒有最好、只有更好。特別是在建設(shè)世界級(jí)X的征途中，無論是自然生態(tài)、人居生態(tài)還是產(chǎn)業(yè)生態(tài)，都堅(jiān)持對(duì)標(biāo)國際最高標(biāo)準(zhǔn)、對(duì)標(biāo)國內(nèi)最高要求，對(duì)標(biāo)先進(jìn)地區(qū)一流水平，學(xué)他人之長，補(bǔ)自己之短，不斷提升世界級(jí)X能級(jí)和核心競(jìng)爭力。還有一點(diǎn)是我個(gè)人的切身感受，那就是“愛土愛鄉(xiāng)”是X人永難割舍的內(nèi)心情懷。X人最重感情、最講情義，不管走到哪里，都帶著濃厚的家鄉(xiāng)情節(jié)，懷有對(duì)家鄉(xiāng)的深深眷念。

今天的X人，是X歷史上人才輩出、群英薈萃的現(xiàn)實(shí)寫照。

在祖國改革發(fā)展的澎湃大潮中，隨處可見X人的身影，在座的各位都是在各個(gè)領(lǐng)域卓有建樹、很有影響的杰出人才，還有很多人雖然一時(shí)回不來，但也情系X、關(guān)注X。大家取得的卓越成就，既實(shí)現(xiàn)了自己的人生價(jià)值，也為家鄉(xiāng)增添了別樣的精彩，你們不懈的奮斗追求激勵(lì)了更多的X人在前進(jìn)的道路上永不停步、昂揚(yáng)奮發(fā)。你們?cè)谕獾木收宫F(xiàn)，讓外界的目光更多聚焦X，讓X在中國乃至世界有了更廣泛的影響，家鄉(xiāng)為你們驕傲！家鄉(xiāng)為你們喝彩！

在這華燈璀璨的美好夜晚，全球孔子學(xué)院大家庭歡聚一堂，共慶第五屆孔子學(xué)院大會(huì)的開幕，我和大家一樣感到由衷的高興。在此，我代表中國政府和中國人民，向來自世界各地的朋友們表示熱烈歡迎和誠摯問候！

I take great pleasure to be here with you in this family reunion of the world Confucius Institutes to celebrate the opening of the 5th Confucius Institute conference in this dazzling evening.On behalf of the Chinese government and the Chinese people, I would like to extend my warmest welcome and sincere greetings to all of you, friends from all over the world.過去的一年，在各國政府和人民的熱情關(guān)心和大力支持下，中外雙方齊心協(xié)力，開拓創(chuàng)新，全球孔子學(xué)院取得可喜成績：In this past year, with the unprecedented enthusiasm and unwavering support from the governments and people of all the relevant countries, and with the concerted, innovative, and pioneering efforts by both the Chinese and international colleagues, Confucius Institutes around the globe have made remarkable achievements.一是穩(wěn)步發(fā)展，勢(shì)頭良好。今年新增孔子學(xué)院40所、中小學(xué)孔子課堂97個(gè)。目前已在96個(gè)國家和地區(qū)建立了322所孔子學(xué)院和369個(gè)孔子課堂。注冊(cè)學(xué)員比去年增加了56%，達(dá)到 36萬人。網(wǎng)絡(luò)孔子學(xué)院開通9個(gè)語種，注冊(cè)用戶達(dá)10萬人。這些努力為所在國民眾學(xué)習(xí)漢語拓寬了渠道。First and foremost, we have witnessed the momentum of stable growth.This year, about 40 Confucius Institutes and 97 Confucius Classrooms have been newly established.So far a total of 322 Confucius Institutes and 369 Confucius Classrooms have been put in place in 96 countries and regions.The total number of registered students has increased by 56% over the previous year, amounting up to 360,000 in total.The Confucius Institute Online has opened channels in 9 languages, with 100,000 registered users.Such efforts have greatly facilitated people from the host countries to learn Chinese.二是教師素質(zhì)不斷提升。專兼職教師凈增1000人，達(dá)到4000人，其中中外雙方各占一半。有3000人參加了總部實(shí)施的培訓(xùn)計(jì)劃，總部還為各國孔子學(xué)院提供2000個(gè)獎(jiǎng)學(xué)金名額，培養(yǎng)本土教師，| 促進(jìn)了中外院長和教師業(yè)務(wù)素質(zhì)的提升。Secondly, we have ensured higher quality of teachers.The total number of teachers, part-time and full-time alike, has reached 4,000, with a net increase of 1,000 this year.Among them, half are from China, and half from the local countries.About 3,000 people have participated in the training programs organized by the Confucius Institute Headquarters.Moreover, the Headquarters has provided 2,000 scholarships for Confucius Institutes to train local teachers.All these endeavors have enhanced the performance of directors and teachers.三是教材創(chuàng)編實(shí)現(xiàn)新進(jìn)展。編寫出版了45個(gè)語種的9套漢語教材和工具書，向各國孔子學(xué)院贈(zèng)送圖書40多萬冊(cè)，目前104所孔子學(xué)院編寫出版了77種本土漢語教材，緩解了教材匱乏問題。2500名外國中小學(xué)教師來華接受教材培訓(xùn)，推動(dòng)了所在地區(qū)的漢語教學(xué)。Thirdly, we have made new progress in the development of teaching materials.About 9 collections of Chinese language teaching materials and reference books in 45 languages have been published and more than 400,000 books have been donated to Confucius Institutes.Currently, about 104 Confucius Institutes have developed and published 77 local Chinese language teaching materials, thus greatly alleviating the pressure of textbook shortage.We have provided training on the use of teaching materials in China to 2,500 primary and secondary school teachers from abroad, boosting Chinese language instruction in the host countries.四是品牌活動(dòng)形成新聲勢(shì)。今年，300名校長、2000多名院長和教師應(yīng)邀參觀上海世博會(huì)，親身感受了世界多元文化的交相輝映。部分亞洲國家孔子學(xué)院所在大學(xué)校長參觀了廣州亞運(yùn)會(huì)。中國與俄羅斯、中國與西班牙合作舉辦“漢語年”，兩國孔子學(xué)院發(fā)揮了主力軍作用，開展活動(dòng)600多場(chǎng)，30多萬人參加。在50多個(gè)國家300多所孔子學(xué)院開展文藝巡演、教材巡展和文化巡講活動(dòng)，拓展了孔子學(xué)院的文化交流功能，提升了在當(dāng)?shù)厣鐣?huì)的影響力。Fourthly, there emerges a new surge of brand name events.This year, about 300 university presidents and 2000 Confucius Institute directors and teachers have been invited to visit the Shanghai World Expo to get a first-hand feel about the harmonious coexistence of the multiculturalism in the world.Some presidents from Asia also visited the Guangzhou Asian Games.During the “Chinese Language Year” in Russia and Spain, Confucius Institutes in these two countries played a major role by staging more than 600 events, attracting more than 300,000 participants.Performance, textbook exhibition and cultural lecture tours have been taken place in more than 300 Confucius Institutes in over 50 countries, further tapping into the cultural functioning of Confucius Institutes, and enhancing their influences in the local communities.五是交流合作取得新成果。各孔子學(xué)院之間的交流精彩紛呈。在所在國政府和社區(qū)的大力支持下，新家坡南洋理工大學(xué)、新西蘭奧克蘭大學(xué)、智力圣托馬斯大學(xué)、英國倫敦南岸大學(xué)、喀麥隆雅溫得第二大學(xué)、俄羅斯新西伯利亞國立技術(shù)大學(xué)等，成功舉辦亞洲、大洋洲、西語地區(qū)、歐洲、非洲、東歐中亞地區(qū)等6個(gè)地區(qū)性孔子學(xué)院會(huì)議。美國大學(xué)理事會(huì)和亞洲協(xié)會(huì)成功舉辦了全美漢語大會(huì)。這些活動(dòng)促進(jìn)了各國孔子學(xué)院、漢語教學(xué)機(jī)構(gòu)之間的信息溝通和經(jīng)驗(yàn)交流，起到了相互借鑒、共同提高的效果。

Last but not least, our efforts have resulted in more exchanges and cooperation.Robust exchange programs have been carried out amongst Confucius Institutes.Supported by the government and communities of the host countries, for instance, Nanyang Technology University in Singapore, Auckland University of New Zealand, University of Saint Thomas in Chile, London Southbank University in United Kingdom, University of Yaounde II in Cameroon and Novosibirsk State University of Technology in Russia have successfully held 6 regional Confucius Institute joint conferences for Asia, Oceania, Ibero-American countries, Europe, Africa, East-Europe and Central Asia, respectively.The College Board and Asia Society of US successfully convened the National Chinese Language Conference.All these events mentioned above have promoted the information-sharing and exchange of experience among Confucius Institutes and other Chinese language teaching institutions, enabling them to learn from each other with mutual improvement.這些成績的取得，歸功于在座各位代表的積極推動(dòng)，歸功于中外合作院校的共同努力，歸功于各國政府和人民的大力支持。在此，謹(jǐn)向大家并通過你們向所有為孔子學(xué)院發(fā)展做出貢獻(xiàn)的各國朋友，表示衷心的感謝！

The Confucius Institute has gone through an extraordinary journey in the past five years, having attained remarkable achievements.Now we are at a brand new starting point.Looking into the future, we need to seize the opportunities, think carefully and make strategic planning for the sustainable development of Confucius Institutes.首先，世界多樣文明的交流對(duì)話與人類社會(huì)和諧共生的理想，為孔子學(xué)院發(fā)展賦予了新使命。當(dāng)今世界正處在大發(fā)展、大變革、大調(diào)整時(shí)期，世界多極化、經(jīng)濟(jì)全球化深入發(fā)展，和平、發(fā)展、合作的時(shí)代潮流更加強(qiáng)勁。

First of all, the exchanges and dialogues between civilizations and their harmonious coexistence have inspired us to undertake a new mission for Confucius Institutes down the road.Today's world is in an era of great development, profound changes and radical transformations, with in-depth development of the world multi-polarization, economic globalization and stronger trends of peace, development and cooperation.同時(shí)，國際金融危機(jī)影響深遠(yuǎn)，氣候變化、糧食安全、能源資源安全、公共衛(wèi)生安全、重大自然災(zāi)害等全球性挑戰(zhàn)日益突出。

Meanwhile, we also feel the profound impact from the international financial crisis and, more prominently, from the global challenges such as the climate change, food security, energy and resource security, public health threats, and major natural disasters.作為“地球村”的一員，每個(gè)國家對(duì)這些問題既不能置之度外，也難以獨(dú)自解決。應(yīng)對(duì)共同挑戰(zhàn)，呼喚各國同舟共濟(jì)、密切合作，構(gòu)建和諧世界，需要不同文明交流對(duì)話、理解包容。As a member of the “global village”, no country can stand immune or deal with the challenges alone.To tackle such common challenges, all countries need to stay together and work closely for a harmonious world and push for dialogues, exchanges and tolerance between and among civilizations.語言文化的相互學(xué)習(xí)與交流，是促進(jìn)各國人民溝通理解，構(gòu)建持久和平、共同繁榮的和諧世界的重要途徑。孔子學(xué)院以國際漢語教育為已任，致力于滿足世界各國人民學(xué)習(xí)漢語的需求，致力于促進(jìn)中外語言文化交流，優(yōu)勢(shì)獨(dú)特，使命光榮。Mutual learning and exchanges of languages and cultures are important ways to enhance the communication and understanding among nations in order to build a harmonious world featuring sustained peace and common prosperity.Confucius Institutes are committed to the global Chinese language education, to meeting the demands of people around the world to learn Chinese, and to the exchange of languages across cultures between China and other countries.Needless to day, Confucius Institutes have a unique and glorious role to play.其次，開放發(fā)展的中國不斷深化與各國的互利合作，為孔子學(xué)院發(fā)展提供了新機(jī)遇。當(dāng)前，中國正經(jīng)歷著一場(chǎng)歷史上規(guī)模最大、范圍最廣的工業(yè)化、城鎮(zhèn)化進(jìn)程，現(xiàn)代化建設(shè)不斷邁出新步伐。但我們清醒地認(rèn)識(shí)到，中國仍然是世界上最大的發(fā)展中國家，實(shí)現(xiàn)現(xiàn)代化建設(shè)的目標(biāo)還需要長期艱苦努力。

Secondly, the continued, intensified, and mutually beneficial cooperation between China and other countries has provided new opportunities for Confucius Institutes.At present, China is undergoing an unprecedented process of urbanization and industrialization in terms of scale and range, with new strides constantly made in the modernization drive.But we are keenly aware that China still remains the largest developing country in the world and there is an arduous task ahead before the goals of modernization are reached.中國政府正在制定未來五年國民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃，這一規(guī)劃以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，通過加快科技創(chuàng)新，保障改善民生，促進(jìn)社會(huì)公平正義，讓人民共享發(fā)展成果，努力推動(dòng)經(jīng)濟(jì)社會(huì)又好又快發(fā)展。中國人民深知，當(dāng)代中國的前途命運(yùn)同世界的發(fā)展緊密相連。中國的發(fā)展離不開世界，世界的發(fā)展也離不開中國。中國將始終堅(jiān)持走和平發(fā)展道路，奉行互利共盈的開放戰(zhàn)略，不僅積極推動(dòng)與各國的政治互信、經(jīng)貿(mào)合作，而且在深化人文交流方面不斷做出新的探索。The Chinese government is now drafting the national economic and social development plan for the next five years.China will adhere to the theme of sustainable development by accelerating scientific and technological innovation, ensuring and improving people's living standards, promoting social fairness and justice, enabling its people to enjoy the benefit of economic growth and ensuring the quality and rapid development of the economic society.The Chinese people know that the destiny of modern China is interdependent on the development of the world.China's development cannot be isolated from the world's development and vice versa.China will stick to the path of peaceful development and adopt the opening-door strategy for mutual-benefit in a win-win situation.Apart from its endeavor to promote political mutual-trust, economic and trade cooperation between countries, the Chinese government has renewed its efforts to strengthen people-to-people communication.孔子學(xué)院作為人文交流的重要平臺(tái)，將伴隨中外合作不斷深化的步伐，奠定未來發(fā)展更加堅(jiān)實(shí)的基礎(chǔ)。

As an important platform for such communication to occur, Confucius Institutes will lay a solid foundation for more intensified collaborations and cooperation between China and other countries.第三，中國擴(kuò)大教育開放與國際交流，為孔子學(xué)院發(fā)展增添了新動(dòng)力。在現(xiàn)代化進(jìn)程中，中國始終把教育擺在優(yōu)先發(fā)展的戰(zhàn)略位置。

Thirdly, the expanded educational endeavors and international exchanges between China and other countries will further strengthen the development of Confucius Institutes.In its drive for modernization, the Chinese government always prioritizes education in its agenda.今年7月，中國召開了新世紀(jì)第一次全國教育大會(huì)，頒布了面向未來10年的教育改革和發(fā)展規(guī)劃綱要，綱要強(qiáng)調(diào)要擴(kuò)大教育對(duì)外開放，鼓勵(lì)各級(jí)各類學(xué)校開展國際交流與合作，加強(qiáng)國際理解教育，增進(jìn)師生對(duì)不同國家、不同文化的認(rèn)知，提高教育國際化水平。This July, China held the inaugural Conference on National Education in the new century and issued the educational reform and development plan outline for the next ten years.The Outline highlights in particular that educational opening-up should be expanded and schools at all levels are encouraged to conduct international exchanges and cooperation and improve Education for International Understanding(EIU), so as to increase faculty's and students' understanding of other countries and their cultures, and make China's education more internationalized.中國政府鼓勵(lì)公民學(xué)習(xí)其他國家的語言，現(xiàn)在中國大多數(shù)大中小學(xué)校都開設(shè)了外語課，涉及56個(gè)語種，其中學(xué)習(xí)英語的就有兩億人。

With the support from people of all the relevant countries and the benefits from multiculturlism, Confucius Institutes have grown strongly since their inception, providing convenience for people around the world to learn Chinese and understand the Chinese culture in their home countries.Facing the new situation and opportunities, we still need to adhere to the principle that Confucius Institutes are jointly built, owned, managed and shared by both the Chinese and host institutions.We need to join hands, seize the momentum, and make concerted efforts to strengthen the sustainable development of Confucius Institutes.第一，創(chuàng)新形勢(shì)，融入本土，使孔子學(xué)院成為增進(jìn)中外交流與友誼的重要橋梁紐帶。First, Confucius Institutes should strive for innovation, integrate themselves into the local communities, and serve as the bridge and bond for the enhanced international exchanges and friendship among different peoples.語言文化交流具有基礎(chǔ)性、廣泛性和持久性。The exchange of languages and cultures, by essence, is fundamental, extensive, and durable.面對(duì)不同國情、不同文化背景和不同國家民眾學(xué)習(xí)漢語的需求，希望各國孔子學(xué)院因地制宜，扎根本土，辦出特色，尊重和體現(xiàn)文化多樣性，貼近和滿足學(xué)習(xí)者實(shí)際需求，更好的適應(yīng)當(dāng)?shù)厣鐣?huì)生活，產(chǎn)生更大影響。In line with different national situations, diversified cultural backgrounds and multifaceted demands of Chinese language learning in different countries, Confucius Institutes are expected to adapt to the local situations, mingle with the local particularities, and strive for their own unique styles.They need to respect and embody cultural diversities, approach learners and better cater to their actual needs.Confucius Institutes need to better adapt themselves to the local social life and exert more influence.要面向各個(gè)階層的不同人群，堅(jiān)持大眾化、普及型，真正深入民間、深入社區(qū)，與當(dāng)?shù)孛癖娊⒘己藐P(guān)系。要吸引各國精英人才，支持學(xué)術(shù)交流活動(dòng)，開展國際理解和跨文化交流研究。要繼續(xù)辦好網(wǎng)絡(luò)孔子學(xué)院，更大范圍的為全球漢語教學(xué)服務(wù)。Confucius Institutes should be oriented to all the population groups of different social status, remain close to the general public, reach out to the local communities and establish good connections with the local people.Confucius Institutes should attract elite talents of all countries in conducting research on international understanding and cross-cultural exchanges.We need to continue our efforts to run Confucius Institute Online and service Chinese language instruction to a greater extent.第二，注重質(zhì)量，夯實(shí)基礎(chǔ)，著力提升孔子學(xué)院的辦學(xué)水平。Second, Confucius Institutes should focus on quality control, do the basics right and improve their performance.以教師、教材和教法為重點(diǎn)的基礎(chǔ)能力建設(shè)，是孔子學(xué)院提高質(zhì)量、辦出特色的支撐。

The capacity building focusing on teachers, teaching materials and teaching methodology is the pillar for better operation and functioning of Confucius Institutes.“三教”建設(shè)要遵循語言教育與推廣規(guī)律，緊跟當(dāng)今國際語言教育發(fā)展潮流，適應(yīng)不同人群學(xué)習(xí)漢語的不同要求。

The work to tackle issues related to teachers, teaching materials and teaching methodology should follow the principles of language instruction, keep in line with the current trend in today's international language education and cater to various demands of different group of learners.教師的本土化是師資建設(shè)的重要方向。我們希望通過擴(kuò)大“孔子學(xué)院獎(jiǎng)學(xué)金”名額，多種形式培訓(xùn)本土教師，同時(shí)加大派出教師和志愿者的力度，盡快造就一支兼通兩種語言、兼融中外文化的高素質(zhì)院長和教師隊(duì)伍。教材開發(fā)是國際漢語教育的重要依托。總部將組織中外優(yōu)勢(shì)力量，采取有力措施，爭取用幾年時(shí)間，實(shí)現(xiàn)開設(shè)漢語課的國家都有適用漢語教材。同時(shí)鼓勵(lì)各國孔子學(xué)院和教育機(jī)構(gòu)編寫本土教材。科學(xué)的教學(xué)方法是提高質(zhì)量的重要基礎(chǔ)。要總結(jié)推廣各國孔子學(xué)院的成功經(jīng)驗(yàn)，結(jié)合實(shí)際創(chuàng)新方法，激發(fā)學(xué)生持續(xù)學(xué)習(xí)的興趣，讓漢語教學(xué)更加生動(dòng)活潑、深入人心。The localization of teachers is the direction to build a sustainable teaching force.We hope to expand the range of “Confucius Institute Scholarship” to train local teachers on the one hand, and send more teachers and volunteers from China on the other, | so that we can create a pipeline for qualified directors and teachers who are both bilingual and bicultural in the shortest time span as possible.The textbook development provides major support for international Chinese language education.The Confucius Institute Headquarters will mobilize resources from home and abroad and take forceful measures to ensure that all countries that offer Chinese language courses are equipped with suitable Chinese textbooks.As such, Confucius Institutes and educational institutions in all countries are encouraged to compile their local teaching materials.The scientific teaching methodology serves as the basis for quality improvement.We need to identify and accumulate the best practices among Confucius Institutes and create innovative teaching methods to stimulate students' interest and make Chinese language instruction more attractive and appealing.第三，拓展功能，完善服務(wù)，不斷豐富孔子學(xué)院的辦學(xué)內(nèi)涵。Thirdly, Confucius Institutes should enhance their capability, improve the service and diversify the operation mode.語言是文化的載體。Language is the carrier of culture.孔子學(xué)院獨(dú)具人文內(nèi)涵，在語言教學(xué)和文化交流等方面發(fā)揮著積極作用。Confucius Institutes are unique because of their humanitarian elements and capability to play an active role in language instruction and cultural exchanges.幾年來，孔子學(xué)院從啟蒙和普及出發(fā)，為各國民眾學(xué)習(xí)漢語提供便利，把漢語帶到了世界各地。In the past few years, starting with enlightenment and dissemination, Confucius Institutes have provided convenience for people of different countries and brought the Chinese language to all corners of the world.今后，要在搞好語言教學(xué)的同時(shí)，加強(qiáng)文化交流與互動(dòng)，提供經(jīng)貿(mào)、科技合作的信息咨詢等服務(wù)，豐富和拓展發(fā)展空間。In the near Confucius Institutes in organizing cultural events and continue our efforts on brand name events such as art performances, textbook exhibitions and cultural lectures.We will approach the local communities with Chinese traditional medicine, Kongfu, Qigong, calligraphy, Chinese painting, Chinese songs and dances as well as Chinese cuisine to increase the general public's interest in China and understanding of what China is today.充分利用經(jīng)貿(mào)交流、國際會(huì)議、企業(yè)合作、組織旅游等多種渠道和載體，促進(jìn)國際漢語教育，讓孔子學(xué)院越辦越精彩，道路越走越寬廣。We will utilize multi-channels and media such as economic and trade exchange, international conferences, inter-business cooperation and tourism to promote international Chinese language education so that Confucius Institutes will reach the next level of excellence in performance, and marching towards a more promising future.第四，積極支持，凝聚合力，為孔子學(xué)院可持續(xù)發(fā)展提供切實(shí)保障。Fourth, we need to remain supportive and create synergies in providing assurance for the sustainable development of Confucius Institutes.經(jīng)費(fèi)保障事關(guān)孔子學(xué)院運(yùn)行發(fā)展。我愿再次重申，總部在孔子學(xué)院經(jīng)費(fèi)投入方面，將一如既往給予穩(wěn)定支持；既要堅(jiān)持中外雙方1：1投入原則，又要適當(dāng)照顧一些發(fā)展中國家的孔子學(xué)院。As we know, the financial support is crucial to the operation and growth of Confucius Institutes.I would like to reiterate that we will adhere to the principle of 50:50 cost share between China and host institutions, and give preferential treatment to Confucius Institutes in some developing countries if necessary.要建立中外合作評(píng)估機(jī)制，加強(qiáng)經(jīng)費(fèi)使用管理，努力提高資金使用效益。中外院校合作是孔子學(xué)院創(chuàng)立發(fā)展的重要形式。雙方學(xué)校在平等合作中相互學(xué)習(xí)，擴(kuò)大了知名度，實(shí)現(xiàn)了雙贏。We need to establish the assessment mechanism featuring international cooperation and better manage the fund to increase its efficiency and effectiveness.The cooperation between Chinese and foreign institutions is an essence in establishing and developing Confucius Institutes.In the equal-footed cooperation, universities from both sides have learnt from each other, increased their brand visibility and reached a win-win situation.中方高校要對(duì)孔子學(xué)院工作予以重點(diǎn)支持，在選派院長、配備師資、合作機(jī)制等方面做好長遠(yuǎn)安排，努力滿足孔子學(xué)院發(fā)展需求。Chinese universities should prioritize their support to Confucius Institutes and make long-term arrangements in selecting directors and teachers and in defining the cooperation mechanism.希望外方高校繼續(xù)與中方密切配合，共同落實(shí)雙方合作承諾，在人員配備、辦學(xué)場(chǎng)地和資金投入等方面給予更有力的支持。We hope the host universities continue to work closely with their Chinese partners, honor the cooperative commitments and give more support with regard to staffing, venue and facility provision, and fund and volunteers from China are dispatched to work on a foreign land with the spirit of friendship and volunteerism.We hope host universities will give them more care, tolerance and assistance so that they can adapt themselves to the new surroundings as quickly as possible.Broad participation from other social sectors can generate new dynamism for the development of Confucius Institutes.The model of Confucius Institutes is nowhere to be found in the existing language organizations of other countries.Instead, apart from working together with schools, Confucius Institutes work closely with governments, business sectors, communities, and organizations.We need to further expand the resources to Confucius Institutes from other social sectors and improve the mechanism of business sponsorship and social donation so as to mobilize resources of all sorts for the sustainable development of Confucius Institutes.女士們，先生們，朋友們，Ladies and gentlemen, friends，“相知無遠(yuǎn)近，萬里尚為鄰。”語言文化的交流是人與人之間心與心的交流。辦好孔子學(xué)院是一項(xiàng)功在當(dāng)代、利在千秋的崇高事業(yè)。相信通過大家的共同努力，國際漢語教育事業(yè)一定會(huì)興旺發(fā)達(dá)，孔子學(xué)院的明天一定會(huì)更加美好！

As an old Chinese saying goes: “Bosom friends know no distance, and neighbors remain regardless of thousands of miles”.The exchange of languages and cultures lies in the hearts of human beings.Running Confucius Institutes well is a noble act that will not only benefit today's people, but also generations down the road.The cause of international Chinese language education is bigger than ourselves.I am convinced that, through our concerted efforts, Confucius Institutes will enjoy a brighter and more prosperous future!

坎貝爾助理國務(wù)卿，卡珀頓主席，丁文嘉會(huì)長，各位嘉賓，女士們、先生們、朋友們：

今天，在這個(gè)熱烈的場(chǎng)面，看到這么多新老朋友，我感到格外高興。首先，我向第四屆全美漢語大會(huì)的召開表示熱烈祝賀，向各位代表致以誠摯問候！

2009年4月我訪美時(shí)，大學(xué)理事會(huì)和亞洲協(xié)會(huì)為中國代表團(tuán)舉行了盛大晚宴，當(dāng)時(shí)熱情友好、熱烈互動(dòng)的氛圍我至今歷歷在目。剛才卡珀頓主席、丁文嘉會(huì)長告訴我，這次會(huì)議原計(jì)劃900人參加，但實(shí)際注冊(cè)代表將超過1500人，有些代表驅(qū)車10多個(gè)小時(shí)趕來，大家踴躍參與的熱情讓我感動(dòng)。更讓我感動(dòng)的是，前不久我收到俄勒岡州一位12年級(jí)學(xué)生用工整漢字寫的一封信。信中說，“我覺得漢語很有意思，因?yàn)樗龑?duì)世界的未來很重要，我希望以后去中國，去西安看看世界上最有名的兵馬俑。”這個(gè)州還有一群五六歲的可愛孩子，從老師那里知道很多中國的事情，特別想把他們對(duì)中國的印象告訴我。大屏幕上就是他們心目中的中國。學(xué)習(xí)漢語喚起孩子們對(duì)大洋彼岸、遠(yuǎn)隔萬里的中國發(fā)自內(nèi)心的熱愛，這就是語言文化交流的力量！此次訪問盡管行程很緊，但我還是決定擠出時(shí)間，去看看俄勒岡的孩子們！

這兩封信從一個(gè)側(cè)面印證了美國漢語教育的喜人成績。長期以來，以卡珀頓主席為首的大學(xué)理事會(huì)和丁文嘉會(huì)長領(lǐng)導(dǎo)的亞洲協(xié)會(huì)，以智慧和遠(yuǎn)見推動(dòng)兩國民間往來。特別是從語言教學(xué)入手，促進(jìn)兩國教育和文化交流，成為中美人文交流的領(lǐng)跑者。全美漢語大會(huì)自2008年開始，影響日益擴(kuò)大，為推動(dòng)美國漢語教學(xué)發(fā)揮了重要作用。各位代表滿腔熱忱致力漢語教育，參與文化交流，每個(gè)人都好比一條溝通中美友誼的紐帶。聯(lián)邦政府、各州政府和學(xué)校越來越重視開展?jié)h語教學(xué)，為中小學(xué)開設(shè)漢語課程提供了有力的支持。最近，俄勒岡州約翰·基察伯州長和兩院議長來信告訴我，該州參眾兩院通過在全州公立學(xué)校開展?jié)h語教學(xué)的法案，已有50多所學(xué)校5000多名學(xué)生開始學(xué)習(xí)漢語。

美國的漢語教育有今天這樣的好形勢(shì)，中美友好在民間有這樣的好基礎(chǔ)，在座各位功不可沒！我向大家并通過你們向美國所有從事漢語教育的朋友們表示誠摯的敬意！

女士們、先生們，當(dāng)今世界，人類同住地球村，經(jīng)濟(jì)全球化和科技進(jìn)步使人們緊密相連。維護(hù)人類共同利益、應(yīng)對(duì)共同挑戰(zhàn)需要全球攜手努力。語言是人類溝通的第一工具，各國人民學(xué)習(xí)外語、增進(jìn)了解的愿望從未像今天這樣強(qiáng)烈。

中國政府積極提倡和鼓勵(lì)人民特別是青少年學(xué)習(xí)外語。目前，高校開設(shè)的外語專業(yè)達(dá)60多種，大多數(shù)小學(xué)從三四年級(jí)就開設(shè)英語課，全國學(xué)習(xí)英語的人有3億多，對(duì)青少年了解外部世界、增進(jìn)國與國之間、人與人之間的友誼起到了重要作用。

隨著中國與世界的交往日趨廣泛，全球范圍內(nèi)也出現(xiàn)“漢語熱”。目前，已有98個(gè)國家和地區(qū)設(shè)立了孔子學(xué)院和孔子課堂，注冊(cè)學(xué)員達(dá)到40萬。美國有1000多所大學(xué)開設(shè)漢語專業(yè)，4000多所中小學(xué)開設(shè)漢語課程，越來越多的州開設(shè)了中小學(xué)孔子課堂。漢語教學(xué)的蓬勃開展，已經(jīng)成為兩國關(guān)系深入發(fā)展的一道亮麗的風(fēng)景！

中美語言交流不僅有廣泛的民間基礎(chǔ)，更得到兩國元首的高度重視。胡錦濤主席訪美期間，專程參觀佩頓中學(xué)的芝加哥孔子學(xué)院，對(duì)美國的漢語教學(xué)給予高度贊賞。胡主席親自倡導(dǎo)“漢語橋萬人來華研修項(xiàng)目”，奧巴馬總統(tǒng)提出“十萬人留學(xué)中國計(jì)劃”，都將極大地帶動(dòng)兩國語言文化交流空前活躍。

女士們、先生們，語言是文化的載體。美國著名詩人惠特曼說，語言交織著普通人民的愛與恨，歡樂與痛苦，需求與滿足。學(xué)習(xí)漢語不僅能夠掌握交流工具，更重要的是能夠領(lǐng)略中華文化的獨(dú)特魅力。漢語是世界上唯一活著的象形文字。比如，和諧是由兩個(gè)漢字組成，一個(gè)表達(dá)了人人有飯吃，一個(gè)表達(dá)了人人皆可言。從中可以看到，中國古人在文字創(chuàng)造中就已包含了樸素的注重民生和追求民主的渴望。在數(shù)千年的歷史演進(jìn)中，“和”的含義日漸豐富，成為中國傳統(tǒng)文化的一個(gè)核心理念。

“和”的內(nèi)涵，一是以和為貴，二是協(xié)和萬邦，三是天人合一，四是和而不同。這些思想融入中國人的血脈，塑造了崇尚和諧、愛好和平的民族品格，引領(lǐng)了中華民族與世界其他民族幾千年的交往。現(xiàn)在，中國對(duì)內(nèi)建設(shè)和諧社會(huì)，對(duì)外堅(jiān)持和平發(fā)展，都滲透著“和”的理念。這一理念，主張多樣文明在對(duì)話交流中取長補(bǔ)短，在求同存異中和諧共生，達(dá)到各美其美、美人之美而又美美與共的狀態(tài)。了解了“和”的內(nèi)涵，就能夠更好地理解中國傳統(tǒng)文化的精髓，更好地體會(huì)當(dāng)代中國人渴望和平發(fā)展的心境。中美兩國在發(fā)展雙邊關(guān)系中常用的許多詞匯，比如同舟共濟(jì)、包容互信、伙伴關(guān)系、相互尊重、互利共贏，都閃爍著“和”的光芒。

女士們、先生們，今年是著名的“乒乓外交”和基辛格博士秘密訪華40周年。這兩個(gè)歷史事件開啟了中美交往的新時(shí)代。如今40年過去了，中美關(guān)系的發(fā)展遠(yuǎn)遠(yuǎn)超出了人們的預(yù)期，成為當(dāng)今世界最富生機(jī)活力、最具重要影響的雙邊關(guān)系之一，造福了占世界人口1/4的中美兩國16億人民。兩國建立了36對(duì)友好省州，160對(duì)姊妹城市，每年跨境旅游達(dá)300萬人次。美國是中國第二大出口市場(chǎng)，大量的在華投資帶來了先進(jìn)的科技和管理經(jīng)驗(yàn)，有60萬中國人赴美留學(xué)并學(xué)有所成。美國從中國的快速發(fā)展中受益匪淺，中國連續(xù)９年成為美國增長最快的主要出口市場(chǎng)，美國數(shù)百萬個(gè)工作崗位與中美貿(mào)易密切相關(guān)，許多美國企業(yè)全球利潤的最大貢獻(xiàn)來自中國。即使在國際金融危機(jī)最嚴(yán)重的兩年，仍有超過70%的美國在華企業(yè)盈利，現(xiàn)在已達(dá)85%。兩個(gè)發(fā)展階段如此不同的大國，擁有利益交融、相互依存的關(guān)系難能可貴。全世界都因此而受益。

隨著經(jīng)濟(jì)全球化的深入發(fā)展，中美兩國擁有更加廣泛的共同利益，肩負(fù)更加重要的共同責(zé)任，中美協(xié)調(diào)合作已成為解決諸多地區(qū)熱點(diǎn)和全球性問題不可或缺的重要環(huán)節(jié)。在新的起點(diǎn)上使中美關(guān)系更加穩(wěn)固持久、富有活力，是雙方的共同愿望。今年1月胡主席成功訪美，與奧巴馬總統(tǒng)達(dá)成建設(shè)相互尊重、互利共贏中美合作伙伴關(guān)系的重要共識(shí)。雙方發(fā)表的《中美聯(lián)合聲明》首次把人文交流納入中美關(guān)系的戰(zhàn)略框架，作為建設(shè)合作伙伴關(guān)系的一部分，這是極具長遠(yuǎn)眼光和現(xiàn)實(shí)針對(duì)性的。中國古語講，“國之交在于民相親”，“人之相交，貴在知心”，“以心相交，方能成其久遠(yuǎn)”。人文交流是人與人、心與心的交流，對(duì)于人們相互尊重、加深理解、增進(jìn)友誼具有不可替代的作用，它可以培養(yǎng)民眾間親切持久的感情，有助于人們理性看待差異與分歧，構(gòu)建牢固的信任基礎(chǔ)。

此次我應(yīng)美國政府邀請(qǐng)?jiān)L美，目的就是落實(shí)胡錦濤主席訪美成果，加強(qiáng)人文等領(lǐng)域交流。前兩天，我與克林頓國務(wù)卿共同主持了第二輪中美人文交流高層磋商。雙方將采取切實(shí)步驟，推動(dòng)教育、科技、文化、青年、婦女等各領(lǐng)域開展合作，吸引政府、學(xué)校、企業(yè)、社區(qū)等各方面人員參與交流。未來四年中方將為萬名美國大學(xué)生來華留學(xué)提供獎(jiǎng)學(xué)金，實(shí)施“漢語橋”萬人來華研修項(xiàng)目，公派萬人赴美攻讀博士學(xué)位。我們還將設(shè)立中美婦女領(lǐng)導(dǎo)者交流計(jì)劃、青年領(lǐng)導(dǎo)者交流計(jì)劃。支持高水平大學(xué)建立教學(xué)科研合作平臺(tái)，鼓勵(lì)大中小學(xué)教師和校長互訪交流。今明兩年，我們將在美國舉辦中國文化節(jié)，開展藝術(shù)、文物、影視、出版等領(lǐng)域交流。中美友好，根基在民眾。人民的廣泛參與將使中美友誼的大樹根深葉茂。

漢語教育是人文交流的重要組成部分。中國推廣漢語教學(xué)的根本目的是促進(jìn)與外部世界的了解、互信與合作。我們將對(duì)美國漢語教育給予更多支持，聯(lián)合培養(yǎng)更多本土教師，派出更多漢語志愿者，開展學(xué)生、教師和相關(guān)大中小學(xué)校長交流。同時(shí)根據(jù)美方實(shí)際需要，為美國各級(jí)各類學(xué)校提供漢語教材和課程等方面的幫助，共同探討適合美國人學(xué)習(xí)漢語的教學(xué)方法。衷心希望在座各位繼續(xù)致力于增進(jìn)中美人民之間了解和友誼的崇高事業(yè)，做本土漢語教育的探索者、文化交流的實(shí)踐者、中美友好的推動(dòng)者！

女士們，先生們，27年前我率中國青年代表團(tuán)第一次訪美時(shí)，只有在中餐館才能看到漢字。今天當(dāng)我站在美國街頭，已經(jīng)有許多人用“你好”向我問候。正是語言的交流讓我們超越國界、跨越重洋，彼此走得更近。衷心感謝亞洲協(xié)會(huì)、大學(xué)理事會(huì)，感謝坎貝爾助理國務(wù)卿、卡珀頓主席、丁文嘉會(huì)長，感謝今晚到場(chǎng)的所有朋友。讓我們?yōu)閮蓢押谩槭澜绾推椒睒s，共同努力做到最好！
