Each time we gather to inaugurate a president, we bear witness to the enduring strength of our Constitution.We affirm the promise of our democracy.We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names.What makes us exceptional what makes us American is our allegiance to an idea, articulated in a declaration made more than two centuries ago:

Today we continue a never-ending journey, to bridge the meaning of those words with the realities of our time.For history tells us that while these truths may be self-evident, they have never been self-executing;that while freedom is a gift from God, it must be secured by His people here on Earth.The patriots of 1776 did not fight to replace the tyranny of a king with the privileges of a few or the rule of a mob.They gave to us a Republic, a government of, and by, and for the people, entrusting each generation to keep safe our founding creed.For more than two hundred years, we have.Through blood drawn by lash and blood drawn by sword, we learned that no union founded on the principles of liberty and equality could survive half-slave and half-free.We made ourselves anew, and vowed to move forward together.Together, we determined that a modern economy requires railroads and highways to speed travel and commerce;schools and colleges to train our workers。

Together, we discovered that a free market only thrives when there are rules to ensure competition and fair play.Together, we resolved that a great nation must care for the vulnerable, and protect its people from life’s worst hazards and misfortune.Through it all, we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction that all society’s ills can be cured through government alone.Our celebration of initiative and enterprise;our insistence on hard work and personal responsibility, these are constants in our character.But we have always understood that when times change, so must we;that fidelity to our founding principles requires new responses to new challenges;that preserving our individual freedoms ultimately requires collective action.For the American people can no more meet the demands of today’s world by acting alone than American soldiers could have met the forces of fascism or communism with muskets and militias.No single person can train all the math and science teachers we’ll need to equip our children for the future, or build the roads and networks and research labs that will bring new jobs and businesses to our shores.Now, more than ever, we must do these things together, as one nation, and one people.This generation of Americans has been tested by crises that steeled our resolve and proved our resilience.A decade of war is now ending.An economic recovery has begun.America’s possibilities are limitless, for we possess all the qualities that this world without boundaries demands: youth and drive;diversity and openness;an endless capacity for risk and a gift for reinvention.My fellow Americans, we are made for this moment, and we will seize it so long as we seize it together.For we, the people, understand that our country cannot succeed when a shrinking few do very well and a growing many barely make it.We believe that America’s prosperity must rest upon the broad shoulders of a rising 2011年是適應角色轉變、思想進一步成熟的一年。這一年，自己能夠堅持正確的政治方向，緊緊圍繞黨的中心，立足本職崗位，較好地完成本線的工作任務。自己政治覺悟、理論水平、思想素質、工作作風等各方面有了明顯的進步和提高。總的來說，收獲很大，感觸頗深。

一、以德為先，進一步提升個人思想素質

過去的一年，我以一個共產黨員的標準，以一個團干部的標準嚴格要求自己，在個人的道德修養、黨性鍛煉、思想素質上有了很大的進步。一是道德修養進一步提高。作為一個團干部，我的一言一行、我的自身形象將直接影響到團委各成員，甚至更廣大的青少年。因此，在日常的工作和生活中，我每時每刻提醒自己，從小事做起，注重細節問題，做到干凈做人、公正做事，以平常心看待自己的工作，要求自己在工作中誠實、守信、廉潔、自律，起好表率作用。二是黨性鍛煉得到不斷加強。不斷加強自己的黨性鍛煉，我嚴格按照《黨章》和《中國共產黨黨員紀律處分條例》來要求和約束自己的行為，牢記黨的宗旨，在團的工作中，以廣大青少年的權益為出發點，務求時效。三是政治思想素質不斷提高。一年來，我繼續加強學習，積極參加理論中心組學習，經常自發利用休息時間學習，積極參加團省委組織赴井岡山革命傳統與理想信念教育專題培訓班、區委區政府組織赴清華大學縣域經濟培訓班，通過“看、聽、學、思”，進一步加深了對馬列主義、毛澤東思想、鄧小平理論、“三個代表”重要思想的理解，進一步系統掌握了黨在農村的路線、方針、政策以及對共青團工作的要求。特別是黨的十七屆六中全會以來，我通過學習原文、聽專家講課等，開拓了思想新境界，政治思想素質有了新的飛躍。

在上級領導的信任和支持下，我本人也自加壓力，抓住一切機會學習，注重與同事、與兄弟單位團委書記的交流，虛心請教，不恥下問，使各項工作都有序地開展。一是工作的統籌安排能力不斷加強。我盡量做到工作提前一步，有計劃、有安排、有預見性，保持思路清晰和決策的科學，力求操作有序，順利開展。二是工作的協調能力不斷加強。在工作中，我注重與上級的及時銜接、匯報，同時也注重與基層的交流溝通，聽取多方意見和建議，從大局出發，對上做好配合，對下做好團結。三是有創新地開展工作。在工作中，我注重不斷創新，使工作保持生機，使管理不斷趨向人性化、合理化。

三、以勤為先，進一步提高團的業務水平

擔任團委書記以來，認真了解情況、掌握知識，積極向團委領導、向前任書記學習、請教，了解團情、團史，努力掌握團的基本運作方式程序，便于更好地開展工作。加強溝通了解，增加感情，深入基層，了解基層團組織和團員青年的有關情況，以“活動”來強化自己的知識和水平。一年來，我立足以活動來促使自己盡快適應角色，迎接挑戰。今年五四，團區委以全區人居環境整治為依托，以“五四火炬傳承九十二載生生不息，鐵東青年投入人居環境立志強區”為引領，積極開展了“共青團路，紅領巾街”，“鐵東青年林”等一系列活動。在活動中，增長了知識，深化了理解，使自己對團務工作有了全面的、系統的提高，為今后更好地提高團的業務水平打下了堅實的基礎。

四、以績為先，進一步完善團的組織建設

把《關于進一步深化“黨建帶團建”工作的實施意見》落到實處，把黨的要求貫徹落實到團的建設中去，使團的建設納入黨的建設的總體規劃。依托黨建，從政策層面來解決和落實基層團組織存在的問題和困難。一是基層團干部的待遇問題。積極爭取黨組織在團干部配備上的重視和支持，基層團干“轉業”得到了很好的安排（葉赫的榮威，住建局遇良，衛生局王國宴等）；二是解決好基層團組織活動的經費問題。積極爭取專項，今年為每個鄉鎮街道從團省委爭取經費三千元，共計三萬六千元；三是團的基層組織格局創新工作。按照“1＋4＋N”模式，通過換屆調整選配了大批鄉鎮（街道）團干部，變原有的“團干部兼職”模式為現在的“兼職團干部”模式，提升了基層團組織的凝聚力和戰斗力。此次工作得到了團市委的充分認可，2011年四平市組織部班工作會議在我區召開。

以服務青年需求為目的，從單一組織青年開展活動轉到生產環節，開展就業培訓、創業交流、貧富結對；以服務黨政中心為目的，發揮團組織自身優勢，引導青年樹立市場意識和投資意識，強化科技意識和參與意識，投身知識化、信息化和現代化、文明創建、環境整治、植綠護綠、社會治安等活動，把黨政思路實踐好。突出做好當前新興的農村、社區和非公經濟組織建團工作，延長團的工作手臂，豐富團的組織形式。先后與農聯社、吉林銀行等多家金融機構積極協調，為青年創業就業提供幫扶支持。特別是吉林銀行的“吉青時代”小額貸款項目更得到團省委的無償貼息。

五、以廉為先，進一步保持清正廉明形象

作為新任職的年輕干部、黨員干部，我既感受到了組織的信任與關懷，同時也感受到了責任重大。我區在黨委和政府的帶領下，勵精圖治、奮發圖強，取得了輝煌的成績。越是這種時候，就越需要我們這些干部保持清醒的頭腦，保持共產黨員的先進本色。深知，作為一級干部，應該努力做到“清正廉潔”。古人說“物必自腐而蟲生”，腐敗現象表現上看來是經濟問題、道德問題，但深層次的原因卻是理想信念出了問題。要不斷加強實踐鍛煉，要結合黨的歷史經驗、改革開放和社會主義建設的實踐以及自己的工作和思想實際，來刻苦磨煉自己。勇于剖析自己，積極開展自我批評，凈化自己的靈魂。不斷增強拒腐防變意識。在思想上、在行動上、生活中爭作表率。在團區委開展“爭做勤廉表率，竭誠服務青年”主題教育,召開機關黨風廉政建設宣傳教育活動動員會，全面啟動黨風廉政建設宣教活動。按照學習貫徹區委、區紀委關于黨風廉政建設和反腐敗工作的部署和要求，學習黨的十七屆六中精神，強化組織領導，制定工作計劃。我們根據2011年黨風廉政建設責任制考評要求，為了做好黨風廉政建設和反腐敗工作，成立了團區委黨風廉政建設領導小組，并由我任組長。按照“一崗雙責”的責任要求，明確了單位正職領導作為第一責任人，每年約談團干部一次，就有關廉潔從政個人“不準”和“禁止”行為適時對所管的團干部進行廉政談話。

今天，作為后來者，我們踏上了這一未竟的旅程。我們依然是地球上最繁榮、最強大的國家。我們的勞動者的創造力并沒有因為眼前的這場危機而減弱。我們的頭腦依然像以往那樣善于發明創新。我們的產品與服務仍舊像上星期、上個月或去年一樣受人歡迎。我們的能力絲毫無損。但是，維持現狀、保護狹隘的利益集團、推遲困難的抉擇的時代無疑已成為過去。從今天起，我們必須振作起來，掃除我們身上的塵土，重新開啟再造美國的事業。

無論我們把目光投向何處，都有工作在等待著我們。經濟形勢要求我們果敢而迅速地行動，我們將不辱使命——不僅要創造新的就業機會，而且要打下新的增長基礎。我們將建造道路和橋梁，架設電網，鋪設承載我們的商務和把我們緊密相連的電子通訊網絡。我們將恢復尊重科學的傳統，利用高新技術的超常潛力提高醫療保健質量并降低成本。我們將利用太陽能、風力和地熱為車輛和工廠提供能源。我們將改造我們的中小學和高等院校，以應對新時代的挑戰。這一切我們都能做到。這一切我們必將做到。

現在，有人懷疑我們的雄心壯志——他們說我們的體制不能承受太多的宏偉規劃。他們的記憶是短暫的，因為他們忘記了這個國家已經取得的成就，忘記了一旦共同的目標插上理想的翅膀、現實的要求鼓起勇氣的風帆，自由的人民就會爆發出無窮的創造力。

那些冷眼旁觀的人沒有認識到他們腳下的大地已經移動——那些長期以來空耗我們的精力的陳腐政治觀點已經過時。我們今天提出的問題不是我們的政府太大還是太小，而是它是否行之有效——它是否能夠幫助人們找到報酬合理的就業機會，是否能夠為他們提供費用適度的醫療保健服務，是否能夠確保他們在退休后不失尊嚴。如果回答是肯定的，我們就要向前推進。如果回答是否定的，計劃和項目必須終止。作為公共資金的管理者，我們必須承擔責任——明智地使用資金，拋棄壞習慣，在陽光下履行職責——因為只有這樣我們才能恢復人民對政府的至關重要的信任。

我們提出的問題也不在于市場力量是替天行道還是為虎作倀。市場在生成財富和傳播自由方面具有無與倫比的力量，但這場危機提醒我們：沒有嚴格的監督，市場就會失控——如果一個國家僅僅施惠于富裕者，其富裕便不能持久。我們的經濟成功從來不是僅僅依賴國內總產值的規模，而是還依賴繁榮的普及，即為每一位愿意致富的人提供機會的能力——不是通過施舍——因為這才是最可靠的共同富裕之路。至于我們的共同防御，我們決不接受安全與理念不可兩全的荒謬論點。建國先賢面對我們難以想見的險惡局面，起草了一部保障法治和人權的憲章，一部子孫后代以自己的鮮血使之更加完美的憲章。今天，這些理念仍然照耀著世界，我們不會為一時之利而棄之。因此，對于今天正在觀看此情此景的其他各國人民和政府──從最繁華的首都到我父親出生的小村莊──我們希望他們了解：凡追求和平與尊嚴的國家以及每一位男人、婦女和兒童，美國是你們的朋友。我們已經做好準備，再一次走在前面。回顧過去，幾代人在戰勝法西斯主義和共產主義時依靠的不僅僅是導彈和坦克，更是牢固的聯盟和不渝的信念。他們懂得單憑實力無法保護我們的安全，實力也并不賦予我們隨心所欲的權利。相反，他們知道審慎使用實力會使我們更強大；我們的安全源于事業的正義性、典范的感召力、以及謙卑和克制的平衡作用。

我們是這一傳統的繼承者。我們只要從新以這些原則為指導，就能應對那些新威脅，為此必須付出更大的努力──推動國家間更多的合作與理解。我們將開始以負責任的方式把伊拉克移交給伊拉克人民，并在阿富汗鞏固來之不易的和平。我們將與多年的朋友和昔日的對手一道不懈地努力，減輕核威脅，扭轉全球變暖的厄運。我們不會在價值觀念上退縮，也不會動搖捍衛它的決心，對于那些妄圖以煽動恐怖和屠殺無辜的手段達到其目的的人，我們現在就告訴你們，我們的意志更加頑強、堅不可摧；你們無法拖垮我們，我們必將戰勝你們。

因為我們知道，我們百衲而成的傳統是一種優勢，而不是劣勢。我們是一個由基督教徒和穆斯林、猶太教徒和印度教徒、以及無宗教信仰者組成的國家。我們受惠于地球上四面八方每一種語言和文化的影響。由于我們飲過南北戰爭和種族隔離的苦水，走出了那個黑暗時代并變得更加堅強和團結，我們不能不相信昔日的仇恨終有一天會成為過去；部族之間的界線很快會消失；隨著世界變得越來越小，我們共同的人性將得到彰顯；美國必須為迎來一個和平的新紀元發揮自己的作用。

面對穆斯林世界，我們尋求一條新的前進道路，以共同利益和相互尊重為基礎。對于世界上那些妄圖制造矛盾、將自己社會的弊端歸罪于西方的領導人，我們奉勸你們：你們的人民將以你們的建設成就而不是你們的毀滅能力來評判你們。對于那些依靠腐敗、欺騙、壓制不同意見等手段固守權勢的人，我們提醒你們：你們站在了歷史錯誤的一邊；但只要你們放棄壓迫，我們將伸手相助。

對于貧困國家的人民，我們保證同你們并肩努力，為你們的農田帶來豐收，讓清潔的用水取之不竭；使饑餓的身體得以飽食，使饑渴的心靈受到滋潤。對于那些象我們一樣比較富裕的國家，我們要說我們再不能對他人的苦難無動于衷，也再不能肆意消耗世界的資源。世界已經改變，我們必須與時俱進。

在思索我們面前的道路時，我們懷著崇敬的心情感謝此刻正在偏遠的沙漠和山區巡邏的英勇無畏的美國人。他們向我們述說著什么，正如在阿靈頓(Arlington)公墓長眠的陣亡英雄在漫漫歲月中低淺的吟誦。我們崇敬他們，不僅因為他們捍衛著我們的自由，而且因為他們代表著獻身精神，體現了超越個人，尋求遠大理想的意愿。然而，在這個時刻，這個具有劃時代意義的時刻，我們大家必須具備的正是這種精神。

雖然政府能有許多作為也必須有許多作為，但最終離不開美國人民的信仰和決心，這便是我國的立國之本。正是因為人們在大堤崩裂時接納陌生人的關愛之情，正是因為工人們寧愿減少自己的工時而不愿看到朋友失去工作的無私精神，才使我們度過了最暗淡的時光。正是因為消防隊員們有勇氣沖進濃煙滾滾的樓道，也正是因為做父母的希望培養一個孩子，我們才能決定最后的命運。

我們面臨的挑戰可能前所未聞。我們迎接挑戰的方式也可能前所未有。然而，我們賴以成功的價值觀──誠實和勤奮、勇氣和公平、寬容心和探索精神、忠誠和愛國──均由來以久。這些價值觀都是千真萬確的。這些價值觀是我國整個歷史過程中一股無聲的進步力量。現在需要的便是重歸這些真理。我們現在需要做的是開創負責任的新時代──每一位美國人都需要認識到我們對自己、對國家、對全世界都承擔著義務。對于這些義務，我們并非勉強接受，而是心甘情愿主動承擔，同時堅信我們為艱巨的使命付出一切，沒有任何事可以如此滿足我們的道義感，也沒有任何事能如此體現我們的特性。

這就是公民的義務和承諾。

這就是我們自信的來源──認識到上帝呼喚我們在前途不明的情況下掌握自己的命運。

這就是我們的自由和我們堅守的信條具有的意義──說明了為什么各種族、各類信仰的男女老少能在這個雄偉的大草坪上歡聚一堂，也說明了為什么今天有人能站在這里進行最莊嚴的宣誓，但不到60年前他父親在當地餐館還不能受到接待。

為此，讓我們記住這一天，記住我們是什么樣的人，記住我們已經走過了多長的路。在美利堅誕生的年月，在那些最寒冷的日子里，為數不多的愛國者聚集在一條冰河的岸邊，身旁的篝火即將熄滅。首都已經撤防。敵人正在進軍。雪地沾滿了斑斑血跡。在我們的革命何去何從，結局最難以估計的時刻，我國的開國元勛決定向人民宣讀以下這段話：

“讓我們昭告未來的世界......在這個酷寒的冬季，萬物蕭蘇，只有希望和美德堅忍不拔......這個城市和這個國家，受到共同危難的召喚，挺身而出，奮起迎戰。”

美利堅。在我們面臨共同危難之際，在我們遇到艱難險阻的冬日，讓我們牢記這些永恒的話語。心懷希望和美德，讓我們再一次不懼嚴寒，勇為中流砥柱，不論什么風暴來襲，我們必將堅不可摧。今后，讓我們的后代子孫如此評說：我們在遇到考驗的時候沒有半途而廢，沒有退縮不前，也沒有絲毫動搖；讓我們全神貫注，高瞻遠矚，感謝上帝對我們的恩典，繼承自由這個寶貴的傳統，平穩地世代相傳。
