Thank you so much, Carla, and thanks for your leadership in this undertaking as well as so much else. It’s wonderful to be here at the end of two very busy and productive days of the Strategic and Economic Dialogue.Secretary Geithner and I were privileged to co-lead this effort, and we were especially pleased that Vice Premier Wang and State Councilor Dai were our counterparts. We believe that these very productive conversations have helped to lay the foundation for what both President Obama and President Hu called a positive, cooperative, and comprehensive U.S.-Chinese relationship for the 21st century.

As part of this process, we are enlisting the full range of talent within our governments to tackle problems that spill over not just borders and oceans, but also traditional bureaucratic boundaries, which are sometimes the hardest to overcome, from climate change to trade and investment to poverty and disease.

Just as no nation today can solve the challenges we face alone, neither can government work in isolation. The issues are just are too varied and complex for that.So engaging the expertise, the experience, and the energy of those outside government – including the private sector, and all of you here tonight – is vital to our future progress.

I also am delighted that we are going to have very soon a new ambassador from the United States to China.Governor Huntsman, who will soon be – maybe even confirmed tonight – Ambassador Huntsman, is looking forward to working not only on behalf of our nation’s policies but really representing the American people to the Chinese people.

We want the entrepreneurs and the innovators in both of our countries to know that we’re behind their dreams and their efforts. We want people who are working to solve problems in research labs and on the front lines of innovation to know that we’re looking to support their efforts.Because we think public-private partnerships are a centerpiece of the important work that we are doing to build understanding and create new avenues of cooperation.

Now, I understand that Vice Premier Wang said a few words to you about the Shanghai Expo.(Laughter.)And I want to reinforce his message. The theme for the Expo, ―Better City – Better Life,‖ will present a vision of a sustainable, healthy, and prosperous world in the 21st century. It’s anticipated that more than 70 million people will visit and more than 190 nations will participate.Six months ago, it wasn’t at all clear that the United States would be one of those 190 nations, but thanks to a number of you, we are on track to be able to do so.And I salute Vice Premier Wang for his leadership. He was, as some of you know, the chair of the committee for the Beijing Olympics, so if that is any indication of his organizational acuity, I think we can look forward to a very successful Shanghai Expo.

And the U.S.National Pavilion will be informative, educational, and interactive, showcasing American ingenuity, looking at how we can address together global challenges like climate change and clean energy, sustainable agriculture, mass transit, health, and economic development. We are delighted that a number of leading American companies such as GE and Pepsico, Chevron, Marriott, Corning, and others have signed on to be part of putting together this visionary pavilion that will showcase much of what is best about our country. There is, actually, a model of the Pavilion somewhere around here that I urge you to take a look at.This is shameless, I know, but that’s part of the job.(Laughter.)

We have formally signed a Participation Contract. We have a U.S.Commissioner General, Jose Villarreal. My Special Representative for Global Partnerships, Elizabeth Bagley, Ambassador Bagley, is here.We have now raised more than half the funds needed to begin construction.I have told both the Vice Premier and the State Councilor that, if necessary, I will personally build it in order to get it ready by the May opening.(Laughter.)Commerce Secretary Gary Locke recently traveled to Shanghai for the Pavilion’s groundbreaking ceremony.

So we are on task, as they say.And Ambassador Bagley, along with her deputy, Special Representative Kris Balderston, are here tonight, obviously more than willing to answer any questions.

Now, I mention this at some length because we feel very strongly that this partnership between China and the United States for the 21st century needs to be manifest in visible ways.Secretary Geithner, at the conclusion of his discussions with the Vice Premier, announced some very positive findings and commitments of moving forward on our economic recovery efforts.State Councilor Dai and I discussed, literally, every part of the world and have a very good understanding of how we can continue to work together.

But this is all about the future. And I’ve told this story before, but I want to end before I have the great privilege of introducing the next speaker.State Councilor Dai and I had a wonderful, relaxing social dinner Sunday night at the Blair House, a very small dinner where we spent time just talking about everything and getting to know each other better. It wasn’t about the business of two great countries trying to determine the best way forward for our people and the world, but it touched on what is important.

And what is important is that Councilor Dai had just had a new grandson. And he told me with that wonderful smile that lights up his face, and we were thinking about the significance of what we were to embark on for the last two days. And I suggested that before every meeting we bring pictures of our children and our grandchildren, because truly, that is what this work is all about. That is what should guide us and inspire us and chasten us with respect to the decisions that we make.So that is going to certainly be a principle of participation and commitment that Councilor Dai and I intend to pursue.

Because this is part of a new beginning. It is the culmination of a process begun decades ago, when Dr.Kissinger was instrumental in opening the door to the possibility that then came into fruition years, ten years, later of normalized relations. We were so constantly thinking of Henry Kissinger over the last days getting ready for this, because his work, his courage, the risk that he took, has led us in many ways to this evening.

And on a personal note, let me say that since taking this job, I’ve relied on the wise counsel of many of my predecessors, and Secretary Kissinger has been among the most generous and thoughtful with his guidance and advice. So once again, we are grateful that he is here with us tonight as we continue to work toward something that he saw on the horizon and convinced others that it was possible to see and move toward a stronger U.S.-China relationship. Please join me in welcoming Secretary – former Secretary Henry Kissinger.(Applause.)

Secretary of State Hillary Rodham Clinton at U.S.-China People-to-People Engagement Ceremony National Performing Arts Center

SECRETARY CLINTON: I am delighted to join State Councilor Liu and Vice Minister Hao Ping at this magnificent national center for the performing arts.It is a personal pleasure for me to be here with all of you for the launching of this very important U.S.-China high-level consultation on people-to-people exchange.

I am pleased to announce it will be accompanied today by a delegation of distinguished Americans who are committed to expanding citizens’ engagement between our countries. And our effort will be coordinated by Under Secretary Judith McHale in the months ahead with a broad range of officials throughout our government who are here in Beijing for the second round of the U.S.-China strategic and economic dialogue. This is the premier convening mechanism for building cooperation between our two governments.

This relationship, however, must extend beyond the halls of governments to our homes, businesses, and schools. We need Chinese and Americans of all ages, professions, and(inaudible)to get to know one another, to understand each other better, to connect and collaborate. In his speech on Monday, President Hu Jintao spoke about how important this is to both our countries. What we call people-to-people diplomacy has taken on greater significance, as our world has grown more interdependent, and our challenges more complex.Government alone cannot solve the problems that we face. And as State Councilor Liu said, we have to tap in to the challenge of our people, their creative and innovation, and their ability to forge lasting relationships that build trust and understanding.

It is exciting for me to see so many of you here today from both China and the United States who are committed to this relationship. As I was coming in, I met some of the leading Chinese Olympic athletes whom I have watched over the years and admired.

And we have students from both of our countries represented here, tens of thousands of Chinese and American young people studying in each other’s country each year.We want to see those numbers rise.President Obama has announced a goal of sending 100,000 American students to China in the next 4 years to learn Mandarin and experience the hospitality of the Chinese people. We call it 100,000 Strong, and we are grateful for the support that the Government of China has shown for this project. And I especially want to thank Madam Liu for her leadership in this effort. It was just about a year ago that she and I first met to discuss the importance of people-to-people exchanges. And here we are today, announcing a significant commitment.

A few minutes ago Madam Liu and I met with several American exchange students, including: a high school student who is living with a host family here in Beijing, a college student who has performed with the Beijing Music Ensemble, and a doctoral student doing research in renewable energy education.

A few days ago I visited the Shanghai Expo and met the young American student ambassadors who had already welcomed more than 700,000 visitors to the USA Pavilion. They have all studied Mandarin. And they come from cities and towns across the United States. They will return home having shared the experience of being part of the Expo, and meeting people from all over China and the world. Many more American and Chinese students want and deserve similar opportunities, and I applaud the announcement today that there will be 10,000 Chinese students supported to get their Ph.D.’s in the United States. China has established dozens of Confucius institutes across the United States that offer Chinese language instruction and cultural programs to help Americans better understand China. We would like to see similar American language and culture centers on the campuses of Chinese universities.I understand that a proposal between an American university and a Chinese partner for an American study institute is now under review. And we hope the Chinese Government will support this proposal and others like it, paving the way for an even more vibrant exchange of language and culture.

The U.S.-China Fulbright program, one of the largest in the world, and represented here by some of the Fulbright scholars, has helped 2,500 Americans and Chinese students and scholars study, teach, and conduct research at each others’ universities. The U.S.-China Friendship volunteers teach English in four provinces in China. And we would like to broaden their support for English language instruction in China, including county-level teacher training, smaller cities and colleges, and additional provinces.

These opportunities provide new perspectives on this fast-changing world that we both share. And they remind us of how much we have in common.Despite our differences and the distance between us, we share common aspirations. And I believe the more we talk and learn from each other, the greater our chances of making progress together. And education is just the beginning.Professional, creative, scientific, and cultural exchanges also hold great potential.Sesame Workshop, a non-profit organization that produces Sesame Street, an educational television program beloved by generations of American children, recently formed a partnership to produce children's educational programming in China.Tulane University in New Orleans has partnered with east China's(inaudible)university in Shanghai, to trade(inaudible)in disaster response and wetland management. And the Philadelphia Symphony Orchestra recently(inaudible)famous 1973 visit to China, playing at both the Shanghai Expo and here, at the Center.

To bring together women to the public and private sectors I have discussed a proposal with Madame Liu for a U.S.-China women's leaders forum. And the relationship between our two countries will change the 21st century. We want it to be a positive, cooperative, and comprehensive relationship. We want it to be based on our people-to-people outreach and understanding. Our people represent our greatest resource in both of our countries. And encouraging their mutual engagement will better ensure that the United States and China make the most of this exciting time in our shared history. Thank you very much.(Applause.)

Remarks at Banquet for the Chinese delegation

Secretary of State Hillary Rodham Clinton

May 9, 201

1Ben Franklin Room

Washington, D.C.

Good evening, everyone.Good evening and welcome to the Benjamin Franklin Room here in the State Department.I am delighted that Secretary Geithner and I have the great privilege of once again hosting the third Strategic and Economic Dialogue here in Washington.A few weeks ago in this very room, I had the privilege of sitting and talking with Dr.Henry Kissinger, my esteemed

predecessor and a good friend to many of us here.He spoke of the early days of the U.S.-China diplomatic relationship going back 40 years now.And he discussed many of the challenges that his generation of diplomats on both sides had to overcome.

Tonight, I cannot help but marvel at how far we have come together. These have been decades of unprecedented growth and

progress for China. It has lifted hundreds of millions of people out of poverty and has helped to drive global prosperity. The United States has welcomed China’s growth and we have benefited from it.Today, our economies are entwined and so are our

futures.Relations are far broader and deeper than even Dr.Kissinger and his colleagues could have imagined all those years ago.

This change has brought with it our own new challenges.History teaches that often, the rise of new powers ushers in periods of conflict and uncertainty. And during our Strategic Dialogue today, State Councilor Dai and I and our colleagues discussed the concerns that people in both of our countries feel about the other. But in the 21st century, it does not make sense to apply the

zero-sum 19th century theories of how major powers interact.Indeed, we are moving through unchartered territory and we need new ways of understanding the shifting dynamics of the international landscape and our own bilateral relationship.

Deng Xiaoping once described China’s process of reform and modernization as being like a person crossing a river by feeling his way over the stones. That is a good description of the way forward that we must chart together. We know it won’t be easy and there will certainly be times when both our countries stumble on the unexpected stones. But if we continue building the habits of cooperation and respect that this dialogue represents, and if we learn to trust one another and better understand each other’s intentions, then I am confident we will not let those slippery stones trip us up and derail our progress. We are very pleased at the habits of cooperation and understanding that have already been developed, and we greatly appreciated the successful visit by President Hu Jintao this past January and the agreements that he and President Obama have made to deepen our relationship to make it one that is positive, cooperative, and comprehensive.

So to all of my American colleagues, members of the Cabinet, and other leaders of our government, thank you for your work on behalf of this dialogue. And to our Chinese colleagues and partners, thank you for making this long journey – not only the journey you made by the airplane that brought you here, but the journey that we are making together to build a better future for our children and our grandchildren.

Please enjoy the evening, and now let me ask Secretary Geithner to make a few remarks.
