個人存單質押貸款的概述

個人存單質押貸款是以客戶未到期的定期儲蓄存單做質押，從信用社取得一定金額的人民幣貸款，并按期償還貸款本息的一種存貸結合業務。用于質押的存單僅限于本地信用聯社及所轄區內各信用社所開具的定期儲蓄存單。

貸款對象

凡具有完全民事行為能力的榆樹市境內居民，持有信用社開具的未到期定期儲蓄存單者可向我信用社申請辦理個人存單質押貸款。申請個人存單質押貸款的借款人同時必須符合下列條件：

1、具有完全民事行為能力的自然人;

2、有當地常住戶口或有效身份證件;

3、必須持有本人名下信用社開具的未到期的定期儲蓄存單;

4、貸款人規定的其他條件。

貸款期限

個人存單質押貸款期限不得超過質押存單的到期日，且最長不超過一年。若為多張個人存單質押，以距離到期日最近的時間確定貸款期限。辦理預約轉存的存單視自動轉存期限長短確定。

貸款利率

個人存單質押貸款利率按中國人民銀行公布的同檔次貸款利率執行。利率上浮的最高比例不得超過中國人民銀行的規定。借款期限不足6個月的按6個月貸款利率確定，提前還貸按原定利率和實際借款天數計算。如遇中國人民銀行調整利率計息，在貸款期限內仍按合同利率執行。

貸款用途

借款人可將貸款用于購買住房、汽車、大額耐用消費品和用于家居裝修、教育助學等消費需求，以及用于正常經營的資金需求。

個人存單質押貸款額度起點為人民幣1000元;貸款金額原則上以不超過存單面額80%的質押率計算(外幣存款按當日公布的外匯(鈔)買入價折成人民幣計算);貸款最高限額原則上單筆不超過10萬元人民幣。

申請個人存單質押貸款時應提供以下資料：

1、個人存單質押貸款申請書;

2、出示有效身份證件原件(指居民身份證、戶口簿和其它有效居留身份證)，并提供其復印件;

4、借款人持有存單的預留印鑒或密碼;

個人存單質押貸款是以借款人未到期的定期本、外幣儲蓄存單做質押，從銀行取得一定金額的人民幣貸款，并按期償還貸款本息的一種存貸結合業務。

·貸款期限

個人存單質押貸款期限原則上不得超過質押存單的到期日，且最長不超過一年。若為多張個人存單質押，以距離到期日最近的時間確定貸款期限。辦理自動轉存的存單視自動轉存期限長短確定。

個人存單質押貸款利率按中國人民銀行公布的同檔次貸款利率執行，可在人民銀行規定的范圍內浮動。借款期限不足六個月的按六個月貸款利率確定，提前還貸按原定利率和實際借款天數計算。如遇中國人民銀行調整利率計息，在貸款期限內仍按合同利率執行。

·貸款用途

借款人可將貸款用于購買住房、汽車、大額耐用消費品和用于家居裝修、度假旅游、教育助學等消費需求，以及用于正常經營的資金需求。

·貸款發放

貸款到期后，您可用現金或在中國銀行的存款償還貸款本息。經中國銀行同意，借款人可提前歸還貸款本息，提前還款按原借貸雙方簽定的質押貸款合同約定利率和實際借款天數計息。

·貸款償還

借款人可用現金或其在中國銀行的存款到期一次性償還貸款本息。經貸款人同意，借款人可提前歸還貸款本息。

·貸款展期

個人存單質押貸款一般不得展期。因不可抗力或意外事故而影響如期還貸的可給予展期。每筆貸款只限展期一次，且不得超過存單到期日。

存單質押貸款操作協議書

甲方因投資擬建項目，需要向銀行貸款，乙方同意提供大額個人存款單，為甲方貸款作質押。本著互惠互利、優勢互補、共同發展的原則，經協商一致，簽訂本協議書。第一條 甲方按照銀行工作程序和要求，向銀行支行（以下簡稱“貸款行”）申請貸款，并負責辦理貸款手續。

第二條 乙方用在銀行支行（以下簡稱“存款行”）開出的定期存單張，存款總額為萬元，為甲方在貸款行做貸款質押。

7、上述手續辦完，貸款業務成立。貸款劃進甲方賬戶。

8、乙方資金存入貸款行，保證五年內不提前支取、轉移等，存單質押貸款手續每年續簽一次，共五年。

第五條 貸款成本，包括貸款的前期費用、貸款利息、五年貸款貼息（21點）、中介服務費（%）等，由甲方承擔。乙方前往甲方的費用由甲方墊付，甲方、乙方和貸款行代表往返存款行的差旅費住勤費由甲方墊付。
