Shenzhen, a young city in China, may be unfamiliar to some of our young friends.However, it is this young city's cordial invitation to a festive party of the young from around the world that drew the eye of the

International University Sports Federation(FISU)four years ago for the host city of the 26th Summer Universiade.This decision is a trust and expectation that this young city has never received before.From the moment I took over the FISU Flag from President George E Killian in Belgrade on July 13, 2009, we began the countdown to honour our commitments with persistent efforts as the host of the 26th Summer Universiade.年輕的深圳舉辦大運會，給了我們一個寶貴的機會，能夠在籌辦過程中充分展示創新和創意，履行承諾、共襄盛會。在中國中央政府的卓越領導下，為實現“從這里開始，不一樣的精彩”的辦會理念，我們精心修建比賽場館，訓練運作團隊，尋求科技支持，創造安全條件，也不斷使這座城市的功能與形象得到提升。

我非常高興地歡迎各位來到中國深圳，在此參加接下來１１天的深圳第２６屆世界大學生夏季運動會。今晚，國際大學生體育聯合會大家庭成員、運動員、教練員和官員們十分榮幸和驕傲能與大家一起相聚深圳。他們期待著在國際大體聯史上規模最大的一屆大運會上向大家展示出自己的最佳風采。感謝諸位今晚在此與我們共享這一歷史時刻。

親愛的參賽者們，感謝你們從世界各地前來參加本屆大運會，希望你們對為你們精心準備的場館感到滿意。我要特

別感謝深圳市政府和廣東省政府為大家準備了如此高質量的場館。其中有些場館是新建的，我們相信，這作為大運會留下的遺產，對這座城市和今后使用這些場館的學生們而言都是非常重要的。

第四篇：深圳第26屆世界大學生夏季運動會

深圳第26屆世界大學生夏季運動會 獎牌及證書設計征集公告（招標文件）

深圳第26屆世界大學生夏季運動會（以下簡稱“深圳2011世界大運會”）將于2011年在深圳舉辦，為增進世界各國大學生的交流與友誼，傳播大運會精神與理念，深圳第26屆世界大學生夏季運動會組委會執行局現向社會公開征集獎牌及證書設計方案（以下簡稱“創意方案”），歡迎社會各界踴躍參加。

一、征集內容

深圳第26屆世界大學生夏季運動會獎牌及證書的全套創意設計方案，包括獎牌正面、背面圖案和掛帶、包裝盒、證書的配套設計。

二、應征人資格

自然人、法人和任何形式的組織（包括但不限于非法人組織、自然人組成的創意團隊等），國籍或注冊地不限。

三、征集期限

自本公告發布之日起，截至2009年12月31日，北京時間16：整。

四、創作要求

深圳2011世界大運會獎牌方案應緊扣世界大運會“友誼、博愛、公平、堅毅、正直、協作、奮發”的主旨，反映深圳大運會“改革開放、青春時尚、創意無限、充滿激情”的辦會理念，設計方案的藝術表現形式應推陳出新，體現大運會青春、活潑、時尚的氣息，成為弘揚大運會精神、傳播中國文化和深圳走向世界的載體，為大運會留下寶貴的歷史遺產。

（一）基本要求

參賽人必須按照要求填寫報名表、知識產權轉讓承諾函等相關資料，相關資料不全的參賽者將被視為自動放棄參賽資格，其提交的全部參賽作品將被視為不合格參賽作品，不予評審，所提交資料不予退還。深圳2011世界大運會組委會將根據評委會的評判最終確定候選作品，并最終確定深圳2011世界大運會獎牌的設計方案。

（二）參賽方案組成部分

1、金、銀、銅三種獎牌正面圖案（浮雕稿）；

2、金、銀、銅三種獎牌背面圖案（浮雕稿）；

3、獎牌掛帶，分別包括金、銀、銅三種獎牌掛帶；

4、獎牌包裝盒，分別包括金、銀、銅三種獎牌包裝盒；

5、證書，包括榮譽證書和參賽證書。

（三）參賽規則

1、提交作品要求

1）參賽人應該提交一套完整的獎牌設計方案（包括獎牌正面、背面圖案、掛帶、包裝盒、證書），設計方案應進行平面和三維的展示，包括全彩色版和黑白版設計圖稿，其中要提供獎牌正面和背面浮雕稿的原大效果圖及所有制作文件矢量圖光盤一份，上述圖稿應分別打印或繪制在A4規格的紙上。圖稿應固定在一個黑色硬紙板上，同時圖稿四周各保留一道寬為1厘米的黑邊；

2）獎牌直徑為60mm,厚度為5mm，正面圖案通常應包括國際大體聯（FISU）的標識“U”和本屆賽事的名稱（XXVI Summer Universiade Shenzhen 2011），背面圖案應包括本屆賽事會徽標準組合。3）證書要體現本屆大運會的特點，證書包括榮譽名證書和參賽證 書兩種。證書要有國際大體聯標識、本屆賽事會徽標準組合圖案及中、英、法三種文字，榮譽證書中文為：“

4）獎牌、掛帶、包裝盒、證書設計應材料得當，結構新穎，工藝簡潔；應用材質適當，便于攜帶、保存和展示，符合相關工藝要求。輔助設計（掛帶、包裝盒、證書）的制作成本不易過高；

5）提供獎牌正面、背面和掛帶、包裝盒、證書的創意說明、材料說明、工藝說明及尺寸等相關信息；

2、反映大運會的理念，與大運會形象一致，體現深圳青春、時尚、活潑、現代與高科技城市的特質，所有配套設計風格統一，能得到不同文化背景、不同性別和年齡段人群的普遍認同。

3、作品及光盤請以特快專遞形式提交，為了避免參賽作品在郵寄途中遭損壞，建議采取較牢固的包裝方式。組委會對在郵寄途中遭到損壞的作品概不負責。

4、為保證大賽評獎公平、公正，所有參賽作品正面不得出現作

者所在單位及作者的名稱以及其他容易辨別作者的字符。

5、應征人提交設計作品不需向深圳2011世界大運會組委會交納費用。但是,因搜集資料、獲取信息、填寫、遞交應征方案及參與本次征集活動所產生的一切費用,均由應征人自行承擔。

6、參選方案必須為作者原創，并從未以任何形式發表，或以任何方式公開使用。

7、所有參賽作品將不被歸還，請作者自留備份。

8、所有參賽作品一經寄出，非經主辦機構事先書面同意或另行要求，不得撤回、更換、修改；

9、參賽者下載相關文件，打印并填寫相關信息與作品一并郵寄到我局；

10、一等獎、二等獎、三等獎及入圍獲獎個人及團隊要按組委會要求到到深圳2011大運會執行局指定地點進行方案的陳述。

11、獎牌及證書的創意方案不能與歷屆運動會獎牌及證書雷同，且創意方案必須是只應征本次大賽，其創意方案不能第二次應征任何相關大賽及已應征過任何相關大賽，如經查實，作棄權處理。

五、應征文件

（一）資格文件

1、若應征人為完全民事行為能力自然人（包括自然人組成的創 意團隊），須提交身份證或其他身份材料復印件（需簽名確認）；

2、若應征人為限制民事行為能力或無民事行為能力的自然人

（包括自然人組成的創意團隊），須提交至少一名監護人的身份證或其他身份材料復印件（需簽名確認）及證明監護關系的文件（戶口本復印件）；

3、若應征人為法人或非法人組織，則須提交營業執照或其他可 證明身份的材料（需加蓋公章）；

4、證明資質能力的文件，包括以往案例、資質證明、個人學歷、獲獎證明等。

（三）法律文件

應征人應向大運會執行局提交《承諾函》（如應征人為自然人組成的創意團隊，應每人提交一份）。上述法律文件應當隨資格文件同時提交，在本次征集活動征集期限未能提交上述文件的，視為放棄參加本次活動。

完全民事行為能力人、法人和非法人組織為應征人的，由應征人簽署《承諾函》，限制民事行為能力或無民事行為能力的自然人為應征人的，由應征人的監護人簽署《承諾函》。

六、文件提交方式

創意方案及其他資料必須以郵寄方式寄交。所有應提交的材料，均應在征集期限屆滿前到達我局（郵寄以我局簽收日期為準、電郵以到達我局郵箱日期為準），否則視為放棄應征。

（一）郵寄方式：

應征者進入第26屆世界大學生夏季運動會組委會執行局官方網站

（www.tmdps.cn）查看并下載本征集公告、《承諾書》、《報名表》等相關文件及圖片，認真閱讀，明白、理解并接受后，簽字（自然人或監護人或自然人組成的創意團隊）或加蓋公章（法人或其他非法人組織）后，連同資格文件[本公告第五條第（一）項所列]一并郵寄至我局。

（二）提交地址

七、評選方式

大運會執行局就本次征集活動專門成立深圳2011世界大運會獎牌及證書征集活動評選委員會(以下簡稱“評選委員會”),對應征人提交的應征方案進行初評和復評,初評評選出一等獎、二等獎、三等獎及入圍獎共10件設計方案,復評在初評的一等獎、二等獎、三等獎3套方案中評選出1件最終入選的設計方案，向深圳2011世界大運會組委會和FISU匯報。

大運會執行局對評選委員會的人員構成、數量或人員調整等事項擁有最終決定權。

八、獎勵方式和費用

本次征集活動設置下列獎項：

一等獎： 1 名，獎金人民幣 20000元及獲獎證書； 二等獎： 1名，獲獎證書； 三等獎： 1名，獲獎證書； 入圍獎： 7 名，獲獎證書； 注：①獎金為稅前數額；

②以自然人名義或者不具有法律主體資格的自然人團體名義參賽的，獎金、證書以第一作者為頒發對象；以具體有法律主體資格公司、社會團體、行政事業單位或者其他組織等名義參賽的，獎金、證書以該法律主體為頒發對象。

九、應征說明

（一）我局有權無償使用創意方案以及應征文件包含的任何信息；有權自行或授權任何第三方綜合使用各種創意設計方案，以獲得更完善的新方案。

（二）經我局評定的優秀創意方案，自我局在我局官網上公告之日起，方案所涉全部知識產權歸我局所有，方案應征人不得使用該方案。

（三）未經我局審定為優秀創意方案的其他方案，我局有權無償使用。

（四）應征人自行承擔參加征集活動發生的所有費用，我局不補償任何費用。

（五）應征文件中，創意方案的文字應為中文；資質文件以原文為準，若原文為外文，應提供中文譯文。

（六）應征人不得一稿多投，抄襲或剽竊他人創意成果，由此造成的后果由應征人自行承擔。只有在應征截止期限之日起一年后，若我局未使用應征人的創意方案，應征人才可自行處置創意方案。

（七）若應征人違反本公告規定，我局將取消應征人的應征資格。

十、作品處理和知識產權

(一)所有提交至大運會執行局的應征方案, 無論獲獎與否，均不予退還。

(二)關于應征方案知識產權的歸屬,應根據應征者簽署的《知識產權轉讓承諾函》的相關規定確定。

十一、保密和反隱性市場

（一）無論應征者提交的作品是否最終中選，應征人應對因參與本次活動所提交的與所提交作品相關的資料和信息承擔保密義務，不向任何第三方披露上述資料或信息。

（二）應征者不得在任何時間、任何地點以任何形式對是否響應本大賽公告及是否參加大賽進行商業性宣傳，或者暗示與深圳大運會、大運會執行局及其他深圳大運會組織機構存在任何關聯。

尊敬的胡錦濤主席和夫人，尊敬的喬治·基里安主席，尊敬的各位來賓，女士們、先生們：

今晚，我們相聚在中國，相聚在美麗的深圳灣。此時此刻，請允許我表達深圳市民的共同心聲--深圳歡迎來自世界各地的朋友們！

Tonight we gather at beautiful Shenzhen Bay, China.On this joyful occasion please allow me, on behalf of all the citizens of the City of Shenzhen, to extend our heartfelt welcome to friends coming from afar around the world.深圳作為一座年輕的城市，也許會讓青年朋友感到陌生。而正是這座青春城市對青春盛會的邀約，讓國際大學生體育聯合會在四年多前選擇了深圳。這是一份前所未有的信任與期待。2009年7月13日，當我在貝爾格萊德，從國際大體聯主席喬治·基里安先生手上接過會旗，我們就開始用倒計時的方式為履行申辦承諾而不懈努力。

Shenzhen, a young city in China, may be unfamiliar to some of our young friends.However, it is this young city's cordial invitation to a festive party of the young from around the world that drew the eye of the International University Sports Federation(FISU)four years ago for the host city of the 26th Summer Universiade.This decision is a trust and expectation that this young city has never received before.From the moment I took over the FISU Flag from President George E Killian in Belgrade on July 13, 2009, we began the countdown to honour our commitments with persistent efforts as the host of the 26th Summer Universiade.年輕的深圳舉辦大運會，給了我們一個寶貴的機會，能夠在籌辦過程中充分展示創新和創意，履行承諾、共襄盛會。在中國中央政府的卓越領導下，為實現“從這里開始，不一樣的精彩”的辦會理念，我們精心修建比賽場館，訓練運作團隊，尋求科技支持，創造安全條件，也不斷使這座城市的功能與形象得到提升。

Hosting the 26th Summer Universiade gives the young city of Shenzhen an unparalleled opportunity to make a concerted effort to prepare a joyous sports event through creativity and dedication.This ceremony provides Shenzhen a brilliant chance to show its creativity.Under the effective leadership of the Chinese Central Government, and in the spirit of “Start Here” and 'Make a Difference', we have built new stadiums and gymnasiums and trained technical and management teams through maintaining high safety standards and in a scientific way.As a result, both the image and facilities of the City of Shenzhen have been enormously improved.各位青年朋友，深圳這座在中國改革開放中誕生的城市，過去三十多年里一直在燃燒著青春激情，追逐著青春夢想。今晚，大運會的主火炬將在這里熊熊點燃，也預示著深圳將繼續燃燒激情、奮發有為，創造一個更加美好的未來!

It is with great pleasure that I welcome you to the city of Shenzhen, China, home of the 26th edition of the Summer Universiade for the next 11 days.The FISU Family, the athletes, the coaches and the administrators standing here before you tonight are honoured and proud to be with you in Shenzhen, and they look forward to performing their very best for you during this Universiade that is the biggest event ever organised in FISU's history.Thank you all for being here tonight to share this historic moment.我非常高興地歡迎各位來到中國深圳，在此參加為期11天的深圳第26屆世界大學生夏季運動會。今晚，國際大學生體育聯合會大家庭成員、運動員、教練員和官員們十分榮幸和驕傲能與大家一起相聚深圳。他們期待著在國際 大體聯史上規模最大的一屆大運會上向大家展示出自己的最佳風采。感謝諸位今晚在此與我們共享這一歷史時刻。

Dear participants, I wish to thank you for coming from all around the world to compete in this Universiade, and I hope that you will enjoy the venues that have been prepared for you.I would like to compliment especially the authorities of the City of Shenzhen and of the Guangdong Province for preparing such quality venues.Some of the venues have been newly built, so we believe that the legacy will be important for the city and for the students that use them.親愛的參賽者們，感謝你們從世 界各地前來參加本屆大運會，希望你們對為你們精心準備的場館感到滿意。我要特別感謝深圳市政府和廣東省政府為大家準備了如此高質量的場館。其中有些場館是新建的，我們相信，這作為大運會留下的遺產，對這座城市和今后使用這些場館的學生們而言都是非常重要的。
