第二篇:全國大學生英語競賽
全國大學生英語競賽(National English Contest for College Students,簡稱NECCS)是經教育部有關部門批準舉辦的全國唯一的大學英語綜合能力競賽活動。本屆競賽是第十三屆全國大學生英語競賽。為了保證本屆競賽各項活動規范有序地開展,特制定本簡章,請各參賽單位嚴格遵照執行。
一、競賽宗旨與目的本競賽旨在配合教育部高等教育教學水平評估工作,貫徹落實教育部關于大學英語教學改革精神,促進大學生英語水平的全面提高,激發廣大大學生學習英語的興趣,鼓勵英語學習成績優秀的大學生。開展此項競賽活動,有助于全面展示全國各高校大學英語教學水平和教學改革的成果,保證高校教學水平評估有關大學英語教學的各項指標的落實,有助于學生夯實和擴展英語基礎知識和基本技能,全面提高大學生英語綜合運用能力,推動全國大學英語教學上一個新臺階。
二、參賽對象
本競賽分A、B、C、D四個類別,全國各高校的研究生及本、專科所有年級學生均可自愿報名參賽。A類考試適用于研究生參加;B類考試適用于英語專業本、專科學生參加;C類考試適用于非英語專業本科生參加;D類考試適用于體育類和藝術類本科生和非英語專業高職高專類學生參加。本競賽面向大多數學生,提倡“重在參與”的奧林匹克精神,堅持自愿報名參加的原則,避免僅僅選拔“尖子”參加競賽,而把大多數學生排除在競賽之外的做法。
三、競賽時間和方法
1、初賽程序及方式。初賽定于2011年4月10日(星期日)上午9:00-11:00在全國各地同時舉行。初賽由全國統一命題,包括筆答和聽力兩部分。初賽聽力采取播放錄音的形式。
2、決賽程序及方式。決賽筆試(含聽力)定于2011年5月8日(星期日)上午9:00-11:00在全國各地同時舉行。決賽分兩種方式,各地可任選一種:第一種是只參加筆試(含聽力),第二種是參加筆試(含聽力)和口試。只參加筆試(含聽力)的學生的決賽成績滿分為150分;既參加筆試(含聽力)又參加口試的學生滿分是200分,其中筆試分數為150分(含聽力),口試分數為50分。決賽賽題和口試方案、題目由全國競賽組委會統一命制,各省級競賽組委會選擇是否統一參加口試,并決定口試地點、時間、形式等具體事宜。
3、賽場設置。以省(自治區、直轄市)為一個賽區,競賽活動在省(自治區、直轄市)競賽組委會的領導下,初賽由參賽各高校設賽點組織進行,決賽由省(自治區、直轄市)競賽組委會統一安排考場。所有賽點的標準賽場考生必須為30人;非標準賽場考生必須低于30人。凡是安排超過30人的賽場,視為違反賽規。

6、決賽評卷。決賽由全國競賽組委會統一組織,以省(自治區、直轄市)為一個賽區統一進行決賽,統一評卷,以確保決賽成績的權威性。決賽成績須在決賽結束后兩周內評出,并在上報全國競賽組委會的同時,及時準確地通知各參賽學校和參賽師生。
7、初、決賽成績公布和查詢。①初賽成績在其所在的參賽學校查詢。②決賽成績在各省(自治區、直轄市)競賽組委會查詢;全國競賽組委會辦公室還將在中國英語外語教學研究網(.cn)上公布榮獲全國特等獎學生的名單。
四、命題范圍和競賽題型
1、命題范圍: 各類考試的初賽和決賽賽題的命題將依據《非英語專業研究生英語教學大綱》、《高等學校英語專業英語教學大綱》、《大學英語課程要求(試行)》、《高職高專教育英語課程教學基本要求》等文件,并借鑒國內外最新的測試理論和命題技術、方法,既要參考現行各種大學英語主要教材,又不依據任何一種教材; 既要貼近當代大學生的學習和生活,又要有利于檢測出參賽大學生的實際英語水平。本競賽的初、決賽賽題注意信度和效度,內容上體現真實性、實用性、交流性和時代性。
2、競賽題型: 初、決賽筆試滿分均為150分(主觀題占90分,客觀題占60分),其中聽力均為30分。決賽口試滿分為50分。本賽題既考查大學生的英語基礎知識和基本技能,又側重考查大學生的英語綜合運用
能力、閱讀能力和智力水平。本次競賽將借鑒國內外英語測試新題型及測試方法,在保持題型相對穩定性和連續性的基礎上有所創新。競賽內容將進一步加強英語“雙基”考查力度,并加強考查“能力”的取向,完善初、決賽聽力測試和決賽口試,加大語篇層次上語言運用能力的考查,同時將設計一些考查智力和綜合運用英語能力的賽題,以增加賽題的區分度。
為使廣大師生熟悉本競賽的題型和內容,在競賽中取得好成績,全國競賽組委會辦公室將于賽前一個月將樣題公布在《英語輔導報》高職高專版、《英語輔導報》大學英語四級版、《考試與評價》大學英語四級考試版和《大學英語教學》等媒體上。樣題中的命題范圍、題型、題量、分值安排、難易度及水平度與正式競賽賽題基本一致,供廣大參賽師生參考。
五、獎勵辦法
1、獎勵等級:本次競賽四個類別均設四個獎勵等級:特等獎、一等獎、二等獎和三等獎。二等獎和三等獎通過初賽產生。特等獎和一等獎通過決賽產生,由省(自治區、直轄市)競賽組織機構根據決賽成績確定。總獲獎比率為參加初賽人數的51‰,特等獎獲獎比率為1‰,一等獎獲獎比率為5‰,二等獎獲獎比率為15‰,三等獎獲獎比率為30‰,參賽人數不足167人,但不低于100人的學校可以有一名學生參加決賽。另設優秀組織獎,頒發給競賽組織工作成績突出的省(自治區、直轄市)競賽組委會、各級競賽組織單位和個人,由全國競賽組委會統一評選和頒獎。
2、獲獎證書:獲特等獎和一等獎的學生及其指導教師(限一名)由全國競賽組委會分別頒發獲獎證書和榮譽證書,向所在學校頒發獎狀,獲二等獎和三等獎的學生由全國競賽組委會頒發獲獎證書。向獲優秀組織獎的個人頒發榮譽證書,向其所在的單位頒發獎狀。各省(自治區、直轄市)和各院校的頒獎形式自定。
3、宣傳表彰:獲特等獎的師生名單將在中國英語外語教學研究網站(.cn)和全國主要外語報刊上宣傳表彰。
4、系列活動:2011年暑期舉辦2011年全國大學生英語競賽(NECCS)全國總決賽暨2011年全國大學生英語夏令營,主要活動內容包括第十二屆全國大學生英語演講賽、第十二屆全國大學生英語辯論賽和第五屆全國大學生英語風采大賽等活動,獲特等獎的大學生均有資格和機會參加。全國總決賽暨夏令營的部分優秀選手將有機會被選派出國參加國際大學生英語競賽和訪學活動。
六、報名方法和競賽經費
1、報名工作:以省(自治區、直轄市)為單位統一組織報名。各省(自治區、直轄市)大學外語教學研究會和各高校要根據上級競賽組委會的統一安排,宣傳競賽的宗旨和意義,組織學生自愿報名參加競賽。全國競賽組委會希望各省(自治區、直轄市)大學外語教學研究會和各高校積極宣傳和組織本次競賽。

B類 英語專業本科生 競賽時間
1.初賽時間及形式:初賽定于2012年4月8日(星期日)上午9:00—11:00在全國各地同時舉行。初賽賽題包括筆答和聽力兩部分。初賽聽力采取播放錄音的形式。

操作細則

2.聽力測試:所有初、決賽賽點須提前安排和檢查好聽力設備和場地。聽力測試必須在規定時間統一播放,在規定時間結束,否則視為違反賽規。自2011年起,全國大學生英語競賽初、決賽聽力部分將采用光盤播放的形式,光盤配發比例為100:1(參賽人數:光盤數)。若確因特殊情況無法使用光盤播放聽力的參賽單位,在向省(自治區、直轄市)組委會提交的報名表中要特別標注使用聽力磁帶,磁帶的配發比例仍為30:1(參賽人數:磁帶數),未特殊標注者將統一發放光盤。同時,為做好保密工作,防止聽力泄題,聽力光盤將設置打開密碼,由全國競賽組委會于考前一周電話通知各省(自治區、直轄市)競賽組委會主要負責人,由該主要負責人通知所在省(自治區、直轄市)各參賽單位負責人。
3.賽區巡視:各省(自治區、直轄市)競賽組委會須派特派員(巡視員)檢查和巡視初賽賽場及評卷工作;決賽工作由省(自治區、直轄市)競賽組委會統一安排。
后續活動
本競賽每年都會舉行后續活動,即全國大學生英語夏令營活動。營員從獲特等獎的學生中擇優產生。在夏令營活動期間,營員們將接受封閉式的英語強化訓練,并參加豐富多彩的活動,包括全國大學生英語演講賽、全國大學生英語辯論賽、英語學習經驗交流、旅游觀光、英語聯歡會等活動。其中,全國大學生英語辯論賽和全國大學生英語演講賽是整個夏令營的“重頭戲”。在全國大學生英語辯論賽和全國大學生英語演講賽中的優秀選手將參加由中央電視臺和教育部聯合舉辦的CCTV杯全國大學生英語辯論賽,部分優秀選手將被選派出國參加國際大學生英語競賽和夏令營活動。
