核發外商來華邀請函在線申報使用說明

為了方便公眾辦理行政業務事項，提高政府部門行政辦公效率，北京市商務局通過“首都之窗>辦事服務頻道”（http://eservice.beijing.gov.cn），提供行政許可業務“核發外商來華邀請函”的網上申報，申報流程如下：

一、辦理外商來華邀請函基本流程

二、外商來華邀請函申報操作方法

第一步：登陸首都之窗—網上辦事服務頻道http://eservice.beijing.gov.cn/，在頻道首頁的熱點事項中找到事項“核發外商來華邀請函”，點擊飄窗上的“在線申報”進入申報頁面，如下三圖：

第二步：輸入用戶名和密碼（在線申請的用戶名以本公司注冊地的區縣代碼為準，密碼統一為：123456，可見申報登錄頁面右側）登錄

第三步：閱讀提示信息后點擊“確定”進入“申請外商來訪報告表”。

第四步：填寫報告表并提交。

報告表填寫特別提示

1.邀請方為境內公司中文名稱

2．被邀請方為境外公司名稱（如果外商是來華工作，可填寫其境外公司名稱或是來華人員姓名）

3．身份為境外公司職務（如：總經理。如果來華工作，則填寫就業許可上列明的職務）

4．簽證次數為1次（第一次來訪、來華就業、需做認證國家及商務局要求辦理一次邀請的）、2次、半年多次（一年內來華訪問3次以上）、一年多次邀請（一年內來華訪問6次以上）

5．有限期為三個月（單次邀請）、六個月（半年多次邀請）、十二個月（一年多次邀請）

6．停留天數為30天（如果是來華工作簽證，日本、韓國填寫365天，其它國家填寫000天）

如實填寫后，點擊“提交”。

第五步：申報成功5個工作日后上網查詢審批結果（重復流程第一步到第三步），選擇“審批結果查詢”；

第六步：審核通過后，點擊打印《外國人來華申請報告表》，由邀請單位主要負責人、經辦人簽名并加蓋單位公章。

注意：如果審核沒有通過，按照審核提出的要求進行修改，修改后再次提交。

第七步：持上述《外國人來華申請報告表》及相關資料，到北京市商務局辦事大廳11號窗口辦理，一般情況下所需材料為（如有特殊要求，窗口工作人員會當面提出）：

（1）邀請外國人來華安全管理保證函正本一份（法人簽字、單位蓋章）；

（2）負責人簽名并加蓋單位公章的《外國人來華申請報告表》一份；

（3）邀請方申請函（邀請單位自擬：注明來華外商公司名稱，人員姓名，來華目的，在華行程等）

（4）邀請方營業執照復印件；

（5）入境人員護照復印件（如被邀請方是來華就業，還需提供勞動局頒發的就業許可，或提供工商局頒發的工作證原件、復印件）；(6)簽證頁復印件（半年多次需提供一年內F單次簽證3個以上，一年多次邀請需提供一年內F單次簽證6個以上）*單次、兩次、來華就業不需提供;(7）經辦人工作證或介紹信（代表處為經辦人雇員證），身份證復印件。

第八步：經審核無誤后，由窗口工作人員簽發《被授權單位簽證通知表》正本一份。

第九步：將取回的《被授權單位簽證通知表》送達需要來華的外國客商。

第十步：外國客商到我駐外使、領館，簽證處辦理入境簽證。外國人憑正本的《被授權單位簽證通知表》（職業簽證須同時交送“就業許可證書”）在三個月內到指定的我駐外使、領館，簽證處辦理來華簽證。

如何填寫簽證中的申請表呢？

在邀請外國人來華簽證申報表中：

“被邀請人情況”欄必須打印。被邀請人“國籍”和下面的“簽證地”須用英語填寫。

外商系首次來華時，“來華事由”欄要詳細填寫有關該公司的性質、經營范圍等情況，以及如何與該公司結識的，本次來訪的主要目的等內容。對于辦理二次和半年多次往返的申報，“來華事由”欄要寫明最近半年來華共有多少次和本次要申請多次往返的充分理由。

“邀請單位擔保意見”內容大致如下：

茲有我公司****國客商******（護照號碼為******）于200*年*月來義烏進行合法正當的商務活動，停留時間為**天，我公司擔保客商在此期間不產生違反法律的行為。

“在華停留天數”最長為25天。

對于“簽證地”與“國籍”不一致的客商，要求在每一份材料中附上該客商在“簽證地”之國的居留證復印件，并注明“這是某某在某地的居留證。”，由邀請單位蓋上公章。

辦理多次往返的，要求企業前半年已邀請該客商五、六次來華，并在每一份材料中附上該客商的每次來華簽證記錄、海關出入境記錄和貿易額憑據。

“領導簽名”欄，企業法人代表或其委托領導須親筆簽名（企業經辦人不可擅自代簽，也不可以蓋領導簽字章），后蓋公章。

“聯系人”要填寫企業經辦人自己的聯系方法（為不耽擱您的寶貴時間，最好寫上手機號），而且要表中所寫的“聯系人”本人去金華取簽證通知，不可委托快遞公司取。

護照的復印件必須包含如下四項內容：

1、外商的姓名全稱；

2、國籍；

3、護照的有效期；

4、護照的號碼；

如果有身份信息，必須是商人身份，不可是與商務無關的身份。

雙方購銷合同要求是由外商簽字、我方企業負責人簽字并加蓋公章后生效的合同或售貨確認書等材料的復印件，以證明雙方之間的經貿關系。

各種附件不可以使用感應傳真紙，感應傳真紙上的內容必須經復印后，方可使用。

各企業邀請外商來華，由各企業外事專辦員到義烏外僑辦辦理。以上小小資料，供參考！
