為表達全國各族人民對青海玉樹地震遇難同胞的深切哀悼，國務院決定，2010年4月21日舉行全國哀悼活動，全國和駐外使領館下半旗志哀，停止公共娛樂活動。
不妨先將目光移到相似的歷史現場：2008年5月19日14時28分，神州大地，一片哀戚，國旗隨著國人的淚水緩緩垂下。此前，國務院決定2008年5月19日至21日
為全國哀悼日。這是新中國第一次為一場特大自然災害的死難者設立全國哀悼日，國旗也是第一次為普通的死難公民而半垂。在那一刻，我們讀懂了生命的尊嚴，讀出了國家對生命的尊重，也讀出了國家對生還者的慰藉和關愛。這一次，國旗將再一次為遇難同胞而降，它詮釋的是同樣的深意，但又表達了不一樣的信息。這表明國家對生命的尊重已經形成了制度性安排，如果說2008年的哀悼日是一種突破，是上下合力的結果，那么這一次則是一種自覺，是一種自然而然的眾望所歸。《中華人民共和國國旗法》第十四條第二款明確寫道，“發生特別重大傷亡的不幸事件或者嚴重自然災害造成重大傷亡時，可以下半旗志哀”。如今，我們欣慰地看到國旗法的這一條款得到一次又一次的踐行，公民的尊嚴在國旗半垂中得到舒展。
可以說，汶川大地震不只是汶川的災難，是整個國家的災難。同樣的道理是，玉樹地震不只是玉樹的傷痛，也是整個國家的傷痛。對于這兩起破壞性極大的地震，每個有良知的人無不感到悲傷。一定程度而言，公民的背后站立著整個國家，對遇難者表達尊重就需要葆有共同的悲戚之情，當國家以全國哀悼活動的方式來祭奠死難者，以下半旗的方式志哀，無疑就是把國人的悲戚上升到國家層面的悲戚，這是對死難者的最好禮遇。
全國哀悼是一種儀式，通過儀式我們能夠看到國家對生命的尊重，而實際上，在全國哀悼的背后，國家對生命的尊重在默默踐行。從汶川地震到玉樹地震，在地震發生后，國家快速集結各種力量加緊救援，“第一還是救人”，“早一秒鐘就可能救活一個人”，“只要有一線希望，就要用百倍的努力救人”……讓遇難者有尊嚴地安息，對生還者以制度善意加以保障，讓災區群眾有飯吃、有衣穿、有干凈水喝、有地方住，并且加快步伐有條不紊地進行災區重建，這同樣是對生命的尊重。

5月12日14點28分那一刻，震動刺穿了平安與幸福，帶來了災難與厄運。然而，在血與淚的悲痛中，在生與死的界限中，這些年幼的孩子，卻用堅強和勇敢，詮釋著生命的勇氣，閃耀著人性的光芒，涌現出了一大批少年英雄，讓我們一次次熱淚盈眶，讓我們一次次被淚水洗滌心靈。
我們無法忘記那些災難發生后的場面：在廢墟里，有的孩子打著隨身的手電筒看書，靠讀書緩解心中的害怕；被壓在廢墟里的女孩手腳受傷，仍堅持一遍遍地哼著樂曲，靠著頑強的“鋼琴夢想”激勵自己不要入睡，最終獲得救助；9歲半的林浩在自救后，把一名已昏迷的同學背出廢墟，又毅然重返廢墟，再次背出另一名被廢墟掩埋的同學；3歲的小男孩郎錚，被救出時滿頭流血還面帶微笑，艱難地舉起還能動彈的右手，朝救出他的武警官兵敬禮；11歲的張吉萬背著3歲的妹妹，在地震發生后走了10多個鐘頭到達綿陽安置點；地震震裂了孿生三兄弟高龍、高虎、高豹的家，卻使他們的心堅強起來，10多歲的小小少年迅速加入志愿者隊伍……
這些，只不過是千萬個災難中孩子的縮影，面對大災大難，他們的沉著、鎮定令人吃驚；他們的勇敢、堅強令人感動。人們在口口傳揚，人們在眼噙熱淚，人們在由衷贊嘆，他們的一舉一動氣壯山河，顯示出的大無畏的英雄氣概，給凄慘的廢墟抹上一道圣潔的光亮，讓人們在悲傷中感到了欣慰，在欣慰中汲取著力量。
