森林是保持生態平衡的衛士。有了森林，地面就不怕風吹雨沖，水土就不易流失。大風遇到了防護林帶，會被大大減弱;雨水沿著樹干慢慢地流到地上，被枯枝落葉、草根樹皮所堵截，能滲透到地下而不會迅速流走。在少雨的季節里，這些儲藏在地下的水，一局部匯成溪流，流出森林，滋養農田，一局部經過樹根的吸收、樹葉的蒸騰，回到空中，又變成雨，再落下來。森林讓氣候變得穩定正常。

1月26日，進行了創模工作調度，今天市政府再次召開現場會議，就是進一步貫徹落實市委市政府關于創模工作的部署和楊書記在全市深入開展“植樹造林突擊月”活動的指示精神，在當前植樹造林的黃金季節，對造林綠化工作進行再落實，再鼓勁，再掀植樹造林新高潮。

剛才聽了大家的匯報，又看了潘集區的現場，突出的印象，就是各級領導重視，任務落實，特別是潘集區各級領導勇于擔當責任，我對全面完成今年的創模任務充滿信心。

根據林業工作的特點來看，現在正是我們植樹造林的有利時機。當前大家還要繼續發揚敢打敢拼和連續作戰的精神，全力以赴打好春季植樹造林攻堅戰。下面我就進一步抓好當前的植樹造林工作再強調幾點：

一、緊急動員，深入開展植樹造林突擊活動。

當前，要緊緊圍繞創模工作的總體要求，大力開展創模和植樹造林宣傳，新聞媒體要把林業宣傳納入公益性宣傳范圍，努力營造人人關注生態、關注創模、參與植樹造林的輿論氛圍。各級各部門要全面動員、周密部署，積極組織、迅速掀起春季植樹造林新高潮。

要以綠化、美化和生態安全為切入點，以全市3條線、10個面、50個示范點為重點，結合全市進行的'大建設，整體推進我市城鄉綠化。要落實創模工作責()任制，單位負責同志尤其是主要負責同志，要切實擔負起責任，深入基層、深入一線、深入施工現場，集中精力抓緊實施各項創模工程建設，確保在3月底前完成各項植樹造林任務。

二、因地制宜，建設工程。

各地各部門要按照因地制宜、實事求是的原則，嚴格按國家規定的標準和要求，對各項創模重點工程建設做到同步規劃、同步實施、同步驗收，不留空白、死角，力爭做到植一棵，活一棵，成一棵。

林業和園林綠化部門要組織技術人員深入植樹造林一線，面向基層和群眾進行技術培訓、開展技術咨詢、信息等各項服務，要大力推廣運用新技術、新品種、新成果，加大工程建設的科技含量，建一流工程，創一流水平和效益。要突出重點、整體推進，對重點植樹造林工程要堅持高起點、高標準，注重鄉土樹種搭配，喬灌花草合理配置，生態、經濟、社會效益相結合，綠化美化凈化相結合，真正做到適地適樹、適種源，把各項創模工程打造成為和示范工程。

三、創新機制，落實相關政策。

要充分發揮政策和機制的推動作用，進一步落實好“誰造林誰所有，誰投入誰受益，誰經營誰得利”和“樹隨地走，誰栽誰有”的政策，及時明晰林權，發放林權證。各級各部門要進一步加大資金投入，拓展籌資渠道，積極爭取各方面的資金投入。要充分尊重自然規律和市場經濟規律，尊重群眾意愿，實事求是，講究實效，不搞“一刀切”，不搞形式主義，不搞強迫命令。

要強化改革創新意識，按照市場化的規律和要求，以利益關系為紐帶，大膽創新造林和管護機制，大力推廣股份合作、招標承包、反租倒包等經營形式，鼓勵發展規模造林。要科學引導社會各界特別是企業和社會組織參與創模工程建設，形成有利于促進造林綠化發展的良性機制，激發創模工作活力。要不斷豐富和完善義務植樹活動的實現形式，努力提高適齡公民的盡責率，充分發揮廣大人民群眾的主力軍作用。

四、鞏固成果，加強林木管護。

植樹造林三分栽、七分管，管護工作的難度特別大。要強化“樹政府形象、講工程效益”的責任意識，對管護工作做到常抓不懈，持之以恒。要堅持依法治林，嚴厲打擊各種破壞林業資源建設成果的違法犯罪行為。要層層落實管護責任制，加強幼樹撫育管理，把每一棵樹木的管護責任都落實到鄉(鎮)、村和社區、單位直至護林員身上。當前特別是要抓好森林防火工作，以進一步鞏固、提高和完善植樹造林建設成果。

五、加強調度，嚴格督查通報。

市創模辦要組織人員采取隨機抽查、定期督查、全面檢查和暗訪等形式，對重點工作落實情況進行定期或不定期的督促檢查，幫助基層解決實際問題和困難，積極推廣好的典型和做法，并對當前植樹造林情況進行定期通報。各期通報要及時報送到各級黨委、政府和有關部門領導手中，以隨時掌握工作進展動態。要嚴格考核獎懲，今明兩年市委市政府已把創模工作任務納入各縣區、各部門、各單位的總體考核和干部政績考核之中。當前對成績突出的，要大張旗鼓地給予表彰獎勵;對行動不快、工作不力、造林進度緩慢、造林質量低劣的單位及時予以通報批評，并追究領導責任。
