各鎮(zhèn)、街道計生辦：

為貫徹落實全省人口計生基層群眾自治、誠信計生會議精神，進(jìn)一步規(guī)范和完善鎮(zhèn)、村級自治章程、公約、協(xié)議書等相關(guān)資料，迎接省八月份評估驗收。現(xiàn)將有關(guān)事宜通知如下：

一、工作目標(biāo)

開展市、鎮(zhèn)、（街道）村（居）三級聯(lián)合創(chuàng)建人口和計劃生育基層群眾自治千村示范、萬村合格和誠信計生活動。2012年合格（誠信計生）村達(dá)到70%、其中示范（誠信計生）村達(dá)到20%以上。提高基層人口計生工作科學(xué)化管理水平。

二、加強經(jīng)費保障

加強經(jīng)費投入，在鎮(zhèn)（街道）人口和計劃生育經(jīng)費中，應(yīng)按不低于人均1年2元的標(biāo)準(zhǔn)，用于行政村人口和計劃生育工作，對達(dá)到合格村（居）、示范村（居）標(biāo)準(zhǔn)并被上級命名的，分別按照人均1年3元的標(biāo)準(zhǔn)落實經(jīng)費，并建立隨經(jīng)濟社會發(fā)展同步增長機制，今年將把落實情況納入鎮(zhèn)（街道）人口和計劃生育工作“三到位”的考核內(nèi)容。

三、建立健全計生協(xié)會組織網(wǎng)絡(luò)

各鎮(zhèn)、街道應(yīng)建立健全計劃生育基層群眾自治、誠信計生工作領(lǐng)導(dǎo)組織。村級應(yīng)相應(yīng)成立基層群眾自治、誠信計生工作組織，計生協(xié)會，按照章程選舉會長，秘書長。計生協(xié)會長應(yīng)由村黨支部書記兼任。村民小組應(yīng)建立計生協(xié)會會員小組，配齊會員小組長。村計生協(xié)會要經(jīng)常性地組織開展人口計生活動。村民委員會應(yīng)設(shè)立人口計生專（兼）職干部，具體負(fù)責(zé)村人口計生日常工作。人口計生專（兼）職干部經(jīng)村計生協(xié)會理事會聘任，可兼任協(xié)會秘書長。各村民小組協(xié)會小組長可以兼任計生宣傳員、中心服務(wù)戶長、育齡小組長等。

四、完善制定人口計生群眾自治章程、自治公約

村兩委及人口計生群眾自治組織可以組織村民會議制定和修改人口計生村民自治章程或村規(guī)民約，并報鎮(zhèn)（街道）政府備案。人口計生村民自治章程、村規(guī)民約以及村民會議或者村民代表會議的決定不得與憲法、法律、法規(guī)和國家的政策相抵觸，否則，由鎮(zhèn)（街道）政府責(zé)令改正。自治章程。村規(guī)民約的主要內(nèi)容有：村民人口計生權(quán)利和義務(wù)；村人口計生協(xié)會的組織和活動；村人口計生自治組織以及村人口計生專（兼）職干部的職責(zé)和任務(wù)；民主管理和監(jiān)督村級計生事務(wù)的主要事項及程序；協(xié)助配合政府做好人口計生工作，如控制人口數(shù)量，提高出生人口素質(zhì)，促進(jìn)男女平等、性別比平衡，搞好流動人口管理和服務(wù)，積極應(yīng)對人口老齡化，優(yōu)待計生老人，提高計生家庭發(fā)展能力；利用村集體經(jīng)濟資源建立對計生家庭獎勵、對違法生育制約的利益導(dǎo)向措施和工作機制；自治章程、村規(guī)民約應(yīng)結(jié)合實際，因地制宜，簡明具體，具有針對性和操作性。

五、2011年度表彰的合格村、示范村應(yīng)結(jié)合各村實際制定針對計劃生育家庭的獎勵和制約政策。獎勵：可以是經(jīng)濟獎勵、物質(zhì)獎勵、精神慰藉或減免等方式。制約：可以是在不違反法律、法規(guī)和政策的情況下的一切措施。并于2012年6月15日前以村為單位整理并上報市人口計生委政策法規(guī)科。
