尼克松先生，尼克松夫人，女士們，先生們，同志們，朋友們：

四年前，尼克松總統訪問了我國，中美兩國發表了著名的上海公報。這一具有歷史意義的事件對改善和發展中美關系起了重大作用，同時在世界上也產生了深遠的影響。在中美兩國人民之間的來往中斷了二十多年的情況下，尼克松先生作為美國總統采取這一果敢行動，應該說是很有遠見的。尼克松總統帶來的、美國人民送給中國人民的禮物——紅杉樹苗正在茁壯成長，它象征著中美兩國人民友誼的新發展。四年來，在上海公報各項原則的基礎上，中美兩國人民的往來得到了恢復，兩國關系有了改善。在尼克松總統第一次訪華四周年這個有意義的日子里，尼克松先生和夫人應中國政府的邀請再次前來我國訪問，我高興地代表中國政府和人民，向你們以及其他美國客人們，表示熱烈歡迎。

美國人民是偉大的人民。中國人民是偉大的人民。中美兩國人民一向是友好的。誠然，中美兩國社會制度不同，意識形態不同，在不少問題上有著原則分歧，但在當今的世界上，兩國之間還是有許多共同點的。無論過去、現在和將來，中國政府都一貫遵循毛主席制定的對外路線、方針和政策。我們仍然認為，只要雙方認真貫徹上海公報的各項原則，中美兩國關系就會得到進一步的改善。這符合中美兩國人民的共同愿望。

在過去這四年里，世界上發生了一系列重大事件，國際形勢發生了令人鼓舞的變化，天下大亂進一步發展，形勢越來越好。當前引起人們注意的一個問題是，世界霸權的激烈爭奪使爆發一場新的戰爭的危險不斷增長；特別是那個打著“社會主義”招牌的帝國主義，到處伸手，肆意擴張，已成為戰爭的主要策源地。面對這一局勢，世界各國人民只有提高警惕，加強團結，搞好戰備，才是切實有效的辦法。記得尼克松先生一九七二年六月曾表示過，要遏止侵略野心，不能靠理想主義。應該看到，這個擴張主義是可悲的，它野心很大，但力量不足。它到處侵略、擴張就孕育著失敗。歷史一再證明，一切擴張主義都沒有好下場，當年希

特勒是如此，今天的霸權主義也不會有更好的結果。真正強大的是人民，而決不是霸權主義。

當前，我國正在開展教育、科技等領域的革命大辯論。這是無產階級文化大革命的繼續和深入。它充分體現了我國社會主義制度下的大民主。我們相信，通過辯論，毛主席的無產階級革命路線將更加深入人心，我們的社會主義祖國將更加鞏固。這也將使我們能夠更好地按照毛主席的教導對人類做出較大的貢獻。

今后的五十年內外到一百年內外，是世界上發生徹底變化的偉大時代，是一個翻天覆地的時代，是過去任何一個歷史時代都不能比擬的。人類歷史前進的道路總是曲折的，但我們深信，通過堅持不懈的斗爭，世界人民將迎來一個更加燦爛輝煌的未來。
