尊敬的各位老師：上午好！我是08國貿一班班的XX，我的論文題目是《論國有企業產權多元化》。這篇論文是在我的指導老師李xx老師的悉心指點下完成的，在這段時間里，李老師對我的論文進行了詳細的修改和指正，并給予我許多寶貴的意見和建議。在這里，我對她表示我最真摯的感謝和敬意！

首先，我想談談為什么選這個題目及目的。

目前，古井集團產權改制已初步完成，受古井改制的啟發和影響，因此，我確定從產權多元化方面命題，并借助于所學的知識和平時在一些資料上所學的知識，對這一命題進行了分析和思考。

其次，我想談談這篇文章的結構和主要內容。

本文包括三大部分：第一部分是理論基礎。因為產權多元化屬于現代產權理論的范疇，因此，我覺得有必要論述現代產權理論的基本內容及其對我國國企改革的借鑒意義；第二部分是現實分析。根據現代產權理論和產權多元化的要求，分析我國推進國有企業改革、建立現代企業制度的現狀，論述產權多元化改制的必要性和重要性；第三部分是具體的結合古井集團改制案例分析“經營者主導型改制模式”這一產權多元化的具體實現方式。

最后，我想談談這篇文章存在的不足。

在這篇論文的寫作過程中，盡管本人借助于一些工具，對國企產權改制進行了分析研究，對一些國企改制模式進行了思考，但限于水平，充其量也還只是停留在一知半解和就事論事的層面，借此答辯機會，希望各位老師能夠提出寶貴的意見，多指出這篇論文的不足之處，我將虛心接受，從而進一步深入學習研究，使該論文得到完善和提高。以上是我的論文答辯自述，敬請各位評委老師提出寶貴的意見。謝謝！

1，我認為國有企業產權改制的核心問題是產權清晰和產權多元化。產權清晰是現代產權理論的基礎。

2，國企為什么要改革？因為國企普遍存在一些弊端，導致相當大一部分國企的低效率，尤其是很多國企面臨破產的邊緣。應該指出的是，國企普遍面臨的困境并不都是國企本身的機制造成的。這里還有長期宏觀經濟政策的錯誤造成企業（不單是國企）經營環境普遍惡化的原因。（主要是錯誤的貨幣政策和稅收政策封殺了企業經營的利潤空間。）

3，國企經營機制普遍存在的最大缺陷是什么？我覺得是產權不明晰，因產權不明造成了國企資產管理的責、權、利未落實到個人，因此國企經營好壞誰都不上心。

4，對國企經營管理者實行獎懲嚴明的責任制，當前國企最主要的問題出在企業的頭腦，這既有企業經營管理者是否稱職的問題，也有對經營管理者缺乏有效的獎懲嚴明的責任制度的問題。

5，國企改革乃至一切經濟改革最根本的目的是什么？無疑是為獲得最佳經濟利益。正如朗咸平教授指出的那樣：國企改革也是一種經濟行為，既是經濟行為，其成果也就是可以量化的。我覺得任何改革措施和經濟政策都必須權衡利弊，爭取最佳利益，避免損失和風險。一句話：以趨利避害為原則。國企改革----改制的初衷，是為了盤活資產，提高生產效率。

6，堅持公有制為主體、多種所有制經濟共同發展的基本經濟制度。其中包括：一是全民所有制經濟。二是勞動群眾集體所有制經濟。三是個體、私營等非公有制經濟。四是中外合資企業、中外合作企業和外資企業。
