eSecurityCouncildidact,intheearly1990s.UnderResolutio678and687--bothstillineffect--theUnitedStatesandouralliesareauthorizedtouseforceinriddingIraqofweapoofmadestruction.Thisisnotaquestionofauthority,itisaquestionofwill.LastSeptember,IwenttotheU.N.GeneralAemblyandurgedthenatiooftheworldtouniteandbringanendtothisdanger.OnNovember8th,theSecurityCouncilunanimouslypaedResolution1441,findingIraqinmaterialbreachofitsobligatio,andvowingseriouscoequencesifIraqdidnotfullyandimmediatelydisarm.Today,nonationcanpoiblyclaimthatIraqhasdisarmed.AnditwillnotdisarmsolongasSaddamHueinholdspower.Forthelastfour-and-a-halfmonths,theUnitedStatesandourallieshaveworkedwithintheSecurityCounciltoenforcethatCouncil'slong-standingdemands.Yet,somepermanentmembersoftheSecurityCouncilhavepubliclyaouncedtheywillvetoanyresolutionthatcompelsthedisarmamentofIraq.Thesegovernmentsshareouraementofthedanger,butnotourresolvetomeetit.Manynatio,however,dohavetheresolveandfortitudetoactagaitthisthreattopeace,andabroadcoalitionisnowgatheringtoenforcethejustdemandsoftheworld.TheUnitedNatioSecurityCouncilhasnotliveduptoitsreoibilities,sowewillrisetoours.Inrecentdays,somegovernmentsintheMiddleEasthavebeendoingtheirpart.TheyhavedeliveredpublicandprivatemeagesurgingthedictatortoleaveIraq,sothatdisarmamentcanproceedpeacefully.Hehasthusfarrefused.Allthedecadesofdeceitandcrueltyhavenowreachedanend.SaddamHueinandhissomustleaveIraqwithin48hours.Theirrefusaltodosowillresultinmilitaryconflict,commencedatatimeofourchoosing.Fortheirownsafety,allforeignnationals--includingjournalistsandiectors--shouldleaveIraqimmediately.ManyIraqiscanhearmetonightinatralatedradiobroadcast,andIhaveameageforthem.Ifwemustbeginamilitarycampaign,itwillbedirectedagaitthelawlemenwhoruleyourcountryandnotagaityou.Asourcoalitiontakesawaytheirpower,wewilldeliverthefoodandmedicineyouneed.WewillteardowntheaaratusofterrorandwewillhelpyoutobuildanewIraqthatisproerousandfree.InafreeIraq,therewillbenomorewarsofaggreionagaityourneighbors,nomorepoisonfactories,nomoreexecutioofdiidents,nomoretorturechambersandraperooms.Thetyrantwillsoonbegone.Thedayofyourliberationisnear.ItistoolateforSaddamHueintoremaininpower.ItisnottoolatefortheIraqimilitarytoactwithhonorandprotectyourcountrybypermittingthepeacefulentryofcoalitionforcestoeliminateweapoofmadestruction.OurforceswillgiveIraqimilitaryunitsclearitructioonactiotheycantaketoavoidbeingattackedanddestroyed.IurgeeverymemberoftheIraqimilitaryandintelligenceservices,ifwarcomes,donotfightforadyingregimethatisnotworthyourownlife.AndallIraqimilitaryandcivilianpersoelshouldlistencarefullytothiswarning.Inanyconflict,yourfatewilldependonyouraction.Donotdestroyoilwells,asourceofwealththatbelongstotheIraqipeople.Donotobeyanycommandtouseweapoofmadestructionagaitanyone,includingtheIraqipeople.Warcrimeswillbeprosecuted.Warcriminalswillbepunished.Anditwillbenodefeetosay,“Iwasjustfollowingorders.”

ShouldSaddamHueinchooseconfrontation,theAmericanpeoplecanknowthateverymeasurehasbeentakentoavoidwar,andeverymeasurewillbetakentowinit.Americaunderstandthecostsofconflictbecausewehavepaidtheminthepast.Warhasnocertainty,exceptthecertaintyofsacrifice.Yet,theonlywaytoreducetheharmanddurationofwaristoalythefullforceandmightofourmilitary,andwearepreparedtodoso.IfSaddamHueinattemptstoclingtopower,hewillremainadeadlyfoeuntiltheend.Indeeration,heandterroristsgroumighttrytoconductterroristoperatioagaittheAmericanpeopleandourfriends.Theseattacksarenotinevitable.Theyare,however,poible.Andthisveryfactunderscoresthereasonwecaotliveunderthethreatofblackmail.TheterroristthreattoAmericaandtheworldwillbediminishedthemomentthatSaddamHueinisdisarmed.Ourgovernmentisonheightenedwatchagaitthesedangers.JustaswearepreparingtoeurevictoryinIraq,wearetakingfurtheractiotoprotectourhomeland.Inrecentdays,AmericanauthoritieshaveexpelledfromthecountrycertainindividualswithtiestoIraqiintelligenceservices.Amongothermeasures,Ihavedirectedadditionalsecurityofourairports,andincreasedCoastGuardpatrolsofmajorseaports.TheDepartmentofHomelandSecurityisworkingcloselywiththenation'sgovernorstoincreasearmedsecurityatcriticalfacilitiesacroAmerica.Shouldenemiesstrikeourcountry,theywouldbeattemptingtoshiftourattentionwithpanicandweakenourmoralewithfear.Inthis,theywouldfail.Noactoftheirscanalterthecourseorshaketheresolveofthiscountry.Weareapeacefulpeople--yetwe'renotafragilepeople,andwewillnotbeintimidatedbythugsandkillers.Ifourenemiesdaretostrikeus,theyandallwhohaveaidedthem,willfacefearfulcoequences.Wearenowactingbecausetherisksofinactionwouldbefargreater.Inoneyear,orfiveyears,thepowerofIraqtoinflictharmonallfreenatiowouldbemultipliedmanytimesover.Withthesecapabilities,SaddamHueinandhisterroristalliescouldchoosethemomentofdeadlyconflictwhentheyarestrongest.Wechoosetomeetthatthreatnow,whereitarises,beforeitcanaearsuddenlyinourskiesandcities.Thecauseofpeacerequiresallfreenatiotorecognizenewandundeniablerealities.Inthe20thcentury,somechosetoaeasemurderousdictators,whosethreatswereallowedtogrowintogenocideandglobalwar.Inthiscentury,whenevilmenplotchemical,biologicalandnuclearterror,apolicyofaeasementcouldbringdestructionofakindneverbeforeseenonthisearth.Terroristsandterrorstatesdonotrevealthesethreatswithfairnotice,informaldeclaratio--andreondingtosuchenemiesonlyaftertheyhavestruckfirstisnotself-defee,itissuicide.ThesecurityoftheworldrequiresdisarmingSaddamHueinnow.Asweenforcethejustdemandsoftheworld,wewillalsohonorthedeepestcommitmentsofourcountry.UnlikeSaddamHuein,webelievetheIraqipeoplearedeservingandcapableofhumanliberty.Andwhenthedictatorhasdeparted,theycansetanexampletoalltheMiddleEastofavitalandpeacefulandself-governingnation.TheUnitedStates,withothercountries,willworktoadvancelibertyandpeaceinthatregion.Ourgoalwillnotbeachievedovernight,butitcancomeovertime.Thepowerandaealofhumanlibertyisfeltineverylifeandeveryland.Andthegreatestpoweroffreedomistoovercomehatredandviolence,andturnthecreativegiftsofmenandwomentothepursuitsofpeace.Thatisthefuturewechoose.Freenatiohaveadutytodefendourpeoplebyunitingagaittheviolent.Andtonight,aswehavedonebefore,Americaandouralliesacceptthatreoibility.Goodnight,andmayGodcontinuetobleAmerica.布什總統：
