Your Excellencies Heads of State and Government, Speakers of Parliament, Heads of International Organizations, Ministers, Members of the Board of Directors of the Boao Forum for Asia, Distinguished Guests, Ladies and Gentlemen, Dear Friends，椰風暖人，海闊天高。在這美好的季節里，同大家相聚在美麗的海南島，參加博鰲亞洲論壇2013年年會，我感到十分高興。

In this balmy season with clear sky and warm, coconut-scented breeze, I am so glad to meet all of you at the Annual Conference 2013 of the Boao Forum for Asia here in Hainan, a picturesque island embraced by the vast ocean.首先，我謹代表中國政府和人民，并以我個人的名義，對各位朋友的到來，表示誠摯的歡迎！對年會的召開，表示熱烈的祝賀！

Let me begin by extending, on behalf of the Chinese government and people and also in my own name, heartfelt welcome to you and warm congratulations on the opening of the Annual Conference of the Boao Forum.12年來，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國文化中，每12年是一個生肖循環，照此說來，博鰲亞洲論壇正處在一個新的起點上，希望能更上一層樓。

In the past 12 years since its birth, the Boao Forum for Asia has become an important forum with growing global influence.In the Chinese culture, 12 years form a zodiac cycle.In this sense, the Boao Forum has reached a new starting point and I hope it will scale an even greater height.本屆年會以“革新、責任、合作：亞洲尋求共同發展”為主題，很有現實意義。相信大家能夠充分發表遠見卓識，共商亞洲和世界發展大計，為促進本地區乃至全球和平、穩定、繁榮貢獻智慧和力量。

The theme of the current annual conference, namely, “Asia Seeking Development for All: Restructuring, Responsibility and Cooperation”, is a highly relevant one.I hope you will engage in an in-depth discussion on promoting development in Asia and beyond and thus contributing, with your vision and commitment, to peace, stability and prosperity in Asia and the world at large.當前，國際形勢繼續發生深刻復雜變化。世界各國相互聯系日益緊密、相互依存日益加深，遍布全球的眾多發展中國家、幾十億人口正在努力走向現代化，和平、發展、合作、共贏的時代潮流更加強勁。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.同時，天下仍很不太平，發展問題依然突出，世界經濟進入深度調整期，整體復蘇艱難曲折，國際金融領域仍然存在較多風險，各種形式的保護主義上升，各國調整經濟結構面臨不少困難，全球治理機制有待進一步完善。實現各國共同發展，依然任重而道遠。

On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當今世界最具發展活力和潛力的地區之一，亞洲發展同其他各大洲發展息息相關。亞洲國家積極探索適合本國情況的發展道路，在實現自身發展的同時有力促進了世界發展。亞洲與世界其他地區共克時艱，合作應對國際金融危機，成為拉動世界經濟復蘇和增長的重要引擎，近年來對世界經濟增長的貢獻率已超過50%，給世界帶來了信心。亞洲同世界其他地區的區域次區域合作展現出勃勃生機和美好前景。

Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50% of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當然，我們也清醒地看到，亞洲要謀求更大發展、更好推動本地區和世界其他地區共同發展，依然面臨不少困難和挑戰，還需要爬一道道的坡、過一道道的坎。

But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisted one.——亞洲發展需要乘勢而上、轉型升級。對亞洲來說，發展仍是頭等大事，發展仍是解決面臨的突出矛盾和問題的關鍵，迫切需要轉變經濟發展方式、調整經濟結構，提高經濟發展質量和效益，在此基礎上不斷提高人民生活水平。

--Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.——亞洲穩定需要共同呵護、破解難題。亞洲穩定面臨著新的挑戰，熱點問題此起彼伏，傳統安全威脅和非傳統安全威脅都有所表現，實現本地區長治久安需要地區國家增強互信、攜手努力。

--We need to make concerted efforts to resolve major difficulties to ensure stability in Asia.Stability in Asia now faces new challenges, as hotspot issues keep emerging, and both traditional and non-traditional security threats exist.The Asian countries need to increase mutual trust and work together to ensure durable peace and stability in our region.——亞洲合作需要百尺竿頭、更進一步。加強亞洲地區合作的機制和倡議很多，各方面想法和主張豐富多樣，協調各方面利益訴求、形成能夠保障互利共贏的機制需要更好增進理解、凝聚共識、充實內容、深化合作。

--We need to build on past success and make new progress in promoting cooperation in Asia.There are many mechanisms and initiatives for enhancing cooperation in Asia, and a lot of ideas on boosting such cooperation are being explored by various parties.What we need to do is to enhance mutual understanding, build consensus, and enrich and deepen cooperation so as to strike a balance among the interests of various parties and build mechanisms that bring benefits to all.人類只有一個地球，各國共處一個世界。共同發展是持續發展的重要基礎，符合各國人民長遠利益和根本利益。我們生活在同一個地球村，應該牢固樹立命運共同體意識，順應時代潮流，把握正確方向，堅持同舟共濟，推動亞洲和世界發展不斷邁上新臺階。

Mankind has only one earth, and it is home to all countries.Common development, which is the very foundation of sustainable development, serves the long-term and fundamental interests of all the people in the world.As members of the same global village, we should foster a sense of community of common destiny, follow the trend of the times, keep to the right direction, stick together in time of difficulty and ensure that development in Asia and the rest of the world reaches new highs.第一，勇于變革創新，為促進共同發展提供不竭動力。長期以來，各國各地區在保持穩定、促進發展方面形成了很多好經驗好做法。對這些好經驗好做法，要繼續發揚光大。同時，世間萬物，變動不居。“明者因時而變，知者隨事而制。”要摒棄不合時宜的舊觀念，沖破制約發展的舊框框，讓各種發展活力充分迸發出來。要加大轉變經濟發展方式、調整經濟結構力度，更加注重發展質量，更加注重改善民生。要穩步推進國際經濟金融體系改革，完善全球治理機制，為世界經濟健康穩定增長提供保障。亞洲歷來具有自我變革活力，要勇做時代的弄潮兒，使亞洲變革和世界發展相互促進、相得益彰。

First, we should boldly break new ground so as to create an inexhaustible source of power for boosting common development.Over the years, many countries and regions have developed a lot of good practices in maintaining stability and promoting growth.We should continue such practices.However, nothing in the world remains constant, and as a Chinese saying goes, a wise man changes as time and event change.We should abandon the outdated mindset, break away from the old confines that fetter development and unleash all the potential for development.We should redouble efforts to shift the growth model and adjust the economic structure, raise the quality of development and make life better for the people.We should steadily advance the reform of the international economic and financial systems, improve global governance mechanisms and provide support to sound and stable global economic growth.Asia, with its long-standing capacity for adjusting to change, should ride on the waves of the times and make changes in Asia and global development reinforce and benefit each other.第二，同心維護和平，為促進共同發展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽光，受益而不覺，失之則難存。沒有和平，發展就無從談起。國家無論大小、強弱、貧富，都應該做和平的維護者和促進者，不能這邊搭臺、那邊拆臺，而應該相互補臺、好戲連臺。國際社會應該倡導綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發展的大舞臺，而不是相互角力的競技場，更不能為一己之私把一個地區乃至世界搞亂。各國交往頻繁，磕磕碰碰在所難免，關鍵是要堅持通過對話協商與和平談判，妥善解決矛盾分歧，維護相互關系發展大局。

Second, we should work together to uphold peace so as to provide security safeguard for boosting common development.Peace is the ever-lasting wish of our people.Peace, like air and sunshine, is hardly noticed when people are benefiting from it.But none of us can live without it.Without peace, development is out of the question.Countries, whether big or small, strong or weak, rich or poor, should all contribute their share to maintaining and enhancing peace.Rather than undercutting each other's efforts, countries should complement each other and work for joint progress.The international community should advocate the vision of comprehensive security, common security and cooperative security so as to turn our global village into a big stage for common development, rather than an arena where gladiators fight each other.And no one should be allowed to throw a region and even the whole world into chaos for selfish gains.With growing interaction among countries, it is inevitable that they encounter frictions here and there.What is important is that they should resolve differences through dialogue, consultation and peaceful negotiations in the larger interest of the sound growth of their relations.第三，著力推進合作，為促進共同發展提供有效途徑。“一花獨放不是春，百花齊放春滿園。”世界各國聯系緊密、利益交融，要互通有無、優勢互補，在追求本國利益時兼顧他國合理關切，在謀求自身發展中促進各國共同發展，不斷擴大共同利益匯合點。要加強南南合作和南北對話，推動發展中國家和發達國家平衡發展，夯實世界經濟長期穩定發展基礎。要積極創造更多合作機遇，提高合作水平，讓發展成果更好惠及各國人民，為促進世界經濟增長多作貢獻。

Third, we should boost cooperation as an effective vehicle for enhancing common development.As we often say in China, a single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.All countries in the world are closely linked and share converging interests.They should both pool and share their strengths.While pursuing its own interests, a country should accommodate the legitimate concerns of others.In pursuing their own development, countries should promote the common development of all and expand common interests among them.We should enhance South-South cooperation and North-South dialogue, promote balanced development of the developing and developed countries and consolidate the foundation for sustaining stable growth of the global economy.We need to work vigorously to create more cooperation opportunities, upgrade cooperation, and deliver more development dividends to our people and contribute more to global growth.第四，堅持開放包容，為促進共同發展提供廣闊空間。“海納百川，有容乃大。”我們應該尊重各國自主選擇社會制度和發展道路的權利，消除疑慮和隔閡，把世界多樣性和各國差異性轉化為發展活力和動力。我們要秉持開放精神，積極借鑒其他地區發展經驗，共享發展資源，推進區域合作。進入新世紀10多年來，亞洲地區內貿易額從8000億美元增長到3萬億美元，亞洲同世界其他地區貿易額從1.5萬億美元增長到4.8萬億美元，這表明亞洲合作是開放的，區域內合作和同其他地區合作并行不悖，大家都從合作中得到了好處。亞洲應該歡迎域外國家為本地區穩定和發展發揮建設性作用，同時，域外國家也應該尊重亞洲的多樣性特點和已經形成的合作傳統，形成亞洲發展同其他地區發展良性互動、齊頭并進的良好態勢。

Fourth, we should remain open and inclusive so as to create broad space for enhancing common development.The ocean is vast because it admits hundreds of rivers.We should respect the right of a country to independently choose its social system and development path, remove distrust and misgivings and turn the diversity of our world and difference among countries into dynamism and driving force for development.We should keep an open mind, draw upon development practices of other continents, share development resources and promote regional cooperation.During the first decade and more of the new century, trade within Asia has increased from 800 billion U.S.dollars to 3 trillion U.S.dollars, and its trade with other regions has grown from 1.5 trillion U.S.dollars to 4.8 trillion U.S.dollars.This shows that cooperation in Asia is open and it goes hand in hand with Asia's cooperation with other regions, and everyone has benefited from such cooperation.Asia should welcome non-Asian countries to play a constructive role in ensuring stability and development of the region.Likewise, the non-Asian countries should respect Asia's diversity and its long-standing tradition of cooperation.This will create a dynamic environment in which Asia and other regions enjoy mutually reinforcing progress.中國是亞洲和世界大家庭的重要成員。中國發展離不開亞洲和世界，亞洲和世界繁榮穩定也需要中國。China is an important member of the Asian family and the global family.China cannot develop itself in isolation from the rest of Asia and the world.On their part, the rest of Asia and the world cannot enjoy prosperity and stability without China.去年11月，中國共產黨召開了第十八次全國代表大會，明確了中國今后一個時期的發展藍圖。我們的奮斗目標是，到2020年國內生產總值和城鄉居民人均收入在2010年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現代化國家，實現中華民族偉大復興的中國夢。展望未來，我們充滿信心。

In November last year, the Communist Party of China held its 18th National Congress, which drew the blueprint for China's development in the years to come.The main goals we set for China are as follows: By 2020, China's GDP and per capita incomes for urban and rural residents will double the 2010 figures, and the building of a moderately prosperous society in all respects will be completed.By the mid-21st century, China will be turned into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious;and the Chinese dream, namely, the great renewal of the Chinese nation, will be realized.Looking ahead, we are full of confidence in China's future.我們也認識到，中國依然是世界上最大的發展中國家，中國發展仍面臨著不少困難和挑戰，要使全體中國人民都過上美好生活，還需要付出長期不懈的努力。我們將堅持改革開放不動搖，牢牢把握轉變經濟發展方式這條主線，集中精力把自己的事情辦好，不斷推進社會主義現代化建設。

On the other hand, we are aware that China remains the world's largest developing country, and it faces many difficulties and challenges on its road to progress.We need to make relentless efforts in the years ahead to deliver a better life to all our people.We are unwaveringly committed to reform and opening up, and we will concentrate on the major task of shifting the growth model, focus on running our own affairs well and make continued efforts to boost the socialist modernization drive.“親望親好，鄰望鄰好。”中國將堅持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發展更好惠及周邊國家。

As a Chinese saying goes, neighbors wish each other well, just as loved ones do to each other.China will continue to promote friendship and partnership with its neighbors, consolidate friendly ties and deepen mutually beneficial cooperation with them and ensure that its development will bring even greater benefits to its neighbors.我們將大力促進亞洲和世界發展繁榮。新世紀以來，中國同周邊國家貿易額由1000多億美元增至1.3萬億美元，已成為眾多周邊國家的最大貿易伙伴、最大出口市場、重要投資來源地。中國同亞洲和世界的利益融合達到前所未有的廣度和深度。當前和今后一個時期，中國經濟將繼續保持健康發展勢頭，國內需求特別是消費需求將持續擴大，對外投資也將大幅增加。據測算，今后5年，中國將進口10萬億美元左右的商品，對外投資規模將達到5000億美元，出境旅游有可能超過4億人次。中國越發展，越能給亞洲和世界帶來發展機遇。

China will vigorously promote development and prosperity in both Asia and the world.Since the beginning of the new century, China's trade with its neighbors has grown from 100 billion U.S.dollars and more to 1.3 trillion U.S.dollars.China has become the largest trading partner, the biggest export market and a major source of investment of many of these countries.China's interests have never been so closely connected with those of the rest of Asia and the world in both scope and depth.Going forward, China will maintain robust growth momentum.Its domestic demand, particularly consumption-driven demand, will continue to grow, and its outbound investment will increase substantially.It is projected that in the coming five years, China's import will reach some 10 trillion U.S.dollars, its outbound investment will reach 500 billion U.S.dollars and the number of its outbound tourists may well exceed 400 million.The more China grows itself, the more development opportunities it will create for the rest of Asia and the world.我們將堅定維護亞洲和世界和平穩定。中國人民對戰爭和動蕩帶來的苦難有著刻骨銘心的記憶，對和平有著孜孜不倦的追求。中國將通過爭取和平國際環境發展自己，又以自身發展維護和促進世界和平。中國將繼續妥善處理同有關國家的分歧和摩擦，在堅定捍衛國家主權、安全、領土完整的基礎上，努力維護同周邊國家關系和地區和平穩定大局。中國將在國際和地區熱點問題上繼續發揮建設性作用，堅持勸和促談，為通過對話談判妥善處理有關問題作出不懈努力。

We are firm in our resolve to uphold peace and stability in Asia and the world.Knowing too well the agonizing sufferings inflicted by war and turbulence, the Chinese people deeply cherish peace.China will continue to develop itself by securing a peaceful international environment and, at the same time, uphold and promote world peace through its own development.China will continue to properly handle differences and frictions with relevant countries.On the basis of firmly upholding its sovereignty, security and territorial integrity, China will maintain good relations with its neighbors and overall peace and stability in our region.China will continue to play a constructive role in addressing regional and global hotspot issues, encourage dialogue and talks for peace, and work tirelessly to solve the relevant issues properly through dialogue and negotiations.我們將積極推動亞洲和世界范圍的地區合作。中國將加快同周邊國家的互聯互通建設，積極探討搭建地區性融資平臺，促進區域內經濟融合，提高地區競爭力。中國將積極參與亞洲區域合作進程，堅持推進同亞洲之外其他地區和國家的區域次區域合作。中國將繼續倡導并推動貿易和投資自由化便利化，加強同各國的雙向投資，打造合作新亮點。中國將堅定支持亞洲地區對其他地區的開放合作，更好促進本地區和世界其他地區共同發展。中國致力于縮小南北差距，支持發展中國家增強自主發展能力。

We will energetically promote regional cooperation in Asia and around the world.China will increase connectivity with its neighbors, actively explore the building of a regional financing platform, advance economic integration within the region and thus increase its competitiveness.China will take an active part in Asia's regional cooperation process and promote regional and sub-regional cooperation with non-Asian regions and countries.China will continue to champion and promote trade and investment liberalization and facilitation, step up bilateral investment with other countries and boost cooperation in new priority areas.China firmly supports Asia's opening up to and cooperation with other regions so as to promote their common development.China is committed to narrowing the North-South gap and supports other developing countries in their efforts to enhance capacity for self development.親仁善鄰，是中國自古以來的傳統。亞洲和世界和平發展、合作共贏的事業沒有終點，只有一個接一個的新起點。中國愿同五大洲的朋友們攜手努力，共同創造亞洲和世界的美好未來，造福亞洲和世界人民！Promoting good neighborliness is a time-honored tradition of China.To enhance peaceful development and win-win cooperation in Asia and the world is a race that has one starting point after another and knows no finishing line.We in China are ready to join hands with friends from across the world in a concerted effort to create a bright future for both Asia and the world and bring benefit to the Asian people and the people around the world.最后，預祝年會取得圓滿成功！

１２年來，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國文化中，每１２年是一個生肖循環，照此說來，博鰲亞洲論壇正處在一個新的起點上，希望能更上一層樓。

本屆年會以“革新、責任、合作：亞洲尋求共同發展”為主題，很有現實意義。相信大家能夠充分發表遠見卓識，共商亞洲和世界發展大計，為促進本地區乃至全球和平、穩定、繁榮貢獻智慧和力量。

第二，同心維護和平，為促進共同發展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽光，受益而不覺，失之則難存。沒有和平，發展就無從談起。國家無論大小、強弱、貧富，都應該做和平的維護者和促進者，不能這邊搭臺、那邊拆臺，而應該相互補臺、好戲連臺。國際社會應該倡導綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發展的大舞臺，而不是相互角力的競技場，更不能為一己之私把一個地區乃至世界搞亂。各國交往頻繁，磕磕碰碰在所難免，關鍵是要堅持通過對話協商與和平談判，妥善解決矛盾分歧，維護相互關系發展大局。

第三，著力推進合作，為促進共同發展提供有效途徑。“一花獨放不是春，百花齊放春滿園。”世界各國聯系緊密、利益交融，要互通有無、優勢互補，在追求本國利益時兼顧他國合理關切，在謀求自身發展中促進各國共同發展，不斷擴大共同利益匯合點。要加強南南合作和南北對話，推動發展中國家和發達國家平衡發展，夯實世界經濟長期穩定發展基礎。要積極創造更多合作機遇，提高合作水平，讓發展成果更好惠及各國人民，為促進世界經濟增長多作貢獻。

第四，堅持開放包容，為促進共同發展提供廣闊空間。“海納百川，有容乃大。”我們應該尊重各國自主選擇社會制度和發展道路的權利，消除疑慮和隔閡，把世界多樣性和各國差異性轉化為發展活力和動力。我們要秉持開放精神，積極借鑒其他地區發展經驗，共享發展資源，推進區域合作。進入新世紀１０多年來，亞洲地區內貿易額從８０００億美元增長到３萬億美元，亞洲同世界其他地區貿易額從１．５萬億美元增長到４．８萬億美元，這表明亞洲合作是開放的，區域內合作和同其他地區合作并行不悖，大家都從合作中得到了好處。亞洲應該歡迎域外國家為本地區穩定和發展發揮建設性作用，同時，域外國家也應該尊重亞洲的多樣性特點和已經形成的合作傳統，形成亞洲發展同其他地區發展良性互動、齊頭并進的良好態勢。

女士們、先生們、朋友們！

中國是亞洲和世界大家庭的重要成員。中國發展離不開亞洲和世界，亞洲和世界繁榮穩定也需要中國。

去年１１月，中國共產黨召開了第十八次全國代表大會，明確了中國今后一個時期的發展藍圖。我們的奮斗目標是，到２０２０年國內生產總值和城鄉居民人均收入在２０１０年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現代化國家，實現中華民族偉大復興的中國夢。展望未來，我們充滿信心。

我們也認識到，中國依然是世界上最大的發展中國家，中國發展仍面臨著不少困難和挑戰，要使全體中國人民都過上美好生活，還需要付出長期不懈的努力。我們將堅持改革開放不動搖，牢牢把握轉變經濟發展方式這條主線，集中精力把自己的事情辦好，不斷推進社會主義現代化建設。

“親望親好，鄰望鄰好。”中國將堅持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發展更好惠及周邊國家。

我們將大力促進亞洲和世界發展繁榮。新世紀以來，中國同周邊國家貿易額由１０００多億美元增至１．３萬億美元，已成為眾多周邊國家的最大貿易伙伴、最大出口市場、重要投資來源地。中國同亞洲和世界的利益融合達到前所未有的廣度和深度。當前和今后一個時期，中國經濟將繼續保持健康發展勢頭，國內需求特別是消費需求將持續擴大，對外投資也將大幅增加。據測算，今后５年，中國將進口１０萬億美元左右的商品，對外投資規模將達到５０００億美元，出境旅游有可能超過４億人次。中國越發展，越能給亞洲和世界帶來發展機遇。

我們將堅定維護亞洲和世界和平穩定。中國人民對戰爭和動蕩帶來的苦難有著刻骨銘心的記憶，對和平有著孜孜不倦的追求。中國將通過爭取和平國際環境發展自己，又以自身發展維護和促進世界和平。中國將繼續妥善處理同有關國家的分歧和摩擦，在堅定捍衛國家主權、安全、領土完整的基礎上，努力維護同周邊國家關系和地區和平穩定大局。中國將在國際和地區熱點問題上繼續發揮建設性作用，堅持勸和促談，為通過對話談判妥善處理有關問題作出不懈努力。

今天的博鰲，海闊帆舞，天高風暖。在這個美好的季節里，各方嘉賓相聚一堂，共商亞洲和亞洲同世界各地區發展大計，具有十分重要的意義。

首先，我謹代表中國政府和中國人民，并以我個人的名義，對各位嘉賓出席博鰲亞洲論壇2015年年會，表示誠摯的歡迎！對年會的召開，表示熱烈的祝賀！

本屆博鰲亞洲論壇年會以“亞洲新未來：邁向命運共同體”為主題，可謂恰逢其時，既有重要的現實意義，也有長遠的歷史意義。希望大家暢所欲言，為亞洲和世界和平與發展貢獻真知灼見。

女士們、先生們、朋友們！

歷史，總是在一些重要時間節點上更能勾起人們的回憶和反思。今年是世界反法西斯戰爭暨中國人民抗日戰爭勝利70周年，聯合國成立70周年，萬隆會議召開60周年，東盟共同體建成之年。這是值得人們紀念的重要年份，也是激發人們銘記歷史、鑒往知來的重要時刻。

70年來，世界發生了前所未有的深刻變化，歷史性地改變了人類的命運。全球殖民體系土崩瓦解，冷戰對峙不復存在，各國相互聯系、相互依存日益加深，和平、發展、合作、共贏的時代潮流滾滾向前，國際力量對比朝著有利于維護世界和平的方向發展，保持國際形勢總體穩定、促進各國共同發展具備更多有利條件。

70年來，亞洲形勢也發生了前所未有的變化。地區各國實現了民族獨立、掌握了自己的命運，壯大了維護地區和世界和平的力量。亞洲國家率先倡導和平共處五項原則，并同非洲國家一道，在萬隆會議上提出處理國家間關系的十項原則。冷戰結束后，亞洲國家在推進區域合作實踐中逐步形成相互尊重、協商一致、照顧各方舒適度的亞洲方式。這些都為正確處理國家關系、推動建立新型國際關系作出了歷史性貢獻。

70年來，越來越多的亞洲國家找到適合本國國情的發展道路，從貧窮落后走向發展振興，步入經濟發展快車道。區域和跨區域合作方興未艾，互聯互通建設加速推進，呈現千帆競發、百舸爭流的強勁勢頭。亞洲已經擁有世界三分之一的經濟總量，是當今世界最具發展活力和潛力的地區之一，在世界戰略全局中的地位進一步上升。

70年來，亞洲國家逐步超越意識形態和社會制度差異，從相互封閉到開放包容，從猜忌隔閡到日益增多的互信認同，越來越成為你中有我、我中有你的命運共同體。在爭取民族獨立的偉大斗爭中，在應對亞洲金融危機和國際金融危機的艱難時刻，在抗擊印度洋海嘯和中國汶川特大地震等災害的緊要關頭，亞洲各國人民守望相助，克服和戰勝了一個又一個困難和挑戰，展現出同舟共濟、共克時艱的強大力量，正可謂患難見真情。同時，亞洲地區仍然存在一些歷史遺留問題和現實矛盾分歧，面臨各類傳統和非傳統安全威脅，地區國家發展經濟、改善民生、消除貧困的任務依然艱巨。

回顧70年的歷程，今天亞洲取得的發展成就，是亞洲各國人民一代接一代持續奮斗的結果，是許多政治家和仁人志士艱辛努力的結果。明天，新加坡將為李光耀先生舉行國葬。李光耀先生是受到國際社會尊重的戰略家和政治家，為亞洲和平與發展以及亞洲同世界的交流合作作出了突出貢獻。借此機會，我向包括李光耀先生在內的所有為亞洲和平發展作出貢獻的先賢們，致以崇高的敬意。

女士們、先生們、朋友們！

亞洲是世界的亞洲。亞洲要邁向命運共同體、開創亞洲新未來，必須在世界前進的步伐中前進、在世界發展的潮流中發展。

當前，國際形勢繼續發生深刻復雜變化，世界多極化、經濟全球化深入發展，文化多樣化、社會信息化持續推進，國際格局和國際秩序加速調整演變。世界各國正抓緊調整各自發展戰略，推動變革創新，轉變經濟發展方式，調整經濟結構，開拓新的發展空間。同時，世界經濟仍處于深度調整期，低增長、低通脹、低需求同高失業、高債務、高泡沫等風險交織，主要經濟體走勢和政策取向繼續分化，經濟環境的不確定性依然突出；地緣政治因素更加突出，局部動蕩此起彼伏；恐怖主義、網絡安全、能源安全、糧食安全、氣候變化、重大傳染性疾病等非傳統安全和全球性挑戰不斷增多，南北發展差距依然很大。推進人類和平與發展的崇高事業依然任重而道遠。

人類只有一個地球，各國共處一個世界。世界好，亞洲才能好；亞洲好，世界才能好。面對風云變幻的國際和地區形勢，我們要把握世界大勢，跟上時代潮流，共同營造對亞洲、對世界都更為有利的地區秩序，通過邁向亞洲命運共同體，推動建設人類命運共同體。借此機會，我愿就此談一談看法，同各位嘉賓交流。

——邁向命運共同體，必須堅持各國相互尊重、平等相待。各國體量有大小、國力有強弱、發展有先后，但都是國際社會平等一員，都有平等參與地區和國際事務的權利。涉及大家的事情要由各國共同商量來辦。作為大國，意味著對地區和世界和平與發展的更大責任，而不是對地區和國際事務的更大壟斷。

相互尊重、平等相待，首先要尊重各國自主選擇的社會制度和發展道路，尊重彼此核心利益和重大關切，客觀理性看待別國發展壯大和政策理念，努力求同存異、聚同化異。要共同維護亞洲來之不易的和平穩定局面和良好發展勢頭，反對干涉別國內政，反對為一己之私搞亂地區形勢。

——邁向命運共同體，必須堅持合作共贏、共同發展。東南亞朋友講“水漲荷花高”，非洲朋友講“獨行快，眾行遠”，歐洲朋友講“一棵樹擋不住寒風”，中國人講“大河有水小河滿，小河有水大河滿”。這些說的都是一個道理，只有合作共贏才能辦大事、辦好事、辦長久之事。要摒棄零和游戲、你輸我贏的舊思維，樹立雙贏、共贏的新理念，在追求自身利益時兼顧他方利益，在尋求自身發展時促進共同發展。合作共贏的理念不僅適用于經濟領域，也適用于政治、安全、文化等廣泛領域；不僅適用于地區國家之間，也適用于同域外國家開展合作。要加強宏觀經濟政策協調，防范不同經濟體經濟政策變動可能帶來的負面外溢效應，積極推動全球經濟治理變革，維護開放型世界經濟體制，共同應對世界經濟中的風險和挑戰。

中國和東盟國家攜手建設更為緊密的中國－東盟命運共同體，東盟和中國、日本、韓國致力于2020年建成東亞經濟共同體。我們要積極構建亞洲自由貿易網絡，爭取在2015年完成中國－東盟自由貿易區升級談判和區域全面經濟伙伴關系協定談判。在推進亞洲經濟一體化的同時，我們要堅持開放的區域主義，協調推進包括亞太經合組織在內的跨區域合作。

我們要積極推動構建地區金融合作體系，探討搭建亞洲金融機構交流合作平臺，推動亞洲基礎設施投資銀行同亞洲開發銀行、世界銀行等多邊金融機構互補共進、協調發展。要加強在貨幣穩定、投融資、信用評級等領域務實合作，推進清邁倡議多邊化機制建設，建設地區金融安全網。要推動建設亞洲能源資源合作機制，保障能源資源安全。

中方倡議加快制定東亞和亞洲互聯互通規劃，促進基礎設施、政策規制、人員往來全面融合。要加強海上互聯互通建設，推進亞洲海洋合作機制建設，促進海洋經濟、環保、災害管理、漁業等各領域合作，使海洋成為連接亞洲國家的和平、友好、合作之海。

——邁向命運共同體，必須堅持實現共同、綜合、合作、可持續的安全。當今世界，安全的內涵和外延更加豐富，時空領域更加寬廣，各種因素更加錯綜復雜。各國人民命運與共、唇齒相依。當今世界，沒有一個國家能實現脫離世界安全的自身安全，也沒有建立在其他國家不安全基礎上的安全。我們要摒棄冷戰思維，創新安全理念，努力走出一條共建、共享、共贏的亞洲安全之路。

各國都有平等參與地區安全事務的權利，也都有維護地區安全的責任，每一個國家的合理安全關切都應該得到尊重和保障。要通盤考慮亞洲安全問題的歷史經緯和現實狀況，多管齊下、綜合施策，協調推進地區安全治理，統籌維護傳統和非傳統領域安全。要通過對話合作促進各國和本地區安全，以合作謀和平、以合作促安全，堅持以和平方式解決爭端，反對動輒使用武力或以武力相威脅。要堅持發展和安全并重，以可持續發展促進可持續安全。亞洲國家要加強同其他地區國家和有關組織合作，歡迎各方為亞洲發展和安全發揮積極和建設性作用。

——邁向命運共同體，必須堅持不同文明兼容并蓄、交流互鑒。在漫長歷史長河中，如亞洲的黃河和長江流域、印度河和恒河流域、幼發拉底河和底格里斯河流域以及東南亞等地區孕育了眾多古老文明，彼此交相輝映、相得益彰，為人類文明進步作出了重要貢獻。今天的亞洲，多樣性的特點仍十分突出，不同文明、不同民族、不同宗教匯聚交融，共同組成多彩多姿的亞洲大家庭。

中國古代思想家孟子說過：“夫物之不齊，物之情也。”不同文明沒有優劣之分，只有特色之別。要促進不同文明不同發展模式交流對話，在競爭比較中取長補短，在交流互鑒中共同發展，讓文明交流互鑒成為增進各國人民友誼的橋梁、推動人類社會進步的動力、維護世界和平的紐帶。

中方倡議召開亞洲文明對話大會，加強青少年、民間團體、地方、媒體等各界交流，打造智庫交流合作網絡，讓亞洲人民享受更富內涵的精神生活，讓地區發展合作更加活力四射。女士們、先生們、朋友們！

中國人民正在按照全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨的戰略布局，齊心協力為實現“兩個一百年”奮斗目標、實現中華民族偉大復興的中國夢而奮斗。借此機會，我愿重申，在前進道路上，中國堅持和平發展，決心不會動搖；堅持共同發展，理念不會動搖；堅持亞太合作發展，政策不會動搖。

中國經濟發展進入新常態，正從高速增長轉為中高速增長，從規模速度型粗放增長轉向質量效率型集約增長，從要素投資驅動轉向創新驅動。2014年，中國經濟實現了7.4%的增長，勞動生產率提高了7%，單位國內生產總值能耗下降了4.8%，國內消費貢獻度上升，服務業發展加快，發展質量和效益不斷提高。我們看中國經濟，不能只看增長率，中國經濟體量不斷增大，現在增長7%左右的經濟增量已相當可觀，集聚的動能是過去兩位數的增長都達不到的。中國經濟體量大、韌性好、潛力足、回旋空間大、政策工具多。中國將主動適應和引領經濟發展新常態，堅持以提高經濟發展質量和效益為中心，把轉方式調結構放到更加重要位置，更加扎實地推進經濟發展，更加堅定地深化改革開放，更加充分地激發創造活力，更加有效地維護公平正義，更加有力地保障和改善民生，促進經濟社會平穩健康發展。

中國經濟發展進入新常態，將繼續給包括亞洲國家在內的世界各國提供更多市場、增長、投資、合作機遇。未來5年，中國進口商品將超過10萬億美元，對外投資將超過5000億美元，出境旅游人數將超過5億人次。中國將堅持對外開放的基本國策，不斷完善國內投資環境，保護投資者合法權益，同大家一起，共同驅動亞洲發展的列車，不斷駛向更加光明的未來。

中國最需要和諧穩定的國內環境與和平安寧的國際環境，任何動蕩和戰爭都不符合中國人民根本利益。中華民族歷來愛好和平，自古就崇尚“以和為貴”、“協和萬邦”、“四海之內皆兄弟也”等思想。中國近代以后遭遇了100多年的動蕩和戰火，中國人民絕不會將自己曾經遭受過的悲慘經歷強加給其他國家和民族。縱觀歷史，任何國家試圖通過武力實現自己的發展目標，最終都是要失敗的。中國將毫不動搖堅持獨立自主的和平外交政策，堅持走和平發展道路，堅持互利共贏的開放戰略，秉持正確義利觀，推動建立以合作共贏為核心的新型國際關系，始終做維護世界和平、促進共同發展的堅定力量。

“遠親不如近鄰。”這是中國人很早就認識到的一個樸素的生活道理。中國堅持與鄰為善、以鄰為伴，堅持睦鄰、安鄰、富鄰，秉持親誠惠容的理念，不斷深化同周邊國家的互利合作和互聯互通，努力使自身發展更好惠及周邊國家。中國已經同8個周邊國家簽署睦鄰友好合作條約，正在商談簽署中國－東盟睦鄰友好合作條約，并愿同所有周邊國家商簽睦鄰友好合作條約，為雙邊關系發展和地區繁榮穩定提供有力保障。

2013年我訪問哈薩克斯坦和印度尼西亞時，分別提出建設絲綢之路經濟帶和21世紀海上絲綢之路合作倡議。“一帶一路”合作倡議契合中國、沿線國家和本地區發展需要，符合有關各方共同利益，順應了地區和全球合作潮流。

“一帶一路”建設秉持的是共商、共建、共享原則，不是封閉的，而是開放包容的；不是中國一家的獨奏，而是沿線國家的合唱。“一帶一路”建設不是要替代現有地區合作機制和倡議，而是要在已有基礎上，推動沿線國家實現發展戰略相互對接、優勢互補。目前，已經有60多個沿線國家和國際組織對參與“一帶一路”建設表達了積極態度。“一帶一路”建設、亞洲基礎設施投資銀行都是開放的，我們歡迎沿線國家和亞洲國家積極參與，也張開臂膀歡迎五大洲朋友共襄盛舉。

“一帶一路”建設不是空洞的口號，而是看得見、摸得著的實際舉措，將給地區國家帶來實實在在的利益。在有關各方共同努力下，“一帶一路”建設的愿景與行動文件已經制定，亞洲基礎設施投資銀行籌建工作邁出實質性步伐，絲路基金已經順利啟動，一批基礎設施互聯互通項目已在穩步推進。這些早期收獲向我們展現了“一帶一路”的廣闊前景。

女士們、先生們、朋友們！

人類和平與發展的事業是崇高的事業，也是充滿挑戰的事業。前進的道路不會一帆風順，期望的成果不會唾手可得。不管征程多么曲折、多么漫長，勝利總是屬于那些永不放棄、百折不撓、攜手前行的人們。我相信，只要我們大家認準目標、鍥而不舍，就一定能攜手邁向命運共同體、開創亞洲新未來！

4月11日，一年一度的博鰲亞洲論壇2018年年會完成各項議程，在海南博鰲鎮落下帷幕，論壇從8日持續至11日，為期四天。今年年會設置了“全球化與一帶一路”“開放的亞洲”“創新”和“改革再出發”4個板塊，主題是“開放創新的亞洲 繁榮發展的世界”。共60多場正式討論，場次與往屆持平。此次論壇恰逢我國改革開放40周年，對于深入推進新時代中國特色大國外交、推動構建亞洲和人類命運共同體、促進人類和平與發展事業都具有重大意義。這也是中國今年首個重大的主場外交活動，各級媒體及時跟進報道，拉近論壇與公眾的距離，輿論積極平穩，群眾關注熱度一路高漲。本次專報內容涉及時間范圍為4月11日至4月17日。

在論壇舉行期間，輿情熱度持續走高，話題討論量不斷增多，平衡有序，輿情積極正面，未有造謠、極端等負面情緒滋生。

截至4月17日，以“博鰲亞洲論壇”為關鍵詞，在百度共搜索到相關文章16,300,000篇，其中新聞72,500篇。新浪微博熱度值45.81，11日19時達到峰值99.27，全網信息量達408,076。微博話題#博鰲亞洲論壇#超過4億閱讀量，討論數超過25萬。提到最多的關鍵詞是“創新”“開放”“人類命運共同體”。人民網、鳳凰網、搜狐網、新浪網、央視新聞等多網對論壇進行轉載報道，發表了《開放共贏為世界經濟增長貢獻中國動力》《以更加開放的姿態走向復興》《博鰲亞洲論壇關注中國創新動能》等文章，引起社會廣泛關注。輿論認為，透過論壇，向世界展示新時代的中國形象，加強國際交流合作，積極推動創新發展新動能。

二、輿論主要觀點

1、認為中國將繼續保持經濟發展態勢，對前景看好，將繼續為世界經濟帶來活力。人民網發表的《中國經濟 各方看好（讀數·發現經濟運行的軌跡）》中提到：消費者信心不斷增強，國際機構繼續看好中國經濟。今年2月份，消費者信心指數回升至124，為1993年10月以來的最高水平，反映出消費者對經濟走勢預期較好。《云財經》發表文章說：博鰲亞洲論壇和‘新絲綢之路經濟帶”、“21世紀海上絲綢之路”倡議將為亞洲國家搭建全領域全產業鏈的生態平臺，為我國和沿線各國的產業合作提供良好的歷史機遇。蔣錫培在CEO圓桌論壇中表示，未來二十年、三十年是中國最好的時間，企業家們要精準把握機遇，順勢發展。著名經濟學家宋清輝表示：中國經濟在穩健發展的同時，還以更加開放包容的姿態推進區域經濟發展，不但極大地改善了亞洲國家的福祉民生以及經濟發展，而且還為亞洲“一帶一路”沿線國家的經濟社會發展打下了無比堅實的基礎，提振了亞洲國家人民建設美好家園的信心。網友“喜馬拉雅豆芽”表示，國內外機構和專家學者普遍看好中國經濟形勢，認為中國經濟增長的重點正在由數量轉向質量，創業創新能力顯著提升，中國對世界經濟的輻射帶動能力將日益增強。

2、對一系列改革開放發展舉措表示擔憂。網民“顛倒_夢想_”，稱中國開放力度這么大，是否會“引狼入室”。允許出現外資控股的金融機構，放寬外資經營范圍，對我國金融系統會產生多大的沖擊？如果在“國門洞開”的局面下爆發金融危機，外資會不會“來得容易去得快”，從而誘發更大規模的危機？著名經濟學家陳志武與與林毅夫同時表達了對中國房地產市場“泡沫”的擔憂。華夏時報網提到，夏靖表示，要重點加快大數據、云計算、區塊鏈、智能投顧、量化金融、智能風控等方面的合作與布局，讓資金變成資本助力國家實體經濟發展。易居研究院智庫中心研究總監嚴躍進建議，政府應督促房企積極推盤，嚴管捂盤；同時，督促房企積極拿地和開工；從長效機制看，大力發展租賃市場，將成為中長期對沖庫存不足風險、穩定市場預期的重要舉措。

3、認為深化改革開放，要加強變革、創新。“在新一輪技術革命里面，大家可以看到，不管是在醫療健康行業，計算機行業，還是在人工智能，生命科學等方面，創新都在以我們前所未見的速度發展。”維信諾首席專家張德強指出，第四次技術革命已經到來，百度李彥宏說AI掀起第四次工業革命，劉強東說第四次零售革命到來，銀行業說BANK4.0，無不說明著新一輪技術革命已經到來。西部網發表文章《向改革要動力向創新要活力》，表示，“中共十八大以來，全面深化改革破除妨礙發展的體制機制障礙，360個重大改革方案、1500多項改革舉措出臺，使中國發展活力迸發。創新是全面的創新，不僅意味著科技創新，也意味著體制機制創新。只有全面創新，才能真正激發出不竭動力。”然而對于正在發生的技術變革，許多專家、政要和企業家提出了隱私保護等等問題，體現出了技術雙刃劍的特性。不過，對于新技術我們應該更加樂觀。格力電器董事長董明珠認為，隨著技術創新的推進，企業的生命力逐漸從是否用更智能的設備，過渡到能否發揮更大的創造力，企業最大的亮點是把人變成有用的人，過去用體力，改為用智商。馬化騰說，騰訊不是要進入各行各業取而代之，是要當數字化助手。總之，在新時代的科技環境下，要把數據用好，讓技術落地，讓創新落實，為人類社會服務。

4、認為應認清時代潮流和世界大勢，保持改革開放，積極與世界各國保持往來，共建人類命運共同體，中國的大門只會越開越大。中國經濟網發表《為世界繁榮發展貢獻“博鰲智慧”》中提到，實踐證明，過去40年中國經濟發展是在改革開放條件下取得的，未來中國經濟實現高質量發展也必須在進一步擴大開放、深化改革的條件下進行。人民網發表《在改革開放中描繪高質量發展新畫卷——從首季經濟數據透視新時代中國經濟新開局》改革開放是當代中國發展進步的必由之路，是實現高質量發展的必由之路。中華民族的偉大復興必將在改革開放的偉大進軍中得以實現。中國主動提出進一步放寬市場準入，向世界表明推進開放的決心以及維護全球化和貿易投資自由化的態度。網民“Echo_5_2_1”評論“共享經濟時代，誰思維轉變的快，誰就能實現財富的函數式增長”，網民“蘭花大媽”稱，我們的國家會越耒越好！人民的生活會越耒越好！。“計利當計天下利。世界大同，和合共生。不能獨善其身，而應該兼濟天下，因為幸福不應該是一個獨立單元的享受，而應該是全人類共同的感受。”

5、認為此次論壇促進了人們關注女性在社會發展中的重要作用、幫助女性如何更加自信自立自強。巴基斯坦前總理阿齊茲表示，女性和男性的待遇不應該有任何差異，她堅持女性婦權運動，同時建議女性應該發揮更積極的作用，主動出擊，爭取更好地待遇，一起實現婦女的婦權。科大訊飛股份有限公司高級副總裁杜蘭表示，女性的視角可以幫助體驗和分享的發展，AI的出現我相信為女性帶來更多幫助。人民網發表《全球化背景下的“一帶一路”建設：女性貢獻與發展》認為，女性在“一帶一路”建設中發揮著重要作用，特別是在“一帶一路”眾多的投資、貿易、建設項目以及人文交流中展現著巾幗風采。中國宋慶齡基金會副主席龐麗娟指出，大力發展學前教育，解放廣大女性的時間、精力和雙手。

三、分析研判

1、要繼續保持經濟平穩增長，深化國際合作，推動全球開放貿易，反對貿易保護主義。邢志宏說，中美貿易摩擦難不倒中國經濟，更改變不了中國經濟持續健康發展的良好態勢。中國政府已表明堅定的立場，中國對外開放的格局在進一步擴大，東方不亮西方亮。中國經濟增長率連續11個季度穩定在6.7％到6.9％區間，穩中向好的發展背后，消費動力更加強勁，結構優化更趨明顯。一系列統計數據盡顯中國經濟新開局“穩”字當頭，并將在與國際化合作中繼續保持這種態勢穩步發展。貿易保護不會成為經濟發展的持久動力，反而會限制經濟發展的可持續性。博鰲亞洲論壇秘書長周文重表示，美國的經濟確實有問題，但是特朗普的藥方沒有開對。天涯論壇有人提到，要實現全球經濟的復蘇和穩定增長，維護全球開放貿易格局依然具有重要作用，有助于各種生產要素的有效配置，實現全球經濟的共同發展。

2、提出共創未來新主張，共同發展人類命運共同體。本次年會期間，習近平主席把握時代潮流和世界大勢，直面人類社會發展面臨的現實難題，就進一步推動構建亞洲和人類命運共同體，開創亞洲和世界美好未來鮮明地發出中國聲音、闡明中國的立場。環顧全球，今年以來，國際貨幣基金組織、經合組織等國際組織均上調對2018年全球經濟增速的預測值，中國經濟的重要貢獻是關鍵因素。“持續向好的中國經濟有力推動世界經濟復蘇，促進世界貿易發展，為世界各國人民帶來前所未有的發展機遇。”國家統計局新聞發言人邢志宏說。“中國發展惠及自身也造福世界。”巴基斯坦總理阿巴西表示，過去一年，世界經濟增長的三分之一貢獻來自中國，中國致力于可持續發展，順應人民對美好生活的期待，必將令亞洲經濟持續綻放光彩。

3、深化改革創新，打造高質量發展“動力源”。黨的十九大報告曾作出重要判斷，我國經濟已由高速增長階段轉向高質量發展階段。從深化供給側結構性改革到深化農村土地制度改革，從深化商事制度改革到深化稅收制度改革……新時代改革創新的方向更加明晰。目前，需求結構，產業結構、投資結構也在持續優化。人民網報道，一季度，第三產業增加值對ＧＤＰ增長的貢獻率達到６１．６％，生態保護和環境治理業、公共設施管理業、農業等短板領域投資增速均快于全部投資增速，以新產業新業態新模式為核心的新動能不斷增強。“盡管外部環境面臨諸多不確定性，但首季經濟數據顯示，支撐中國經濟高質量發展的有利條件和因素在繼續增多。展望未來，中國經濟韌性好、潛力足、回旋余地大，一個重要原因是更大力度的改革開放護航經濟穩健前行。” “在新時代，中國人民將繼續自強不息、自我革新，堅定不移全面深化改革。”習近平主席鏗鏘有力的話語，宣示將改革進行到底的決心，改革不停頓，開放不止步。

In this balmy season with clear sky and warm, coconut-scented breeze, I am so glad to meet all of you at the Annual Conference 2013 of the Boao Forum for Asia here in Hainan, a picturesque island embraced by the vast ocean.Let me begin by extending, on behalf of the Chinese government and people and also in my own name, a heartfelt welcome to you and warm congratulations on the opening of the Annual Conference of the Boao Forum.12年來，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國文化中，每12年是一個生肖循環，照此說來，博鰲亞洲論壇正處在一個新的起點上，希望能更上一層樓。本屆年會以“革新、責任、合作：亞洲尋求共同發展”為主題，很有現實意義。相信大家能夠充分發表遠見卓識，共商亞洲和世界發展大計，為促進本地區乃至全球和平、穩定、繁榮貢獻智慧和力量。

In the past 12 years since its birth, the Boao Forum for Asia has become an important forum with growing global influence.In the Chinese culture, 12 years form a zodiac cycle.In this sense, the Boao Forum has reached a new starting point and I hope it will scale an even greater height.The theme of the current annual conference, namely, “Asia Seeking Development for All: Restructuring, Responsibility and Cooperation”, is a highly relevant one.I hope you will engage in an in-depth discussion on promoting development in Asia and beyond and thus contributing, with your vision and commitment, to peace, stability and prosperity in Asia and the world at large.當前，國際形勢繼續發生深刻復雜變化。世界各國相互聯系日益緊密、相互依存日益加深，遍布全球的眾多發展中國家、幾十億人口正在努力走向現代化，和平、發展、合作、共贏的時代潮流更加強勁。同時，天下仍很不太平，發展問題依然突出，世界經濟進入深度調整期，整體復蘇艱難曲折，國際金融領域仍然存在較多風險，各種形式的保護主義上升，各國調整經濟結構面臨不少困難，全球治理機制有待進一步完善。實現各國共同發展，依然任重而道遠。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當今世界最具發展活力和潛力的地區之一，亞洲發展同其他各大洲發展息息相關。亞洲國家積極探索適合本國情況的發展道路，在實現自身發展的同時有力促進了世界發展。亞洲與世界其他地區共克時艱，合作應對國際金融危機，成為拉動世界經濟復蘇和增長的重要引擎，近年來對世界經濟增長的貢獻率已超過50%，給世界帶來了信心。亞洲同世界其他地區的區域次區域合作展現出勃勃生機和美好前景。Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50 percent of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當然，我們也清醒地看到，亞洲要謀求更大發展、更好推動本地區和世界其他地區共同發展，依然面臨不少困難和挑戰，還需要爬一道道的坡、過一道道的坎。

But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisting one.亞洲發展需要乘勢而上、轉型升級。對亞洲來說，發展仍然是頭等大事，發展仍然是解決面臨的突出矛盾和問題的關鍵，迫切需要轉變經濟發展方式、調整經濟結構，提高經濟發展質量和效益，在此基礎上不斷提高人民生活水平。

Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.亞洲穩定需要共同呵護、破解難題。亞洲穩定面臨著新的挑戰，熱點問題此起彼伏，傳統安全威脅和非傳統安全威脅都有所表現，實現本地區長治久安需要地區國家增強互信、攜手努力。

We need to make concerted efforts to resolve major difficulties to ensure stability in Asia.Stability in Asia now faces new challenges, as hotspot issues keep emerging, and both traditional and non-traditional security threats exist.The Asian countries need to increase mutual trust and work together to ensure durable peace and stability in our region.亞洲合作需要百尺竿頭、更進一步。加強亞洲地區合作的機制和倡議很多，各方面想法和主張豐富多樣，協調各方面利益訴求、形成能夠保障互利共贏的機制需要更好增進理解、凝聚共識、充實內容、深化合作。

We need to build on past success and make new progress in promoting cooperation in Asia.There are many mechanisms and initiatives for enhancing cooperation in Asia, and a lot of ideas on boosting such cooperation are being explored by various parties.What we need to do is to enhance mutual understanding, build consensus, and enrich and deepen cooperation so as to strike a balance among the interests of various parties and build mechanisms that bring benefits to all.女士們、先生們、朋友們！Ladies and Gentlemen, Dear Friends, 人類只有一個地球，各國共處一個世界。共同發展是持續發展的重要基礎，符合各國人民長遠利益和根本利益。我們生活在同一個地球村，應該牢固樹立命運共同體意識，順應時代潮流，把握正確方向，堅持同舟共濟，推動亞洲和世界發展不斷邁上新臺階。

Mankind has only one earth, and it is home to all countries.Common development, which is the very foundation of sustainable development, serves the long-term and fundamental interests of all the people in the world.As members of the same global village, we should foster a sense of community of common destiny, follow the trend of the times, keep to the right direction, stick together in time of difficulty and ensure that development in Asia and the rest of the world reaches new highs.第一，勇于變革創新，為促進共同發展提供不竭動力。長期以來，各國各地區在保持穩定、促進發展方面形成了很多好經驗好做法。對這些好經驗好做法，要繼續發揚光大。同時，世間萬物，變動不居。“明者因時而變，知者隨事而制。”要摒棄不合時宜的舊觀念，沖破制約發展的舊框框，讓各種發展活力充分迸發出來。要加大轉變經濟發展方式、調整經濟結構力度，更加注重發展質量，更加注重改善民生。要穩定推進國際經濟金融體系改革，完善全球治理機制，為世界經濟健康穩定增長提供保障。亞洲歷來具有自我變革活力，要勇做時代的弄潮兒，使亞洲變革和世界發展相互促進、相得益彰。

First, we should boldly break new ground so as to create an inexhaustible source of power for boosting common development.Over the years, many countries and regions have developed a lot of good practices in maintaining stability and promoting growth.We should continue such practices.However, nothing in the world remains constant, and as a Chinese saying goes, a wise man changes as time and event change.We should abandon the outdated mindset, break away from the old confines that fetter development and unleash all the potential for development.We should redouble efforts to shift the growth model and adjust the economic structure, raise the quality of development and make life better for the people.We should steadily advance the reform of the international economic and financial systems, improve global governance mechanisms and provide support to sound and stable global economic growth.Asia, with its long-standing capacity for adjusting to change, should ride on the waves of the times and make changes in Asia and global development reinforce and benefit each other.第二，同心維護和平，為促進共同發展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽光，受益而不覺，失之則難存。沒有和平，發展就無從談起。國家無論大小、強弱、貧富，都應該做和平的維護者和促進者，不能這邊搭臺、那邊拆臺，而應該相互補臺、好戲連臺。國際社會應該倡導綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發展的大舞臺，而不是相互角力的競技場，更不能為一己之私把一個地區乃至世界搞亂。各國交往頻繁，磕磕碰碰在所難免，關鍵是要堅持通過對話協商與和平談判，妥善解決矛盾分歧，維護相互關系發展大局。Second, we should work together to uphold peace so as to provide security safeguard for boosting common development.Peace is the ever-lasting wish of our people.Peace, like air and sunshine, is hardly noticed when people are benefiting from it.But none of us can live without it.Without peace, development is out of the question.Countries, whether big or small, strong or weak, rich or poor, should all contribute their share to maintaining and enhancing peace.Rather than undercutting each other's efforts, countries should complement each other and work for joint progress.The international community should advocate the vision of comprehensive security, common security and cooperative security so as to turn our global village into a big stage for common development, rather than an arena where gladiators fight each other.And no one should be allowed to throw a region and even the whole world into chaos for selfish gains.With growing interaction among countries, it is inevitable that they encounter frictions here and there.What is important is that they should resolve differences through dialogue, consultation and peaceful negotiations in the larger interest of the sound growth of their relations.第三，著力推進合作，為促進共同發展提供有效途徑。“一花獨放不是春，百花齊放春滿園。”世界各國聯系緊密、利益交融，要互通有無、優勢互補，在追求本國利益時兼顧他國合理關切，在謀求自身發展中促進各國共同發展，不斷擴大共同利益匯合點。要加強南南合作和南北對話，推動發展中國家和發達國家平衡發展，夯實世界經濟長期穩定發展基礎。要積極創造更多合作機遇，提高合作水平，讓發展成果更好惠及各國人民，為促進世界經濟增長多作貢獻。

Third, we should boost cooperation as an effective vehicle for enhancing common development.As we often say in China, a single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.All countries in the world are closely linked and share converging interests.They should both pool and share their strengths.While pursuing its own interests, a country should accommodate the legitimate concerns of others.In pursuing their own development, countries should promote the common development of all and expand common interests among them.We should enhance South-South cooperation and North-South dialogue, promote balanced development of the developing and developed countries and consolidate the foundation for sustaining stable growth of the global economy.We need to work vigorously to create more cooperation opportunities, upgrade cooperation, and deliver more development dividends to our people and contribute more to global growth.第四，堅持開放包容，為促進共同發展提供廣闊空間。“海納百川，有容乃大。”我們應該尊重各國自主選擇社會制度和發展道路的權利，消除疑慮和隔閡，把世界多樣性和各國差異性轉化為發展活力和動力。我們要秉持開放精神，積極借鑒其他地區發展經驗，共享發展資源，推進區域合作。進入新世紀10多年來，亞洲地區內貿易額從8000億美元增長到3萬億美元，亞洲同世界其他地區貿易額從1.5萬億美元增長到4.8萬億美元，這表明亞洲合作是開放的，區域內合作和同其他地區合作并行不悖，大家都從合作中得到了好處。亞洲應該歡迎域外國家為本地區穩定和發展發揮建設性作用，同時，域外國家也應該尊重亞洲的多樣性特點和已經形成的合作傳統，形成亞洲發展同其他地區發展良性互動、齊頭并進的良好態勢。Fourth, we should remain open and inclusive so as to create broad space for enhancing common development.The ocean is vast because it admits hundreds of rivers.We should respect the right of a country to independently choose its social system and development path, remove distrust and misgivings and turn the diversity of our world and difference among countries into dynamism and driving force for development.We should keep an open mind, draw upon development practices of other continents, share development resources and promote regional cooperation.During the first decade and more of the new century, trade within Asia has increased from $800 billion to $3 trillion, and its trade with other regions has grown from $1.5 trillion to $4.8 trillion.This shows that cooperation in Asia is open and it goes hand in hand with Asia's cooperation with other regions, and everyone has benefited from such cooperation.Asia should welcome non-Asian countries to play a constructive role in ensuring stability and development of the region.Likewise, the non-Asian countries should respect Asia's diversity and its long-standing tradition of cooperation.This will create a dynamic environment in which Asia and other regions enjoy mutually reinforcing progress.女士們、先生們、朋友們！中國是亞洲和世界大家庭的重要成員。中國發展離不開亞洲和世界，亞洲和世界繁榮穩定也需要中國。Ladies and Gentlemen, Dear Friends, China is an important member of the Asian family and the global family.China cannot develop itself in isolation from the rest of Asia and the world.On their part, the rest of Asia and the world cannot enjoy prosperity and stability without China.去年11月，中國共產黨召開了第十八次全國代表大會，明確了中國今后一個時期的發展藍圖。我們的奮斗目標是，到2020年國內生產總值和城鄉居民人均收入在2010年的基礎上翻一番，全面建成小康社會；到本世紀中葉建成富強民主文明和諧的社會主義現代化國家，實現中華民族偉大復興的中國夢。展望未來，我們充滿信心。

In November last year, the Communist Party of China held its 18th National Congress, which drew the blueprint for China's development in the years to come.The main goals we set for China are as follows: By 2020, China's GDP and per capita incomes for urban and rural residents will double the 2010 figures, and the building of a moderately prosperous society in all respects will be completed.By the mid-21st century, China will be turned into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious;and the Chinese dream, namely, the great rejuvenation of the Chinese nation, will be realized.Looking ahead, we are full of confidence in China's future.我們也認識到，中國依然是世界上最大的發展中國家，中國發展仍面臨著不少困難和挑戰，要使全體中國人民都過上美好生活，還需要付出長期不懈的努力。我們將堅持改革開放不動搖，牢牢把握轉變經濟發展方式這條主線，集中精力把自己的事情辦好，不斷推進社會主義現代化建設。On the other hand, we are aware that China remains the world's largest developing country, and it faces many difficulties and challenges on its road to progress.We need to make relentless efforts in the years ahead to deliver a better life to all our people.We are unwaveringly committed to reform and opening up, and we will concentrate on the major task of shifting the growth model, focus on running our own affairs well and make continued efforts to boost the socialist modernization drive.“親望親好，鄰望鄰好。”中國將堅持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發展更好惠及周邊國家。

As a Chinese saying goes, neighbors wish each other well, just as loved ones do to each other.China will continue to promote friendship and partnership with its neighbors, consolidate friendly ties and deepen mutually beneficial cooperation with them and ensure that its development will bring even greater benefits to its neighbors.我們將大力促進亞洲和世界發展繁榮。新世紀以來，中國同周邊國家貿易額由1000多億美元增至1.3萬億美元，已成為眾多周邊國家的最大貿易伙伴、最大出口市場、重要投資來源地。中國同亞洲和世界的利益融合達到前所未有的廣度和深度。當前和今后一個時期，中國經濟將繼續保持健康發展勢頭，國內需求特別是消費需求將持續擴大，對外投資也將大幅增加。據測算，今后5年，中國將進口10萬億美元左右的商品，對外投資規模將達到5000億美元，出境旅游有可能超過4億人次。中國越發展，越能給亞洲和世界帶來發展機遇。
