（1）稱呼。寫稱呼的目的是為了明確倡議的對象，一般要依據倡議的對象而選用適當的稱呼，如：“dear friends”，“dear schoolmates”，“dear editor”，“dear students”等。

（2）正文。倡議意在引起他人的響應，這就要求作者須清楚說明倡議背景、原因，申明倡議目的，做到讓人信服，人們才能響應并自覺行動。倡議的內容也要具體，要寫明有什么作用。一般倡議的內容可為幾點來寫的，這樣倡議的對象更容易看清，更容易明白，效果也更好。

（3）結尾。結尾可表明倡議者的決心和希望或者提出某種建議，但是一般不在結尾用些表示敬意或祝愿的話。

（4）落款。在右下方署名發出倡議的集體或倡議者的姓名，然后另起一行，署上發出倡議時間。
