經濟理論與宏觀經濟政策之第二部分 財政理論
一、我國的公共財政建設
公共財政的內涵
1、概念:通過開展收支活動,集中并有效利用社會資源,政府履行應有職能和滿足社會公共需要的一種社會活動。
2、特征:滿足社會公共需要為主要目標和工作重心;以公共產品和公共服務作為滿足社會公共需要的基本方式;以公民權利平等、政治權利制衡為前提規范的公共選擇;以現代意義的公共性、透明度、完整性、事前確定、嚴格執行基本管理運行機制,規范政府行為,貫徹公眾意愿和追求公共利益最大化。
公共財政建設的主要內容
1、公共財政體系主要包括公共財政收入體系、支出體系、預算體系、政策體系、責權配置規則體系、制度體系、管理體系、投融資體系、監督體系。
2、我國自1998年提出建立在編報預算時,將預算內、外資金等所有政府行財力部門全部編入預算,保證預算的完整性。使與政府算編制逐步向完整、透明、規范、公開、高效方向發展,為建設公共財政提供基礎制度保障。②國庫集中收付改革:2001年,實行單一帳戶的國庫集中收付改革,建立了有利于對財政資金實行全程監督、追求高效運作的國庫集中收付制度。目前,中央級一般預算、政府國有資本經營預算資金全部實行國庫集中收付,部分中央補助地方專轉移支付資金。③收支兩條線:行事公權單位的各項收費和罰沒收入,進入財政專戶,進行預算統籌,支出通過預算規范性安排。要將行政事業性收費、政府性基金、國有資源有償使用收入、國有資本經營收費、彩票公益金、罰沒收入等政府非稅收入都納入管理范圍。④政府采購制度改革:中央單位部門預算中增加政府集中采購內容,推行政府采購制度改革,規范政府經濟活動,提高資金使用效率,抑制腐敗行為,提高調控水平。⑤財政轉移支付制度改革:有力支持中西部經濟欠發達地區行政運轉和社會事業發展,促進地區間基本公共服務均等化,專向轉移支付主要用于支農、教科文衛、社會保障等民生支出,體現了公共財政要求。⑥政府收支分類改革:預算收支的分類和科目體系與國際通行標準接軌。⑦績效管理改革:制定規范的績效評價管理辦法,初步建立績效評估體系,在中央和地方推動預算績效評價試點,將績效評價結果與部門預算編制結合,改變以往“重分配,輕管理”的現象。⑧政府財政管理信息系統改革:我國財政部門積極推動“金財工程”,即“政府財政管理信息系統”的建設,建立一個全面反映政府財力,支撐公共財政科學決策的財政管理和財政監督的信息平臺,實現中央地方預算編審系統的修改完善、技術支持、應用服務。
推進公共財政建設的重點與難點
1、政府職能轉變尚存在難度:政府職能轉變是一個重大而復雜的問題,實現政府自身職能和機構的變遷,不僅涉及政府和市場之間的關系重新界定、政府行政運行機制調整、政府行為的規范及行政權力約束于監督等內容,還涉及行政體制、政治體制的配套改革,乃至國家人文環境的重塑和現代文明體系的重建等深層難題,并積極構建有利于現代國家良性運轉的基礎性制度框架。
2、國家財力還不能有效服務政府履行應有職能和滿足社會公共需要:在有限財力下,充分發揮公共財政職能,優化支出結構、降低行政成本,重點保障基本民生支出,提高財政資金使用效益,是公共財政體制建設所面臨的挑戰和亟需解決的重大現實問題。
3民眾廣泛參與的規范的公共選擇機制,在公共政策的制定上還缺乏有效的體制機制支撐,影響到在理財上上難以真正實現公共財政所要求的較全面的法治化、民主化、科學化。公共財政建設的未來取向
公共財政建設和體制改革應與各方面的綜合配套改革相呼應而不失時機地向前推進,爭取進入新階段、新境界,從體制機制上和財力分配上促進社會和諧,保障民眾更多分享改革發展成果。
1分,理順中央與地方收入劃分;以房地產稅、資源稅等充實地方稅體系,適當壯大地方稅收收入,提高地方公共服務保障能力;完善縱向財政轉移支付制度,改進橫向轉移支付制度;完善企業所得稅稅源總分制度。
2力:改進和優化收入分配、公共政策和公共管理,構建有利于改善國民收入分配結構的財產稅制度框架;構建有利于低收入群體、弱勢群體、“三農”的社會保障體系。支持企業為主體的自主創新體系,資助重大科技實驗室、基礎性科技人文環境,完善促進環境保護和資源合理利用的稅收制度,健全有利于環境改善和能源節約的能源稅。進一步嚴格預算調整,加強節余資金管理;全面推進部門綜合財政預算改革,強化預算約束;完善政府采購制度體系,規范采購行為;全面深化國庫集中收付制度改革,落實全程監督機制;積極引進績效管理的理念和方法,盡快建立科學、合理的預算績效評價體系,建立有效的問責機制;推進金財工程建設,以現代信息技術提高預算透明度和管理水平。
4協調性,逐步實現“一級政權、一級事權、一級財權、一級稅基、一級預算、一級產權、一級舉債權”。形成中央、省、市縣三級財政架構,按照法律規定、受益范圍、成本效率原則。理順政府事權和職責,做到三級支出責任明細。公共財政建設必須得到其他方面改革的配合和協調。

從我們獵頭公司的角度看這篇英文簡歷,感覺還是不錯的。可以用這樣幾個字來概括:條理比較清晰,結構比較完整,用詞也比較規范。如果說還有哪些地方需要提高的話,可能在“賣點”上需要花一點功夫。從比較專業的眼光去品判一篇英文簡歷,我想簡單概括以下幾點,也可為想寫好英文簡歷的經理人作參考:英文簡歷的格式其實很簡單,可以根據自己的經驗和專業能力搞得新穎一點。但基本上不外乎以下幾個要素,如:

在Professional Experience 之前的要素,描述不用太長篇,高度概括即可。面試人,特別是老外,可從中看出你的英文概括能力(長句的使用)。
2、英文簡歷中,專業經驗、經歷(Professional Experience)部分是重頭戲。因為這個部分是面試人最感興趣和關心的,以后即使在面試時,也差不多圍繞這個在說話。寫簡歷的人需要花大“手筆”去描述這個部分。怎樣才能描述好,要抓住以下幾個關鍵:
工作職責Responsibility。
工作業績Achievement: 如完成了多少指標,如何完成的?管理多少人,利潤提高了多少?等等。
在A,B 中,要不厭其煩地用比較數字說明問題,因為獵頭或面試人可能對你的專業不很了解,但每一個人都對跳躍的數字感興趣,并且記得住,如:團隊由最初的3人發展到現在的15人,經銷商由99年的3家擴展到2001年的23家等等。
不要光寫成功經驗,也要提及曾經走過的彎路和失敗。最好是寫一個例子,說明原先某個事件看上去已經失敗,但通過你的努力,提高很快,很顯著,你也從中學到很多。告訴面試人或寫在簡歷上你是通過哪些辦法去改變的。老外往往對這一些很感興趣,因為走過彎路再成功的人更吸引人,也對他的公司更具有實際操作意義。
這個部分用詞也有講究,能令人興奮和印象深刻的詞很多,如:rebuild up, developed, exceed, participated, enhanced, coordinated, conducted, assisted processed, implemented,management,prepared, consolidated, contributed more than % for, over, revenue, growth, excellent performance,top,strategy, awarded, significant increase, milestones, etc.3 Education

總體來講,寫英文簡歷并不難,難的是要贏得面試。我們經常在上面的討論中談到面試人和我們獵頭對這份簡歷的看法。任何一篇文章,不在長短,也不在形式花俏,而在于它的特點和賣點。而且特點和賣點在一開始的時候就應該顯現出來。就像1999年風險投資盛行時,你如果想吸引風險投資家的目光,你必需在開場白的5分鐘內讓人對你的項目感興趣,在45秒內讓人明白你要做什么,簡歷只是把這種表白書面化了。任何一個看你簡歷的獵頭和面試人都希望在最短的時間內知道你的特點和賣點,都喜歡一個能給他們帶來與眾不同的人,能給他們帶來
別人所沒有的東西。如果你的簡歷在這點上作了文章,可能幸運之星已經在向你招手了,也已經有人對你動心了。
