工作方案

為認真做好我市“六五”普法檢查驗收工作,根據省普法教育工作領導小組有關文件精神以及贛州市法制宣傳教育工作領導小組?關于組織開展全市“六五”普法檢查驗收工作的通知?(贛市法宣發?2015?1號)精神,特制訂如下工作方案。

一、指導思想

以黨的十八大、十八屆三中、四中全會和總書記系列重要講話精神為指導,深入貫徹落實市委四屆六次全會精神,全面檢查驗收各地、各部門實施“六五”普法規劃和市人大常委會決議等情況,確保普法規劃和決議的全面落實;總結普法工作經驗,大力宣傳先進典型,深入查找存在的問題和不足,為進一步深化法治宣傳教育、全面完成法治贛州建設三大重點任務奠定堅實的基礎。

二、檢查驗收對象

各縣(市、區)、贛州經濟技術開發區,市直、駐市單位;瑞金市不納入市里的檢查,由省里直接檢查。

各縣(市、區)、贛州經濟技術開發區抽檢5類單位,即:2個縣直、駐縣單位(含一個政法部門),2個鄉鎮(街道),1個村(居委會),1個企業,1個學校。被檢單位中,檢查組可隨機選定1-2個,其余單位由縣(市、區)推薦,檢查組確定。

除以上5類單位外,各縣(市、區)法宣辦為必檢單位。

三、時間安排

時間為8月17日至21日。

四、檢查內容及標準

檢查驗收的主要內容是“六五”普法規劃和市人大常委會決議的貫徹執行情況。重點檢查普法和法治建設工作的組織領導和保障情況;憲法、中國特色社會主義法律體系及相關法律,特別是重點普及法律的學習宣傳情況;領導干部、青少年等重點普法對象學法用法情況;“法律六進”活動開展情況;法治文化建設情況;依法治理和法治創建工作開展情況;運用新媒體新技術開展普法情況;普法的實際效果等。

3、附件4)。本次檢查將作為被檢單位“六五”普法工作是否達標和擇優推薦先進的重要依據。

五、檢查驗收方式和程序

結合實際采取聽取匯報、實地走訪、查閱原始工作記錄、召開座談會等方式進行。

檢查驗收的程序為:

1、聽取工作情況匯報:聽取被檢地方(單位)領導匯報實施 “六五”普法規劃工作情況(包括工作成效、工作經驗和存在的問題等);

2、查閱工作圖文資料:檢查組認真對照檢查內容及標準,查閱有關文件資料。

3、實地檢查有關單位:對縣(市、區)進行檢查時,除檢查法宣辦的工作以外,還應分類檢查縣直、駐縣單位,鄉(鎮)、村(居)、企業、學校。

4、檢查組反饋檢查情況:對被檢單位當面反饋檢查評議意見(但不當場打分,不作結論性評價),在簡要肯定成績和工作亮點的同時,重點對存在的問題提出整改意見和要求。

5、報送檢查工作情況匯報:檢查結束后,每個檢查組要針對被檢縣(市、區)“六五”普法工作情況撰寫1000字左右的情況匯報;對被檢市直、駐市單位要按工作成效從優到差進行排名;所有的檢查資料由市司法局的同志帶回并交市法宣辦。

六、檢查組人員組成

檢查驗收分為17個組,人員組成為:市法宣領導小組成員單位領導1名,成員單位工作人員1名,市司法局工作人員1名,共計3人。市法宣領導小組成員單位領導任組長,市司法局干部負責具體聯絡工作。請市法宣領導小組成員單位派遣車輛。

七、有關要求

1、各地、各單位要高度重視“六五”普法檢查驗收工作,精心安排、認真準備,被檢單位要有書面的匯報材料。

2、檢查驗收嚴格按?全市“六五”普法檢查驗收內容及標準?進行,全面深入了解“六五”普法規劃實施情況,及時發現存在的問題和不足,推動工作進步。

3、市法宣領導小組成員單位具體負責本組的檢查驗收工作,領導小組成員因故不能參加本次檢查的,由所在單位安排其他領 導參加。

4、各小組檢查結束后,市法制宣傳教育工作領導小組綜合審定檢查情況,將檢查結果在全市范圍內進行通報,并以適當方式對先進集體和先進個人進行表彰。

全市“六五”普法檢查驗收內容及標準(地方)

根據全市“六五”普法規劃、決議以及省有關工作要求,特制定本檢查驗收內容和標準。

一、組織領導和保障措施

1.普法依法治理工作納入當地國民經濟和社會發展規劃,納入黨委、政府目標管理;黨委、人大、政府將普法和依法治理工作納入重要議事日程,專題研究部署,聽取情況匯報,加強檢查監督,解決工作中遇到的實際問題。

2.黨委、政府轉發了“六五”普法規劃,人大常委會作出加強法制宣傳教育決議。

3.普法依法治理工作領導機構和工作制度健全,領導小組主要領導遇到人事變動時能及時調整、充實,每年召開全體成員會議,研究、部署和推進普法依法治理工作;各縣(市、區)法宣辦工作人員應不少于2人,并配備有電腦、網絡、視聽等必要的宣傳設備。

4.普法主管部門認真做好“六五”普法規劃實施的組織、協調、指導、檢查工作,全年普法依法治理工作有計劃、有重點、有檢查、有創新,及時總結推廣典型經驗,分類指導基層工作;領導小組成員單位職責明確,充分發揮各自職能優勢,支持、配合法治宣傳教育工作的開展;建立“誰執法誰普法”的普法責任制,專業法主管部門除組織開展好本部門本行業本單位普法工作外,積極面向社會開展本部門專業法律法規的宣傳教育。

5.加強普法教育專職隊伍建設和培訓,每年至少集中輪訓一次; 12 建立普法志愿者、普法講師團等隊伍,定期開展法治宣講活動。

6.普法經費納入本級政府財政預算,足額及時撥付到位,確保專款專用,切實保證工作需要。

7.建立完善了普法依法治理工作考核評估、獎懲激勵等制度,有效推動普法依法治理工作不斷創新、科學發展。

8.及時報送工作信息,積極宣傳報道工作經驗和先進典型。9.普法依法治理檔案齊全、管理規范。

二、普法教育工作情況

10.學習宣傳黨的十八大、十八屆三中、四中全會精神,學習宣傳憲法、中國特色社會主義法律體系和國家基本法律,深入開展社會主義法治理念宣傳教育,認真開展與本地區經濟社會發展密切相關的地方性法規學習宣傳,圍繞黨委、政府的重大部署、重大任務和重點工作組織開展有聲勢、有效果的法治宣傳教育主題活動。

11.按照全市2011年至2015年普法教育工作要點的安排部署,切實抓好了各全市公民重點普及法律法規的學習宣傳,積極組織公民參加全省“百萬網民學法律”知識競賽,效果顯著。

12.加強領導干部學法用法,完善并落實黨委(黨組)中心組學法、政府常務會議專題學法等制度,中心組集中學法每年不少于兩次;法治教育納入領導干部理論學習和培訓規劃,列為黨校、行政學院和干部培訓機構必修課,推進領導干部學法常態化、系統化和制度化;建立領導干部述法制度,把依法決策、依法管理、依法辦事能力和個人遵守黨紀國法的情況納入領導干部年終綜合考評的重要內容;全市領導干部法律知識統一考試的參考率和合格率均達到100%。

13.建立健全公務員法律知識培訓、考試考核等制度,把法律知識納入公務員職業準入考試考核的重要內容;執法人員持證上崗率達100%;公務員法律知識考試參考率和合格率達到100%;把學法用 法考試考核情況作為公務員任職、晉升和考核的重要依據。

14.加強青少年普法教育,推進學校法治教育課時、教材、師資、經費“四落實”;建立法治副校長(輔導員)制度,中小學基本配備法治副校長(輔導員),有效發揮其作用;建立多種形式的青少年法制教育基地。

15.加強企事業管理人員學法用法,完善和落實企業負責人學法制度、企業經營管理人員法治培訓制度、企業法律顧問輪訓制度、法律知識考試考核制度,并付諸實施;完善企業法律顧問制度,發揮法律顧問在企事業依法經營管理中的作用;采取多種形式對職工進行經常性法治宣傳教育。

Thank you, Mr.Chairperson, Mr.Director-General, distinguished members of the ILO's Governing Body and friends.I welcome this opportunity to be here today, with an Organization which in many ways belongs to all of us workers.I can think of, in fact, no other international body that one can claim as one's own so unambiguously.I have also had a longstanding formal association with the ILO.Many of my early pieces on women and technological change and on land rights were published by the ILO, as well as was the work of many other scholars.It is therefore a pleasure for me to be here on this important Symposium.The canvas of the Symposium is very large.I will focus on two aspects of gender inequality that centrally effect millions of women as workers but perhaps have failed to receive the attention they deserve.First, the gender gap in command over property and Productive assets and, second, gender biased social perceptions and social norms.Sample 2
