Questions 6 to 10 are based on the following passage:
The multi-billion-dollar Western pop music industry is under fire.It is being blamed by the United Nations for the dramatic rise in drug abuse worldwide, “The most worrying development is a culture of drug-friendliness,” says the UN's International Narcotics Control Board in a report released last year. The 74-page study says the pop music, as a global industry, is by far the most influential trend-setter for young people of most cultures.“Some songs encourage people to take drugs.(78)Certain pop stars make statements and set examples as if the use of drugs for non-medicinal purposes were a normal and acceptable part of a person's lifestyle,” the study says.Surprisingly, says the Board, the effect of drug-friendly pop music seems to survive despite the occasional shock of death by overdose(過量用藥).“Such incidents end to be seen as an occasion to mourn(哀悼)the loss of a role model, and not an opportunity to face the deadly effect of drug use,” it notes.Since the 1970s, several internationally famous singer and movie stars—including Elvis Presley, Janice Jophlin, John Belushi, Jimi Hendrix, Jonathan Melvin and Andy Gibbs—have died of either drug abuse or drug related illnesses. With the globalization of popular music, messages promoting drug abuse are now reaching beyond their countries of origin.“In most countries, the names of certain pop stars have become familiar to the members of every household,” the study says. The UN study also blames the media for its description of certain drug incidents, which encourages rather than prevents drug abuse.“Over the past years, we have seen how drug abuse is increasingly regarded as being acceptable or even attractive,” says Hamid Ghodse, president of the Board.“Powerful pressure groups run political campains aimed at legalizing controlled drugs,” he says.Ghodse also points out that all these developments have created an environment which is tolerant(容忍的)of
or even favorable to drug abuse and spoils international drug prevention efforts currently under way.The study focuses on demand reduction and prevention within an environment that has become tolerant of drug abuse. The Board calls on governments to do their legal and moral duties, and to act against the pro-drug(贊成吸毒)messages of the youth culture to which young people increasingly are being exposed.1.Which of the following statements does the author tend to agree with?
A.The use of drugs for non-medicinal purposes is an acceptable part of a person's lifestyle.B.The spreading of pop music may cause drug abuse to beyond country boundaries.C.No efforts have been made to prevent the spreading of drug abuse.D.Governments have no ability at act against the pro-drug messages of the youth culture.2.The expression “under fire” in the first paragraph means ________.A.in an urgent situation B.facing some problems C.being criticized D.in trouble 3.From the third paragraph, we learn that the youth ________.A.tend to mourn the pop stars who died of overdose as role modes B.are shocked to know even pop stars may abuse drugs C.try to face the deadly effect of drug use D.may stop abusing drugs 4.Which of the following is not mentioned as tolerant of drug abuse? A.The spreading of pop music.B.The media.C.Political campaigns run by powerful pressure groups.D.The low price of some drugs.5.According to the passage, pop music ________ A.has a great influence on young people of most cultures B.attracts a small number of young people C.is not a profitable industry D.is alone responsible for drug abuse
Passage 2
Questions 6 to 10 are based on the following passage:
There are many older people in the world and there will be many more.A little-known fact is that over 60 percent of the older people live in developing countries.According to the World Health Organization, by 2020 there will be 1 billion, with over 700 million living in developing countries. It is a surprising fact that the population ageing is particularly rapid in developing countries. For example, it took France 115 years for the proportion of older people to double from 7 percent to 14 percent. It is estimated to take China a mere 27 years to achieve this same increase. What are the implications of these increased numbers of older folk?(76)One of the biggest worries for governments is that the longer people live, the more likelihood there is for diseases and for disability(殘疾).Attention is being paid to the need to keep people as healthy as possible, including during old age, to lessen the financial burden on the state.(77)Another significant problem is the need for the younger generations to understand and value the older people in their society. In some African countries, certainly in Asia, older people are respected and regarded as the ones with special knowledge.Yet traditions are fading away daily, which does not ensure the continued high regard of older people. As society changes, attitudes will change.Much needs to be done to get rid of age discrimination(歧視)in employment.Life-long learning programs need to be provided to enable older people to be active members in a country's development.Social security policies need to be established to provide adequate income protection for older people. Both public and private schemes are vital in order to build a suitable safety net.6.The proportion of older people________.A.is bigger in developed countries than in developing countries B.is one-seventh of the population in developing countries C.will increase much faster in China than in France D.will be sixty percent in developing countries by 2020

C.be ignored as society changes
D.be valued by the yonger generations
9.Which of the following measure is NOT mentioned to solve the population ageing problem?

C.people are too busy to solve the population ageing problem
D.much time and effort will be lost in solving the ageing problem
Passage 3
Questions 11 to 15 are based on the following passage:
(79)Extensive new studies suggest that the world has made extraordinary progress in reducing poverty in recent decades. The research suggests that the pace of economic progress has been rapid and continued for decades, built on the foundations of relative political stability, rising trade, and economic liberalization(自由化)after two world wars. One new study, published recently by the Institute for International Economics in Washington, find that the proportion of the 6.1 billion people in the world who live on $1 a day or less shrank from 63 percent in 1950 to 35 percent in 1980 and 12 percent in 1999.by some other measures, the progress has been more modest.Still, economists agree that poverty has plunged in key nations such as India and especially China, thanks to slowing population growth as well as economic freedom.“This is a huge success for the world as a whole,” says Harvard University economist Richard Cooper.“We are doing something right.”
The news comes as the World Bank is about to open its annual meeting in Washington-an event that has been troubled in recent years by protests that the Bank and its sister Institution, the International Monetary Fund(IMF國際貨幣組織),have done too little for the world's poor.(80)The new economic research will not put an end to that dispute.Vast
populations remain poor, and many still question the wisdom of World Bank policies.Nonetheless, the research findings are helpful to understand what policies should be followed by those institutions and hundreds of other development groups working very hard to hasten the pace of world economic progress. If dramatic gains are under way, the present policies-calling for open markets, free business activities, and tight monetary control-are working and correct. But critics of IMF and World Bank policies maintain that such economic success stories as Japan, China, South Korea and Singapore are rooted in more than just “free” markets. These nations have managed to grow rapidly, and thereby reduce poverty, by limiting imports when their domestic industries were young, pushing exports to rich nations, and putting controls on purely international financial flows. The have been open to foreign-owned factories but have often insisted that those investors share the knowledge and skill on modern technologies.11.The word “plunged” in the first paragraph means ________.A.decreased B.climbed C.increased D.dropped into water
12.From the passage, we learn that ______.A.World Bank has done nothing to help the poor in the world B.IMF only helps the rich in the world C.World Bank controls all the banks in the world D.There are some demonstrations against World Bank in recent years

Part I Reading Comprehension(30%)
Directions: There are three passages in this part. Each passage is followed by some questions or unfinished statements. For each of them there are four choices marked A, B, C and D.You should decide on the best choice and blacken the corresponding letter on the Answer Sheet.Passage 1
Questions 1 to 5 are based on the following passage:
According to a recent surv, ey, employees in many companies today work longer hours than employees did in 1979.They also take shorter vacations than employees in 1979.It seems that Americans are working harder today than ever before.Or are they? A management consultant, Bill Meyer, decided to find out.For three days, he observed an investment banker hard at work.Meyer wrote down everything the banker did during his long workday. At the end of the three-day period, Meyer reviewed the banker's activities with him. What did they find out? They discovered that the man spent 80 percent of his time doing unnecessary work. For example, he attended unnecessary meetings, made redundant(多余的)telephone calls, and spent time packing and unpacking his two big briefcases.(76)Apparently many people believe that the more time a person spends at work, the more he or she accomplishes. When employers evaluate employees, they often consider the amount of time on the job in addition to job performance.Employees know this.Although many working people can do their job effectively during a regular 40-hour work week, they feel they have to spend more time on the job after normal working hours so that the people who can promote them see them.A group of headhunters(獵頭)were asked their opinion about a situation. They had a choice of two candidates for an executive position with an important company. The candidates had similar qualifications for the job.For example, they were both reliable. One could do the job well in a 40-hour work week. The other would do the same job in an 80-hour work week just as well.According to a headhunting expert, the 80-hour-a-week candidate would get the job.The time this candidate spends on the job may encourage other employees to spend more time at work, too.Employers believe that if the employees stay at work later, they may actually do more work. However, the connection between time and productivity(生產率)is not always positive.(77)In fact.many studies indicate that after a certain point, anyone's productivity and creativity begin to decrease. Some employees are not willing to spend so much extra, unproductive time at the office.Once they finish their work satisfactorily, they want to relax and enjoy themselves. For these people, the solution is to find a company that encourages people to do both.1.What is the main idea of this passage? A.Many people work long hours but do not always do a lot of work.B.Most people can get more work done by working longer hours.C.Most Americans work 80 hours a week, and some work even longer.D.People can make more money by working longer hours.2.The management consultant wanted to fmd out.A.how hard the investment banker worked during his work hours
B.when people spent time doing unnecessary work in their office
C.if people needed vacation after working hard for a certain period of time

B.his example would lead other employees to work longer hours
C.he has better qualifications
D.he could encourage other employees to do a better job
5.The expression “to do both” in the last paragraph is_____.A.to finish their work satisfactorily and relax and enjoy themselves
B.to pay attention to both performance and productivity

Passage 2
Questions 6 to 10 are based on the following passage:
Many private institutions of higher education around the country are in danger. Not ail will be saved, and perhaps not all deserve to be saved. There are low-quaiity schools just as there are low-quality businesses. We have no obligation to save them simply because.they exist. But many thriving institutions that deserve to continue are threatened. They are doing a fine job educationally, but they are caught in a financial difficulty, with no way to reduce rising costs or increase revenues(收入)significantly.Raising fees doesn't bring in more revenue, for each time fees go up, the, enrollment(注冊人數)goes down, or the mount that must be given away in student aid goes up.(78)Schools are bad businesses, whether rmblic or orivate, not usually because of bad management but because of the nature of the business. They lose money on every customer, and they can go bankrupt either from too few students or too many students.Even a very good college is a very bad business. It is such colleges, thriving but threatened, that I worry about.Low enrollment is not their chief problem.Even with full enrollments, they may go under.Efforts to save them, and preferably to keep them private, are a national necessity.(79)There is no basis.for arguing that private schools are bound to be better than public schools. There are plentiful examples to the contrary.Anyone can name state universities and colleges that rank as the finest in the nation and the world. It is now inevitable that public institutions will be dominant, and therefore diversity(多樣性)is a national necessity.Diversity in the way we support schools tends to give us a healthy diversity in the forms of education. In ah imperfect society such as ours, uniformity of education throughout the nation could be dangerous, ha an imperfect society, diversity is a positive good.Eager supporters of public higher education know the importance of keeping private higher education healthy.6.In the passage, the author asks the public to support_____.A.private higher education in general B.public higher education in general C.high-quality private universities and colleges D.high-quality state universities and colleges
7.According to the passage, schools are bad businesses because of_____.A.the nature of school

C.bad management
D.too few students.8.The phrase “go under” in the second paragraph is closest in meaning to _____.A.have low fees
B.get into difficulties
C.do a bad ]ob educationally
D.have low teaching standards
9.Which of the following statements is TRUE?
A.There are many cases indicating that private schools are superior to public schools.B.The author thinks diversity of education is preferable to uniformity of education.C.A high-quality university is always a good business.D.Each time fees are raised, the enrollment goes up.10.In the author's opinion, the way that can save private schools lies in_____.A.full enrollment
B.raising fees
C.reducing student aid

Passage 3
Questions 11 to 15 are based onthe following passage:
The fourth-graders atChicago's McCormick Elementary School don't know Chinese is supposed to be hard to learn. For most, who speak Spanish at home, it's becoming their third language. They've been heating and using Chinese words since nursery, and it's natural to give a “ni hao”when strangers enter the classroom.“It's really fun!” says Miranda Lucas, taking a break from a lesson that includes a Chinese interview with Jackie Chan.“I'm teaching my mom to speak Chinese.”
The classroom scene at McCormick is unusual, but it may soon be a common phenomenon in American schools, where Chinese is rapidly becoming the hot new language.Government officials have long wanted more focus on useful languages like Chinese, and pressure from them —— as well as from business leaders, politicians, and parents —— has produced a quick growth in the number of programs.Chicago city officials make their best effort to include Chinese in their public schools.Their program has grown to include 3,000 students in 20 schools, with more schools on a waiting list.Programs have also spread to places like Los Angeles, New York City, and North Carolina.Supporters see knowledge of the Chinese language and culture as an advantagein a global economy where China is growing in importance.“This is an interesting way to begin to engage with the world's next superpower,” says Michael Levine, director of education at the Asia Society, which has started five new public high schools that offer Chinese.“Globalization has already changed the arrangements in terms of how children today are going to think about their careers, The question is when, not whether, the schools are going to adjust.”
(80)The number of students leaming Chinese is tiny compared with how many study Spanish or French. But one report shows that before-college enrollment(報名人數)nearly quadrupled between 1992 and 2002, from 6,000 to 24,000.Despite the demand, though, developing programs isn't easy. And the No.one difficulty, everyone agrees, is having enough teachers.Finding teacher “is the challenge,” says Scott McGinnis, an academic adviser for a language institute and a Chinese teacher for 15 years at the college level.“Materials are easy comparison.Or getting schools funded.”
