2009年泰州市中考英語試題評析

摘要：泰州市2009中考試題，始終緊扣課本，吃透現行教材，重難點把握到位；涉及的知識面較廣，注重基礎；題量適中，梯度合理，有利于不同層次的學生答題；試卷題型設置合理，利于初高中教學的有效銜接,充分體現了新課標理念，對2010年中考的科學備考以及今后初中英語教學會起到很好的導向作用。

一、試卷命題特色

江蘇省從2009年起對中考進行改革，數學和物理兩門學科實行全省統一考試，其他學科將陸續施行統一試卷。其中英語學科已將原來的聽力（20分）和口語（10分）考試合二為一，實行計算機自動評卷，全省統一測試。各市紙筆化考試仍由各市自主命題，總分變為120分。2009年泰州市中考英語試卷命題工作始終以“五個有利于”作為命題的指導思想，力求符合課程改革的要求，體現素質教育的導向，貼近生活實際和社會實踐，注重考查基礎知識和基本技能，注重考查學生學習的過程和方法，情感、態度和價值觀，注重引領學生的創新精神和探究意識，注重考查學生的語言素養，促進學生主動求知，不斷實踐。具體體現在：

1、語言與文化的統一。充分體現英語課育人為本的德育功能，它既是學生通過英語學習和實踐活動，逐步掌握英語知識和技能，提高語言實際運用能力的過程，又是他們磨礪意志、陶冶情操、拓展視野、豐富生活經歷、開發思維能力、發展個性和提高人文素養的過程；在語篇中滲透思想品德教育，重視語言的教育功能，幫助學生樹立正確的價值觀。

2、基礎與普及的統一。加強對學生基礎知識、基本技能和基本素質的考查，面向城鄉全體學生，準確把握試題的適當難度。

3、繼承與創新的統一。為保持中考命題的延續性，大量借鑒了泰州市及全省各大市以往命題的成功經驗。結合本年度的特點和泰州實際，力求穩定中有創新。

4、情境與生活的統一。試題內容與社會實際和學生生活緊密聯系，注意考查學生在具體情境中運用所學知識分析、解決問題的能力，做到立意、情境和設問的有機統一。

5、綜合與滲透的統一。加強學生綜合能力的考查，體現學科內綜合，注意學科之間相互滲透，同時注意這種滲透是本學科知識的自然延伸或綜合應用。

二、試題特點分析

（一）凸顯育人功能，體現核心價值

英語課程要面向全體學生，注重素質教育。2009年中考英語試卷在完型填空、閱讀理解、閱讀表達、短文填空和書面表達等內容的選擇上都力求具有文化特征，貼近現代生活和校園生活，富有時代特征和人文意識。設題靈活，難易題分布良好，能兼顧不同水平的考生。考點設置時關注實際生活，將測試要點與生活用語緊密結合，語言真實。完型填空通過同學間一個感人的故事啟發人們懂得“真愛的無私”。文章內容情節簡單，但有思考空間，啟迪學生感悟“世界上最幸福的人是那些為他們所愛的人而生存的人”的主題。本文既考查了學生綜合運用語言知識的能力, 又滲透了思想教育, 是測試與生活和諧統一的體現。

（二）圍繞學生成長，關注社會熱點

學生的發展是英語課程的出發點和歸宿。新課標倡導“突出學生主體，尊重個體差異”。2009年中考英

語試題增加了書面表達的比重，由08年的15分增加到20分，加大了考查學生以書面形式傳遞信息和表達語言的能力。本卷的書面表達以“家鄉的變化”為話題寫自己的感受。本題既讓大部分考生“言之有物”(主要信息來自教材，并有漢語提示),又給優秀考生有自由發揮的空間(分別從過去、現在、將來三方面發表自己的感想)，既兼顧到考生的個性差異和能力特點,也突出了“注重素質教育、貼近學生生活”的理念。引導學生把所學知識靈活運用到較真實的語境中是該題的特色。再如第五大題第4小題出現最近全球“談虎色變”的事—A-Flu-H1N1(甲型H1N1流感)，使學生體驗到只有平時關注社會、關注生活，自覺培養思想品德素養，才能在中考中取得好成績，力求實現素質教育與中考升學內在的完美的統一。

（三）能力立意為主、考查綜合素養

“使學生掌握一定的英語基礎知識和聽、說、讀、寫技能，形成一定的綜合語言運用能力”是《課標》提出的基礎教育階段英語課程的任務之一。09年中考英語試卷中，詞匯和語法等基礎題隨處可見。單項選擇與詞匯運用突出了其基礎性和常規性, 考查內容以《課標》為依據，重點突出, 總體上降低對語言知識本身考查的難度, 同時提高對知識靈活運用的要求，即更注重測試實際運用能力，所有試題均借助于一定的語言環境來考查學生對語法、詞匯和常見表達法等的掌握情況。閱讀表達是要求學生在閱讀所給短文的基礎上能理解全文，找出文章的主題句；能聯系上下文寫出文章段落的中心詞；能根據短文內容較準確地理解或翻譯結構較為復雜的句子。將理解能力和表達能力結合起來，旨在加強考查考生通過閱讀獲取信息、處理信息的能力，以提高語言能力測試的效度。短文填空的選材是學生生活中一個熟悉的話題—人物介紹，簡述英國倫敦一位14歲的女舉重運動員的成長及夢想。命題中以考查閱讀理解、邏輯推理和詞匯拼寫的能力立意，在考點的設置上更突出篇章意識，給學生提供較為完整的信息，真正考查學生對篇章整體理解的能力。

（四）答案科學合理、確保考試信度

信度是考試的關鍵，更是命題的難點。本卷從四個方面確保考試的信度。

1、考試目標定位。本卷的考試目標定位在考能力，即命題要關注基礎、重視交際、注重語篇、強調運用、創新立意，充分體現新課標理念。這些素質僅靠死記硬背是難以具備的，依賴“題海戰役”是不可能解決的。如本卷閱讀理解考查的題目設計較靈活、巧妙，既考查學生從字里行間直接獲取信息的能力，又檢測學生分析推理提取信息的綜合能力，具有較好的區分度。其中D篇文章的語言信息量充足，句子結構較復雜，學生須具有良好的心理品質、一定的速讀能力、快速獲取和處理信息的能力。

2、試題編制質量。試題緊扣課本，貼近老師平時教學，重難點把握到位；涉及的知識面較廣，幾乎涵蓋了初中階段所學知識點；圖文并茂，題量適中，梯度合理，利于不同層次的學生答題；試卷題型設置合理，有利于學生獨立思考，發揮自己的真實水平。

3、答案規范靈活。考查能力的非選擇試題，答案必須規范靈活，力求做到統一性與開放性相結合。只求統一，可能埋沒優秀生（有獨到見解的學生）；只講開放性，可能會鼓勵投機，閱卷時難以操作。本卷4道非選擇題，除“書面表達”外，每道題的答案是切題、規范、完整、簡明的。

4、評分客觀公正。中考關系到數萬考生和家長的切身利益，社會各界十分關注，中考閱卷的公平性和公正性是實施閱卷工作的重中之重。網上閱卷是目前所采用的最為合理的閱卷方式。今年起，我市中考各學科均實行網上閱卷。我們通過如下幾項措施來確保做到公平公正：

①、閱卷嚴格實行“四評”制度 每個考生的試卷至少要經過2位教師的獨立評分，若這2位教師所給定的分值不超過本題所確定的評分誤差范圍，則考生的得分即取這2位教師評分的平均分；反之，若這2位教師所給定的分值超過了本題所確定的評分誤差范圍，則電腦會自動將該考生的試卷隨機發送至第3位教

師再進行評閱，若第3位教師的評分與前2位教師中任1位教師評分的誤差在評分誤差范圍之內，則取評分相近的這2位教師評分的平均分作為考生的得分，若第3位教師的評分與前2位教師評分的誤差均不在評分誤差范圍之內，則考生的試卷就需要自動發送到第4位教師（題組長）進行仲裁，才能確定出該考生的得分。這種“四評”的閱卷方式與傳統閱卷一改一復的方式相比，大大提高了閱卷的準確性。

②、切塊分割，不露全卷 傳統的閱卷方式，閱卷教師可以看到考生試卷的全部內容，而網上閱卷則是將考生的試卷切割成若干個試題塊，閱卷教師除只能看到自己批閱的這一題組內容外，看不到考生的任何其它信息和內容。

③、試卷隨機發送 計算機系統在向閱卷教師分發試卷時是將全市所有學生的試卷隨機發送到各閱卷教師，閱卷教師根本無法辨認本校試卷，故網上閱卷不回避初三教師參加，而考生的書面表達題評分將主要選擇高中教師進行批閱。

④、相對集中，標準統一 全市集中進行網上閱卷，本次閱卷工作抽調了來自四市三區的初高中骨干教師共890多人，其中有360多人來自全市各四星和三星學校的高三教師，他們責任心強，業務水平高，多次參與了網上閱卷工作。對每個考生而言，評分的標準一致，對各市（區）的考生而言更加公平。

（五）落實課改精神，體現地方特色

課改以對學生終身學習和發展最重要的基本素質為突破口，即培養學生健康的體質、健全的人格、積極向上的心理、實踐能力和創新精神、自主學習、合作學習、探究學習的意識和能力。而這些又恰恰是當前教育最薄弱，乃至是缺失的。本卷的書面表達內容來源于教材, 選用了學生所熟悉的話題“Changes to my hometown”。以半開放性的形式要求考生結合自己的成長經歷寫一篇100詞左右的短文，內容包括三部分：簡要介紹家鄉的過去；重點敘述家鄉現在發生了的巨大變化；對家鄉未來的暢想。以“對家鄉未來的暢想”為載體，引導學生熱愛家鄉、關心并自覺投身于家鄉的社會主義現代化建設。

（六）完善學科體系，著眼未來發展

中考既是初中階段的終結性考試，又是高一新生的選拔考試，體現初高中英語教學的銜接是本卷的特點之一。如本卷閱讀理解文章的選材既體現了一定的時代性和思想性，又保證了閱讀材料的多樣化和生活化。A篇講述了人與動物的和諧相處；B篇介紹了一種新型的網絡英語“E-mail English”；C篇探討“Non-Homework Policy”，旨在倡議有效減輕學生過重負擔；D篇關注社會熱點—呼吁解決中國水資源的嚴重危機問題。旨在引導教師和學生重視閱讀方法和能力的培養，考查了學生的學習方法、思維習慣、學科素養等繼續學習的潛能，著眼學生的未來發展。

三、存在問題

1．語感是一種綜合的能力，測試成績不理想的學生中多數因語感弱失分。英語學習中，聽、說、讀、寫等幾項技能是互相關聯的，而且聯系密切。學習習慣養成性弱，部分學生由于基礎不扎實，不會做題，即使做了準確性也不高，沒有養成良好的學習習慣以及掌握好的學習方法。

2．城鄉之間、校際之間不平衡，出現低分人數。英語教學水平的差距嚴重阻礙了教學質量的整體提高。由于受英語師資水平（農村初中大多非科班出身）、基礎重視程度（許多農村村小視英語為副科教學現象）、學校編班模式（09年中考前本地區90%的學校采用快慢班編制形式）等條件的制約造成我市四市三區之間存在一定差距，學生英語學習存在兩級分化現象。

3．2001年秋學期起我省各小學就開設英語課程，先是五六年級，再后來三四年級，現在從一年級就開

始學英語。但目前小學英語教師任課情況存在“三多”的現象較為普遍，即任教的班級多、面對的學生總數多、跨年級多。農村學校仍然還有語數教師兼教英語跨學科現象的存在，作為教師精力畢竟有限，對于兼教的學科多少有點“額外”的觀念，必定影響英語教學質量的提升，最終會直接影響到學生的中考成績。

4．日常教學中為了多留時間供學生復習，普遍有趕教學進度現象的存在，我們應關注全體學生英語學習的接受能力，關注學困生，及時掌握他們的學習情況，加強雙基落實，強化學習習慣養成，夯實英語學習基礎，對學困生有針對性的進行學習指導。合理規劃教學進度，發現問題及時解決，應避免回過頭來“炒冷飯”造成學生英語學習熱情與興趣的“降溫”。

四、改進建議

1．進一步加強英語師資培訓，加強轉崗教師英語專業知識及口語的培訓。解決農村及邊遠地區師資力量匱乏問題，加大省優質教學資源光盤在農村初中使用的監管力度，讓邊遠地區每個學生都能享用英語優質教學資源。邊遠地區、農村學校師資力量匱乏，嚴重影響全市初中英語整體素質的提高。強力呼吁各級行政領導在原有的基礎上進一步采取強勁措施，促進小學英語課程的健康發展，以便在小學階段較好地培養合格的英語學習者，在各方面為中小學英語教學的銜接夯實基礎。

2．適當減輕英語教師工作量，以保證教學質量的穩步提升。教師教學負擔過重，無法在教學準備上花足夠的時間，不利于教學質量的保證。多年來每位英語教師面對的學生總數較其他學科老師要多得多，無形中與學生溝通的時間少，在關愛學困生方面存在一定困難，導致學生整體水平不夠理想。還會造成每個班都會過早地出現兩極分化、以及學困生人數增多現象，不利于初高中英語教學銜接的順利進行。

3．明確英語課是語言實踐課，正確處理講與練的關系，切忌滿堂灌。應讓學生在語言實踐中學習知識，掌握技能，重視講解的簡單明了，深入淺出，訓練形式的多樣化，有實效性。進一步減少教師在每一節課教學過程中所占用的講解時間的總量，讓學生的口、筆頭語言實踐活動得到加強，學生語言訓練時間至少要占一節課的三分之二。每堂課必須有明確的訓練項目，充實的內容，緊湊的環節、有效的方法，要正確把握教學的深度、廣度和密度。激發學生的學習興趣，促使學生動眼、動耳、動口、動手、動腦，在學習英語過程中體驗成就感、樹立自信心。

4．高度重視口語教學。由于今年中考剛剛實行聽力口語自動化考試，許多領導、教師、學生和家長還是對它缺乏足夠的重視，對我們的口語測試缺乏應有的熱情、敷衍了事。殊不知英語的聽說讀寫是密不可分、相輔相成的，口語不過關，其它能力就受到了很大的限制。絕大多數學生逐步掉隊的軌跡都是：沒聽清楚發音——發音不準——沒讀熟教材上的語言材料——不理解語言材料的意思——記不住詞匯——聽不懂講——聽、讀、寫的能力無法進一步發展。由此可見，抓好口語教學是發展學生其它英語能力的基礎，是防止學生大面積分化的基本途徑。

5．理直氣壯地鼓勵學生課外閱讀。英語是一門實踐性極強的學科，在我們這個缺乏使用環境的地方，僅僅靠一本教科書是根本不可能培養出學生運用英語的能力來的。在教材以外必須有大量的聽說讀寫的活動，這也是國家課程標準的基本要求。近些年來，有的領導過分強調減輕學生的學業負擔，張揚學生的個性，讓學生自由發展，讓學生過得輕松愉快，致使不少學校的學生在課堂以外缺乏起碼的運用英語的時間和資源，嚴重阻礙了學生英語能力的發展。我們應該理直氣壯地宣講教育部頒布的義務教育英語課程標準，鼓勵學生適當訂購課外讀物，多聽、多說、多讀、多寫。

綜上所述，2009年泰州中考英語試題命題科學嚴謹，體現了“五個有利于”的命題特點，只要教師在平時教學過程中，認真落實新課程理念，狠抓基礎知識、基本技能的訓練，注重綜合語言運用能力的培養，持之以恒，不斷創新，學生就會在中考中發揮正常，取得滿意的成績。
