“會期不能再短了”

有代表稱人大履職必須得開會

全國人大代表、廣東省財政廳廳長劉昆表示，“人大代表是通過會議的方式，依法集體行使職權，而不是每個代表個人直接行使職權。”突出的是“集體行使”，而集體行使權利有一個問題，就是開會，所以人大代表的會議要保證一定的時間，不能無限制地壓縮。

因為是集體行使職權，不管你人在哪里，個人發言、個人視察都是個人的行為，如果沒有開會，就沒有人大行使職權的基矗“所以這次開兩會期間，大家都在講要節約經費，縮短會期，但是我個人認為，人大代表必須保證一定的時間，如果沒有會議的基礎，就失去了人大最重要的基?！?/p>
